MINUTES of TELECONFERENCE for NFPA 307 FIRST DRAFT

Held on Friday, September 27, 2013, 2:00 p.m. – 3:20 p.m.

1. Call to Order& Chairman’s Opening Remarks. The meeting was called to order at 2:00 PM (EDT) on Friday, September 27, 2013 by the Technical Committee Chairman, Joseph Zanoni, Baker Engineering & Risk Consultants, Inc. The purpose of the teleconference meeting was to consider and act on public input for the First Draft Report for NFPA 307, Standard for the Construction and Fire Protection of Marine Terminals, Piers and Wharves. Mr. Zanoni then welcomed the members of the Technical Committee and thanked them for participating in the meeting.

2. Introduction of Committee Members and Guests. The Staff Liaison read the names of the Committee members to identify who was participating in the teleconference.

3. Staff Liaison Report. Mr. Russell made a brief presentation of the information previously provided to the Committee in the agenda package regarding the applicable NFPA Regulations Governing Committee Projects, the new engineered process for the revision of NFPA Codes and Standards, the Annual 2015 revision cycle and the Document Information pages for NFPA 307 to the teleconference participants. The meeting procedures and agenda were reviewed. 4. NFPA 307 First Draft Preparation (formerly ROP). The Committee acted on five (5) Public Inputs. Seven (7) First Revisions were created by the Committee for NFPA 307. Details of these actions can be found in the First Draft Report for NFPA 307. 5. Other Business. Mr. Russell reviewed the balloting procedures that occur following the First Draft meeting. 6. Other Business. The Committee members agreed to wait until after January 01, 2014 to determine a date for its next anticipated meeting (for the second Draft of NFPA 307). 7. Adjournment. Criteria for Hold (§4.4.8.3.1)

• The Comment proposes something that could not be properly handled within the timeframe for processing the Second Draft.

• The Committee may consider any relevant factors including but not limited to:

– the extent to which the Public Comment proposes a change that is new or substantial,

– the complexity of the issues raised, and
