The Doctors Bag:
Don't Blow Itby
Edward HsiNow thatSpring is here, it is time for house cleaning. Ofall the
hougestoclean. whynotyourlungsaswell.Unfortunately, many of those cigarette smokers who decide to
quitend upwonderingwhy theyeverwished to giveup such asatis-fying habit. There is a flood offacts: smoking accounts for one infive American deaths, smoking is a risk factor for heart attacks, smoking is the cause of cancer, smoking injures the lung. Somehave felt like lepers, being ostracized by friends and forced lo limitcigarettes while at work. Smoke.frce has become the socially ac-cepted wordoftheday. All ofthe abovearegoodreasons, but slay-ingoffcigarellesis harderthan yoú think.
Therearetwo forms ofdependeeceon cigarettes: onaddiclion tonicotine, and a compulsion lo smoke. Lets look at the easier prob-1cm first, thatofnicotineaddiction. Withdrawal symptoms occur tonicotine because a smokers brain has more receptors lo nicotinethan their non-smoking friends. Rcstlessncss, irritability, anxiety.and drowsinessoccues when smokers quit. Thebodyx metabolismslows, caasing weight gain. Fortunately. for those quitting "coldturkey," symptomsofwithdrawal peak by4S hoars, and dixnppcarsoverthenent two weekx.
The second problem ofa sruokerxcompxlsion is far woe tricky.Controversy stilt reigns over the calming effects of nicotine itself.Farthermore, somepoeple believe thatjsxt holding a cigarelte has acalmiug effect -- like those people who need to doodle, crack theirknuckles, bite units, or play with pens. lt has been thoaght that pri-mates (that includes humans) need to keep a baseline level of brainactivity to keep from going "stir-crazy." By lifting a pack nf cigar-ettes,pnllingoue out, getting a light, lighting a cigarette, nod takingapuff, aremarkabte amouulofbrain activity hasjusl occurred. Thebrain's immediate calmness after such a "lighting ritual" may ac-cOnnt for many smokers who barn op cigarettes in the ashtray with-outever finishing them. In this way a smoke helps clear one's mindlo betterconccntcateoua task at hand.
What can be done? Nowadays a namber of nicotine guie nrpatches ore availabteby prescription. These agents allow a taperedweaning that can prevent irritability and often limit weight gain loless thon ton pounds. Some find short term treatrneot with anti-anniety drugs helpful. Combino drags with a program of exercise, stress reduction, substitate behaviors, and support groups for a for-mula IO maximize success. Your doctor can advise an individual-ized exercise and diet program to increase heart and long fitnesswhileredacingstressand minimizingweightgain.
Non-critical family, friends, and employers are very important.Respiratory therapists are available for Slop Smoking programs.Pulmonary rehabilitation is prescribed by doctors for those suffer-ing from the chronic effects of obstructive pulmontoy disease(COPD) oremphysema. Psychologists can use hypnosis, stress re-taxation and other tcchniqaes. Commercial programs abound.Snmetimesa worry ulone, favorite pen, drinking straw, orany otherobject is enough lo help keep an ex-smoker's hands busy withoatsmoking.
Finally, hope springs eternal. Once the decision In stop smokingoccurs, Ihere is hope. And yes, of all the ways to qnit smoking, there is eue superior ronte...The decision In "Say Nof" avoids theproblem from the start.

"People sulfuring from ob-suuclive sleep apnea usuallythink they're getling plenty ofsleep,' explains Sarah M. Alder-man, MD, a board certified ape'cialist wish the Sleep DisordersCenter at SI. TheApril2O referendums inthe sueronnding areas wereuniformly revealing. In Glen-view elementary school din-uict 34 $17.5 million in build-ing bonds was turned down byvoters, 2,451 to 2,223. MountProspect elementary schooldistrict bi voters rejected$13.5 million in buildingbonds bya2,695 to2,582 vom.In Skokie elementary district69, increasing the operationsfund las rate from 25 cents to40 cents was defeated 1,522 to1,125. The increases aro basedon $100 of eqnolized assessedvaluation.
In other Cook Countyschool districts, ten referen-doms failed and five passed. Most oftltem were to increasethe education funds uud a fewtried Lo increase the operationsfnnds.
1f there was anything to belearned from theCook Countyvotes it is how unpredictablethe voting patterns ofthe areashave become. Not too manyyears ago it was a givenschool referendums would un-tomatically be approved inSkokie and Glenview. Theyfailed thin time. At the southend of Cook County, wherethe dollars are very limited,
several referendums were up-proved. I believe Bnrbatsk isamong the poorest areas in theCosoty and that communityapproved a school tax increase, as did Lincoln, Malte-sou,NoreidgeaudStcgCr. Iron-catty, education-minded
Lyons turned down educationand operation fund increasesby alorosta 5 to 2 margin.
As a postscript to the April20 referendums, Nitta votersapproved "legal documentsshould he written in under-standable language." We as-sume that was placed on theballot to help lawyers nuder-stand what they're doing. Per-hops by reducing the comptes-ity of the language, tawyetsmight alto reduce their fees.We think that is "nnderstanda-bIc language."
Niles' administrative intern,ToddFlilemas said the Village wouldask Cook County for $150,000 tofand the loans which wonld be ineffect for Inne through Decem-her, 1994. Applications must bemade now to receive the tosesnest year.

An open letter to President ClintonI or ('nnovruu lmmnfl- As we read the daily papersDearMr.President.
You say you want to hear fromlite people in order to know howbest to handle our economic cri-sis. Well sir, I am one of thosepeopleand I would Iikeforyou toseriously consider my views.
Early in thediscussiousof youreconomic program you said thatthe poor and middle class wouldnot be subjected to lax increases.Only tise rich would have theirlaxes raised. However, as anaside, we, the middle class werereminded of our patriotic duty, our need to bite the bullet and"contribute" our fair share to thecause. Even for the elderly, their"contribution" would he made bya tax iscrease on their Social Se-curity. Call ii by any name youwish it is still a lax increase andyourfirsterrorwas to startihisec-onomicprogmam with laxes.
l've been around for 75 yearsand in all that time I have yet tosee un economic problem solvedby our government with an in-crease is laxes.
lt made no difference whetherthe Democrats or Republicanswere at the helm. When moremoney come in. Congress alwaysmanaged to spend more, withoutregard to the mounting deficit. They have mismanaged pro-grams, turned their backs ou cri-sis sitnatiOns, let the deficitmount to an unbelievable 4 liii-lion dollars and then, 2 years agowheu the whole lot of themshould have been fired -- theyawarded themselves a $35,000salary incovasell! Now. sinceyou have indicated that alt goy-ernmentempioyee salaries wouldbe frozen, they have considered itto be prudcut to make the an-nouncement that they will nottake their automatic $4000+ costof living increase as a way ofshowing that they will also mske'thesacrifice." However, as I un-derstand it, that will not happenuutil next year. They already re-ceived their COLA of$4000+ inJannaryforthisyear!

To get elected, a candidatemust be known by constituents. To become known advertisingdollars are requited. This meansa candidate mustraisemoney, of-len great amounts. Ir in here thatinflueuscebypresswegroupsoveracandidatehegins to develop.
We should begin campaign re-formby reducing the need to raisemassive funds to communicatethrough mailandTV to voters.
Voters can vote intelligently ifwe have the necessary informa-don about issues and candidates.Ifwe lack information we vote byrote (party affiliation) or by whatsomeone else tells us abouta can-didate. We must ask, "How dovoters learn abeut a good candi-date who dues not have financialresources, or who wants to avoidthe strings that go with cash con-tribatious from self serving pres-sure groups?" This answer is:Voters often do not get informa-lion. Lack of information turnsthem off from the political pro-ccxx.
We cannot continue to dependon candidates to provide this in-formation which is crucial for thedemocralicprocess to work.
