People -inspired song rushed for Canada DayKristine King, Promotion and Publicity forWarner/Chappell Music Canada, tells thestory that "When songwriters WainRoutledge and Anthony Vanderburgh foundthemselves frustrated, watching as theircountry went through one of the most painfulperiods in its history . . . they were moved towrite about it." The French/Englishlanguage rush release of Let It Show_iltsCanadian All The Way) and C'est a toi, isthe result.

King goes on to point out that the twoToronto -based writers were deterined not tomake this "a shallow production . . . they cutan emotional rock 'n' roll street -hip track,"which features the vocals of Brooke Palmer,a Toronto singer in his twenties.

Routledge and Vanderburgh thenbrought Franco-Ontarions Roger St -Denisand Richard Fleury into the picture to adaptthe song for French speaking Canadians,"instead of attempting to merge the twolanguages and cultures into one track,"informs King. St -Denis conveys the vocalmessage on the French -language track.

It took only two weeks, "a frantic twoweeks," says King, for the songs to bewritten, cut, mixed and mastered and finallymanufactured and rush -released to the mediain time for Canada Day. Both tracks wererecorded at the Routledge/Vanderburgh-

South Fraser gets nodfor Vancouver licenceThe CRTC has announced the approval ofthe application by South Fraser BroadcastingLimited for a licence in Vancouver onfrequency 94.5 MHz.

The Commission was apparently im-pressed by South Fraser's proposal of an"alternative Dance and Rhythm & Bluesmusical format and imaginative spoken wordprogramming," which was designed toappeal "most strongly to an audience ofthose under the age of 35."

This age group was identified by theCommission, and by four of the sixapplicants, as being "targeted by fewer localradio services than the group 35 and older."Specifically, South Fraser identified itsprimary audience as those "between the agesof 18 and 34, with females comprising themajority."

Besides its commitment to broadcast "aminimum of 30 percent Canadian content" inthe Category 5 musical selections, the broad-cast group indicated it would supply fundingfor the development of Canadian talent "bydirect expenditures of $315,000 in each of thestation's first five years Thesewill include an "annual contribution of$150,000 to a Young Artists and AudienceFund," which will be used to "encourageyoung artists and introduce young audiencesto Canadian talent." The fund will beadministered by the Vancouver CulturalAlliance.

CRIA and policeseize 'bootleg' goodsA number of investigations by CRIA's AntiPiracy office, working with the MetroToronto Police Department and the RCMP,have led to the seizure of thousands of soundrecordings and video cassettes.

In Mid -June, Metro Police nabbed hun-dreds of video tapes containing live concertfootage of several name artists including JeffHealey, Rush, Pink Floyd, Rod Stewart andMadonna. In a news release, CRIA statedthat a Scarborough, Ontario man was charg-ed with fraud. At about the same time, twoowners of a downtown Toronto record storewere arrested by police and charged with 14various offenses. The CRIA release says"seized in the raid were hundreds of allegedbootleg, counterfeit and pirated cassettes,albums and compact discs."

In May, CRIA worked with the RCMPin the seizure of 1,100 audio and videocassettes at a retail store in Montreal.Charges have been laid in this case where thebooty seized reportedly carried an estimatedstreet value of $50,000.

BMG's Sheree hits bigwith Japan promotionBMG Canada reports that Sheree'srecent promotional tour of Japan, whichwound down at the end of May, was "anoverwhelming success".

Sheree was reportedly "enthusiasticallyreceived" at two showcases in Tokyo andOsaka. She appeared on a Fuji TV entertain-ment program which boasts an audience often million, and received coverage in morethan 20 newspapers and 100 magazines. Thesingle, Women's Work, from her debutalbum, has received extensive airplay onJapanese AM and FM radio.

Sheree returns to Japan in July foranother promotional tour and to participatein writing the score for the Japanese versionof the film Top Gun, in which she will alsoperform an original song. A two-weekJapanese tour has been scheduled forSeptember.

Sheree's album is also scheduled forrelease in 16 other international territories,including the U.K., France, Germany, HongKong, Australia and Malaysia.

She is currently bulleting up the RPM100 Singles chart with Bang On, the latestsingle taken from her debut album.

MIDEM makes movesto stamp out piracyMIDEM, the International Record, MusicPublishing and Video Music Market, hasintroduced new clauses to its participationcontract in an attempt to fight music piracy.

Effective from the next MIDEM, to beheld in Cannes, France from January 20 to24, 1991, participants will be required, as partof their agreement, to refrain from engagingin acts of counterfeiting or piracy. Cohen is a well known singer andsongwriter who was born in Montreal in1934. Over his career he has releasedten albums, selling more than five millionoutside of the U.S. He is very popular inEurope and is honoured annually at theLeonard Cohen Festival in Krakow, Poland.

MIDEM makes moves to stamp out piracy

MIDEM, the International Record, Music Publishing and Video Music Market, has introduced new clauses to its participation

contract in an attempt to fight music piracy. Effective from the next MIDEM, to be

held in Cannes, France from January 20 to 24, 1991, participants will be required, as part of their agreement, to refrain from engaging in acts of counterfeiting or piracy. Infringe-

ment of the agreement will result in the offender being expelled from MIDEM and

not re -admitted for at least two years. MIDEM's chief executive, Xavier Roy,

Diemer to Capitol's National Promotion post

Peter Diemer has been appointed Director. of National Promotion for Capitol

Records - EMI of Canada. His appointment became effective June 25/90.

Diemer joins Capitol from MCA where he held a similar position. He joined MCA in

1983 as B.C. marketing representative until 1985 when he moved east as Ontario

marketing representative, a position he held from 1985 to 1988 when he assumed his post

as Director National Promotion. He became involved in the music industry in 1979 when

This just in ! Hold the fort. Forget mybitching about Canadian recording artistssitting on their talent and getting fatter andfatter. Well, I shouldn't go that far.Anyway, thanks to Warner/Chappell . . anAmerican -owned company, might add,something has been done . . . in fact it mighteven be a little revolutionary in scope, if youlisten to the lyrics very closely. Two Torontosongwriters, Wain Routledge and AnthonyVanderbugh, harnessed the songwritingtalents of two Franco-Ontarions, Roger St -Denis and Richard Fleury, to write theFrench lyrics to Let It Show (It's CanadianAll The Way) which came out as C'est a toi.(EC: What about the fat and fatter artists?)

Man ... what a promotion! How much doyou think that Diet Pepsi Taste Trainpromotion cost? Well, for obvious reasons,the Pepsi people aren't saying, but thepromotional value that came with it faroutdistanced any outlay they might havemade, for the rolling stock, the talent, whichI'm sure they paid for . . . and whatever elsewas necessary to get the train from

A new eatery for Brian . . . ! When Imentioned a few weeks ago that Fenton's hadclosed, and that it was Brian Robertson'sfavourite lunch haunt, Joanne Smalesuggested that I mention The Senator's newdining room to him. As it turned out, Brianwas away ahead of both of us. In fact, heinvited me to sample the service and the foodat the new Sniderman food spa. When wearrived . . . and Brian had made reservations,we were informed the dining room wasn'topen on Mondays, so we had to go next doorto the restaurant, which is not too conduciveto a jawing with "the most quoted man inCanada's music industry", fawh, fawh, fawhfawh . . . and all that Brit stuff. Anyway,rancourous is either spelled with two Us orone which ever is proper. I always felt thatBrian took negotiating like a gentleman untilI read otherwise elsewhere. (EC: Consider thesource! Consider the source! Canada's MusicBusiness Soar Ass!!) Don't be a Dickhead,Ellie!!)

Short and sweet . . . ! "I am pleased toannounce that I have been appointed thePresident of the Retail Music Association ofCanada." (signed) Leonard Kennedy. Nowthat's getting right to the point. No fluff, nohype, just the straight facts . . rightLeonard? He doesn't have to go into detailabout how he is probably the most successful,operator in the record servicing field . . . helikes to keep a low profile. But I think theyshould take "retail" out of the name of theorganization, unless Leonard's going to opena chain of stores. (EC: Could be . . . !)

Politics in high places . . . ? That muchfought over battle for the last remaining FMfrequency in Toronto is soon to be history. Ihear the name of the successful bidder couldbe announced within the next two weeks. Ialso hear there was a lot of backroomlobbying going on after the hearings.(EC: How about a public poll of theCommissioners . . . ?)

Great talent at Ontario Place . . . ! Myvisits to Ontario Place are usually just tocatch the odd act at the Forum, but I've reallybeen missing the boat. After the Barry Whiteconcert, I ducked into Jamz for a quick beerand what a rockin' joint this is, but I didn'tsee any A&R people, so I knew there must betalent here somewhere . . . and sure enoughout came Joanie Wilson, one of the stars ofthe Deerhurst million dollar revue, to do aguest set. In fact she did two sets and I stayedfor both. What a talent, and in hot pants yet,which drove the crowd crazy. Backing herwas an incredibly tight group of seasonedmusicians: guitarists Christian Bechard andJoe Mavety, Joe Reynolds on Trumpet,bassist Joe Agnello, keyboardist MichaelFonfara, saxman Steve Dudek, drummer JimCasson and vocalist Chuck Jackson. Theyguest a lot of bright new talent and because ofthe aggressive nature of the band, these actscome off as polished professionals.(EC:Take an A&R person to Jamz for abeer . . . !)

Canada Day, Up Canada Way! SaysStompin' Tom, "Let Canada join Quebecand we'll all separate together." Therecouldn't be a better way, musically, tocelebrate Canada Day then to programStompin' Tom's Canada Day, Up CanadaWay. Capitol rushed out a CD copy of therecord, and I have it from very goodauthority that this could be the record of theday . . . right across Canada. (EC: Even inQuebec . . . ?)

Keeping the country together ... ! I heardthere was a move underway to harness thetalents of some of Canada's top name, andsome lesser name recording artists to producea Save The Nation ala Tears Are Not Enoughrecord. I know Bruce Allen is ready to go, butthis one will be tough. Nobody's starving inthis country . . . recording stars are getting fatand fatter . . . and does anyone really care?What a great opportunity to put our musicand our talent front and centre for a REALcause. Of course the country isn't going tobreak up . . . but wouldn't it be nice tore -affirm our belief in this country?(EC: The silence is deafening . . . !)

Welcome back Bobby . . . ! Highlyrespected restauranteur Mr. RobertSniderman, I guess we can call himBob . . . but never Bobby again, has returnedto the business . . . well, sort of. He built asnazzy dining room next to his Senatorrestaurant/deli in downtown Toronto and!topped it with a jazz club called Top 0' TheSenator . . . quite clever! I'm not much intojazz, but the opener for the club, 60 -year oldblues/jazz belter Betty Carter stopped medead. The range and the dynamics of thislady's voice is pure entertainment .. . and herimprovisation technique with the trio, keptme on the edge of my seat. After hearing herversion of Alan Jay Lerner's little knownWhy Him and beautiful standards by ColePorter, Betty had the room of first -niters inthe palm of her hand. She recorded an albumwith Ray Charles a few years ago for ABCDunhill, and I understand it is still available.By the way, the ambience and decor of theSenator lends itself to the type of act onstage . . . class, all the way, a note of respectfor the music genre. Reggae Sunsplash to shineReggae Sunsplash, the world's largest reggaeevent, rolls into Canada for two shows inToronto and Montreal June 29 and 30.

Every year since 1978 the ReggaeSunsplash festival has presented the cream ofinternational reggae at the Bob MarleyMemorial Performing Arts Centre inMontego Bay, Jamaica. And each year since1986, a number of performers have takenSunsplash on the road across North Americaand Europe before heading to Jamaica forthe festival, this year to be held from July 16to 22.

This year's touring lineup includesreggae veterans Burning Spear and MarciaGriffiths, rising star Freddie McGregor andyoung artists such as Shinehead and ShellyThunder who fuse reggae and hip hop styles.

Nick Cumberbatch of Winnipeg's RootsProductions, which with Toronto -based IdealPromotions is promoting the Toronto show,a 41/2 -hour extravaganza, says that the inclu-sion of the newer acts reflects the crossoverbetween reggae and rap. "Music in general,and reggae music in particular, is alwaysevolving and changing. Rap music is a reflec-tion of street music in America and it's a verypopular type of music...When you look at thehistory of reggae music and music coming outof Jamaica and the islands, I rememberlistening to rap music in a certain form, dancehall music, as far back as 20 years ago, beforerap as such came out of the black Americanexperience. So one could say it's all an ex-pression of people and street life. I think thecrossover will always be there because we'rebasically talking about people and theirexperiences."

This year's Sunsplash tour comes asreggae is enjoying a level of popularity inNorth America unprecedented since the deathof reggae's first international superstar, BobMarley, in 1981. Rising sales figures forreggae records and broadened interest inevents such as Sunsplash, as well as reggae in -

in Canada - June 29/30fluences in the music of such internationalrock stars as Sting, Tina Turner and TracyChapman, seem to indicate that reggae isreaching a new audience in North America.

"People always said reggae music hadpeaked with Bob Marley," saysCumberbatch. "And with the absence of BobMarley from the scene there isn't that focalpoint of attention for reggae music. [But] ifyou look at the audiences now you have peo-ple who were introduced to reggae music bythe Bob Marley experience, and you also havemusic fans who were exposed to reggae whichhas crossed over into rock music."

Cumberbatch is quick to point out thatwhile reggae has been widely influential forrock performers, mainstream radio still has along way to go in recognizing reggae music'sviability. "A lot of the established radio sta-tions seem to resist including reggae in theirplaylists. They would probably play EricClapton's I Shot The Sheriff without think-ing, but if it was coming from a reggae artistthey might not want to play it...It's time theradio stations liberate themselves frompigeonhole labels and from assuming theyknow what the listeners want."

Canada Day at CIGV-FMfeatures 24 hours CanconCarl W. Harris, Music Director of CIGVPenticton, B.C. is gearing up for the station'sannual Canadian Showcase, an event wherethe FM station features 24 hours of Canadiancountry on Canada's birthday, July 1st.

Canadian Showcase '90 however, will besomewhat different this year. "We will bepresenting a Portrait of the '80s," saysHarris, "That is, recordings released betweenouir going on the air, October 19, 1981 andDecember 31, 1989." He goes on to point outthat the music "will not be selected as a bestof, because I intend to include releases of alocal, regional and national nature that didnot make a chart. Songs will be picked thatgive a cross section of the events, feelings andmessages of the time . . . and the announcerswill be able to give the month and year aftereach song."

Harris explains that for this year only, heis looking for "new material of a specialnature which RPM has always helped me toobtain in the past." He concludes with"Instead, it will be a retrospect that should beentertaining, interesting and, above all,typically CIGV Radio.

Moore and 54-40 bandmake news at GanglandAmong the spate of activity at Vancouver'sGangland Artists recently was the signing ofMae Moore to its artist roster. Moore isscheduled to begin touring this fall in supportof her debut CBS album which was producedby Colin Nairne and Barney Bentall. Thealbum is scheduled for a July release.

Gangland has also announced the wind-ing down of Vancouver band 54-40's FightFor Love Tour. The group will wrap thingsup at the Stein Valley Festival (Aug. 5),before heading back to the studio to beginworking on their next album.

CHUM stations capturesix international awards1050 CHUM and 104.5 CHUM -FM havecombined to win half -a -dozen medals at theInternational Radio Festival Of New York.The winners were selected from among 5,000entries representing 42 countries, and theawards handed out June 13th in New York City.

International Radio Festival Of New York. The winners were selected from among 5,000

entries representing 42 countries, and the awards handed out June 13th in New York City.

Helix back for another taste of the roadStalwarts of the Canadian rock circuit, Helixepitomise the hard -rocking, hard-workingband. Their raucous live shows and tirelesstouring demonstrate the Kitchener, Ontario -based band's straightforward, no-nonsenseapproach: they want to rock and they wanttheir fans to have as much fun as they're hav-ing.

For some bands, touring is an exhaustingnecessary evil. But the members of Helix saythe road is their lifeblood. "We like being outthere," confesses vocalist Brian Vollmer. "Idon't like being in one place too long...It'snice when you can get out there, away fromthe distractions of home. I have a routinewhen I'm on the road. I get up at 11 or 12o'clock, I eat, I go jogging...I've got my dayplanned out. When I'm at home, I've got noroutine. I'm running here, running there, try-ing to get this paid and that paid and thistaken care of, and be a dad, and be afriend...I don't mind doing those things, butwhen you're home that's what you have totake care of."

The fifth and latest Helix album, BackFor Another Taste, was conceived on anddrew its inspiration from the road. "A lot ofthe songs were written on the road," saysVollmer. "We tried them out in front of anaudience, and then we came straight in offthe road and did the recording while the bandwas still hot...We'd record two or threesongs, and then we'd go back out for a coupleof months. So we'd have all that time to sitdown and listen to the tracks and maybechange this vocal or change that lyric orchange the lead part. So we were always fine-tuning things as we went along. It was great,because a lot of things were changed, notsignificantly, but just little things that im-proved the songs."

The time and care spent on getting thealbum just right reflects the experience gained

Tascam sponsorship forSongwriters AssociationThe Songwriters Association of Canada hasannounced a new sponsorship program byTascam, an audio production equipmentmanufacturer. Association President TerryMcManus, in a press release, said "We arehappy to be associated with a company thatproduces products which have been an im-portant component of the creative process,for both amateur and professionalsongwriters of Canada. Tascam NationalSales and Marketing Manager Paul Saracinisays his company is "honoured to be workingwith (the association), " which he says"creates a community for songwriters andteaches them about the industry."

The Association release points out thatthe program includes "a discount incentiveprogram for members of (the Association)for specific products, exclusive sponsorshipof (the Association's) upcoming Date With ATape songwriting workship/seminar series,as well as sponsorship of the annual(Association) workshoryheld in conjunction'with the Music Industry Association ofCanada."

by Helix's longevity, experience which gavethe band the ability to achieve what theywanted in the studio. "We've recorded a lotof albums, and we're obviously more of a liveband than, say, Technotronic," saysVollmer. "So we knew how to record well inthe studio, we knew what we were looking forwhen we went in there...We're looking for alive sound. It's kind of hard to describe, youjust know when the track feels right and whenit doesn't."

Helix took the same approach to filmingthe video for their single, The Storm. "(Theidea behind the video) was to bring the bandout, not to have the band be anything thatwe're not," explains Vollmer. "Basically,we're a hard -rocking live band, and we triedto bring that across on film. Sometimes onfilm I've found that people get the wrong ideaof what we're all about. There are definitelyvideos where I have to get sick every time Isee them."

Unusually, perhaps, the members ofHelix show a keen interest in current music.And not just metal, either; Vollmer admits tolistening to and enjoying everything fromTom Petty's Full Moon Fever to the B -52s'Cosmic Thing. "I go in cycles. I'll listen tosomehting like that for a while and then I'llgo back and listen to metal. I want to get thenew Slaughter album. I want to stay on top ofthings, I want to be constantly learning newmaterial.

Considering their long career, Helix arewell placed to comment on the state of metal,

BCAB honours WX1130for support of CanconA major supporter of Canadian countrymusic in British Columbia is Vancouver'sCKWX, affectionately dubbed "WX1130Real Country," and the station's effortshaven't gone unnoticed. At the recent 43rdannual convention of the B.C. Association ofBroadcasters, CKWX was presented with anaward "for support of Canadian talent."Ted Farr, Program Manager for the popularcountry giant, accepted the award.

CKWX put its reputation and organiza-tional ability on the line when, in 1988,together with Nashville songwriter/producerRalph Murphy, presented a CountrySongwriting Seminar. "The first year wassuch a success," says Lisa DePoe of CKWXthat the station "expanded the program. in1989" to include five country music seminarsthat were featured at the B.C. Country Musicconference.

The station hosted four special guestsfrom Nashville, who addressed topics whichincluded songwriting, recording and radio,and music and the law. The conference,which was held in New Westminster,attracted several hundred country musicindustry delegates.

It should also be noted that Harold"Weird" Kendall, Music Director of CKWX,brought national honours to the station whenhe was inducted into the Canadian MusicIndustry Hall of Fame in 1989, for his"contribution to Canadian music."

"Lyrically it has come a long way.It used to be, if you listened to metal, it wasall women and parties...I think Guns'n'Roseshave really changed the face of metal, inrespect to a little bit of intelligence behindit...And musically it has become a lot morepoppy, I find. Even though it's gettingheavier, it's more accessible to the masses.You hear Guns'n'Roses on the radio, but itdoesn't really sound out of character forwhere radio's at...It seems like heavy metalbands are just writing better music, and I hateto say it's pop, yet it's becoming pop."

Helix has rejected the difficult, bad boyimage of many hard rock bands in favour of aserious approach that puts the music first andtreats fans and the people with whom theband deals with respect. "We're pretty ac-cessible," agrees Vollmer. "We've done freeconcerts and we're on time and things likethat which people appreciate...One of themost frequent comments we get is peoplecan't believe what good care (manager KenHeague) takes to send new product, to makesure everything's cool, having the band readi-ly accessible for interviews..." Easy to see,then, why, as they release their fifth album,Helix is one of the most enduring bands onthe Canadian music scene.

Manitoba's Hart -Rougeto rock in the U.S.S.R.Roland Stringer, Manager of Canadian rod(group Hart -Rouge, has announced that :theband will be joining performers like RodStewart, Bruce Hornsby and Johnny.Clegg ata three-day rock festiVal in Estonia in July.

Stringer tags the festival as "the mostimportant annual rock music event in theU.S.S.R.," pointing out that the concertswould be attended by "over 200 journalistsfrom the (West)" and by "about 300,000fans (over) the three days." Hart -Rouge isscheduled to perform July 28th, which will befollowed by a concert in Helsinki three dayslater..

Stringer also points out that the concertsite (Tallin, Estonia) is considered by theGuinness Book of Records to be "the largestin the world."

The Hart -Rouge overseas trip is beingpartially funded by Musicaction andManitoba's Department of Cultural Affairs.

The popular bilingual band has justcompleted a heavily dated June in which theytravelled across Canada and into the U.S.,performing at Vancouver's Festival desjeunes, the Regina Folk Festival, the DetroitInternational Freedom Festival (with. theRobert Cray Band) and in Verdon (with RochVoisine). Prior to their trip to Estonia, theband will play dates in Brossard (July 19), LaBaie (20), and St. Angele De Mericci (21).When they return they will continue theirQuebec tour playing St. Jerome on Aug 4with Karen Young and Michel Donato andVille St. Laurent with the symphonyComusica (11).
