Civil society organizations (including Save the Children, World View Impact, and local NGOs) and local media were also represented at the workshop. Process steps and outputs. U Bobby (Consultant, ADB Start-up Team) then discussed the steps for the VTs selection process and the mechanics for the sub-groups discussions which are meant to get consensus on the 16 VTs at the end of the workshop. By this time, the participants have been presented with the list of 21 VTs that have been assessed as poorbased on the secondary data analysis and the results of the pre-selection workshop with Township Departments in early December. The presentations were then followed by a brief question-and-answer session. The immediate questions were to ask why their respective villages/village tracts were not on the list. A few participants asked about how their respective VTsplaced in the rankings; there werea few who questioned the data and indicators used, etc. These were all responded to with additional background information about the process steps taken (e.g., secondary data analysis; consultation with Township Departments; and finally, consultation with all the 83 VTs) and how to use the sub- groups discussions to put forward other village tracts that they think should be considered as well. Thereafter the participants broke out into sub-groups. The participants were distributed into 10 sub-groups; the sub-groups elected their respective chairmen. The discussions in the sub-groups were mainlylively and spirited; some time was spent agreeing on the basis for selection of village tracts and in a couple of sub-groups, there was discussion about village tracts to add to the list. The selection method is based on simple voting with each village tract representative being given three red stickers to indicate their respective choices on a flip chart. The sub-groups were also given the option to name 3 more additional village tracts that they strongly believe should be on the list of poor VTs. In the end, the results from the sub-groups were tabulated and consolidated, and the results presented in plenary. A participant asked to see how each sub-group voted but apart from that, there were no further issues/challenges raised from the floor. The first 16 village tracts based on vote countare as follows:

Summary

The first 16 village tracts comprise 11 VTs in Nga Pu Taw town, 4 VTs in HaingGyi and 1 in Nga Yoke Kaung.

Each sub-group presented their respective results. Five sub-groups reported that access and road conditions were the main consideration that guided their selection choices, while some sub-groups reported that they based their selections on the same criteria and indicators that the secondary data analysis was based on.

Concluding remarks. The Regional Minister for Development Affairs accepted the results of the selection process, remarking that he was pleased with the methodology used and the results from the entire process. He said that there is room to support the other village tracts through the regional and township development plans.

In August 2013, the Asian Development Bank (ADB) fielded a Start-up Team (SUT) for the Japan Fund for Poverty Reduction (JFPR) Grant 9174: Enhancing Rural Livelihoods and Incomes Project (ERLIP). The SUT will review project preparedness and initiate critical implementation actions on project management, institutional arrangements, community-driven development process, procurement and financial management.

An important implementation action during the project start-up isto set up and launch a process to mobilize communities and to identify sub-projects that will be supported by ERLIP in the Ayeyarwady Region. Three pilot village tracts in one of the target townships in the Delta will undergo the full community mobilization and participatory planning stages, with expectations of village tract development plans being prepared and subprojects identified for Project support in the pilot village tracts.

The Department of Rural Development (DRD) subsequently confirmed Nga Pu Taw Township in the Delta as the first township where the Project will be initiated. A Project Launch Workshop (PLW) was held in Yangon on 17 October 2014 to inform a broad spectrum of stakeholders about the ADB JFPR ERLIP, and to validate and confirm the method for the selection of 16 village tracts in each Project township. The Village Tracts (VTs) Prioritization Workshop, the first of which is being held in Nga Pu Taw Township, will inform stakeholders in the township on the outcome of the VTs selection process that has been undertaken since the PLW, and will aim to draw consensus on the 16 VTs in Nga Pu Taw that will be supported by ERLIP.

The Village Tracts Prioritization Workshop in Nga Pu Taw Township was held on 16th December 2014 at the Nga Pu Taw Stadium Hall.

(3) Highlights of Opening Session

• Welcomedthe participants to the workshop. Ayeyarwady region and the country as a whole haveinitiated measure for poverty alleviation since 2011 based on the country strategy. Many countries have taken note of this strategy and have donated significant funds in support of this strategy.

Opening Speech by U Kyaw Win Naing, Regional Minister for Development Affairs (Ayeyarwady Region)

• In line with national policy, the Ayeyarwady region has been implementing economic, social and other sector development in the communitiesthrough short- and long-term action plans.

• The World Bank, ADB and other partner organizations have been supporting the process of reform in Myanmar including socio-economic development of communities.

• TheADB JFPR ERLIP is funded by the Japan ODA to help the Department of Rural Development implement the project in six (6) Townshipsin the whole country for the purpose of poverty alleviation and increasing development in Myanmar. The Project value is USD 12 million to cover the 6 townships, including two townships in the Ayeyarwady region, namely Nga Pu Taw and Tha Baung.

• ERLIP’s strategy is not the sameas other projects because this project will implement a community-led approach and will directly deliver funds to the communities in the village tracts to manage and control their own development such as in the economic, production and social sectors.

• The project being community-led means that community representatives will identify theirdevelopment issues, prepare their ownaction plans, and be responsible for implementing, monitoring, operating and maintaining their respective subprojects.

• Therefore I would like to encourage you to select the village tracts for Nga Pu Taw Township independently, without influence from other parties. The project will support the 16 village tractsselected in Nga Pu Taw.We will continue to look for other sources of support for the remaining village tracts.

• In summary, our ministry shares the same strategy for community development so we warmly welcome the ADB JFPR Project.Communities will need to participate effectively in achieving more development in every sector.If necessary please inform our department if we can assist you in any way to implement the project.

• The Department of Rural Development is one of the departments of the Ministry of Livestock, Fishery and Rural Development.This came into effect on 9 August 2013. Our ministry has the main responsibility for the development sectors as delegated by the Government of Myanmar. Our ministry has focused on the development of rural people, on community development for food security and increased production.

• The Department of Rural Development has been implementing projects/programs to build roads and bridges, improve water accessibility, water supply and sanitation (WASH), electricity, livelihoods, etc. to improve incomesin rural communities.

• Not only the government but also the UN, INGOs, NGOs and other donorshave supported these activities. Our reform strategy includescoordination and collaboration with with NGOs, CSOs, ethnic groups, etc. to forge the development of our country in the short- and long-term.

• Community development is not a short-term measure; it needsa long-term perspective so we can develop the rural areas with the support of NGOs, INGOs, and the private sector.

• Our ministry has been implementing rural development strategiesbased on ‘’a Government of the people, by the people, and for the people’’ based onan inclusive approach.Our department has placed priority on transparency and accountability in the implementation process.

• Furthermore we collaborated with the WB,INGOs, NGOs and other funding organizations to implement our rural development strategies. ADB is one of our partners;they will be provide support for 6 townships in country. As well, the government’s Green Development Project has been implemented in 1,450 villages all over the country.

• I will explain the village tract selection process for this project.Firstly they collected secondary data from Nga Pu Taw departments and then conducted a Pre-Selection Workshop in Nga Pu Taw Township on 5 December 2014 with the participation of various township departments.This is final workshop for the selection of the 16 village tracts that the Project will support. Therefore, the selection process has incorporated multi-level consultation including with various government departments, INGOs, NGOs, CSOs and others. Currently the village tract representatives have to select the 16 village tractsgiving consideration to geographic location and current situation.

• Marlene welcomedthe participants to the workshop. She came as a representative of the the team of consultants who are working with the Department of Rural Development to initiate implementation of the project, “Enhancing Rural Livelihoods and Incomes Project”, or ERLIP for short.

Remarks from Ms Marlene Fuentes, Community-Drive Development (CDD) Specialist, ADB SUT

• The project is funded by a grant from the Japan Fund for Poverty Reduction. The Asian Development Bank is administering the grant project for the JFPR.The Project aims to improve agricultural productivity and enhance livelihoods, and thus contribute to reducing rural poverty in Myanmar. By agricultural production, we mean crops, fisheries, aquaculture and livestock.

• The Project will support communities to identify their needs, to prepare plans and prioritize subprojects to address such needs, and to implement the subprojects.The Project will be

implemented in six townships, and in each township the poorest 16 village tracts will be targeted for block grant support.

• Nga Pu Taw is the first township where the Project will be initiated. The workshop is an important event – this is an opportunity for all village tracts in the township which you represent, to hear and learn more about the Project. But most importantly, each one of you will have an opportunity to help the Project select the poorest 16 village tracts in Nga Pu Taw. Participants will be asked to listen and carefully consider the results of earlier steps that have been undertaken to inform the process of selecting the 16 village tracts in Nga Pu Taw.The first step involved the collection and analysis of village tract level secondary data based on criteria and indicators that will be presented later. The results of the analysis were then presented and discussed with representatives from various Departments in Nga Pu Taw which took place on the 5th of December. At the end of this meeting, a list of 23-24 village tracts have been identified as being the poorest.

• We would like to hear from the participants as well – share what you know, your particular views and any additional considerations that the Project needs to become aware of.

• Rural development is very broad and very difficult so we need to coordinate with other sectors such as livelihood, economic, education, health and other sectors for sustainable rural development.

Introduction to the Project, Dr. ZarniMinn(Deputy Director, Union DRD)

• In this project we will utilize a people-centered approach for sustainable rural development. In this project we will coordinate with other stakeholdersthrough an inclusive approach to achieve the project objective and the communities will need to participate in this project.

• The project has a plan to build capacity of the department, township, village tracts and the communities. Villagers will need to identify which activities are required for their village and then implement the activities themselves. We need to learn-by-doing from the process of implementation.

• In this workshop we invited women participants because the project will promote women’s role and participation in development. Sometimes women’s requirementsare not the same as men’s so let us encourage women to participate in the project implementation process.

• The project time period is three years and after this period, we will continue supporting the communities through the department and will carry active villages to the next period.

• The Department’s role is only facilitation; we will organize village committees in the respective villages and village tracts. Therefore we will conduct the capacity-building, including training,for the committees.

• The 7 Stages of the CDD approach based on the brochure are as follows: 1. Selection of Project Village Tracts with the participation of all stakeholders. 2. Forming of Committees in the Village Tract and villages and training of

trainers(ToT)for the committees 3. Capacity building of villagersthrough ToT 4. Identify the village activities and prepare action plan by villagers 5. Contribute resources from villagers

6. Implementation by the villagers 7. Monitoring and evaluation

• Project budget is USD 12 million coming from a grant from Japan ODA;the Government will contribute USD 1.315 million and the communities will contribute USD 0.578 million.

• The project will observe the principles of transparency and accountability in the implementation process.It will set up a complaint mechanism between villagesand central level to ensure transparent implementation of activities under the project.

VTsSelection Process by U Bobby (Community Engagement Specialist, ADB SUT)

• In this workshop we will apply the principles of inclusiveness, transparency and accountability to determine the final Village Tracts selection.Participants (village tract representatives) can select freely and fairly based on what they know of prevailing poverty and geographic situation in the township.

• The Workshop’s expected output is to select the 16 VTs which are acceptable to all workshop participants, and especially to village tract representativeswho need to be satisfied with the final selection.

• Our team collected secondary data from the Nga Pu Taw township departmentson economic and livelihood activities. The processed data have enabled us to determine three categories of VTs, namely, better off, moderate and poor.

• We then conducted a Pre-Selection Workshop with representatives of various township departments on 5 December 2014 held at the Nga Pu Taw GAD office.The result of this workshop was a shorter list of 24 village tracts that were assessed as poor based on the local knowledge and experience of the department representatives. It further developed that a few village tracts (out of the 24) have already been covered by the Green Development program.Thus 21 village tracts have come out as poor based on the combination of secondary data analysis and the considered ranking by the township departments’ representatives.

• At this workshop, we need to select the final list of 16 village tracts. We can use the 21 VTsbased on the pre-selection consultation to get the 16 village tracts. On the other hand, sub-groupshave the option to identify and propose up to three additional village tracts based on strong justifications and following agreement within the sub-group.

• The method for selection is by vote;VT representatives in each sub-group will be given three (3)red stickers which participants can use to indicate their selection preferences. They can vote for three village tracts or just one village tract based on the criteria and geographic situation. The other participants (from the township departments, committees, CSOs, etc.) can serve as resource persons during the sub-group discussions.

• When the votingis completed, our facilitators will combine the resultsfrom each sub-group and we will then announce which the first 16 village tracts based on simple count of votes. If after the first round of voting and the first 16 places are not filled in, we will continue with a

second round of voting and so on. Finally if we cannot choosethe 16 village tracts,we will use the blind vote system.

Answer

This list was arrived at based on secondary data which was collected from Nga Pu Taw township departments. Then we processed the dataso that we can categorize the village tracts into poor, moderate and better-off. The ADB SUT then conducted a Pre-selection Workshop on 5 December 2014 in Nga Pu Taw with the participation of Nga Pu Taw’s Township departments. In this workshop, all department representativesconsidered the results of the secondary data analysis and, based on their own local knowledge and experience, those village tractsin Nga Pu Taw that are poor. Therefore combining the departments’assessment and the results of the secondary data analysis, we arrived at the list of 21 village tracts. But if you want to input additional village tracts into this list,you cando so during thesub-group discussions.

Questions

(1) A Department representative wanted to know more about the complete set of information used to assessthe village tracts to make sure that poor village tractsare included in the selection list.

(2) Taw Gyi village tract is in the existing list but Oak Thin Baw village Tract is not.Why?

(3) Nat Chaung village does not have a school building so we wish to be included as one of the project villages.

ADB SUT explained the process taken to get to this stage – e.g.,secondary data collection, data entry and processing,the pre-selection workshop with township departments, and through to the 21 village tracts listed as poor. Otherwise to identify the poor village tracts from out of the total of 83 village tracts is the township would be very difficult. There is no other basis to determine which village tract is poor and which are better off as there are limited poverty incidence statistics. The list of 21 poor village tracts is not only based on secondary data analysis. We also consulted with township departments(pre selection workshop). If you want to recommend other village tracts that you believe also belong to the “poor” category, you may present this in your sub-group discussions.

Please also note that selection is by village tract, not by village. Therefore we need to mention of the situation of the village tract.

(1) TawGyi Village Tract is a long way from the Nga Pu Taw town so let me advise to select Taw Gyi Village Tract.

(2) Tha Zin Kyun and Daunt GyiVillage Tracts are poor because they are situated on the river banks.

Answer

Let me suggest to you to ask appropriate questions because some questionsare not concerned with village tract selection. This program is based on village tracts and not based on Township. And then it has limited budget, timeframe and now we should consider the village tract selection. Project activities will proceed in the selected village tracts after the village tract selection is finalized.

The participants were distributed across ten (10) sub-groups; each sub-group included from between 10 to 19 participants, mainlycomprising the village tracts representatives who had voting rights in the selection process. The sub-groups were to:

Each sub-group was assigned 1-2 facilitators which included DRD staff, ADBSUT consultants and NGO staff. Participating government staff from the region and township did not have voting rights and mainly served as resource persons. The categories and distribution of participants by gender across the sub-groupsare presented in the following table.

Officer of Pyin KhaYine VT

He assumed this selection is very good methodology so mostly selection is correct and his group is satisfied on the final result because each group has change to add additional village Tract in final selection. Our Group has given score on 10 village tract because they didn’t have education, health and other sectors than other village tract. Finally he said ‘’ this selection has free and fair for their participating of village tract selection.’’

Group 2 Administrative Officer of Phaung Doe VT

He present, his status is wonderful because women participants are active in that workshop and they led on the whole process of sub group discussion. And then his group has given score on 8 village tract based on criteria and geography situation.

Group 3 Administrative Officer of Nga Yoke Kaung VT

Our group has given high score to the Kwin Bat village Tract because that village tract is very difficult communication accesses and poverty status is highly. Today village tract selection has transparence and accountability because all participants have chance equal opportunity to select the village tract so that selection is correct.

Group 4 Representative of VT support committee

His group mostly given score to the Kyar Kan village tract because this village tract was necessary communication access and poverty status higher than near village tract. And then his group selected additional a village tract for the selection.

Group 5 Administrative Officer of Sa Bal Kyi VT

Sa Bal Kyi village Tract is very difficult communication in the sub township of Nga Pu Taw so our group was mostly given score to the Sa Bal Gyi Village Tract.

Group 6 Women’s Group representative

Our group already knows most village tract are necessary on the many sectors but we selected mostly necessary village tract to get the project village tract.

Group 7 Administrative Officer of Myo Thit VT

Our Group is highly given score in War Kone village tract and Thit Poke village tract and then his group selected additional 2 village tract for selection. He believed that selection is mostly correct for village tract selection.

Group 8 Administrative Officer of Kan Chaung VT

Our group was given score to the Kyauk Ta Khar, Taw Gyi and Oak Thin Maw village tract and selected the additional village tract are Oak Thin Baw, Mei Kha Ye village tract. This village tract section has equal opportunity and chance so he thinks it is correct selection.

Group 9 Administrative Officer of GonNyin Tan Village Tract

Current selection can require any things but our group is acceptable of the selection methodology because that is nearly correct for the village tract. It methodology has balance and transparency so our group is satisfy on that selection.

Group 10 Administrative Officer of Daung Gyi Village Tract

Today’s selection is very pleasant because we assume mostly correct.

In the above table,the rows in yellow are the selected 16 village tracts based on the combined scores tallied from the sub-groups results. The rows in blue are additional village tractswhich were proposed for inclusion by some of the sub-groups.

After the consolidated results were announced, participants were asked and encouraged to give any further comments or suggestions on the selection process but there were no further issues or comments from the floor.

U Kyaw Win Naing, Regional Minister for Development Affairs for the Ayeyarwady Region, delivered the concluding remarks.He made the observation that the day’s event had gone well,and that the village tract selection has proceeded very well with village tract representativesdrawing on their own knowledge and exercising best judgment to select, by themselves, the 16 village tracts. The Regional Minister accepted the results of the selection process, remarking that he was pleased with the methodology used and the results from the entire process.There were some concerns from the Ward representatives as to why their respective wards had not been included in the list. He gave his assurance that the regional division has plans for the other village tracts and wards from other fund sources.The regional division has a total of 11,935 villages and most villages are in need of support. The regional division has been trying to arrange for additional funds for the villages to get the funding, including the Parliament’s budget, the Green Development Fund and other budget sources.
