The VHA has ambitious plans for 2012 that include expanding its influence in matters important to you as The Villages enters its final stages of build out, and making your VHA membership card even more valu-able to you. At our January 9, 2013 General Meeting the VHA will recognize the outstanding contributions made by Villagers giving back to the community by awarding the VHA Partner of the Year, Outstanding Service Program and Volunteer Program of 2012. So please watch for updates.

In the meantime, the VHA’s ability to expand ser-vices back to the community and continue providing free services is completely dependent upon member-ship dues. The VHA accepts no advertising or sponsor-ship. Donations to the VHA go to the VHA Foundation which conducts a charitable function. The Villages Homeowners Association continues to be devoted to our mission statement of preserving the value of our homes and enhancing The Villages Lifestyle. The attraction of The Villages

Lifestyle has sustained new homes sales to keep The Villages on pace to complete build-out as predicted by 2015.

Since the complex system of organizations and gov-ernments which serve and manage The Villages is so unique, an equally unique residents’ organization is re-quired to advocate and represent our interests. The VHA has worked hard to become that organization. The all resident-volunteers who are your VHA offi-cers and representatives work closely with the three counties, two cities, two water management districts, CDD’s, center districts, the developer and district gov-ernments and other committees and providers of ser-vices that the VHA calls its Circle of Partners. VHA successes are reflected directly in the results that are being consistently produced through our mutual coop-eration. From recreation activities to public services, from volunteers to committee and board membership, and from advice and counsel to information and activ-ism, your VHA has been the Villagers’ voice on issues important in The Villages.

Many of the contributions made by the VHA are free to all Villagers, such as the Voice, Newcomers Orienta-tion, Helping Hands rent-free medical devices,

Four years ago the VHA initiated recognition of organizations and groups within The Villages’ com-munity that have made exceptionally outstanding contributions to Villagers and The Villages Lifestyle throughout the previous year. Previous honorees in-cluded The Villages Recreation Department, District Government and Community Watch as Partners of the Year, The Villages Lifelong Learning College, The Villages Entertainment Department and CPR/AED Program for the Service Award; and Operation Shoe-box, Citizens’ Emergency Response Team, and The Villages Hospital Auxiliary as the Volunteer Organi-zations of the Year.

Villagers may nominate deserving Villages’ organi-zations for awards in the categories of Partner of the Year, Service Award, or Volunteer Organization of the Year to any VHA Board Member or their VHA Re-gional Director.

Crossing State Highways in golf CartsFlorida State Department of Transportation has

made a change to DOT rules regarding golf carts cross-ing state highways commencing in January 2013. Now only two months away there still remains some debate over what golf carts, which drivers and whose addition-al authorization may be required. The VHA is pressing state DOT guidance to local authorities on the details now. Watch for updates here, in the Daily Sun and the districtgov.org website for updates soon.

continue to enforce signage restrictions as stated in res-idents’ respective Deed Restrictions. CDDs north of CR466 split on their intent to enforce restrictions, with CDDs 2 and 3 voting to maintain and enforce the sig-nage standard, and CDDs 1 and 4 voting to join the Amenity Authority Committee in not enforcing restric-tions. Additional information will be available on the District Government website districtgov.org concern-ing hearings by the AAC and CDDs 1and 4 concerning their actions to modify their enforcements practices.

VHA Spaghetti dinner Being ServedTickets for the Foundation’s October 10th Spaghetti

Dinner are available at The Villages Box Offices for $8. Guests are invited to bring their favorite wine and join their friends for an enjoyable meal with a good cause. Limited seating is available for dinners at 4pm and 6pm. Proceeds will support the Foundation’s pro-gram such as Helping Hands, local charities, and schol-arship funds. Urgent Care Locations ExpandedThe Villages Regional Hospital opened up a new

Urgent Care Center on October 1st, east of US 441 in The Villages Medical Complex for additional conve-nience and to ease the demand at the hospital emergen-cy room. The Urgent Care Centers hours are daily 7am to 7pm, and additional locations are listed in this issue of The Villages Voice.

Water restrictions Eased, Continue to ConserveWater remains one of our most critical resources in

The Villages and the Southwest Florida Water Man-agement District (SWFWMD) request that we review our monthly water bills to see that we are striving to achieve a water usage rate of 150 gallons per day per person (including irrigation).

gate Card readers Vary in SensitivityThe Villages resident access gates all have the same

card reader board. The gates south of CR 466 have the camera cable and card reader wiring in the same con-duit which may cause some loss of read range, as well as, the card reader being incased in the pedestal. The Laurel Valley, Mission Hills and Sanibel gates have the wiring for the card reader installed in its own cop-per sleeve in an attempt to see if that improves reader sensitivity. Some window tinting affects card reading through the car window, as well as, the distance from the reader.

fices are relocating this month in order to expand the space required for Accounting and Finance personnel. On October 5th, the District Manager and staff will re-locate to the building previously occupied by Fross and Fross Financial, at 3251 Wedgewood Lane.

The local chapter of the Hon-or Flight Network serving veterans of The Villages, Lake and Sumter Counties is conducting honor flights to the national memorials. The Villages Honor Flight supports about 500 World War II Veterans in our area.

The first flight from The Villages was on May 26th. Dozens of WWII Veterans are still signed up to go. The second flight was June 26th and the third on Sep-tember 23rd. The program needs additional support through funding, and assistance in registration of vet-erans to visit The WWII Memorial in Washington, DC. The cost per honor flight is about $80,000.

The USF Health in The Villages health lecture series has been a great success in The Villages over the last 18 months, giving presenta-tions, plus having meetings with focus groups and developing The

Villages Health Survey in efforts to determine or establish The Villages as America’s Healthiest Hometown. The lecture series is continuing on issues and topics identified by Villagers as important to them and the October 23rd lecture will focus on cholesterol.

USf Health Lecture Series Last month the presentation on Late In Life Deci-

sions titled “Plan to Die Now and Avoid the Rush” by nationally renowned healthcare educator Dr. Jay Wolf-son addressed topics and issues of seniors and answered their questions about related considerations. Dr. Wolf-son is a frequent visitor to The Villages and participat-ed in The Villages Health Survey design and execution. Dr. Wolfson is also an attorney and uniquely qualified to have been appointed by the State of Florida to be the Special Guardian for Terry Schiavo, reporting directly to the governor.

The VHA North Representative meeting, which was scheduled for Oct. 11th, has been changed to Thursday October 4th. at 7pm in the Silver Oak room of the Sad-dlebrook Recreation Center.

The October 11th time was in conflict with the scheduled meeting of the VHA Board and all VHA Representatives at Laurel Manor at 7pm.

This meeting on the 4th,.will give the Representa-tives from the four VHA Regions North of CR 466 the opportunity to coordinate their questions and con-cerns for presentation the next week at the Laurel Man-or meeting with the VHA Board of Directors on the 11th.

Village Repsentatives are reminded to mark their calendars for the 10 am, Town Hall meeting Tuesday Oct. 16th, with Ms. Tutt, some of her staff from the District Government departments and a representative of the developer who will then answer the questions and concerns developed at the meeting with the VHA Board of Directors on the 11th.

The VHA North Annual General Membership meet-ing will be on February 14th in the Julio Iglesias room of the La Hacienda Recreation Center at 7pm. This meeting will be for the election of officers and other business as needed.

Region Lady Lake and Lake County of the VHA had a good meeting on September 20th, and discussed vari-ous topics and had a few questions. They were “How come we aren’t in a numbered district?”, and What about the signs, Paradise Park, Rio Grande and Del Mar 4-way stop. Also, it was mentioned that the new entrance to the pickle ball courts at Chula Vista passed and will be installed. Other items were discussed.

Our next meeting is October 18th at Chula Vista Recreation Center at 6:30. If you forget, just look it up in your Recreations News that comes out once a week which will show it the week of the meeting. Also, don’t forget to pick up your tickets for the VHA Foundation Sponsored spaghetti dinner on October 10th. Tickets are available for $8 at all of The Villages Box Offices.

Seniors vs. Crime - Before You Hire A Contractor!

Many Villagers have gone all their lives without having to deal with a contractor. Now you are retired. You want to build a golf cart garage addition, a birdcage, a new lanai, a major

lawn/landscaping upgrade, whatever. How can you make sure you get a good contractor who will do a good job the way you want it done?

it starts with YoU, and knowing what you want.Write down what you want in as much detail as pos-

sible. Get bids from several contractors. Compare the bids to be sure that each addresses all the work that you want done in the way you want it done. Also check out each contractor as far as licensing, insurance, bond-ed, references, reputation, customer service, etc. goes. When you get down to one or two possibilities, you may want to visit one of their job sites to see actual work in progress.

Check out local resources for the reputation of the contractor. You can start with Seniors Vs Crime (con-tact information at the end of this article), the Better Business Bureau (http://centralflorida.bbb.org/Find-Business-Reviews/), and the Division of Consumer Services at the Florida Department of Agriculture and Consumer Services (https://csapp.800helpfla.com/cs-publicapp/businesssearch/businesssearch.aspx). Each will give you information about past complaints, if there were any.

Understand the difference between “bonded” and “insured”. Bonded is a way to ensure that the work is completed or you get compensated. Insured covers both damages to your property (liability insurance) and Workman’s Compensation Insurance for workers and subcontractors working on your property. A good con-tractor will provide proof of all three of these items be-fore contract signing.

Make sure subcontractors and suppliers are paid by the contractor. Do this by requiring, in writing, that your contractor provide receipts of payment or Release of Liens from each subcontractor and supplier before you make your final payment.

Speaking of payment, large jobs typically require timed payments at certain milestones in the contract.

Good Golf with Erik Greulach – Safety on the Course

One of the most forgotten aspect of playing golf is ensuring our and each others safety on the course. After all, it’s not a violent sport, so it tends to drift off in our minds. However, there are

several items to keep in mind to ensure a safe experience.

The most obvious is to ensure players in front are completely out of range before hitting your next shot in their direction. This includes, giving the group plenty of time to not only exit the green, but to get in their golf cars and move out of range. If you’ve ever been hit by a golf ball, you’ll understand the importance of this courtesy.

Some less obvious safety areas involve non-golfing traffic on the course. Any non-golfing traffic is creating safety issues as golfers are not expecting these folks to be on the course and may inadvertently hit in the direc-tion of these folks. Another time that might not be as obvious is on course closed days, I’ve witnessed folks walking on the course, or walking their pets on the course during this time, totally unaware if any chemi-cals may have been applied to the course during the course closure.

Lastly, is golf car safety? One of the habits I’ve had to break myself of, and I’ve seen many golfers do, is “dangle” their foot out of the golf car. All well and good until you get it caught on the ground, a tree root, post, ballard, or anything similar…trust me, you won’t win this fight.

Your goal would be to keep the upfront payment as small as possible (typically 10% at contract signing and 15% more when work actually begins). The final payment should be about 25% of the total contract. This gives you enough leverage to make sure you get the Release of Liens, the final inspection/approval pa-perwork, and your “punch list” addressed promptly.

Before signing your written contract, make sure it includes:

• That all licenses, fees and permits are to be obtained and paid for by the contractor or vendor.

• Completely describe all work to be done. Plans or blueprints may be attached or referenced in your contract.

• Change is inevitable. Require that any deviations from this contract be in writing, dated, and signed by both parties.

• Include a start date for work to begin and a finish date for work to be completed.

• If appropriate, include type and brand name of materials to be used for items like plumbing fixtures, piping, cabinets, carpeting, paint, win-dows, etc.

• On any remodeling contract, the contract should state which items stay with the homeowner (i.e. old appliances) and which will be removed by the contractor (i.e. old carpeting).

• List all equipment warranties and guarantees made by the contractor.

• Specify that the work site is to be cleaned at the end of every work day, and all debris removed from the job site by the contractor.

As a last step, be sure to have complete contact in-formation for your contractor so you can reach them once work is completed. This is in the event that a problem arises.

Sumter County Vote Notes - Absentee Voting

Let’s talk about absentee vot-ing or what some are now call-ing vote by mail. It was just a short time ago by law you had to have a good reason, like be-ing in the hospital, to receive an absentee ballot but times have

changed and now you can receive an absentee ballot just because that’s how you choose to vote.

To request an absentee ballot you can call any one of my offices and it takes just a couple of minutes to give us the needed information, stop by the offices and re-quest or go to our website at www.sumterelections.org.

Here are just a few things that you need to know about absentee ballots:1. Absentee ballots ARE NOT FORWARDABLE. You

MUST be at the address you gave us to receive that ballot because it will NOT be forwarded to you. It will be returned back to my office and it will cancel any future requests you may have on file.

2. If you have not received your absentee ballot within 3 weeks before the election, please call the office to check on it. It may have gotten lost in the mail or have been returned to our office. Then we would still have time to send you another ballot.

3. In filling out your envelope, MAKE sure you SIGN the back of the envelope. No one else can sign for you. You cannot use a Power of Attorney or a No-tary to sign for someone else. Husbands and wives be careful to sign your envelope not your spouses.

4. This General Election will be at least a 2 page ballot. When mailing it back to us, it will cost extra postage.

5. Please remember that once your absentee ballot is mailed to you I have no control over what happens to it once it leaves my office.

6. The Supervisor of Elections Office located in Wild-wood and the Villages will close at 3:00 PM on Elec-tion Day as all staff is needed in Bushnell Office. If you have an absentee ballot to drop off at Wildwood or The Villages please do so by 3:00 PM and they

MUST be dropped off at the Bushnell Office by 7:00 PM Election night.

7. If you want someone to pick your absentee ballot for you, they cannot do that for you until November 1st. For more information, please contact our office as there are more instructions.

8. If you have already requested an absentee ballot these ballots will be mailed between October 2nd and October 9th. There after absentee ballots will be mailed daily until November 2nd.

The rains of 2012 have returned water tables to near normal and benefited Florida’s aquifers. The ponds, lakes and water retention areas have also been restored to levels for Villagers to enjoy their natural beauty. Inthe interim of an extended drought the water features of The Villages have had extensive growth of grasses and bushes. District Property Management has been working hard to keep up with various water area and ground cover treatments to maintain the water resources and wildlife healthy.

Maintaining the Balance in The Villages Ponds

Fourteen of The Villages ponds have recently been treated for a hydrilla nuisance, an invasive aquatic plant. To further assist in the balance of water, aquatic and plant life, grass carp have been introduced to seven ponds in The Villages.

Brookdale Senior Living’s Freedom Pointe at The Villages celebrates its 3-year anniversary providing upscale residence and medical services to Villagers including independent living, rehabilitation, memory care, hospice and home health service.

There were eight tropical storms in the Atlantic Basin during August tying the all-time record for named storms in the month of August, set in 2004. This was way above the average of three

named stormed with 1 or 2 becoming hurricanes. There were no major hurricanes in August, but Isaac caused considerable damage throughout the Gulf Coast, while achieving only 80 mph maximum sustained winds.

There were only two new storms in the Atlantic in September – Michael (the strongest so far this season) and Nadine - and neither threatened the mainland. So the historically worst month of the hurricane season passed without hitting The Villages as we enter the fi-nal third of the season.

The Villages Public Safety Department’s hook and ladder fire engine is about 50 feet long and weighs about 65,000 pounds compared to a standard golf cart that Is about 8 feet long and weighs about 100 times less at 600 pounds.

According to The Villages Commercial Property website, The Vil-lages population has risen from 77,435 in 2008 to 85,035 in 2011 and is projected to grow to over 100,000 by 2015. This

makes for a lot of miles travelled on Villages county roads and multi-modal paths by cars, golf carts, motorcycles, motor scooters, and yes, bicycles.

Currently there are two Villages sanctioned bicycle clubs that are serving the needs of about 500 resident cyclists. There is also a tandem bicycle club. Each club rides at least 3 days per week and club rides trav-el from 15 to 100 miles at speeds of 10 to 25 or more miles per hour. Additionally, there are many thousands of Villagers, renters, visitors and residents from sur-rounding areas that enjoy riding our roads as well. At cycling club meetings, time is spent stressing vigi-lance, safety, courtesy and rules of the road.

A bicycle is defined as a vehicle and has the right to be on any roadway except where they are specifically excluded (like I-95). As bicycle drivers, cyclists must obey all traffic controls and signals.

Let us review one such traffic control...

Florida law says we must all “share the road”. But what does that mean to automobile drivers and bicycle drivers?

When properly placed, these (SHARE THE ROAD) signs indicate that there is a good chance there will be bicycles traveling on the road and that the roadway is NOT wide enough for side by side travel (cars and bikes in the same lane). Once the cyclist (or group of cyclists) is traveling in the lane, the cyclist has full use of the lane and a motorist wishing to pass must yield until it is safe to pass. Bicycle drivers usually ride near the right side of the lane which helps the motorist’s vis-ibility and should make passing safer. Please remem-ber that Florida and many other states have enacted a minimum 3 foot horizontal passing distance (section 316.083, F.S.) measured from the car to the bicycle.

As Villagers, motorists and cyclists, we need to be aware of our rights and our responsibility to pro-ceed in a consistent, predictable and courteous manner allowing us to more fully enjoy Florida’s Friendliest Hometown.
