August, 2009The Honorable, The Legislature:

The Groundwater Coordinating Council (GCC) is pleasedto release its 2009 Report to the Legislature. The GCC wasformed in 1984 to help state agencies coordinatenon−regulatory activities and exchange information ongroundwater. For the past 25 years, the GCC has served as amodel for interagency coordination and cooperation amongstate agencies, the Governor, local and federal government, andthe university. It is one of the few groups in the nation toeffectively coordinate groundwater activities in its state froman advisory position.

This report summarizes GCC and agency activities relatedto groundwater protection and management in FY 09 (July 1,2008 to June 30, 2009) and provides an overview of thecondition of the groundwater resource. See the ExecutiveSummary for highlights and the GCC’s recommendations inDirections for Future Groundwater Protection. The full report

Highlights of the State’s groundwater protection activitiesthis past year include:

� Passage of the Great Lakes Compact and ImplementingLegislation − 2008 Wisconsin Act 227.

� Implementation of 2003 Wisconsin Act 310 − theGroundwater Quantity Law − resulted in major improvementsin the collection of high−capacity well pumpage data, with2008 data setting a baseline for groundwater usage.

� GCC−facilitated research on virus−contamination ofgroundwater−supplied public drinking water supplies showedvirus occurrence is more widespread than expected. Newtechniques for detecting and tracing viruses have beendeveloped through this work.

� Key groundwater information and education effortsincluding Water Resources Institute publications of fact sheetson nitrate and arsenic in groundwater, groundwater teacherworkshops, and a new outreach program created at theWisconsin Geological and Natural History Survey.

As required by s. 39.15, Wis. Stats., we have completed alimited−scope review of the medical education contractbetween the State of Wisconsin and the Medical College ofWisconsin, Inc., for fiscal year (FY) 2006−07 and FY 2007−08,and of other financial support provided by the State under s.20.250 Wis. Stats. The State appropriated $4.1 million ingeneral purpose revenue to the Medical College for tuition aidfor this period. In addition, the State provided approximately$6.7 million in general purpose revenue for the developmentand operation of the Medical College’s family practiceresidency program, the Medical College received $294,876 infunding for breast cancer and prostate cancer research throughthe income tax check−off program, and the State made $1.9million in debt service payments related to general obligationbonds that it issued to fund certain construction projects at theMedical College.

Overall, we found that the Medical College was incompliance with its contract with the State and withrequirements set forth in ss. 39.15 and 39.155, Wis. Stats.During our review, we found the students claimed for tuition aidwere certified by the Higher Educational Aids Board asWisconsin residents and were eligible to receive this aid. Inaddition, the Medical College targeted between 35 and 50percent of first−year class openings for Wisconsin residents,promoted minority enrollment, and expended funds providedby the State in a manner consistent with legislative intent.Finally, the State’s debt service payments agreed with the bondrepayment schedules maintained by the Wisconsin Departmentof Administration for the applicable Medical Collegeconstruction projects.
