Independent Engineer services for four laning of Kiratpur-Ner Chowk Section of NH-21 from Km73.200 to Km186.500 in the State of Punjab/Himachal Pradesh to be executed as BOT (Toll) on DBFOT Pattern under NHDP Phase-III.
1. INTRODUCTION
1.1 Necessity
The Ministry of Road Transport and Highway (MORT&H) has taken decision to develop National Highway NH-21 from Kiratpur –Ner Chowk section from Km 73.200 to Km 186.500 in the state of Punjab/Himachal Pradesh. The main objective of the Project is to expedite the improvement of Infrastructure in Punjab and Himachal Pradesh and also in reducing time and cost of travel for traffic, particularly heavy traffic, plying between Kiratpur and Ner Chowk .The NH-21 is an important link connecting Kiratpur in Punjab and tourist destination Manali in Himachal Pradesh.NH-21 is also a major link to connect Leh-Ladakh. NHAI have appointed the Voyant Solution Pvt. Ltd. & Inter Continental Technocrat Pvt. Ltd. as consultants to carry out the Technical &Financial feasibility study for improvement of NH-21 between Kiratpur to Ner-Chowk section from Km 73.200 to 186.500 in the state of Punjab & Himachal Pradesh.

1.3 The Project Road
The NH-21 National Highway will be upgraded from its present two-lane layout, to a four-lane divided carriageway. The design of the road between Kiratpur –Ner Chowk section from Km 73.200 to Km 186.500 in the state of Punjab/Himachal Pradesh .The Project will require the construction of numerous structures, include Fifteen Major Bridges, One Flyover/Grade separator two hundred and forty seven culverts (in addition to this 30 nos of culverts to be provided at different junction points). And one no 1800 meters long tunnel with one escape tunnel of 1800 meter long besides three Medium tunnels and one short tunnel are also to be constructed along the proposed alignment.

1.4 The Project Road Constraints
The existing road alignment of the NH-21 passes between Km 73.200 and Km 186.500 is typified by sub-standard and often steep curves with hair-pin bend and gradients, in the horizontal and vertical planes. The proposed improvement will be new alignment & construction and widening of existing two lane to four lane configuration in different section of the Highway to avoid many S-curves & steeper gradient, which will also involve the construction of many new structures, including Tunnels, bridges, Flyover/Grade Separator and retaining structures. The Project road area is within a region that is prone to erosion & landslides, earthquakes Zone-V. Much of the rock in the area is well jointed and highly fragmented. Combining seismic activity with the extreme prevailing weather conditions also means the area experiences constant landslides. The Himachal region, with its exceptional scenic landscapes, abundant wildlife, culture diversity and profuse number of historic and religious Temples, is a one of the main tourist destination for tourists from every corner of the globe. The NH-21 being the main route between the principal cities of Chandigarh via Kiratpur and from Shimla through NH-88(Connected to NH-21) carries most of the tourist for the entire area. Tourism peaks during the summer months of July and August, but spring and autumn, can also be busy.
1.5 Proposed Alignment
The Project road of NH-21 alignment starts from Kiratpur Km 73.200 terminates to Ner Chowk Km 186.500 and passes through Rup Nagar (Punjab) and Bilaspur, Mandi district of Himachal Pradesh. The important places through which the project highway traverses are Kiratpur, Dhangani, NainaDevi, BhagchhalI, Ferry Ghat, Dharadsani, Auhor, Kallar, Dehar, Dhanotu, Bhaged, Panoh, Canaid, Bhour, Dadour and end at Nagchhala village. The new alignment of Highway starts with long Tunnel T1 from Kainchi More at Km 12.750 (Design Chainage) to Km 14.550 with escape Tunnel 1800 meter long parallel to Tunnel T1, Short Tunnel T2 from Km 15.785 to Km 16.275 (490 meter long), Medium Tunnel T3 from km 23.550 to Km 24.130(580 meter long), Medium Tunnel T4 from Km 148.500 to Km 149.750 (1250 meter long), another medium Tunnel T5 km 157.660 to Km158.400 (740 meter long) through Hilly &mountainous terrain. Proposed new alignment joins the existing road near Jarhol village at Km 159.070 (Design Chainage). For Sundar Nagar Market area a bypass is proposed from Km 173.904 to 179.582. Again the project highway follows the existing road from Km179.582 (Design Chainage) to 184.400. New bypass for Ner Chowk is proposed from Dadour Chowk at Design Chainage 184.400 to Km 188.950 near Nagchhala village which is the end point of Project Highway. To cater the need of cement Industry a link road is proposed to be constructed from ACC cement Plant (Barmana) connecting new alignment of NH-21 with two lane of 1.971 km. length. The proposed four lane will open up the Himachal Pradesh and improve the socio-economic condition of the entire region beyond the Project area. It will also improve the transportation network and will provide rural communities better access to markets, social services and business. Employment opportunities will be generated and also provide impetus to tourism sector of Himachal Pradesh.

2.1 Background
NHAI have appointed the Voyant Solution Pvt. Ltd. & Inter Continental Technocrat Pvt. Ltd. as consultants to carry out the Technical & Financial feasibility study and Detailed Project Report (DPR) for this section of highway in the states of Punjab & Himachal Pradesh. The proposed construction of Project Road is as under:

Km 73.200 to Km 86.000 (Existing Chainage) -12.732 km Construction & widening of Existing alignment.
Km 86.000 to Km 159.070 (Design Chainage) -56.520 Km Construction of New alignment comprises of Five No’s Tunnel Total Length 5.070 Km with one Escape Tunnel 1905 meter long.
Km 159.070 to Km 167.473 (Existing Chainage) - 8.403 Km. Construction & widening of Existing alignment.
Km 167.473 to Km 179.582 (New Alignment, Two lane Sunder Nagar Bypass)-5.678 Km (one Two lane already sanctioned by MORT&H – actually work not started).
Km 179.582 to Km 184.323 (Existing Road) 4.741 Km long Construction &Widening of Existing alignment.
Km 184.323 to Km 188.874 (New alignment Ner Chowk Bypass)-4.550Km long Construction of New Alignment.
Connection of Barmana ACC cement Factory – 1.971 Km long (Two lane).
3. INDEPENDENT ENGINEER
It was decided that Independent Engineer may be invited to participate for Project management in order to have proper management and Quality Assurance. Accordingly Bids were invited from pre-qualified and short listed consultants and the work was allotted to M/S Getinsa Ingenieria S. L. Spain in association with M/s Segmental Consulting &Infrastructure Advisory Pvt. Ltd. An agreement for Independent Engineer, services were entered into between national highways Authority of India, Plot No. G-5 and G-6 , Sector No.10, Dwarka, New Delhi- 110045 and M/s Getinsa Ingenieria S. L. Spain in association with M/s Segmental Consulting & Infrastructure Advisory Pvt. Ltd. ,Unit No 204 Vipul Trade Centre, Sector-48, Sohna Road, Gurgaon -122009 (Haryana) India by Letter No. NHAI/11016/10/2011/HP-NH-21/IE-1112 dated 10th October 2012 for commencement of service and accordingly mobilization of Key/ Sub Key Personnel’s was done.
3.1 Drawl of Agreement with Concessionaire
Agreement was drawn by NATIONAL HIGHWAY AUTHORITY OF INDIA (NHAI) with IL&FS Transportation Networks Ltd. on 16th March 2012. For this project IL&FS Transportation Networks Ltd has formed a Special Purpose Vehicle (SPV) by the name of Kiratpur Ner Chowk Expressway Ltd. (KNCEL) hereinafter referred as the “Concessionaire”
4. EXECUTIVE PROGRESS SUMMARY
4.1 Independent Engineer:
M/S Getinsa Ingenieria S. L. Spain in Association with M/s Segmental Consulting &Infrastructure Advisory Pvt. Ltd. Independent Engineer in accordance with the terms of the agreement, have been deployed personnel to supervise the Project and office building has been established which are fully functional . Team Leader Office: C/o Mr. Roshan Lal Sehgal, VPO-Lakhanpur, Ward No-11, District Bilaspur (HP)-174001.
4.2 THE SCOPE OF INDEPENDENT ENGINEER
4.2.1 Development Period Responsibility
The Independent Engineer will be responsible for detailed review of the Drawings as furnished by the Concessionaire along with supporting data, including the geo-technical and hydrological investigations, characteristics of materials from borrow areas and quarry sites, topographical

surveys and traffic surveys. Such review will be completed and send its comments/observations to the Authority and the Concessionaire within 15 (fifteen) days of receipt of such Drawings. Any modified Drawings or supporting Documents sent by the Concessionaire will be commented within 7 (seven) days of receiving. The review of the detailed design, construction methodology, quality assurance procedures and the procurement, engineering and construction time schedule sent by the Concessionaire will be commented within 15 (fifteen) days of receipt thereof. EPC Contract or any other contract for construction, operation and maintenance of the Project Highway, will be reviewed and commented within 7 (seven) days from receipt.
4.2.2 Reporting Requirement
Independent Engineer shall prepare and submit to the NHAI and Concessionaire of the following reports.
a) Design Review Phase Concessionaire is presently working on allocated activities of development period.
b) Construction Phase Monthly and Quarterly Progress report covering all aspects such as progress monitoring, Quality Assurance (QA)/Quality control (QC) etc.
c) Operation and Maintenance Phase Monthly and Quarterly report on existing condition of facility including advise on all aspects of operation and Maintenance. Toll Booths, Bridges or other Structures, Traffic Management & Safety, Telephone, Ambulance. Monthly inspection report of the Project Highway at least once a month. The Check list to monitor Concessionaire’s obligation under the provision of CA is presented in Table 4.2

Project Highway.

progress of the Project and maintenance of the existing road.

M/s IL &FS Engineering and Construction Company IL & FS Engineering House, 6-3-1186/1&2 Bugempet, Hyderabad-500016 Establishments of Base Camp at Village-Kuddi (Ghagas). 9 Nos of Concrete Batching Plant established, Stone crusher Plant, WMM Plant, Hot mix Plant to be erected. II. M/s Vijay Infra Limited Pankaj Galaxy, Second Floor Plot No-8, Sector-12 Dwarka, New Delhi-110075 Establishments of Base Camp at Masewal (Km 78.700 L/S 2km from existing NH-21) and mobilization of Equipments /Machineries are in progress at site. III. M/s GHV Projects (India) Pvt Limited AML Centre-I, 8 Mahal Industrial Areas Mahakali Caves Road, Andheri (East), Mumbai-400093 Establishments of Base Camp at Rampur (Kanaid), Near Sunder Nagar . Concrete Batching Plant, Stone Crusher Plant are operational WMM Plant erected and to be commissioned, Erection of Hot Mix Plant is in progress.

Concrete Mix Designs for grade M15 /M20/M25/M30/M35/M40/M45/M50, design of Filter media have
been reviewed & concurred. Review of Materials for slop protection by Tecco System are under
Progress.
Utilities Shifting
The estimates of utility shifting I&PH Pipe lines from Km 8.8 to 26.2 ,Km154 to 183.7 & Electrical lines
from Km 25.5 to 138.9 (Bilaspur Sadar), 164.3 to 182.25 (Sunder Nagar Section) have approved by NHAI
and rest of the estimates for same has been also submitted to NHAI for approval.

The estimates of road repair estimate have been approved by NHAI and road repair works are in
progress.
Inventory for Procurement of Site ( As per clause 10.3 of C.A)
An inventory of the site of the entire Project corridor has been done with Concessionaire
representative in accordance with clause 10.3 of C.A.
Change Of Scope (COS)
COS for additional two lane for Sundernagar Bypass, and Major Bridge at Ch 0+450 submitted by
Concessionaire for change of scope notice under clause 16.2 of C.A. The same has been reviewed and
observations made for the compliance of Concessionaire.
Additional service road in Naulakha-Dadour section as per the letter from NHAI has been proposed by
Concessionaire; same is verified and submitted to NHAI.
15. CONSTRUCTION ACTIVITIES. (Comments of Key Professionals on constructions activities) Construction Materials
The EPC Contractors M/S IECCL and M/S GHV Infra have established the stone crusher and
aggregate production for concrete works and road works is to be expedited. Aggregates for
concrete works are also being procured from local supplier. The Concessionaire is advised to buffer
the stocks of aggregates during monsoon season.

In the section-1, tree cutting and earth works are in progress Since last inspection, construction of gabion wall has also taken up at Km 9+350, Tree cutting in 5 Km area has been completed . work progress is still behind the schedule. To catch up the shortfall in progress, concessionaire is required to augment the resources and expedite the work progress by proper planning to achieve the schedule target. In the Sections II & III , Construction of retaining wall and protection works should be expedite to make front for earth works, the earth works in cutting/filling section is also to be expedited , shifting of utilities/electric line should be done on priority basis to create the working area. Concessionaire is advised to plan the sequence of the works to ensure the construction activities without interruption.

Portal -2 (Main &Escape Tunnel Area) Slope Stabilization (Ch. 14+530 to Ch. 14+600)
Frontal & right lateral slope including all primary supports from Elevation 713 to 691 has been completed except final coloring layer yet to be done. From elevation 691 to 688 excavation of Frontal and lateral (right &left) slopes, spraying of shotcrete,
Fixing of wire mesh, sub horizontal drain, Drilling and installation of P.G Rock bolts ,pullout testing of rock
bolts, Laying of concrete for Trapezoidal intercepting channel and half circular intercepting channel and
installation of optical survey targets at portal benches are under progress.
Tunnel -3 Portal-1 Slope Stabilization (Ch. 23+550 to 23+570) Excavation of frontal and right lateral slopes including all supports from elevation 572 to 566 has been
completed except multi- point borehole extensometer, optical survey target and inclinometer.
From EL.566 to EL.560 Excavation of frontal & right lateral slopes ,Drilling & installation of 8 m long PG rock bolts(heavy galvanized) , fixing of high tensile steel wire mesh (Tecco G 65/3) with geomat,Laying of concrete for Trapezoidal intercepting channel , half circular intercepting channel and grouted stone works in stepped drain is under progress. Tunnel -4 Portal-1 Slope Stabilization (Ch.148+465 to Ch.148+500) Excavation of left lateral slope including all primary supports from Elevation 611 to 590 has been completed except final coloring layer yet to be done. Excavation of Frontal slope from El. 617.5 to 590 including primary supports has been completed except final coloring layer yet to be done.

16. Review of Physical Progress
July-2014
Overall physical progress has slow down due to dominent rainfal in this region. However Concessionaire is advised to expedite the progress of works which may creat work fronts for coming dry season. Also buffer of aggregates is required in all the three sections to be utilised in coming month ahead.The progress of tunnel works has picked up but still behind the schedule and required to be expedited at all fronts. S-curve showing Physical progress- Independent Engineer vide letter No-SCIA/001/14-15/TL/KNCELl-00435 dated 31st July 2014 has already asked to submit the same and it is awaited from concessionaire. The letter written to the concessionaire is enclosed as annexure-A for reference.
Financial details of Escrow Account: Financial transactions of the Project through Escrow account is being submitted quarterly by Concessionaire and financial expert scrutinized up to April -30th 2014 carried out and accordingly achievement of financial Progress M.S.-01 as per concession Agreement vide letter no- SCIA/001/14-15/TL/NHAI-00404, Dated 26th June,2014, issued to the concessionaire. The same letter is enclosed as Annexure.-B for Reference. After submission of quarterly transaction details of Escrow Account from the Concessionaire, the same will be incorporated in subsequent MPR after Scrutiny of Financial expert I.E.

This month also overall physical progress has not been picked up due to dominent rainfal in this region. Concessionaire is advised to expedite the progress of works in the area where work fronts may be created for coming dry season i.e continue with the working in construction of retaining wall/Gabion wall in all the three section expedite to increase the production of Tunnel works by working in day/night shifts. This month also overall physical progress has improved since last month however it is behind the schedule. Concessionaire is advised to expedite the progress in road works especially in section -1 where due to tree cutting sufficient work front is available. In section II &III the completed retaining wall sectin should be backfilled and road works can be started in sections , Put maximum man power in retaining walls to creat more work fronts as noe the rai nfall has receeded in coming momnth dry season ahead. Some more efforts is required to expedite the tunnel works by proper utilization of man power & machinaries. It is expected that in coming month the progress may be speed up by augmenting more resources in coming dry working season. Road Maintenance works during dry spells in section–I ,the balance repaire works with bituminouse materials was in progress at the end of this reporting period.Section-II &III were repaired with granular material,Concessionaire has assured that once the rainfall stops the balance portion will be repaired with bituminouse materials.

Road Maintenance works in progress during the month in Nerchowk-SunderNagar Section-III and balance repair works with bituminouse materials yet to be taken up in Section-II (Ghagas to Slapper ).Concessionaire is advised to complete the balance road repair works for traffic worthy condition.
