The role reports to the Chief Executive of NHS NSS and will be a member of the Senior Management

Team, providing leadership, support and guidance across all functions of the organisation. The

• Significant experience of performance management of services at a strategic level

2. JOB PURPOSE

To provide and drive strategic direction and strong leadership in the planning, management and provision of specialist digital and IT services to the Scottish Government, NHS Scotland (NHSS), National Services Scotland (NSS), and other large scale public sector organizations and for setting the 5 year vision for the Strategic Business Unit. To work with the SBU Directors and their teams to develop, evolve and lead our strategy to drive Digital transformation across NHS Scotland and NSS. The projects will vary significantly across NHS Scotland and will include actively leading and driving IT and Digital Services that support the delivery of effective national patient care, value for money and a safe and effective operating environment and defining a consistent customer experience across all IT and Digital Services. National Shared Services (NSS) is expanding to be a major shared service organisation to the wider public sector in Scotland. The I&DT Director will play a key role in supporting NSS’s expansion through:

• Continuing to drive appropriate expansion of the NSS IT service provision across the Scottish health and public sector by identifying opportunities and customer demand for IT capability and services

• Driving and enabling the expansion agenda for NSS and individual Strategic Business Units (SBU) through the provision of IT and digital services across NSS

The Director of National Information & Digital Technology is the Senior Information Risk Owner (SIRO) for NSS and will take overall ownership of the organisations Information Risk Policy, act as champion for information risk on the Executive Management Team. To contribute to the overall strategic direction and performance of NSS by leading and directing specific corporate programmes to support NSS in the discharge of its governance responsibilities and the delivery of NSS business. As a member of the NSS Executive Management Team to fully contribute to and participate in the corporate management and governance of NSS. .

3. DIMENSIONS

• NSS is the working name of the Common services Agency and as a non departmental public Body (NDPB) is designed and enabled to provide a range of support services to Health Boards, Health and Social Care Integrated Joint Boards and across the wider Scottish Public Sector. NSS IT is one of 7 strategic business units making up NSS.

• The NSS Director National Information & Digital Technology is a member of a number of national committees. The role holder will represent health on several IT governance bodies across the public sector in Scotland where policy and strategy decisions are made which would apply to over 120 separate public sector bodies across Scotland, for example local authorities and councils, Education Scotland, University of Highlands & Islands, Scottish Central Government, Scottish Environmental Protection Agency.

• Scottish Government places a heavy reliance on the NSS Director National Information & Digital Technology for perspective and guidance in relation to formulation of policy and strategy in this area and also for the £90 million per annum national level eHealth funding distribution.

• The NSS Director National Information & Digital Technology leads and directs approximately circa 350 staff who are geographically dispersed across a number of sites throughout Scotland.

• The NSS Director National Information & Digital Technology is accountable for the delivery of national level Information Technology and digital services to 22 Health Boards as well as to the Scottish Government Health & Social Care Directorate (SGHSCD). This includes provision of broadband network connectivity and national systems to over 3200 physical sites and in excess of 150,000 employees.

• The NSS Director National Information & Digital Technology has direct responsibility for a total revenue budget of circa £85 million and assets of circa £20 million in year 2017/18.

• The IT Strategic Business Unit plays a key role in achieving the strategic aim to provide the public sector with opportunities to take advantage of the expertise found in the IT Strategic Business Unit and benefit from the cost effective service provided. The post holder is responsible for driving this expansion of the IT and digital offering across NHS Scotland and the wider public sector.

• Accountable for a range of National IT systems and digital infrastructure which directly impact on patient safety and information confidentiality; this includes managing significant risk in respect of mission critical IT systems and highly confidential information at a national level.

• Additionally, the NSS Director National Information & Digital Technology manages the procurement and ongoing service development and management of the Scottish Wide Area Network (SWAN) contract on behalf of currently 44 of the potential 120 Scottish public sector agencies. SWAN targets the following public sector bodies – Health, Education, Central Government, Local Government, Justice, Fire & Rescue and Voluntary. The initial procurement is worth circa £100 million over 6 years with the projected ongoing annual value being worth £35 million - £40 million as the scope and customer base expand in line with Scottish Government policy. The SWAN contract is a first enabling step in a programme of work designed to rapidly support convergence of IT infrastructure and digital services across public sector agencies in Scotland.

5. ROLE OF THE DEPARTMENT

The purpose of the IT Strategic Business Unit (SBU) is to support the Scottish Government Digital Public Services and NHSScotland Digital Transformation agendas through the effective delivery of large scale shared Information Management & Technology (IM&T) products and specialist digital services that will enable clinical and business process efficiency improvements across Scotland. The core remit involves the management and delivery of Health based IM&T services focused on the development and enablement of national level business and clinical capabilities. This includes management of the £40 million per year ATOS national IT contract which is the largest of its type ever signed in Scotland. The Unit is also currently involved in a number of projects and programmes in support of Digital Public Services across NHSScotland and its partner organisations. This includes management of the £17 million per annum Scottish Wide Area Network (SWAN) service which is the first public sector wide IT service to be commissioned by Scottish Government.

The service model is focused on the following key areas:

• Digital Leading and driving Digital Transformation across NSS to ensure that services are transformed in line with the Scottish Government Digital Strategy and that core services are improved.

• Technology Architecture & Consultancy Providing focused IM&T expertise and advice to eHealth and business communities to ensure all significant IT and digital investments have a solid business case and are consistent with established IT architectural and Digital First principles and standards.

• IM&T Procurement, Contract & Vendor Management Services Managing 3rd party national level eHealth suppliers end-to-end to ensure high quality and compliant service provision as well as ongoing value for money delivery to NHSS and partners. The Scottish Wide Area Network (SWAN) is already in place across 42 organisations, using an opt-in model. The next generation of the network will be delivered in 2017/18 with the strong potential for the expansion to cover all public bodies.

• IM&T Project Management Scalable and adaptable delivery of eHealth initiatives at national level to ensure significant commitments are delivered within time and budget constraints and to agreed specification.

• National Software Solutions and Applications Bespoke information and digital systems development, maintenance and support to meet particular

requirements around reporting, integration and niche application systems where commercial solutions are not available.

• Systems Accreditation & Testing Providing assurance that updated or new externally provided systems meet the business / contractual specifications and that the inter-operability of national level systems is maintained throughout the change cycle.

• Solution Stewardship / Service Management Providing oversight, service delivery assurance and controlled change management for ‘installed base’ national level systems. Issue management, customer escalation channels and ongoing governance facilitation all included with the goal of providing ongoing business continuity for mission critical applications and infrastructure.

• Infrastructure Services Managing the supply of desktop, local networks and customer support desk and other shared IM&T and digital workplace services across NSS and other partner organisations. Ensuring steady supply of reliable, value for money, core end user computing services to meet local needs of different staff groups.

6. KEY RESULT AREAS

• Develop, implement and leads the 5 year strategic plan for the IT Strategic Business Unit, including objective setting, service development and financial budgeting to ensure:

o alignment of IT and digital service delivery with the NSS and IT SBUs business strategy, transformation programmes and priorities

o delivery within a challenging financial environment where the customer demands the most effective, commercial and quality driven IT services

• Leading and driving Digital Transformation across NSS to ensure that Services are transformed in line with Scottish Governments Digital Strategy. Leads and directs the delivery of all technical aspects of digital programme, enabling significant improvements in core services delivery.

• Champions the need for IT and digital transformation as one of the most demanding and dynamic parts of the Scottish Health Agenda. Provides leadership, innovation, persuasion and drive to deliver benefit to health and personal social care and keeping Scotland at the forefront of Health Information.

• To ensure the IT strategic business unit engages widely and effectively across all levels in the NSS to enable alignment between IT, digital and overall business strategies and ensure effective IT service delivery supporting the delivery of the NSS strategic objectives.

• Leads and directs expert IT and digital services to NSS, the Scottish Government, NHS Boards and other partnership organisations across Scotland in order to inform and guide major strategic and investment decision making in senior national IT governance bodies.

• Drives the improvement and expansion of IT service delivery through ensuring an effective health and financial impact. This is clearly defined in the NSS IT Service Level Agreement with Health boards and which is required to be delivered within the agreed annual budget.

• Delivers expert support and thought leadership to NHS policy working groups as required by Ministers and SGHSCD and ensure the necessary technical expertise is available to effectively deliver National Strategies for eHealth, Information & IT.

• Leads the expansion of customer growth beyond health and personally lead on programmes of work to ensure new business is identified and secured and all stakeholder relationships are

maximised.

• Responsible for ensuring the professional credibility of the IT SBU within the marketplace beyond health is secured through a professional and customer driven reputation.

• Drives and delivers effective transformational leadership to NSS IT staff embedding an organisational culture that promotes effective behaviours and demonstrates a clear commitment to the NSS values. Acts as a key role model and enabler in embedding cultural change across the IT SBU.

• The SIRO should understand how the strategic objectives of NSS and those of other partner organisations may be impacted by information risks, and how those risks may be managed.

• The SIRO will lead on and implement the Information Governance (IG) risk assessment and management processes within NSS advise the Executive Management Team on the effectiveness of information risk management across the NSS.

• The SIRO will provide advice to the Director of Finance and Business Services on the content of the NSS Statement of Internal Control in regard to information risk.

• Leads in the delivery of national level change programmes and governance groups to meet the rapidly changing IT and digital needs of Scottish Government, NHSScotland and its partner organisations.

7. ASSIGNMENT AND REVIEW OF WORK and DECISIONS AND JUDGEMENTS

The post reports to the Chief Executive of NSS with review of performance undertaken on an annual cycle through the agreement of performance objectives and formal performance appraisal by the Chief Executive, reviewed by the Chairman. Work is largely self generated, assigned and prioritised within the parameters of the role and in response to established national and local priorities including the NSS 5 Year Strategic Plan and annual Local Delivery Plan. Work is also generated within NSS by the NSS Board, its governance committees and the Chief Executive and externally by NHSScotland strategic priorities and professional and regulatory bodies. The post holder operates with significant levels of autonomy and will determine the appropriate allocation of resource, expenditure, method, reporting and performance across all areas of work. They will decide on how to communicate these plans to the IT management teams to ensure effective delivery.

8. COMMUNICATIONS AND RELATIONSHIPS

Excluding the NSS Director National Information & Digital Technology’s immediate line manager (Chief Executive), the following are key working relationships, with examples of the purposes of these contacts:- Internally, the post holder must effectively engage with:

• NSS Board members (Executives and non-Executives) to explain strategy, performance, issues etc and to receive advice and guidance on overall management of IT SBU.

• Directors/Heads of Strategic Business Units to agree on strategic priorities, budgets, joint service proposals and high level internal resource allocations.

• Medical Director / Director IT Operations to agree SBU strategy and objective setting, business planning, key measures of success and delivery capability.

• Clinical Leads to ensure alignment of IT plans with compliance and health impact maximisation goals.

• Internal Project Groups to provide oversight on major / higher risk initiatives and to ensure appropriate internal governance review.

• Scottish Government Directors and Divisional Heads to understand strategic objectives, agree national level priorities / delivery plans and associated funding arrangements.

• Scottish Government Policy Leads to understand policy objectives and agree associated IT strategic objectives and associated commissions / funding arrangements and implementation plans.

• NHS Health Board / eHealth and Digital Directors to negotiate and maintain NHSS IT service level agreements and project definition documents which provide the foundation for clear customer expectation setting and associated SBU performance / accountability.

• Local Authority IT and Digital Directors to negotiate and maintain public sector IT service level agreements and project definition documents which provide the foundation for clear customer expectation setting and associated SBU performance / accountability.

• Strategic IT Supplier Executive Management to agree major commercial arrangements, ensure alignment of strategic objectives, to set clear expectations / monitor high level performance and deal with any major issues.

• Senior Clinicians to understand key issues associated with evolution of healthcare in Scotland and to agree on IT role in developing associated policy, strategy and supporting programmes of work.

• Trade Organisations and Professional Institutes in order to understand and resolve key staff related challenges and issues related to the ongoing performance and improvement of the NSS IT SBU.

• Other UK Health Departments to collaborate on IT /Digital agenda and product / service issues which can be pursued collaboratively for mutual benefit.

Excellent interpersonal and communication skills are required as a major focus of communication is to persuade others and to negotiate the development and implementation of change. The Director National Information and Digital Technology is expected to have strong presentational skills and to be able to express views/perspectives convincingly and compellingly, verbally and in writing. The IT Strategic Business Unit works in partnership with a wide range of organisations – NHSScotland NHS Boards, Hospitals, Primary Care Practitioners, Community Health Partnerships, Local Authorities, Scottish Government Directorates, Other UK eHealth agencies and major IM&T and digital product and service providers operating in the Scottish public sector.

9. MOST CHALLENGING PARTS OF THE JOB

Leading the development and delivery of high quality national level IT and Digital services which reliably and innovatively support the complex needs and inter-dependencies of 22 discrete Scottish Health Boards whilst undertaking new initiatives to extend NSS IT service provision beyond Scottish health into the broader Scottish public sector. Expanding the provision of the IT strategic business unit services across the broader public sector by effectively marketing and selling IT and digital services and undertaking business development activities in an environment where the customer demands high quality, commercially efficient IT services within the constraints of a challenging financial environment. Delivering against a strategic IT / Digital Transformation agenda which is led by a variety of stakeholders across the Scottish Government, NHS Scotland and the public sector; prioritising the often conflicting demands that arise when charged with directing and leading a portfolio of major IT initiatives at a national level.

Leading a large scale IT shared service provision on a revenue generation / cost recovery basis within a set of highly complex governance arrangements.

10. KNOWLEDGE, TRAINING AND EXPERIENCE REQUIRED TO DO THE JOB

Qualification

Experience

Qualifications, Training & Experience

• Degree level in a relevant IT related discipline and post-graduate qualification or equivalent.

• Evidence of continuing professional/personal development, including management and leadership development.

• Extensive and demonstrable IT leadership ability at a senior/executive/board level over a significant number of years. This should include experience of working in an organisation of considerable scale and complexity where strategic, audit/compliance, commercial and workforce management capabilities have been developed and stretched.

• Exposure to formal governance and executive / board level scrutiny of strategy and performance also required.

• Significant experience of performance management of services at a strategic level

• Extensive experience of leading through change and organisational change management

NHSScotland and or industry experience MBA would be advantageous Chartered Membership of an appropriate professional body

Salary and Benefits Package

Salary Range - £87,840 - £119,718

• Annual leave (plus applicable statutory holidays):

o 27 days on commencement

o 29 days after 5 years’ service

o 33 days after 10 years’ service.

• Pension:

o Pension - All eligible new entrants to NHS National Services Scotland who are aged

sixteen but under seventy five will be enrolled automatically as a member of the NHS

Scotland Pension Scheme 2015 which is provided by the Scottish Public Pensions

Agency. A brief summary of the Scheme is enclosed - “NHS new starter factsheet”.
