The PDEA Academy

The PDEA Academy, which is located at Camp General Mariano N. Castañeda in Silang, Cavite, is the training hub of the Philippine Drug Enforcement Agency.

For the year, the PDEA Academy has successfully trained the 6th bath of new Drug Enforcement Officers (DEOs) class MANALIG.

With a total of 67 DEOs, of which 24 are females and 43 are males, the DEOBC Class MANALIG graduated on September 30, 2013.

PDEA Academy has also facilitated the successful conduct of the following among others:

• Seminar on Barangay Anti-Drug Clearing Operations for Chiefs of Police

• Seminar of Case Monitors• Airport Interdiction Seminar• Baker-Piston 13-03 Training• Trainer’s Training on Scientific

Method of Processing Fingerprints• Clandestine Laboratory

INCREASING MOTIVATION AND COMMITMENT OF PERSONNEL

Integrity Enhancement & Preservation

The Agency adheres to the viewpoint

that integrity is complimentary

with effective and successful law

enforcement. The culture of integrity

spouses dedication of duty-bearers

and the respect and trust of the

stakeholders and the citizenry.

In view of this, the Agency ensures

that integrity is imbibed within its rank

through moral renewal and integrity

enhancement programs.

Internal discipline – While the

Agency arrests drug personalities,

it also imposes internal discipline

for erring personnel. For the year

2013, 91 personnel from Director

down to rank and file positions were

investigated for various cases which

involved misconduct, neglect of duty,

dishonesty, conduct prejudicial to

the best interest of the Service, and

violation of office rules among others.

After due process, 13 were given

disciplinary action as follows:

Moral Renewal Action Plan (MRAP)

The Agency promotes the values of being makaDiyos, makakalikasan, makatao, at makabansa and aims to achieve zero tolerance for corruption in the government service.

In line with this, the PDEA implements the following initiatives:

- Regular conduct of Command and Staff Conference;

- Strict implementation of policies and Bids and Awards, Merits and Promotion, PRAISE Committee, Local and Foreign Schooling;

- Implementation of anti-red tape programs;

- Support to gender and development program;

- Support to programs related to the welfare of senior citizens, persons with disabilities, and children;

- Regula conduct of regular flag raising ceremonies;

- Support to international and national observances;

- Conduct of Holy masses and bible sharing;

- Tree-planting and other environment preservation activities;

- Various community outreach activities including support to the victims of typhoon “Haiyan” or “Yolanda”

- Conduct of team-building activities; and

- Spotlighting and recognition of commendable performance of personnel.

HIV/AIDS Prevention Program

The incidence of HIV/AIDS in the country is alarmingly increasing. Though it is still relatively low, the HIV/AIDS registry in the Philippines for 2013 shows a 79% increase in newly reported HIV cases compared to 2012. Thus, the PDEA is eagerly enhancing its knowledge-acquisition and information-dissemination regarding the advancement of HIV/AIDS affectation in relation to illegal drug injection as well as their prevention.

Pursuant to the provisions of RA 8504, otherwise known as the Philippine AIDS Prevention and Control Act of 1998, the Agency, together with the Philippine National AIDS Council (PNAC), conducts a Basic Seminar-Workshop Caravan in the cities of General Santos and Davao on November 25-26, 2013. Eighty-four (84) personnel from Regional Offices 11 and 12 have attended the said seminar-workshop.

The Basic HIV/AIDS Prevention Seminar-Workshop comprises games, role playing/skit, and other group dynamics. The following are the training scope:

• HIV/AIDS Rationale and Introduction• RA 8504 (The Philippines AIDS

Prevention and Control Act)• Gender, Sex and Sexuality• Basic STI, HIV and AIDS• Impact of HIV and AIDS

Christmas 2013

To express solidarity and show support to the Filipino community especially to the fellow personnel who have experienced tragedy caused by the exceptionally powerful tropical cyclone Haiyan, locally named as Yolanda, the PDEA decided to forego a lavish Christmas party. This year, the Agency celebrated the Yuletide season in a very simple manner, giving importance to the real essence of Christmas.

On the 18th of December, the Agency opens the day with a Thanksgiving Mass. The Director General together with the Deputy Director General for Operation and Deputy Director General for Administration grace the event with their presence. Undersecretary Arturo G Cacdac Jr shared a very inspirational message to encourage the personnel.

Afterwards, the personnel of each service gathered together to celebrate and enjoy a simple Christmas lunch in their respective offices.
