I. Neonatal Intensive Care Nursing
Level III NICU: 45 Bed Unit
UC Irvine Medical Center provides the only combined tertiary level perinatal and neonatal program
in Orange Country to manage high-risk pregnancy or the at-risk fetus. Our neonatal intensive care
unit provides care for infants born at UC Irvine medical Center or neighboring communities
requiring a higher level of care..

IV. Educational Model
The Novice to Expert Model, Dr. Patricia Benner
UC Irvine Medical Center understands that being a learner in the Neonatal Intensive Care Unit
(NICU) as a inexperienced nurse is difficult. In the NICU it is expected that a nurse will pass
through 5 levels of development during his or her nursing career. Each step builds on the previous
while the learner gains clinical expertise. The goal is to move the nurse through each level of
development until clinical expertise is obtained. “Instead of seeing patient care as bits of unrelated
information and a series of tasks, the expert is able to integrate various aspects of patient care into
a meaningful whole (Dracup and Bryan, 2004).”

V. Annual Needs Assessment
The Department of Nursing Quality, Research and Education conducts an annual needs assessment
to determine gaps in clinical education. The results of the needs assessment are reviewed and
analyzed by the Clinical Nurse Specialist and Clinical Nurse educator of the NICU. The annual
education plan is developed based on the findings.

VI. Educational Tracks
Every RN hired into the NICU will be placed on a two year educational plan after completion of their ori-
entation. The goal is to have a competent RN who is prepared to sit for the certification exam at two years
of hire.

VII. Annual Competency
Competency is the application of knowledge, skills, and behaviors that are needed to fulfill organiza-
tional, departmental, and work setting requirements under the varied circumstances of the real world
and the performance of professional nursing care according to established standards of care. The focus
is on verification of competency of knowledge, skills & behaviors that you already have and creating
educational opportunities for areas that have been determined high priority due to new initiatives,
changes in policy and procedure, or high risk job functions.
Three domains for competency assessment:

VIII. Professional Development
Professional Development within the neonatal intensive care unit is encouraged. Participation in
professional development activities may include:
Advancement in the Clinical Ladder: Clinical Nurse III, Clinical Nurse IV
Nurses can choose to advance on the nursing clinical ladder if they meet criteria. Clinical advance-
ment is a voluntary progressive program that is supported by the Department of Nursing Quality,
Research and Education. Clinical Nurse Specialist and/or Clinical Nurse Educators serve as
mentors throughout the program.
Specialty Certification
Specialty certification validates the mastery of skills, knowledge and abilities. Certification demon-
strates your commitment to continuing education and creating an environment of professionalism.
Presenting research or clinical content at Local/National Nursing Conference
Presenting at a local or national conference is an opportunity for the bedside nurse to fulfill her
professional obligation to her profession. A Clinical Nurse Specialist and/or Clinical Nurse Educa-
tors will mentor each nurse throughout the process.
NRP Instructor
Becoming a NRP instructor in the NICU is a way for nurses to advance their professional develop-
ment. Instructors are able to teach an NRP course and test other nurses on their hand-on skills.
Clinical Preceptor
A clinical preceptor in the NICU is usually identified by the manager, Clinical Nurse Specialist and
or Educator. A clinical preceptor is not only clinical competence, but needs to have other qualities
as well to be a success preceptor. A preceptor update class is offered annually to all preceptors in
the NICU.
Participation in Professional Organizations
All neonatal nurses are encouraged to become members in their specialty organizations. The spe-
cialty organization for neonatal nursing is the National Association of Neonatal Nursing (NANN).

IX. Clinical Advancement
Advance Transport Team
The UC Irvine Medical Center NICU transport program is a 24 hour transport service serving the
surrounding community. Referring facilities call directly to the NICU indicating the need for trans-
port. An NICU RN is required to have a minimum of 2 years NICU experience. The role of trans-
port RN is specialized and requires successful completion of the basic transport module and proc-
toring for initial training. Ongoing competency is maintained through annual competency training.

PICC Team
The Neonatal Intensive Care Unit (NICU) maintains a PICC team which consists of Neonatal
Nurse Practitioners (NNP) and Registered Nurses (RN) with experience in newborn intensive care
who have additional skills and training. NICU RN is required to have a minimum of 2 years NICU
experience. Initial competency requires successful completion of PICC insertion class and proctor-
ing. Ongoing competency is maintained through proctoring and annual training.
Arterial Stick Team
Performing peripheral arterial punctures and placing peripheral arterial lines in the NICU is a spe-
cialized skill that requires education and proctoring to establish competency

X. Educational Opportunities
Monthly Journal Club
The monthly journal club article are an exciting way for staff to read current nursing literature and
critically analyze its implications for current practice. There is a new topic every month.
Neonatal Hot Topics
This is a semi-annual 4 hour course for NICU nursing and respiratory staff. Topics are relevant to
current NICU nursing practice and are presented along with the current research and evidence to
support the technique or practice.
NICU Review Course
This is a 2 day course that is designed as a preparatory review for nurses preparing for either the
National Certification Corporation (resulting in RNC) or the American Association of Critical Care
Nurses (resulting in CCRN) certification exam. It may also be helpful as a general review for the
experienced nurse.
Conferences
Staff are encouraged to attend national and local conferences as a way to maintain their profes-
sional competency. Staff members who are interested in presenting at a conference are mentored by
a Neonatal Clinical Nurse Specialist or Neonatal Clinical Nurse Educator.
Self Learning Modules
Self learning modules are developed based on the educational needs of the unit. Needs are based on
results of the annual needs assessment, or new practices/policies that have been implemented in the
unit. These modules contain with the most current evidence based evidence and are created by the
clinical nurse specialist or clinical nurse educator.

XI. Committees/Programs
Professional Practice Council
Professional Practice Councils (PPC) were developed at UC Irvine Medical Center as a method to em-
power staff nurses and increase professional authority and accountability at the bedside. This is a solid
tradition that sets UC Irvine Medical Center apart from many other area hospitals. The purpose of the
PPC is to evaluate nursing practice and identify areas in which care can be improved.

Relationship Based Care Council
The Relationship Based Care Council defines the practice of Relationship Based Care at UC Irvine
Medical Center. The Relationship Based Care Council has the authority and accountability for assess-
ing, developing, implementing, and evaluating effective strategies, programs and processes for imple-
mentation of Relationship Based Care as the model of care at the medical center.

Mentor Program
The mentor program was established to provide a formal venue for nurses to support each other. The
program is called Nurses Supporting Nurses with the goals being: To develop and improve the work-
force environment Improve patient outcomes Improve cultural diversity competence
XII. Rounds
Interdisciplinary Rounds
Interdisciplinary Board rounds are conducted weekly to review the current plan of care of all patients in
the NICU.
Weekly Educator Rounds
Clinical Nurse Educator rounds are performed weekly. Topics are based on current needs of the unit.
The information provided to the staff during these rounds is supplemental education.
Physician Night Shift Teaching Rounds
A attending physician provides education rounds to the night shift weekly. The rounds consist of a pres-
entation of a current case, and nursing implications.

2 year Clinical Orientation Plan Neonatal Intensive Care Unit
UC Irvine Medical Center
Your 2 year plan We understand that you will be starting your orientation process here at UC Irvine as a novice nurse to the Neonatal Intensive Care Unit (NICU). It is our goal to help you develop and become a knowledgable, competent, efficient and confident nurse with good communication skills by your two year mark.We understand that the complexity of material peresented to you in your initial intro course is best retained when supported and nurtered over a period of time. Every 6 months you will be engaged as a learner. During your first two years your orientation is our priority, and we are fully invested in your success. The nursing profession is one which lifelong learning is essential, and this two year plan is just the start of your continuing education.

Intro Course/Preceptorship The Intro Course is an intense NICU training program which includes didactic classes and hands on experience in the simulation lab and with your preceptor on the unit. At the beginning of the intro course you will be provided the educational materials you need to complete the course. The curriculum is a combination of lecture, group discussions, work groups, hands on learning, exams and much more. NICU Planning of Patient Care Class This is a 3 hour class designed for the novice bedside NICU nurse and covers the responsibilities of nurses in the NICU in relation to assessment, diagnosis, planning, implementation and evaluation of nursing care. You will have hands on learning on the computer throughout this class. Orientation Part II This is a 4 hour hands on skills day that focuses on high risk low volume procedures in the NICU. You will get an opportunity to ask many questions, and interact with some CN III nurses on the unit. Neonatal Hot Topics This is a semi-annual 4 hour course for NICU nursing and respiratory staff. Topics which are relevant to current NICU nursing practice are presented along with the current research and evidence to support the technique or practice. You will have priority registration for this course. . RNC Review Course This is a 2 day course that is designed as a preparatory review for nurses preparing for either the National Certification Corporation (resulting in RNC) or the American Association of Critical Care Nurses (resulting in CCRN) certification exam. It may also be helpful as a general review for the experienced nurse.
