Malleshwaram Accessibility Planning Project1

A Neighbourhood Accessibility Plan benefits the wider community, and can help to:

• Reduce traffic congestion and pollution• Improve health, fitness and alertness• Highlight road safety issues within the local community• Reduce accidents• Involve local residents in changing their own environment• Build links within the local community• Increase the use of sustainable transport

A Neighbourhood Accessibility Plan is a community-wide initiative, that looks to involve local elected members, tenants and residents associations, local schools, local environmental groups and other relevant voluntary groups, as well as people or organisations interested in community affairs to plan for their own community/ neighbourhood.

M{A}P is an experiment in community engaged neighbourhood accessibility planning – a process whereby residents and other stakeholders learn about their neighbourhood, envision a shared future, and develop strategies to shape it for the better and sustain it for the long term.

The objective of this exercise is to analyze the accessibility problems of the citizens in the neighbourhood and to design pedestrian paths, cycle routes and the related pedestrian infrastructure facilities in association with the community.

Developing a Community Access Plan can help local people to highlight the physical improvements which they feel would improve their ability to access local services and facilities without using cars/ bikes.

The Study Area - MALLESWARAM

M{A}P Study Area:• Area : 1.7sq km• Boundaries:

• North: 18th Cross Road• East : Sampige Road• South : 5th Cross Road or Mahakavi Kuvempu Road• West : Railway Line

• Land use• Residential : 70%• Commercial : 15%• Recreational : 3%• Institutional : 10%

Malleswaram is one of the oldest Residential Neighbourhoods located in the east of the city of Bangalore.

Malleswaram houses many important temples and many places of historical importance.

The neighbourhood underwent many changes with respect to the kind of activities, heavy commercialization, people etc.

resulting in crowded and noisy streets.

Most of the Malleswaram residents have been staying here for more than a decade or two and have seen the changes that

have affected the neighbourhood over the years.

There is a good community cohesion among the people through various community welfare associations and activists.

Malleswaram also houses important educational institutions with highly enthusiastic student groups.

BMTC, BBMP • Provision of Bus shelters for all the bus stops with good design, space for seating, shelter for withstanding the rains; map and route information presence etc.• Design of Kerb Ramps for the easy access to the Bus Stops.• Regulate people not to stand on the roads• Make the frequency higher based on the loading on the route

4 On Street Parking (Design and Managerial)•People visiting Malleswaram park their vehicles in the interior streets - in front of private residences, causing inconvenience•Illegal parking on the roads, blocking the traffic•Residents parking vehicles on the streets or on foot paths•Visibility affected due to unorganized parking

• Strict regulation against illegal on street parking • On street parking spaces to be designed with appropriate markings on some specific streets so that traffic is un obstructed• In the interior streets, parking bays may be designed along the foot paths• Parking should strictly be prohibited on the foot paths• Parking meters should be setup on the road sides to charge for parking time

Design Elements51.Cycle Lane/Bikeway :Selection of bicycle facility is dependent on factors like : Traffic flow, Width right of way,

Land use pattern , etc. Two Route options adopted for the study are:

• Shared Cycle Lane

• Dedicated Cycle Lane

2. Traffic Calming: is a Traffic Management Technique intended to slow or reduce motor-vehicle traffic in order to

improve the living conditions for residents as well as to improve safety for pedestrians and cyclists. The traffic

calming adopted are :

Kerb Extension : A curb extension is an angled narrowing of the roadway and a widening of the sidewalk

Raised Pedestrian Crossing: is a raised intersection crossing facility that acts as a speed breaker to the motorist

3. Parking Management: The following parking management techniques are adopted:

<= 7.5m wide + Bus Route = No parking.

<= 7.5 m wide + No Bus Route = Parking of 2.5 m on either one side.

4. Sidewalks/ Footpath : A common observation along the streets of

Malleshwaram is that the sidewalks are non uniform/dilapidated

with broken joints along the tree line. In order to ensure

pedestrian safety along these corridors the following measures

are adopted:

Ramps- access to property
