The meeting was attended by the heads of different departments of Ministry of Finance, representatives of the IMF, the US Treasury, the EU Delegation to Ukraine, the Embassy of Sweden, the World Bank, UN Women, UNDP/SlovakAid, the Verkhovna Rada Budget Committee and other national and international PFM experts. They discussed, inter alia, the benefits of implementation of the medium-term budget planning and the gender responsive approach to it. The importance of gender equality in reforming the public financial management was highlighted by the Ambassador of Sweden to Ukraine Martin Hagström. The International Monetary Fund recently conducted the first global research on GRB. On this occasion, in Washington, a major International Conference on Fiscal Policies and Gender Equality was held. The GRB Project Director Catharina Schmitz and the GRB Project Team Leader Maja Bosnic attended the Conference together with representatives of the World Bank, Oxfam, UN Women, independent researchers and experts on GRB in order to discuss the promising approaches to the GRB.

Carolina Renteria Rodriguez, Head of the Public Financial Management Division of, Fiscal A�airs Department, IMF visited Kyiv in particular in order to get more information on the GRB methodology in Ukraine, and participate in the roundtable ‘Implementation of the medium-term budget planning and the role of the gender responsive approach in the budget reform’. On this occasion, the Ministry of Finance of Ukraine arranged a meeting with representatives of the Ministry of Education and Science, Ministry of Youth and Sports, Kyiv City Administrationand the GRB Project to discuss the results achieved and the next steps in implementing the GRB. This demonstrates that Ukraine is already beginning to serve as an example of best practice of GRB implementation.

Discussion of GRB implementation in Ukraine

It is always important to learn more about the GRB-related experience of other countries. To this end, the representatives of the GRB Working Groups from the regions and the Ministry of Finance of Ukraine studied the experience of Sweden related to gender mainstreaming in various spheres of life. In particular, they learned about the integration of gender equality in the provision of health services in Stockholm and gender mainstreaming in the system of governance and budget of the Orebro community.

The international and national experts of the GRB Project and representatives of the NIRAS/Indevelop CPM Consortium discussed the mid-term performance evaluation for the period of three years of project implementation. The evaluation process that lasted for more than three months included a series of discussions with Project partners and the review of all Project documents. Generally, the evaluation showed that the Project strategy remains relevant and the achieved results are positive. Following the evaluation, many recommendations on the future activity were provided, in particular on how the Project may better adapt to the changing environment in Ukraine.

On November 2, the national expert of the Project Svitlana Garashchenko presented the outcomes of implementation of the gender responsive budgeting in the context of the youth policy, physical education and sports during the parliamentary hearings ‘Values of the contemporary Ukrainian youth’. On October 19, she presented these outcomes to the members of the relevant Verkhovna Rada Committee.

During the last three months of 2016, experts of the Project organized and conducted 24 trainings, workshops and meetings in Kyiv and the regions of Ukraine. In general, they were attended by more than a thousand participants.

The first training in GRB for employees of the State Statistics Committee was held in Kyiv on November 3. State Statistics service is one of the main partners in the work on GRB, as collection of gender and sex dissagregated statistics is crucial for gender budget analysis.

Meetings, workshops and trainings in Kyiv and the regions of Ukraine

In the IV quarter 2016, the Ministry of Social Policy, the Ministry of Youth and Sports and the Ministry of Education and Science held special meetings aimed to sum up the results of implementation of GRB in their areas, as well as the plans for implementation of gender budgeting in 2017.

On October 11-12, in Dnipro, the GRB Working Groups from Dnipro, Zhytomyr and Zaporizhia regions presented the results of their gender budget analyses of social protection and social security, in particular the programs for the elderly, children with disabilities and orphans.

On October 4-5, in Kyiv, the representatives of the GRB Working Groups from Zhytomyr, Cherkasy, Kyiv, Ivano-Frankivsk regions and the Kyiv City State Administration presented the results of the gender budget analysis of healthcare programs.

On October 18-19, in Chernivtsi, the GRB Working Groups from Chernivtsi, Zakarpattya, Ivano-Frankivsk, Kherson regions and Kyiv city presented the results of gender budget analysis of education. This analysis was conducted during 2015-2016.

On October 25-26, in Mykolayiv, the experts discussed the peculiarities of implementation of the gender responsive budgeting at the local level in 2016 and the results of gender budget analysis of regional programs on the youth policy, physical education and sports.

On January 24, 2017, at the Ministry of Finance of Ukraine a meeting of the Coordination Working Group on the implementation of the gender responsive budgeting in Ukraine was held. The participants summed up the Project outcomes for quarter IV of 2016 and discussed the plans for 2017.

In October 2016, the cluster meetings were held in Kyiv, Dnipro, Chernivtsi and Mykolaiv to discuss the performance results at the local level and the Action Plans of the GRB Working Groups for 2017. In addition to the GRB Working Groups the meetings were attended by representatives of all the regions of Ukraine.

During the roundtable, Advisor to the Prime Minister of Ukraine, Co-Chairman of the Group of Strategic Advisors on the Support for Reforms in Ukraine Ivan Miklos said that without structural reform in Ukraine there will be no general economic growth.

“Ukraine is already beginning to be a good example of GRB practices” - said the Ambassador of Sweden to Ukraine Martin Hagström during the round table ‘Implementation of the medium-term budget planning and the role of the gender responsive approach in the budget reform’ on December 16, 2016.

GRB performance results

Based on recommendations of the GRB Working Groups in the regions, the Ministry of Social Policy included the gender responsive indicators to the List of Budget Programs and performance indicators for the local budgets with regard to Social Protection of Families and Children.

The MoFYS took into account the recommendations of the GRB Working Groups and introduced the changes to the reporting form #5-FK (on the activity of the children and youth sports schools, specialized children and youth sports schools of the Olympic reserve and the Instructions for filling out the form). In particular, the reporting will include as follows:

- the number of girls in the groups of initial training, basic training, specialized training, development of higher sports skills;- the number of girls awarded with I athletic title, category “Master of Sports of Ukraine”, “International Master of Sports of Ukraine”;- the number of female full-time coaches.

The changes were introduced to the Decree of the Ministry of Education and Science, Youth and Sports of Ukraine of July 02, 2012 #766 ‘On approval of the reporting forms on secondary education and the Instructions for filling them out’, and the gender component was included to the reporting form #ZNZ-1 ‘Report of the day secondary educational institution’, ‘Instructions for filling out the reporting form #ZNZ-1’, as well as the reporting form #76-RVK ‘Summary report of the day secondary educational institutions’ and Instructions for filling out the reporting form #76-RVK.

The GRB went beyond the Project. Thus, on October 6, the Zhytomyr City Interdepartmental Commission on coordination of activities aimed to prevent domestic violence, tra�icking in human beings, promote the demographic development and gender equality at its meeting decided to present the GRB analysis results to a wide range of medical and social workers. The Deputy Mayor of Zhytomyr on humanitarian a�airs Matviy Khrenov said in his blog that the results of the gender budget analysis were very interesting and useful.

The Project “Gender Budgeting in Ukraine” has already achieved practical, tangible outcomes. Thus, the GRB analysis contributed to the implementation of amendments to a number of o�icial documents. In addition, the GRB principles attracted the great interest of Ukrainian managers and they began to apply and disseminate the relevant knowledge without the Project participation. All this will ensure the elimination of gender gaps in the budget programs.

Н pon request and with the financial support of the Project, the Departments of Statistics in the Zakarpattya, Zaporizhia, Kyiv, Kirovohrad, Mykolaiv and Cherkasy regions prepared and published the statistical digests “Women and Men”. They include a wide range of gender statistics indicators of these regions. This makes them a unique source of information for the analysis and monitoring of the situation of women and men in these regions.

T he gender budget analysis of 26 programs conducted by GRB Working Groups in 12 regions, the Kyiv city and two Ministries has been published in a digest “Gender Budget Analysis of Programs Funded from the State and Local Budgets”. The electronic version is available at the Project website grbproject.org

n order to explain the gender responsive budgeting in practice, the Project created a short educational film. In it the experts from the Ministry of Finance of Ukraine, the Ministry of Youth and Sports, Kyiv City Administration, SIDA and GRB experts using practical examples explain how the GRB is implemented in Ukraine and what it brings to people. The film is accessible at our YouTube channel.

GRB is a comprehensive gender approach to the budget policy and the budgeting at national and local levels, which includes the gender responsive allocation of funds.

In order to learn more about the work of partners, in particular related to the decentralization of education, the national experts of the Project Olga Cherniuk and Oksana Tsiupa took part in the conference ‘Ukraine on the way to the decentralization of education’.The event was held by the Ministry of Education and Science of Ukraine, the Ministry of Regional Development, Construction and Housing and Communal Services of Ukraine jointly with the Swedish-Ukrainian Project “Support to Decentralization in Ukraine”.
