PENRO- Agusan del Norte, National Greening Program (NGP) target for

second quarter is extremely accomplished from Seedling production and 1st pass

maintenance and protection activities. Series of activities were undertaken both

CENROs Nasipit and Tubay for the smooth implementation of the project.

Information, Education and Communication campaign (IEC) was successfully

conducted by the NGP Coordinators, Extension Officers and Project Technical

Assistant to the Local Government Unit, NGP proponent or Peoples Organization

and other private and public entities engaged in NGP for them to inform ,

understand and re-unite in the common objective and goal of the program.

Pursuant to the approved Work and Financial Plan for CY 2015, DENR Agusan

del Norte has a target of 2,396,400 seedlings for CENRO-Nasipit and 363,400

seedlings for CENRO-Tubay. FMB Technical Number 4 “Specifications/standard for

NGP High Value Crops: Cacao, Coffee and Rubber”. In line with this memorandum

all target under high value crops are hereby undergo competitive bidding of the

Bidding Awards Committee. Out of the total target of seedlings for CENRO Nasipit,

a target of 167,500 seedling for Cacao with an ABC of 4,187,500.00, 30,500

seedlings of indigenous species with an ABC of 366,000 and 50,000 seedling of

Budded Rubber with an ABC of 1,750,000.00 while CENRO Tubay has a target of

13,400 seedlings of fruit trees with an ABC of 335,000.00.

The uses of good quality planting materials ensure higher percentage of

survival rate as well as greater productivity when planting resources is carefully

chosen. Other seedling production target excluding high value crops are

produced by various Peoples Organizations (POs) as partner of implementation

specifically falcate seedlings and by administration.

Seedling production both CENROs accomplished within the second quarter,

Barra Agro-Industrial Marketing Cooperative (BAIMACO) as the approved bidder

to produce said high value crops delivered into respective areas/nursery to the POs

having a target of Cacao, Rubber and Fruit trees species. Production of quality

planting materials of falcata seedlings are successfully raised by the beneficiaries.

Seedlings produce by such Peoples Organization (PO) like Falcata gave an

economic value to alleviate quality of living and food security if tree farmers take

good care of the seedlings planted from their individual area. Seedlings

procurement such as Fruit trees, Cacao and Rubber not only gave economic

importance but environmental value because sooner or later during harvesting

period it will not be cut/slash but only its fruits and latex will be extract.

Anent hereto, financial assistance given by the department in every seedling

produced, can sustain their daily needs in a period of time. Likewise,

group/organization well established and build up their association.

NGP is now on five years of implementation various seedlings species were

produced and accomplished such as fruit bearing trees, Dipterocarp /indigenous

species, fast growing species and other species that gave environmental and

economic value. Consequently, POs have been train on the strategies on how to

grow seeds through applying different techniques as assisted by EOs and PTAs.

National Greening Program (NGP) CY 2015 Plantation Maintenance and Protection

implementation, DENR -Agusan del Norte has a total target of 2,223.0 hectares on NGP CY

2013 and 2014 established plantation in which, 2016.0 hectares for PENR Office, 1,252.0

hectares for CENRO-Nasipit and 755.0 hectares for CENRO-Tubay, financial allocation for

Year-2 is 3,000.00/ha. while for Year- 3 is 2,000.00/ha.

In line with the Government’s thrust under Executive Number 26, it allows greater

and strong participation of local communities in natural resources management and

environmental protection. Based on the approved Comprehensive Site Development

(CSD), Letter of Agreement (LOA) and Memorandum of Agreement (MOA) of both

CENROs thereby duties and responsibilities of the POs and LGUs between DENR are fully

stated during implementation of the project.

Plantation Maintenance and Protection target of CENROs Nasipit and Tubay as well

as PENR-Office for Year-II and Year-III is fully accomplished for first pass. Activities stated on

the Contract Agreement is efficiently conducted strip brushing/round weeding,

application of organic fertilizers/pesticides and establishment of fire lines and foot trail on

the area prone to fire and other patrol works.

National Greening Program (NGP) is now on year five (5) of implementation

to pursue its goals and objectives towards greening environment and economic

stability. Aside from reforestation initiative, NGP gears towards climate change

mitigation and adaptation against the threat of global warming.

REPORT ON THE 100% INTENSITY VALIDATION ON THE CACAO

PROJECT OF LGU BUTUAN CITY

In compliance with PENRO Special Order No. 2015-03-09 dated March 6,

2015 to conduct 100% validation on the remaining 810.0 hectares Cacao Project

accomplishment of LGU Butuan City dubbed as the Cacao Planting under Oplan

Logging: Likas , Lunas, LakasProgram in support to National Greening Program,

please find hereunder the Completed Staff Work of the activities together with the

findings and recommendation of the Team, to wit:

I. Factual background of the project

A. Pre-implementation stage and background of the project

Per commitment of our Honorable Secretary Ramon JP Paje to Mayor

Ferdinand M. Amante, Jr. to provide support to the communities affected by

the implementation of Executive Order No. 23, the 6M worth project of

cacao seedlings was conceptualized;

On Dec. 10, 2012, the Work and Financial Plan was submitted to DENR

Secretary indicating a total budgetary requirement amounting to P6M for

the procurement of 500,000 Cacao seedlings to be planted within sixteen

(16) timberland barangays of Butuan City covering 1,000 hectares.

On December 27, 2012, Asst. Sec. Corazon C. Davis of Admin and Finance

issued the Sub-Allotment Advice (SAA) No. R13-101-1012-12-955 of even

date amounting to Five million pesos (5,000,000.00) to cover allotment for the

procurement of 416,667 Cacao Seedlings.

On January 14, 2013, An Executive Order No. 77 Series of 2012 and a

Memorandum were issued by Mayor Amante creating the Agroforestry Dev’t

TWG with Engr. Pierre Anthony D. Joven as the TWG Coordinator;

On February 8, 2013 another Sub-Allotment Advice (SAA) was issued by Dir.

Angelito V. Fontanilla of Financial and Management Service per SAA No.

R13-101-2013-02-077 of even date amounting to One million pesos only

(1,000,000.00) to cover the balance of allotment for the procurement of

Cacao Seedlings as per approved Work and Financial Plan.

On February 11, 2013, a Memorandum of Agreement was binded between

OIC, Regional Executive Director Nonito M. Tamayo as first party and Butuan

City Mayor Ferdinand M. Amante,Jr. as second party for the initial Five Million

Pesos (5M) as first tranche allocation for the procurement of Four Hundred

Sixteen Thousand Six Hundred Sixty Seven (416,667) superior quality of grafted

cacao seedlings at P12.00/seedling to be planted in eighteen(18) timberland

barangays within Butuan City with an aggregate area of 833 hectares.

On July 22, 2013, another MOA was forged for by both parties for the second

and final tranche amounting to One Million Pesos only (1M) for the

procurement of the remaining 83,333 cacao seedlings with an area of 167

hectares to complete the 1,000.0 hectares target of the LGU.

B. Implementation stage

On January2013 to May 2013 and March 2014 to September 2014,series of

consultations and information campaign on the detailed implementation of

the activities of the cacao project and skills

training, farm planning coaching was

conducted and facilitated by Butuan City

Agricultures Office(CAO) in 18 identified brgys to

ascertain the

readiness of the

recipient in the

implementation

of the project.

The Survey, Mapping and

Planning(SMP) was also conducted

by the LGU thru the City ENRO using a GPS instrument to determine the

potential area for cacao project.

From December 10, 2013 to May 31, 2015

C. Monitoring and validation

On August 4-18, 2014, two teams from the Regional Office per RSO No. 283

conducted the first round validation of cacao accomplishment of Butuan City.

It was headed by For. Marlyn Delos Arcos of team A and For. Celeste N. Paler of

team B.The teams were able to validate a total of 153.4 hectares of cacao

plantation with 40,283 seedlings out of 66,083 seedlings reported planted with

an average survival rate of 61%. Due to time constraints the teams were not

able to continue the validation but they recommended the second round of

validation to fully cover the entire 1000 hectares reported planted by the

concerned LGU.

On November 25 to December 15, 2014, a second round validation from the

Regional office headed by For J’C Quiniones per RSO No. 2014-507. The team

was able to validate a total area 36.0hectares covering a total no. of seedlings

of 8,514 with recorded survival of 3, 944 or 46% survival rate.

II. THE THIRD ROUND OF VALIDATION

PENRO Agusan del Norte received a memorandum from RD Tamayo to

validate the remaining 810. Hectares of cacao accomplishment within Butuan City.

Starting March 25 to April 27, 2015, the third round of validation is conducted

composed of eight(8) representative from the PENRO, sixteen (16) representative

from CENRO Nasipit and twelve(12) representative from the LGU Butuan City.

A. OBJECTIVES OF THE VALIDATION

The general objectives of the team as specified in the Special Order are the

following:

1. To determine the percentage survival rate of the seedlings planted per area

developed;

2. To collate strategies and practices employed by the implementing office;

3. To gather geo-tagged photos;

4. To conduct perimeter survey of the actual area planted;

5. To submit CSW report on the findings/result of the validation

B. METHODOLOGY:

1. Courtesy call with the concerned LGU’s;

2. 100% intensity of validation;

3. Perimeter survey using geo-tagged instrument;

4. Exit conference

5. Report by sub-team and submission for consolidation;

6. CSW submission to Regional Office thru channel

C. THE ACTUAL FIELD VALIDATION

Prior to validation proper, as part of the methodology process, on March 23, 2015,

we convened all members of the team at PENR Office to properly discuss the

objectives, methodology and mechanics of the validation. It was during that time that

sub-teams (consist of 8) were created and assigned in specified barangay of the

project.

On the afternoon of March 23, 2015, a courtesy call to the City Mayor was held and

the team was met by his representative in the person of Engr. Pierre Joven. The

courtesy call was initiated by the team together with the active participation of

CENRO Norman Asugan of CENRO Nasipit. It was during that time, that we tackled

and came to an agreement on the participation of LGU Butuan City through its

representative to accompany each team in the whole duration of the activity. Letter

to the Barangay Captains for the said activity is handled by the City LGU to be

delivered before the start of the field validation.

On March 24, 2015, another meeting was held at the City Agriculture’s Office

(CAO) in Tiniwisan, Butuan City. This time, both representatives from the LGU Butuan

and DENR met for the first time to constitute its sub-team. List of cacao beneficiaries of

every Barangay were distributed by the CAO as the teams primary document in

validating the individual accomplishment of the beneficiaries.

The first deployment of the validating team on the field happened on March 25 to

April 1, 2015. A courtesy call to every barangay was done prior to the validation and in

order also to ask a barangay representative to guide the team to every beneficiary.

During this deployment, there were some hindrances that resulted to a slow paced

validation. This includes the DepEd’s series of school recognition and graduation

ceremonies, lack or absence of a Brgy. Representative to guide the team and the

delayed dissemination of LGU’s letter to Barangay Captains on the said activity.

The second deployment of the validating team was scheduled on April 13 to 24,

2015, this is expected to be the last deployment to complete the validation.

To settle the differences that arise during the

first deployment, on April 14 2015, all members

of the team have convened again at City

ENRO office to level-off and discuss the issues

and concerns in order to not hamper the

ongoing validation.

On April 17, 2015, the team conducted

assessment on the initial

accomplishment of the sub-

teams. There are around 18 brgys

that were already completed

during that period.

On April 27, 2015, all members of the team have convened together to finalize

each report for consolidation. Hereunder are

On May 11, 2015 at 1:00 P.M, an exit conference was conducted at PENR Office. It

was attended by the representatives from LGU Butuan in the person of Engr. Pierre

Anthony Joven and Engr. Alberto Buca of CAO together with all members of the

validating team. All observations, findings and recommendations of the validating

were presented to formally inform both parties on the result of the validation.

Hereunder are the observations, findings and recommendation of the validating

team, to wit:

OBSERVATIONS

The first delivery of Cacao in Brgy. Bitan-agan is not grafted. Accordingly, it is

supposed to be grafted in the site as promised. However, after 2 months of

waiting, the Brgy. Officials then decided to distribute the Cacao (Still sexually

propagated) to the farmers as most of it were already damaged due to lack of

experience in stocking the cacao seedlings.

Accordingly, during delivery, some seedlings were already manifesting a weak

constitution due to stress and others are dying due to inappropriate handling

during disposition.

The actual number of seedlings received by beneficiaries did not coincide with

the list provided by the City Agriculture’s Office (CAO) to the validating team.

Based on the interview with concerned barangay officials, cacao seedlings

suffered high mortality during long periods of stocking at the delivery site due to

lack of technical expertise in part of the Barangay LGU to handle the cacao

seedlings. It happened particularly in Brgy. Bitan-agan, Amparo, Don Francisco,

Salvacion, Bugsukan, Taligaman and Basag.

The number of seedlings received by the farmers varies considerably depending

on the preference of the farmer. Some only received 12 seedlings while others at

most received 1000 seedlings.

There were cacao seedlings not planted by the farmers because some of them

were at high risk of dying as partly damaged during Typhoon Seniang particularly

in Brgy. Florida and Mandamo area.

Some of the Cacao seedlings were not planted in the recipient’s surveyed farm

lot, instead they are planted near their residences and/or on their backyard.

The list of beneficiaries provided by the CAO to validating team did not conform

to the actual individuals who received and planted the cacao seedlings

Cacao seedlings planted in the open areas have attained poor, stunted and

yellowing of leaves.

Other cacao seedlings were intercropped along coconut and falcate

plantations.

There are cacao plantation that are already fruit bearing particularly in Brgy.

Dulag, Antongalon and Salvacion area

There are around----- beneficiaries accounted who participated the project.

FINDINGS

Generally, during the consolidation of the report, it discloses that only 273.28

hectares were being planted and validated by the team. To sum up the result of

previous validation, a total 465.37 hectares planted with cacao out of the target

area of 1000 hectares by the LGU;

Based on the shapefiles as output of the perimeter survey, around 105.0 hectares

were planted in the A&D lands;

A total of 131,491 seedlings of cacao were being planted and accounted in

identified barangays with different planting distance of 3m x 4m, 4m x 4m, 5m x

5m having a height ranging from 40 cms. to 150 cms.

Survival rate of plantation were being recorded to only 33%. This may be

attributed to the following reasons, to wit:

- Poor growth due to long dry season during the period of planting and

planting of cacao seedlings in an open area;

-There are a lot of unaccounted cacao seedlings not planted in the

field because they were already damaged before outplanting and others

were damaged during Typhoon Seniang. However, there are instances that

beneficiaries did not really plant due to lack of interest in the project;

- Lack of proper delegation of authorities in part of the LGU to manage

and supervise the project in the field.

- Lack of technical expertise/Technician to handle the project.

- Lack of maintenance and protection activities conducted by the

recipient, except plantations with in Brgy. Don Francisco, Salvacion,

Tiniwisan, Cabcabon, Dulag, Tungao and Pigdaulan, wherein

maintenance thru brushing and fertilization were properly conducted at

the expense of the beneficiary.

General Recommendation

With the foregoing findings and observation, the team therefore

categorically recommend for the DENR as first party of the MOA to call for a

Technical Conference with the LGU Butuan to discuss and strategize on how to

improve the growth and survival rate of the established cacao plantation and at

the same time to provide the overall guidance to the project. This is stipulated in

the MOA under Section 3 thereof.

Specific Recommendation:

1. The Second Party should conduct immediate maintenance and protection

activities in all sites such as replanting, weeding and fertilization in order to

improve the survival rate of the project to reach the minimum survival of 85%

and above.

2. The LGU Butuan to spearhead enhancement/capability training on Cacao

plantation development, management and techniques in all barangays with

cacao project.

3. Cacao seedlings planted within A&D area should be replenished and be

planted within Timberland area.

4. The LGU should delegate/institutionalize specific office to monitor and

supervise the project.

5. Strengthen the partnership and coordination effort with DENR and LGU to

intensify the regular monitoring of the project.

Bitan-agan, area was located along the watershed of the said Barangays.

Visit of Datu Gregorio E. Antong (MMTFA Chairman) informing that seedlings

were already delivered by supplier Barra Agro-Industrial Marketing Cooperative

on May 29, 2015

On June 2, 2015, Datu Gregorio E. Antong, MMTFA Chairman, our 2015 NGP

implementer visited NGP office informing that they have already received the seedlings

delivered by supplier on May 29, 2015. It was advised that the seedlings received shall be

counted and DENR must also validated said seedlings delivered.

NGP staff meeting in preparation for the upcoming 100% validation of 2014 NGP

sites on June 3, 2015

In preparation for the upcoming 100%

validation of 2014 NGP sites, NGP Coordinator

Rogelio P. Maghuyop called the attention of all NGP

staff informing them on the said activity.

It was agreed that pre-validation of 2014 NGP

sites shall be conducted in preparation for the

upcoming activity which is

scheduled on June, 2015.

Meeting of LPRAT-Tubay on June 9, 2015 at Mayor’s Office, Tubay, Agusan del

Norte

During the monthly meeting of LPRAT-Tubay, NGP Coordinator attended the said

meeting & the issues regarding on 2015 NGP target was tackled. NGP Coordinator

informed that CENRO-Tubay will be implementing said target if the issues will not be

resolved as soon as possible. It was answered that they will provide a Resolution

waiving the said project will be created once DENR withdraws the project.

Inspection of the delivered seedlings (2015 Fruit trees target) to Manobo-

Mamanwa Tribal Farmers Association (MMTFA) on June 11, 2015

NGP team inspected the seedlings delivered (Lanzones & Rambutan) headed by For. Aniana J. Radaza, Planning Officer-Designate after the pre-validation at 2014 NGP site conducted.

In connection with the implementation of National Greening Program and to

trace its weaknesses and strength of our technical staff implementing the NGP

especially, the Forestry Extension Officers, Project Technical Assistants and other

personnel conducting support to NGP such as GIS Specialist, the training workshop

was envisioned and was realized in the recently concluded Seminar-Workshop on

Enhancing Technical Capabilities and skills of our implementers especially the

contractual personnel.

The topic discussed during the sessions were as follows; Cacao Establishment

and Management: lecture and discussion was delivered and facilitated by Mr.

Leonardo Oconer of LGU-City ENRO Butuan City, Rubber Establishment: Lecture

delivered by Forester Edward Vecina, Overview of Enhancement Seminar, NGP

and Basic Community Organizing, NGP Reportorial, Duties and Responsibilities of

the NGP Implementers and Outline of Project Completion Report; all of these topics

were delivered and discussed by Forester Rodelio G. Mendez.

To gauge the knowledge gained by the participants and to determine their

level of stocked knowledge, a written examination was given to all participants to

be attentive during the seminar-workshop especially on the lecture and discussion.
