Landdros Gerhard Pretorius het dit verlede Donderdag in die Moko-pane Streekshof duidelik gemaak dat hy nie glo alles is pluis met die poging tot moord klagte wat die Onafhanklike Klagte Direk-toraat teen polisiereservis Andries (Vossie) Vosloo van Mookgo-phong aanhangig gemaak het nie.

Vosloo is ‘n lid van die spesialis groep spoorsnyers wat die polisie al vir etlike jare bystaan in die opspoor van voortvlugtiges in plaasaanval en renoster diefstal sake.

Volgens getuienis wat Donderdag in die hof gehoor is, het hy in die oggendure van 15 Oktober 2012 saam met vier lede van die Limpopo veediefstal eenheid aan ‘n operasie deelgeneem om ‘n groep vermeende veediewe in die Mookgophong-omgewing vas te trek.

Die eenheid se bevelvoerder, Kapt. Herman Lubbe, het getuig hoe Vosloo een van die vlugtende verdagtes die aand te voet agterna gesit het toe hy [Lubbe] nie vinnig genoeg kon hardloop om die ver-dagte te vang nie. Pretorius het die versagtende omstan-dighede opgesom en gesê die goeie werk wat Vosloo doen is nie onbekend aan die hof nie. In sy slotrede het Vosloo se regs-verteenwoordiger, Braam Lourens, vroeër gesê Vosloo is ‘n lid van die publiek wat vrywilliglik sy tyd daaraan wy om lede van die samelewing te beveilig sonder dat hy daarvoor betaal of vergoed word.

In ‘n ongewone stap het Pretorius vonnisoplegging opgeskort vir ‘n tydperk van vyf jaar en het Vosloo onvoorwaarde-lik vrygespreek.

The 16 Days of Activism for No Violence against Women and Children is already in full swing and in Lephalale and Mokopane police officers are campaigning for a safer community for women and children. There is perhaps no one more involved in the struggle against abuse of the fairer sex than social worker, Adolphinah Mokgonami from the Victim empowerment Centre in Lephalale.

Die OVK het onlangs aangekondig dat daar op 8 en 9 Februarie 2014 weer ‘n registrasie naweek sal wees. Intussen kan kiesers ook tydens kantoorure by die OVK kantoor by die munisipaliteit registreer om in volgende jaar se verkiesing te kan stem.

Die kieserslys sal waarskynlik na die Februarie registrasie naweek sluit sodra President Jacob Zuma die verkiesingsda-tum aangekondig het.

Hope for rape victims in Lephalalethat the statistics are staggering. “Over the past few months, we have had up to 17 rape cases in one week, most of them Zimbabwean women who are vulnerable due to their dire economic situations.”

The centre provides a place for victims of rape to wash, sleep and be coun-selled. “We often house

women with their children if there is abuse in the house. The sad reality is that these wom-en and sometimes their children are raped by

the bread winner. They feel that they have no other choice but to go back to the abuser.”

Mokgonami joined the Lephalale police in campaigning against this kind of abuse at the sports ground in Marapong over the weekend. She is a volunteer and is available 24/7 to council rape victims.

“It is sometimes difficult because I am only one person, sometimes I sleep at the centre because my home is in Marapong,” she added.

On the question of how the com-munity can get involved she says: “By volunteering at the centre or by donating clothes, underwear, diapers, sanitary pads, soap, face cloths, towels and blankets. “We also have to provide food for the victims which I often buy out of my own pocket.”

Service providers left in the lurchThe Limpopo provincial government has R634-million in unpaid invoices. This was the response to a DA question in parliament.

The outstanding payments are notwithstanding the fact that it is almost two years since several Limpopo government departments were placed under administration by National Treasury.

Service providers are being pushed out of business by a govern-ment that does not pay its bills, Jacques Smalle from the provincial DA office said.

“Every effort must be made to pay service providers on time, while at the same time making sure that every invoice is vetted against fraudulent claims,” Smalle added.

He said it is clear that the previous executive under Cassel Mathale allowed a backlog to build up and that National Treasury has not managed to resolve the situation.

“Some of these service providers were forced to close shop because of their inability to get their money from government. I will write to the minister of finance, Pravin Gordhan, to request an explanation on steps he is going to take to make sure that all those legitimate service providers get their monies on time,” Smalle con-cluded.

Councillor diesA minute of silence was held at the Lephalale municipality last Thursday with the news of the death Councillor TC Majadibodu, affectionately known to the com-munity of Lephalale as councillor Chillyboy. Majadibodu passed away last Wednesday evening af-ter a long sick bed.

Having celebrated World Aids Day on the 1st of December and being in the period of 16 days of no Violence Against Women and Children, Voortrekker hospital’s CEO, Dr Phophi Ramathuba, arranged a parade for medical personnel through the streets of Mokopane on Tuesday.

“These two events directly affect us as doctors and medical personnel,” she told Northern News. “As doctors we deal with patients who are HIV positive and who have full-blown aids every day. We are also the ones who deal with the reality of abused children, rape victims of all ages and wom-en injured in incidence of violence.”

Dr Ramathuba said the parade was held to create awareness of these realities in our community. She said the people of Mokopane should go back to their roots and ask themselves where they went wrong as a society that violence and HIV infection has become part of everyday life.

The parade ended in Ext 19 where an aware-ness programme was pre-sented for the community. Ext 19 was chosen after the personnel of Voortrek-ker Hospital earlier became aware of rising incidence of malnutrition in this area.

“We realised we needed to leave the comfort of the hospital building and reach out to the members of our community if we were go-ing to make a difference,” Ramathuba said.

The hospital embarked on a door-to-door campaign which saw many people be-ing picked up and taken to hospital where they received medical care.

“That exercise helped us to realise we can no longest sit in our hospital and wait for patients to come to us. If we are going to win the battle against issues such as HIV

More arrests for Lephalale policeThe Festive season should not be a per-mission slip to be ‘too festive’ warned the Lephalale police who arrested 27 people over the weekend for drinking in public. Three motorists were arrested for drunken driving and another three were arrested for illegal gambling.

As part of the police’s successes over the weekend, another 25 people were ar-rested in a crime prevention campaign to round up undocumented citizens for depor-tation. Four cases of malicious damage to property were reported and six people were arrested for reckless and negligent driving.

Doctors and nurses take to the streets

Malebana’s Brass Band laid down the rythm for the march through Mokopane’s streets on Tuesday.

Dr Phophi Ramathuba, CEO of Voortrek-ker Hospital leads the marching parade through the streets of Mokopane to cre-ate awareness for World Aids Day and the 16 days of No Violence Against Women and Children.

It is estimated that Lephalale will grow be-tween four and five times its current size by 2030, if all foreseen developments take place within the projected time frames. This has necessitated the drafting of a CBD development plan to coordinate future developments.

The draft report of the Lephalale CBD de-velopment plan was made public last week Thursday when developers and interested parties gathered at the municipality to have a look at proposed future development plans for the town. Chaired by Infrastructure manager, Khoroshi Motebele and Astrid Basson, chair-person of the Mayoral planning committee

the meeting not only gave a summary of future plans, but also allowed for concerns and ques-tions from the public. Basson said it is very important that the public participate in the process. A lot of questions were raised about the building of a Northern Bypass to link the town with Marapong.

The Lephalale Strategic Development Forum proposed the construction of both a northern and a southern bypass route to direct regional traffic around Lephalale town. The by-pass routes are extensions of the regional road network. The CBD Development Plan proposes that the northern bypass route be constructed as a matter of urgency.

The bypass will likely stimulate the north-wards expansion of Lephalale CBD and the

Onverwacht light industrial area. Once fully developed, the strip will also serve as an inter-face between the mining activities to the north and the town, while protecting the residential fabric of the town.

According to the report the main objective of the Lephalale CBD Development Plan is to revitalizes the Central Business Districts and thereby also upgrade the living conditions of people within the Lephalale and Marapong areas; creating an integrated and functional urban environment and rehabilitating the dysfunctional components of the CBD areas with economic development.

The draft is available on the municipa- lity’s web site at www.lephalale.gov.za and the deadline for comments is 20 January 2014.

aan 'n staatsondersteunde versekeringsfonds spesiaal vir landbou. 'n Dringende beraad hieroor is noodsaaklik om die behoefte te bepaal en die inkoop van alle rolspelers te bekom," sê Van Zyl.

Hierdie oproep kom na aanleiding van die

twee uiterstes wat landbou tans tref, naamlik verwoestende vloede aan die een kant, en ewe verwoestende droogtes aan die ander kant.

“Klimaatsverandering word reeds in Suid-Afrika gevoel, en die vernietiging van oeste en die vermindering van veekuddes om hierdie probleme

die hoof te kan bied, plaas voedselvoorsiening, voedselsekerheid en selfs die bekostigbaarheid

van voedsel in gedrang.“Die optrede tot dusvêr het reeds bewys on-

bevredigend te wees. Dit neem te lank om ‘n gebied tot rampgebied te verklaar, om opnames van skade te doen, en uitbetalings kom dan dik-wels eers ‘n jaar later. Boere kan nie meer oor-leef op hierdie werkswyse en omstandighede nie,” waarsku Van Zyl.

Plaaslike permanente ramp komitees be-hoort deurlopend inligting deur te gee aan geor-ganiseerde landbou, wat op sy

beurt weer ‘n oop kanaal na die voorgestel-de regerings ondersteunde versekeringsfonds behoort te hê.

In die lig van die plaaslike knelpunte het TLU SA sy teleurstelling uitgespreek dat Suid-Afrikaanse boere afgeskeep word

met minder as die helfte van fondse wat aan Namibiese boere gegee is. "Ons het begrip vir ons bure-boere maar 'n regering se plig lê immers in die eerste plek by sy eie mense," sê Van Zyl.

Limpopo takes a hard lineLimpopo MEC for Roads and Transport, Lehlogonolo Masoga, has adopted a ‘no-nonsense’ approach towards this festive season’s road safety activities.

Masoga launched this year’s Arrive Alive campaign on Sunday under the theme “Operation Thibela Kotsi (Prevent Carnage)” in Polokwane.

“We are going to make sure that our law enforcement officers are visible at all times to control the influx of traffic in the province.

“Our message is very clear: We will not tolerate irresponsible behaviour on our roads. We will show what we are made of by realising our goal of eliminating carnage on our roads.”

Immediately after launching the cam-paign, the MEC embarked on a road block at the notorious N1, where vehicles were checked for road worthiness while motor-ists whose alcohol limit had exceeded the required limit were fined.

During the road block, Masoga confis-cated a Nissan 1400 from a motorist, from Ha-Mutsha outside Thohoyandou. The bak-kie had dysfunctional handbrake and brake lights.

The MEC said thousands of traffic offi-cers will be deployed on all roads across the province in collaboration with traffic officers from various local municipalities.

He said Operation Thibela Kotsi was adopted to redefine traffic law enforcement and increase safety on the roads.

“We encourage road users to do their best to avoid road accidents rather than to live with the consequences of a crash.

Traffic officers will be visible all over the ports of entry, freeways, byways and streets showing no mercy to those who disregard road rules,” said Masoga. – SAnews.gov.za

New minimum wage for domestic workersThe minimum wage for domestic workers increased on Sunday, labour minister Mil-dred Oliphant announced last Friday.

Domestic workers who work more than 27 hours a week in metropolitan areas will from 1 December be entitled to R9.63 an hour R433.35 per week (for a 45 hour week) and R1 877.70 per month (for a 45 hour week)

While their rural and small-town coun-terparts will earn a minimum of R8.30 per hour, R373.50 per week (for a 45 hour week) and R1 618.37 per month (for a 45 hour week), her department said in a state-ment.

The wage adjustment was part of an annual binding determination made by the minister in terms of the Basic Conditions of Employment Act.

In the statement released on Friday the department warned that in terms of the law, a domestic worker could not be made to work more than 45 hours a week; more than nine hours a day for a five-day work week; or more than eight hours a day for a six-day work week.

“Overtime must be paid at one-and-a-half times the employee’s normal wage, or an employee may agree to receive paid time-off,” it said.

It is that time of the year again – hot summer days, ice cold drinks, flip-flops, holiday feel-ing, fishy waters beckoning....

Long daylight hours mean lots of time to spend on the water fishing, but the truth is that it is usually so hot during the midday hours that it is impossible to be comfortable out fishing the whole day.

I have learnt to make the most of the early and late hours of the day during the summer. I get up while it is still dark and make sure that I am already at my fishing spot as the sun peeps over the horison. As soon as it starts getting uncomfortable on the water, I get off. Time to have lunch and take a long siesta. When it starts cooling down again later in the afternoon, I get back on the water. Often, I will stay on the water after dark and fish until the moon starts dropping out of the sky, or I can’t stay awake anymore. Full-moon periods are best for night-fishing episodes.

Low-light periods traditionally produce the best during the summer, as this is when the fish feel more comfortable. In the early morning, the water has had the whole night to cool down and will be at its coolest temper-ature for the day. Take advantage of this period, as it is the most likely time for summer bass to feed ac-tively.

I like to fish with a spinnerbait and a buzzbait during the early morning hours, casting right up to the bank into the shallowest water possible and then reeling in slowly toward the boat. The buzzbait needs to be worked fast enough to stay on top of the water surface, but slow enough so that it just ‘bloop-bloop-bloop’s on the water surface. Any kind of surface lure can be fished successfully during low-light condi-tions. Fish with the lure you are most com-fortable with.

When the sun is up, the day has brightened and those rays start burning, I like to switch to a crankbait. If the fish are still active, but have only moved a little deeper as the sun rises, they will readily take the crank-bait. The crank can be fished throughout the heat of the day if the fish stay active.

Just adjust the diving depth of the crank-bait as the fish move deeper through the day. If the bass are not active, I will fish with a skirted jig and trailer or a shaky-head jig with finesse worm.

Again, fish to your strengths. If you are more comfortable fishing with a Texas-rig, Carolina-rig or drop-shot rig when the fish are less active, do so.

Night fishing has often been more pro-ductive for me than daytime fishing during mid-summer. I have often fished the whole day, out in the blistering heat, and only caught one or two bass, and then gone out at night and caught multiple limits in the same spots where I could not buy a fish dur-ing the day. And as an added bonus, there is nothing that can beat the peace and tranquil-lity of being out on the water and listening to the night sounds in the dark, while waiting to feel the tug at the end of the line.

Die bekende joernalis, Barry Bateman, het gehelp om die fotokompetisie te beoordeel waar Valerie Cilliers van die Noordelike Nuus se Lephalale kantoor ‘n tweede plek behaal het in die Sport Fotografie afdeling. Sy is ook benoem as finalis in die Nuusfoto van die Jaar kategorie.

Beoordelaars in die Bemarker van die jaar kompetisie, Karen Hardman van Capro en Erika Sparks van Ramsay Media het gesê Noordelike Nuus se Mokopane bemarker, Cindy Pretorius, was tot op die nippertjie loshande voor in die wedloop vir die Be-marker van die Jaar titel. George Janse van Rensburg van die Zoutpansberger het op die ou einde met die louere weggestap, maar nie

‘n Stapel toekennings vir Noordelike Nuus!sonder ‘n paar kneusplekke nie. Cindy waar-sku dat sy dit nie volgende jaar so maklik vir haar opponente gaan maak nie! Sy kan egter kompetisie verwag van ons Lephalale tak se Engela Cilliers, wat hierdie jaar ook onder die finaliste was.

Dolla Költzow van Noordelike Nuus se Lephalale kantoor het vir die tweede jaar ‘n toekenning ontvang vir haar advertensie ontwerpe.

In die harde nuus en menslike belang afdelings was Mokopane se Jasper Raats onder die finaliste en hy het ook ‘n tweede plek behaal in die sportafdeling vir sy hengel rubriek: So Tussen die Lyne.

Noordelike Nuus uitgewer, Helena Raats, is ook benoem vir die 2012 Kersbylae.
