There has been a decrease in costs as IT development costs will not be charged by NHS Digital, as confirmed by the organisation. The changes were minimal and already absorbed in the developers improvement plans. There will only be a publication cost of £3,000 excluding VAT, or £3,600 including VAT.

23. What benefits will this collection bring to citizens and the health and adult social care and how will the data be used to support the quality and productivity of health and adult social care services?

This collection supports the Government's policy to generate £3.3 billion of income from NHS land sales in the 2017-23 period, alongside the investment by the government of £3.9 billion to incentivise and progress disposals. The Department of Health has a target of 26,000 homes within this programme, and as a major public sector owner of land the NHS is expected to contribute to this initiative.

Published online. Comms teams are pre briefed with 24 hour PRA on key learnings from the data to prepare for media enquiries. The data collected is primarily used by the Homes & Communities Agency, DCLG and reports go directly to a sub-committee of the Cabinet to identify the levels of housing that can be provided from surplus land across the NHS.

29. What health and adult social care mandate or key document commitments does the proposal support?

This collection supports Government policy as set out by Cabinet office, HM Treasury and No. 10.

30. What has changed since this collection was last approved? Background (front page text): Minor changes have been made to the text on the 'Background' paragraph to relate to recent change in policy, whereby there is a new capital receipts target of £3.3bn to be achieved by 2023. To contribute to the target, we have included disposal of agricultural land in the scope as advised by the Cabinet Office. Questions: In line with recently announced £3.3bn target, most likely the Programme will be extended up to at least 2025, which resulted in revising the scoping date in the questions - previously capturing planned or potential disposals by 2020, and now it has extended to 2025. This applies to Plot Status, Proposed Disposal year. Only 2 additional questions were added since last year's collection. One is a result of a new policy in place - Homes for NHS staff, announced early October this year. This question aims to capture how much land is being retained and/or being developed for key-worker accommodation. The second question asks whether plot is vacant (Y/N). This year, site plans need to be uploaded. This way, NHS trusts do not need to send a separate email to DH attaching their site plan, which means they would be saving time. DH then would only need to download the copy from NHS Digital after the right access is granted.Additional drop-down options were added in order to avoid narrated responses, which not only will contribute to NHS save time when filling the survey, but will also require less data quality checks by NHS Digital. This applies to Current use and Reason no longer surplus. All these changes reflect feedback provided by NHS Digital and users. We have been working together with NHS Digital to improve the data quality of the returns by making the answers as less narrative as possible, which we believe will be appreciated by NHS.
