The Philippine Statistics Authority - Regional Statistical Services Office VIII (PSA - RSSO VIII) announced the 2016 Economic Performance of the region last May 4, 2017 through a News Conference held at Hotel Alejandro, Tacloban City, A total of 75 participants coming from the tri-media, regional line agencies, academe, private sector, PSA provincial offices, and other stakeholders attended the forum. It started at exactly 10:00 in the morning, simultaneously with 17 other regions. PSA Regional Director Wilma A. Perante presented the Highlights of the 2016 Economic Performance of Region VIII as measured by GRDP. It was announced that Eastern Visayas posted fastest economic growth in the country at 12.4 percent in 2016.     region topped the country in terms of GRDP growth.

    The region’s GRDP stood at Php 172.1 Billion in 2016. Per Capita GRDP increased by 10.3 percent, from Php 33,771 in 2015 to Php 37,261 in 2016.

    The news conference was graced by Ms. Alma S. Bello, Supervising Statistical Specialist, Production Accounts Division of PSA Central Office, who gave the welcome remarks and emphasized the commitment of PSA in giving quality and relevant statistics to its stakeholders and end users.

    NEDA Regional Director Bonifacio G. Uy, was also present during the event. He gave NEDA’s statement on the Performance of the Regional Economy, saying he was happy with the performance of Eastern Visayas’ economy – the fastest and only double-digit growth nationwide. He is hopeful that this high economic growth, in synergy with collective actions across public and private sectors, will redound to a growth trajectory that ultimately benefit the poor and vulnerable. Ms. Riza Moraleta, OIC, Statistical Operations and Coordination Divison of PSA - RSSO VIII gave the Closing Remarks.

    RSC VIII holds Second Quarter Meeting

    The Regional Statistics Committee VIII

    (RSC VIII) held their Second Quarter Meeting for

    CY 2017 last June 8 at Felipina Hall, National

    Economic and Development Authority (NEDA)

    Building, Government Center, Palo, Leyte. It was

    attended by 25 RSC members from regional line

    agencies, private sector, academe, and the

    Provincial Planning and Development Offices.

    RSC VIII Vice Chairperson and PSA Regional

    Director Wilma A. Perante presided the meeting.

    Various topics were discussed during the

    meeting. RD Wilma A. Perante presented the

    Updates on the Formulation of the Regional

    Statistical Development Program (RSDP) 2017-

    2023 for the region. Ms. Riza N. Moraleta, OIC,

    Statistical Operations and Coordination Division

    of PSA - RSSO VIII, discussed the Guidelines on

    the Nomination and Selection of Representatives

    from PPDOs, Academe and the Private Sector to

    RSC VIII. Ms. Jane G. Balondo, Registration

    Officer II/Statistical Analyst Designate, presented

    the 2016 Gross Regional Domestic Product of Region VIII, while Ms. Evelyn D. Dacoycoy, Administrative

    Aide VI/Statistical Analyst Designate reported the results of the 2014 Annual Survey of Philippine

    Business Industry (ASPBI) of the region.

    Mr. Oliver Cam, Vice President, External Affairs of the Philippine Chamber of Commerce and

    Industry, Inc. (PCCI) – Leyte, discussed RDC VIII Resolution No. 104 Series of 2016, “Endorsing the

    Conduct of an Orientation on the PSIC to Facilitate its Adoption and Implementation in Go Negosyo

    Centers and Business Processing and Licensing Offices (BPLOs) of LGUs”. He mentioned that the

    orientation is target to be conducted in August 2017 to be participated in by the Department of Trade and

    industry (DTI), Department of Interior and Local Government (DILG), Bureau of Local Government

    Finance (BLGF), and BPLOs of LGUs. It was agreed that PSA will conduct a survey that will assess t h e

    among national agencies before the orientation.

    Dr. Florabelle B. Patosa, Dean College of Arts and Sciences, Samar State University, presented their Advocacy Paper on Establishing Stronger Research Partnership and Collaboration among SUCs Offering BS Statistics in the Region. The RSC requested that SSU create a detailed collaboration mechanism to be approved by the committee. Ms. Aimee M. Adona, Administrative Officer I/ Statistical Analyst Designate, presented the Resolutions approved by the PSA Board for information. The RSC VIII approved one resolution during the meeting entitled “Approving the Revised Guidelines on the Selection of Representatives from PPDOs, Academe, and Private Sector to the Regional Statistics Committee VIII.” The RSC VIII is set to hold their Third Quarter Meeting on September 8, 2017.

    Requests for Civil Registry Documents at Tacloban Serbilis Center in the

    Second Quarter of 2017 highest in May

    Requests for civil registry documents in Security Paper (SecPa) and authentication services

    at Tacloban Serbilis Center during the second quarter of 2017 was highest in the month of May with

    51,879 transactions or 41.3 percent of the total transactions during the second quarter. This can be

    attributed to requirements for enrollment for the incoming school year.

    Eight out of ten or 80.7 percent of the transactions during the second quarter of 2017 were

    requests for birth certificate. Marriage certificate and Certificate of No Marriage (CENOMAR) were

    the second most requested documents by clients at 17.3 percent. Meanwhile, death certificate was

    the least requested document (2.0 percent).

    The Tacloban Serbilis Center recorded a total of 125,737 transactions during the second

    quarter and an average of 2,121 civil registry document requests per day. It offers “while-you-wait”

    service and requested documents are targeted to be released within two hours for birth/marriage/

    death and four hours for CENOMAR.

    The Philippine Statistics Authority is mandated to administer civil registration functions in the

    country as provided for in RA 3753, otherwise known as the Civil Registry Law.

  • The Philippine Statistics Authority - Regional Statistical Services Office VIII (PSA - RSSO VIII) and Leyte Provincial Statistical Office (PSO) conducted Civil Registration Symposium in three National Government Agencies (NGAs), namely, Government Service Insurance System - Tacloban Branch (GSIS), Social Security System - Tacloban Branch (SSS), and Philippine National Police - Regional Office VIII (PNP) last June 17 and 27, 2017. Civil Registration Laws and Updates on the New IRR of RA 9255 were discussed. It was followed by an open forum where employees of the NGAs were able to raise questions about problems regarding their civil registry documents. This activity was initiated by the PSA as the agency mandated by Republic Act No. 10625 to carry out activities that will enhance awareness on the importance of civil registration and as part of its support to the Civil Registration and Vital Statistics Decade (2015-2024).

    Statistical Services Office VIII (PSA - RSSO VIII) and

    Leyte Provincial Statistical Office (PSO) conducted a

    Seminar on Gender Analysis and Lenten Recollection last

    April 11-12, 2017 at Our Lady Queen of Peace Hermitage,

    Brgy. Natubgan, Kananga, Leyte. The activity was aimed

    to generate Gender and Development awareness and

    strengthen spiritual health among employees. It was also a

    timely activity for the season of lent.

    Results of the Gender and Development (GAD)

    Survey was presented during the first day by Venerando

    D. Lagrosa, Statistical Specialist II. It was followed by an

    open forum where PSA personnel suggested GAD

    programs and activities to address the results of the GAD

    survey.

    On the second day, a Lenten Recollection was conducted led by Rev. Fr. Felix J. Ebacitas.

    His talk focused on the importance of family and was followed by bible reading, sharing and

    reflection. The activity was culminated by a celebration of the Holy Mass.

  • The Philippine Statistics Authority - Regional Statistical Services Office VIII (PSA - RSSO VIII) participated in the 1st PSA Youth Summit last May 11-12, 2017 at the First Pacific Leadership Academy, Antipolo, Rizal. Three representatives from the region attended this activity which was focused on giving the youth of the PSA an active voice in the issues that matter to them and the organization. It aims to bring the youth of the PSA together and provide opportunities for them to participate in meaningful activities and learn from the leaders of the PSA.

    The 2-day event was filled with testimonies from the PSA executives, team workshop and creative presentation on various topics such as what PSA means to me, what are the concerns in PSA, what were the significant contributions and innovations of PSA over the years, and what is my vision for the PSA. Participants, clad in their filipiniana, also showcased their talents during the Gabi ng Kabataang Pinoy sa PSA.

    O f t he 4,440,150 total populat ion of Eastern Visayas in 2015, males accounted for 51.5 percent, while females c o m p r i s e d 48.5 percent. These figures resulted to a sex ratio of 106 males for every 100 females.

    In 2015, the median age of the region’s total population was 20.4 years, which means that half of the population was younger than 20.4 years. The age-sex distribution of the population showed that children aged 10 to 14 years comprised the largest age group making up 11.6 percent of the total population, closely followed by those in the age groups 5 to 9 years (11.5 percent) and 0 to 4 years (11.2 percent). Males outnumbered females in the age groups 0 to 59 years. Females, on the other hand, outnumbered their male counterparts in the senior citizen age group (60 and over).

    The voting-age population (18 years and over) accounted for 58.8 percent of the total population of the region in 2015. More than half (51.2 percent) of the voting-age

    Overall Dependency Ratio is 67

    The overall dependency ratio of Eastern Visayas in 2015 was e s t i m a t e d a t 67 dependents for every 100 persons in the working age group. Of the

    67 dependents, 57 were young dependents while 10 were old dependents. In 2015, the young dependents (0 to 14 years) comprised 34.3 percent of the total population while the old dependents (65 years and over) posted a share of 5.8 percent. The working-age population (15 to 64 years) accounted for the remaining 59.9 percent. The recent census data shows that the dependency ratio among females (68.9) is higher than in males (65.0).

    were categorized as follow: common-law/live-in marital arrangement (13.9 percent), widowed (4.8 percent), and divorced/separated (1.5 percent). Among the never-married persons, a

    higher proportion of males (56.1 percent) than

    females (43.9 percent) was reported in 2015.

    than males among those who were widowed

    ( 7 3 . 8 p e r c e n t ) , d i v o r c e d / s e p a r a t e d

    (54.7 percent), in common law/live-in marital

    Of the total population 5 years old and

    over, 43.6 percent had attended or completed

    elementary education, 31.5 percent had reached

    or finished high school, 8.3 percent were college

    undergraduate, and 8.5 percent were academic

    degree holder/college graduate.

    (57.1 percent) than males (42.9 percent).

    Similarly, among those with post baccalaureate

    courses, females (63.0 percent) outnumbered

    males (37.0 percent).

    Of the 1,897,763 household population aged 5 to 24 years, 71.0 percent were attending school in School Year (SY) 2015-2016.

    Simple Literacy Rate is

    97.2 percent

    Eastern Visayas posted a literacy rate of 97.2 percent among the 3,417,401 household population aged 10 years and over. In the POPCEN 2015, a person is considered literate if he/she is able to read and write a simple message in any language or dialect.

    Literacy rate was higher among females (97.9 percent) than among males (96.6 percent).

    Roman Catholics accounts for

    Among the total population in Eastern Visayas in 2015, 92.5 percent reported Roman Catholic as their religious affiliation. The next largest religious affiliation in the region was Evangelicals (Philippine Council of Evangelical Churches), comprising 1.1 percent of the total population. It was followed by those who were affiliated with the Iglesia ni Cristo, with 0.9 percent share.

    and over. Of this total, approximately three in

    every five persons (56.6 percent) were engaged

    in a gainful activity during the 12 months

    preceding the census.

    fishery comprised the largest group

    (26.9 percent of all persons with gainful activity).

    (26.8 percent), followed by service and sales

    workers (12.4 percent).

    Of the household population 15 years old

    and over in the region, 40,655 persons

    (1.4 percent) were overseas workers. Male

    overseas workers (60.7 percent of all the overseas

    workers) outnumbered their female counterparts

    (39.3 percent).

    Overseas workers aged 45 years and over

    made up the largest age group, comprising

    21.3 percent of the total overseas workers,

    followed by those in the age groups 30 to 34 years

    (19.9 percent), 25 to 29 years (19.1 percent), and

    35 to 39 years (18.7 percent).

    DEFINITION OF TERMS

    Household - a social unit consisting of a person living alone or a group of persons who sleep in the same housing unit and have a common arrangement in the preparation and consumption of food. Household Population – the population enumerated in private households during a census. Institutional Population – the population enumerated during a census living in large institutions, such as national prisons and penal colonies, provincial and large city jails, tuberculosis sanitaria, mental hospitals, leprosaria, military, mining and logging camps, etc. The cut-off is more than 6-months duration. Marital Status - the personal status of each individual with reference to the marriage laws or customs of the country Median Age - the age at which exactly half of the population is younger than this age and the other half is older than it Overall Dependency Ratio - the ratio of persons in the dependent ages (under 15 years old and over 64 years old) to persons in the economically active or working ages (15 to 64 years old) in the population. Overseas Worker - a household member (15 years old and over) who is out of the country due to an overseas employment. Religious Affiliation - a particular system of beliefs, attitudes, emotions, and behaviors constituting man’s relationship with the powers and principalities of the universe School Attendance Rate - the proportion of persons 5 to 24 years old who were attending school during the School Year June 2015 to March 2016 to school-age population (5 to 24 years old) . Sex Ratio - the ratio of males to females in a given population, expressed as the number of males per 100 females .     The POPCEN 2015 was undertaken by the Philippine Statistics Authority in August 2015 pursuant to Republic Act No. 10625, also known as the Philippine Statistical Act of 2013 and Executive Order No. 352 - Designation of Statistical Activities That Will Generate Critical Data for Decision-Making of the Government

    and the Private Sector, which stipulates the conduct of a mid-decade census primarily to update the population count in all barangays nationwide.

    Eastern Visayas’ Average Inflation Rate increases to 3.9 percent in the

    second quarter of 2017

    Average inflation rate (IR) of Eastern Visayas for the second quarter of 2017 went up to 3.9 percent. This is 0.6 percentage point higher compared to the 3.3 percent average IR recorded in the previous quarter. Increases were observed in three provinces with Samar registering the largest uptick of 1.4 percentage points. Among the provinces, Northern Samar registered the highest average IR during the quarter at 8.2 percent. Southern Leyte ranked second with 4.2 percent followed by Leyte with 3.4 percent. Eastern Samar and Samar both recorded 3.1 percent average IR, while Biliran posted the lowest average IR at 1.9 percent.

    Average PPP of the region for the second quarter of 2017 remains at P0.63. This PPP implies that goods and service worth 100 pesos during the second quarter of 2017 only costs 63 pesos in 2006. Biliran, Leyte, and Northern Samar registered decreases in PPP during the second quarter of 2017 compared to their figures in the previous quarter. Eastern Samar, Samar and Southern Leyte, meanwhile, had sustained PPP. Southern Leyte and Samar posted the weakest PPP during the quarter at P0.61, while Biliran recorded the strongest at P0.67.

    CONSUMER PRICE INDEX (CPI) - indicator of change in the average prices

    households relative to a base year. Computation of the CPI uses

    the market basket for a particular area, i.e., province or region.

    INFLATION RATE (IR) - the annual rate of change or year-on-year change in

    CPI. Inflation rate is the general rise of prices over a specified

    period. It indicates how fast or how slow the price changes over

    two time periods. Contrary to common knowledge, low inflation

    does not necessarily connote that prices are falling, rather, it

    means that prices continue to increase at a slower rate.

    MARKET BASKET - refers to a sample of goods and services used to

    represent all goods and services bought by a particular group of

    consumers in a particular area.

    BASE PERIOD - refers to the reference period of the index number. It is

    the period, usually a year, at which the index is set to 100. The

    current base period is 2006.

    RETAIL PRICE - the price at which a commodity is sold for spot in small

    quantities for consumption. It includes transactions on cash

    basis in the free market and excludes black-market prices and

    prices of commodities that are on sale as in summer sales,

    anniversary sales, Christmas sales, etc.

    PURCHASING POWER OF THE PESO (PPP) - a measure of the real

    value of the peso in a given period relative to a chosen

    reference period. It is computed by getting the reciprocal of the

    CPI and multiplying the result by 100.

    Eastern Visayas registers the highest underemployment rate in April 2017

    Eas te rn V i sa yas registered the highest underemployment rate in the country in April 2017 at 24.0 percent. This translates to an estimated 457 thousand underemployed persons or those employed persons who express the desire to have additional hours of work in their present job or to have additional job, or to have a new job with longer working hours. Out of the estimated 3.0 million population 15 years old and over in 2016, about 2.0 million were economically active or in the labor force. This number translates to a Labor Force Participation Rate (LFPR) of 64.2 percent. Among the regions, Eastern Visayas registered the fourth highest LFPR. The employment rate was estimated at 96.2 percent. Eastern Visayas ranked fourth among the regions with high employment rate in the country. Meanwhile, about 75 thousand persons in the labor force were unemployed. This translates to an unemployment rate of 3.8 percent. Eastern Visayas ranked fourth among the regions with low employment rate.

    Labor Force – refers to the population 15 years old and over who contribute or seek to contribute to the production of goods and services. It comprises the employed and unemployed.

    Labor Force Participation Rate (LFPR) – refers to the proportion of total labor force to the total household population 15 years and over.

    Employed – refers to persons in the labor force who are reported either as at work or with a job or business although not at work. Persons at work are those who did some work, even for an hour during the reference period.

    Employment Rate – refers to the proportion of employed persons to the total labor force.

    Underemployed – refers to employed persons who express the desire to have additional hours of work in their present job or an additional job, or have a new job with longer working hours.

    Unemployed – refers to persons in the labor force who are reported as:

    Second quarter palay production in Eastern Visayas declines by

    7.9 percent

    The volume of palay production in Eastern

    Visayas declined by 7.9 percent, from 260,177

    metric tons (MT) during the second quarter of 2016

    to 239,600 MT during the same period in 2017.

    In the second quarter of 2017, the total

    harvest area was estimated at 69,453 hectares, 2.7

    percent higher compared to the

    67,637 hectares recorded in the same period last

    year.

    Yield for palay in the region went down by

    10.3 percent, from 3.8 MT per hectare during the

    second quarter of 2016 to 3.4 MT per hectare during the quarter in review.

    In the second quarter of 2017, Leyte produced the

    highest volume of palay among the provinces at 145,152 MT

    which comprised three-fifths (60.6 percent) of the total palay

    production in the region. Southern Leyte ranked second with

    24,817 MT, which accounted for 10.4 percent of the region’s

    total palay production during the period. Samar registered third

    highest palay producer in the region with 23,657 MT or 9.9

    percent share to the total palay production in the region. Biliran

    contributed 8.4 percent with 20,231 MT palay production.

    Northern Samar shared 6.2 percent with

    14,746 MT palay production. Eastern Samar, meanwhile, had

    the lowest volume of production (10,997 MT) accounting for only

    4.6 percent.

    Second quarter corn production in Eastern Visayas decelerates by

    9.2 percent

    Corn production in Eastern Visayas went down by 9.2 percent, from 24,066 metric tons (MT) during the second quarter of 2016 to 21,849 MT during the same period in 2017. In the second quarter of 2017, the total harvest area was estimated at 16,463 hectares, 2.2 percent lower compared to the 16,840 hectares recorded in the same period last year. Yield for corn in the region likewise went

    In the second quarter of 2017, Leyte produced the highest volume of corn among the provinces at 14,325 MT or almost two-thirds (65.6 percent) of the total corn production in the region. Samar ranked second with 3,458 MT, which accounted for 15.8 percent of the region’s total corn production during the period. Northern Samar registered third highest corn producer in the region with 3,439 MT or 15.7 percent share to the total corn production in the region. Biliran and Southern Leyte both contributed 1.1 percent each with 236 MT and 232 MT corn production, respectively. Eastern Samar, meanwhile, had the lowest volume of production (159 MT) accounting for only 0.7 percent. Majority (88.9 percent) of the region’s total corn

    production were white corn while the remaining 11.1 percent were yellow corn.

    Second quarter swine production in Eastern Visayas increases by

    5.8 percent

    The swine industry in Eastern Visayas posted a 5.8 percent increase in production during the second quarter of 2017. Based on the preliminary data, the total swine production in the region went up from 15,882 metric tons (MT) during the second quarter of 2016 to 16,802 MT during the quarter in review. Region VIII accounted for 3.1 percent of the country’s total swine production during the second quarter of 2017. It ranked fourth with low swine production in the country.

    Swine population in Eastern Visayas increases by 0.4 percent

    As of April 1, 2017, the total swine population in Eastern Visayas stood at 315,577 heads. This registered an increase of 0.4 percent from its 314,282 inventory in 2016. Among provinces, Leyte recorded the highest number of swine at 167,210 which comprised more than half or 53.0 percent of the total swine population in the region. Northern Samar ranked second with 47,447 which accounted for 15.0 percent of the region’s total swine inventory. Biliran, meanwhile, registered the lowest inventory of swine at 3.9 percent or 12,321 heads. By farm type, swine population raised in commercial farms stood at 13,135 heads.     of 3.1 percent and 1.9 percent, respectively. Biliran posted the highest increase of 240.5 percent. On the other hand, the number of swine raised in backyard farms went down by 0 .6 percent , f rom 304,339 heads in 2016 to 302,442 heads in 2017. Contributing largely to this decrease is the province of Eastern Samar which posted the highest reduction of 12.2 percent. Almost all or 95.8 percent of the total swine population in the region were raised in backyard farms while the rest (4.2 percent) were in commercial farm.

    Second quarter chicken production in Eastern Visayas surges by

    90.3 percent

    The chicken industry in Eastern Visayas grew as it posted a 90.3 percent increase in production in the second quarter of 2017. Based on the preliminary data, the total chicken production in the region went up from 404,831 metric tons (MT) during the second quarter of 2016 to 442,567 MT during the quarter in review. Region VIII accounted for 3.1 percent of the country’s total chicken production in the second quarter of 2017. It ranked eight with low chicken production in the country.

    Chicken population in Eastern Visayas increases by 18.4 percent

    As of April 1, 2017, the total chicken population in Eastern Visayas stood at 3,526,829 birds.

    This registered an increase of 18.4 percent from its 2,977,592 inventory in 2016.

    Among provinces, Leyte recorded the highest number of chickens at 1,958,878 which

    comprised more than half or 55.5 percent of the total chicken population in the region. Samar ranked

    total chicken inventory. Eastern Samar, meanwhile, registered the lowest inventory of chicken at 2.6 percent or 90,905 birds. By farm type, broiler chickens stood at 1,105,489 birds. This posted a growth of 138.6 percent from its 463,410 inventory in 2016. All provinces registered increases except for Southern Leyte which exhibited a decrease of 46.3 percent. Samar posted the highest increase of 249.1 percent. Layer chickens likewise grew as it posted 51.0 percent increase in inventory, from 234,667 birds in 2016 to 354,266 birds in 2017. All provinces registered increases with Eastern Samar registering the highest growth of 400.0 percent. On the other hand, the number of native chickens went down by 9.3 percent, from 2,279,515 birds in 2016 to 2,067,074 birds in 2017. Decreases were observed in all provinces except for Biliran, the only province which posted an increase of 10.0 percent. Northern Samar registered the highest decrease of 26.4 percent.

    Almost three-fifths or 58.6 percent of the total chicken population in the region were native chickens. Broiler chickens accounted for 31.3 percent, while the remaining 10.0 percent were layer chickens.

    Second quarter fisheries production in Eastern Visayas decreases by

    13.6 percent

    Fisheries production in Eastern Visayas decreased by 13.6 percent from 39,571 metric tons (MT) during the second quarter of 2016 to 34,200 MT during the same period in 2017. All provinces registered Increases in fisheries production, except for Eastern Samar, the only province that has exhibited an increase of 1.0 percent. Leyte recorded the highest increase of 26.5 percent. Among provinces, Samar produced the highest volume of fisheries at 10,336.6 MT which comprised 30.2 percent of the total fisheries production of the region. Leyte ranked second with 8,291.9 MT which accounted for 24.2 percent of the region’s total fisheries production. Southern Leyte, meanwhile registered the lowest volume of production at 4.2 percent or 1,429.7 MT. By subsector, volume of production in Commercial Fishing went down by 44.4 percent from 7,072 MT during the second quarter of 2016 to 3,934 MT during the same period in 2017.     Second quarter fisheries production in Eastern Visayas decreases by

    Similarly, volume of production in Aquaculture registered a decrease of 23.5 percent, from 9,573 MT during the second quarter of 2016 to 7,328 MT during the same period in 2017. All provinces registered decreases except for Southern Leyte and Samar, the only two provinces which posted an increase of 142.5 percent and 12.0 percent, respectively. Biliran registered the highest decrease in volume of production at 95.8 percent. On the other hand, volume of production in Municipal Fishing (marine and inland) inched up by 0.1 percent, from 22,926 MT during the second quarter of 2016 to 22,939 MT during the same period in 2017. Increases registered by Samar (18.9 percent), Southern Leyte (14.3 percent) and Northern Samar (1.8 percent) offset the decreases recorded by Eastern Samar (30.2 percent), Biliran (10.7 percent), and Leyte (5.5 percent). Two-thirds or 67.1 percent of the total fisheries production in the region are from Municipal Fishing. Aquaculture contributed 21.4 percent, while Commercial Fishing accounted for 11.5 percent.
