4. Q: The Qualification Statement is stated to have a maximum length of 10 single­sided, or 5 double-sided, pages. Is the use off 11" x 17" sheets permissible, and are we correct in the assumption that an 11" x 17" sheet will count as two pages?

A: An 11' x 17' inch sheet may count as one page.

5. Q: Does a list or database of SDVOB firms exist that we could use to reach out to appropriate firms for subconsultant roles?

Following are questions and comments received to date and the Authority's response pertinent to this CM-1600 - CM-1615 solicitation:

1. Q: Can a firm be both a prime consultant and a sub consultant to another prime consultant?

A: Yes.

2. Q: Please advise if we are to submit separate Qualification Packages for the Federal contract and State contract.

A: No. One Qualification Package can be submitted with an additional section that addresses the second contract with the other funding source. If the proposed teams will not be different based on the funding, please indicate that in your submission.

3. Q: Are Design services required for this RFP?

A: No, Design Services are not required.

4. Q: On the Short Scope of Work, what are the key differences between item 1 (Construction Management and Inspection Services) and item 3 (Construction Management and Support Services)?

A: Construction Management and Inspection Services is the same as Construction Management and Support Services and shall include any and all expert professional services during a project life-cycle including, but not limited to, pre­construction, construction and closeout phases.

5. Q: Should we expect any pre-proposal meeting for the subject project? On the solicitation it says N/A. Does it mean a pre-proposal meeting will not be held?

A: A pre-proposal conference is not scheduled at this time. Should one be held, you will be notified accordingly.

6. Q: Will step 2 of the procurement process require separate proposals for the State funded and Federal funded contracts to be let?

A: The proposers who are short-listed will submit two separate cost proposals but can submit one technical proposal with additional sections for the second contract with the other funding source. Additional details will be provided in the Request for Proposal.

7. Q: Is there a cap or maximum amount assigned to the 16 individual contract values?

A: No. The total aggregate amount for the 16 contracts is $500M.

8. Q: The "Short Scope of Work" document (third page of the solicitation) includes an element called "Procurement Support Services", and goes on to describe "any and all professional administrative services for construction projects". Please clarify or provide examples on the type of services envisioned by this entry to allow a more informed response.

A: Procurement Support Services shall include without limitation, assisting in the development of acquisition methods and alternative procurement strategies, provide contract administration support for the procurement of construction contracts under the direct supervision of the Contracting Officer or his designee, and provide staffing to support NYCT for contracts, change orders, and/or payments.

9. Q: Is this procurement expected to become the primary vehicle for CCM participation in NYCT's Capital Construction program during the so-mcnth contract term?

A: Yes.

DESCRIPTION:

MTA New York City Transit (NYCT) is seeking to retain the services of approximately sixteen (16) firms to provide Consultant Construction Management (CCM) and Inspection Services for miscellaneous construction projects. The Consultants shall have available the services of individuals knowledgeable in various disciplines as further defined in the Scope of Work. These services shall be performed via individual task orders on an “as needed” basis. Approximately (8) contracts will be Federal funded and approximately (8) contracts will be State funded. MTA New York City Transit (NYCT) is seeking to retain the services of approximately sixteen (16) firms to provide Consultant Construction Management (CCM) and Inspection Services for miscellaneous construction projects. These services shall be performed via individual task orders on an “as needed” basis. Approximately (8) contracts will be Federal funded and approximately eight (8) contracts will be State funded. A firm may be awarded one (1) Federal contract and one (1) State contract, however, there is no guarantee of a multiple contract award to any firm. Federal contracts will be awarded based on Federal Contract Terms and Conditions; and State Contracts will be awarded based on State Contract Terms and Conditions.

The Contract duration is sixty (60) months. The total estimated budget for all sixteen (16) contracts is an aggregate amount of $500M.

DBE goals for the Federal contracts has been established at 20%.

MBE/WBE/SDVOB goals for the State contracts have been established at 15% MBE, 15% WBE, and 6% SDVOB.

The Consultants shall be selected using a two-step procurement process. For both the Federal and State Contracts, Step 1 involves the submission of a Qualifications Package which shall consist of an original and six (6) copies of the following: (1) Letter of Interest; (2) SF-330 Forms (to be completed by the Prime Consultant and/or Joint Venture Partners and all proposed Sub-Consultants); (3) Schedule J (Responsibility Questionnaire, to be completed by the Prime Consultant and/or Joint Venture Partners only); and (4) Qualification Statement (maximum of 10 pages single-sided or 5 pages double-sided) which shall describe the Proposer’s skills, abilities and experience that are most relevant to the project and shall demonstrate that they have adequate experience and staffing resources to successfully complete the required services. The submissions shall be evaluated to assess the Proposer’s responsibility, as well as project-specific and general professional experience.

In Step 2, the qualified Proposers selected in Step 1 shall submit a comprehensive response to the RFP which shall be evaluated in accordance with the specific evaluation criteria set forth in the RFP with the exception of cost, which will not be a criteria for the Federal Contracts as they will be evaluated pursuant to the Federal Brooks Act where cost is not a criteria for selection. For State Contracts, “Diversity Practices” and cost will be a criteria for selection. The details for “Diversity Practices” will be further explained in Schedule E included in the RFP package. Step 2 proposals shall be accepted only from firms selected in Step 1.

In evaluating a Consultant’s response to this advertisement, NYCT shall primarily consider the information furnished in the Qualifications Package and information contained on NYCT prior performance evaluation forms, if any. Incomplete packages may be rejected without further consideration.

Indefinite Quantity Consultant Construction Management and Inspection Services for Miscellaneous Construction Projects

I. Construction Management and Inspection Services

The Consultant shall be retained by a series of competitively bid Task Orders, on an "as­needed" basis to provide in-house Construction Management and Inspection Services when such services are determined by the Authority to be required for miscellaneous construction projects. The Consultant shall have available the services of individuals knowledgeable in various disciplines as further defined in the Scope of Work. The major disciplines required shall be, but are not limited to, the following:

I. Architectural Services 2. Civil/Electrical/Mechanical / Structural Engineering 3. Industrial Signals / Instrumentation and Control Engineering 4. Communications Engineering 5. Building Commissioning 6. Systems Engineering 7. Environmental Engineering 8. Specifications 9. Cost Estimating and Scheduling

II. Procurement Support Services

Procurement Services include any and all professional administrative services for construction projects on behalf of the Authority. Specific scope requirements on the required services for a project will be defined in the scope of work to be issued for each Task Order.

III. Construction Management and Support Services

Construction management and inspection services include any and all expert professional services during a project life-cycle including, but not limited to; pre-construction, construction and closeout phases. Specific scope requirements on the required services for a project will be defined in the scope of work to be issued for each Task Order.
