Furthermore, the annual Wisconsin Federation of Stamp Clubs convention and exhibition was not always called WISCOPEX. This came along in 1984 under Roy Northwoodspresidency. Previously, it was simply the WFSC Annual Convention and Exhibition, and sometimes the exhibition was held in conjunction with a member-clubs local show. With that cleared up, I can get on to the 2018 CALL FOR CONVENTION. This year, its the WFSCs 87 th convention and philatelic exhibition hosted by the Baraboo Area Stamp Club. Come one, come all, on May 5-6 to WISCOPEX ’18! Come to the Voyageur Inn and Conference Center, 200 Viking Dr., Reedsburg, WI. Youll not only enjoy the show, but also the charming atmosphere of the Voyageur and its Norman Rockwell Museum. Plan to attend with the following in mind – Bourse Expect a good selection of about 12 dealers with a plentiful variety of material to add to your collections. Boost your shopping experience by winning one of five $10 gift certificates to spend at the bourse. We additionally anticipate the U.S. Postal Service to be there with recent U.S. issues and our WISCOPEX ’18 pictorial postmark saluting the 32 nd Red Arrow Infantry Division in WW1. The shows cover theme reflects Wisconsins WW1 military heritage and the cover is the fourth in the WFSC Wisconsin Heritage Series. H ave you ever wondered what WISCOPEX stands for? Please show them the respect they deserve by ensuring your club is represented with a delegate. Think about your presence, too, as a means of keeping your clubs name upfront among your fellow collectors throughout the state. Furthermore, the annual Wisconsin Federation of Stamp Clubs convention and exhibition was not always called WISCOPEX. This came along in 1984 under Roy Northwoods’ presidency. Previously, it was simply the WFSC Annual Convention and Exhibition, and sometimes the exhibition was held in conjunction with a member-club’s local show. With that cleared up, I can get on to the 2018 CALL FOR CONVENTION. This year, it’s the WFSC’s 87th convention and philatelic exhibition hosted by the Baraboo Area Stamp Club. President’s Message

Delegates should be prepared to check in at 12:45 p.m. or preregister at the WFSC table with written credentials. “Credentials” sounds very formal but is simply a statement signed by your club president designating you as the official representative of your home club. Members-at-large are encouraged to attend, but have no voting privileges. Silent donation auction – bring something! Three silent donation auctions will be held throughout the two days of the show. Show admission and parking are free, which is generally not the case for other events. How about keeping that in mind as you scour your collections for an item to bring for the donation auction. A donation is not necessary, but certainly appreciated. All proceeds from your donations go to the Baraboo Area Stamp Club (BASC) to help defray show expenses. The auction will also include items donated to the WFSC within the past year whereby the BASC will keep 10 percent of the prices realized. Youth and beginning collectors and APS Stamps Teach drop-off Youth and beginning collectors can enjoy free stamps and activities focused on a learning experience. The booth is also the drop-off site for your donations of loose on- and off-paper stamps for the American Philatelic Society’s Stamps Teach program.

Exhibits We’re expecting three competitors for the Champion of Champions award, plus a good showing for the open, single-frame, and non-competitive four- or eight-page exhibits.

Seminars Look for a fantastic list of seminars to entertain and inform you on a variety of philatelic topics.

ATFP kick-off activities WISCOPEX ’18 will kick off a fund-raising effort to digitize past issues of the WFSC newsletter for posting on our website. We’ll also kick off an ATFP readership survey. 2018 Hall of Fame reunion Every five years the WFSC hosts a reunion of its Hall of Fame members. The 2018 reunion will be held in conjunction with the WISCOPEX happy hour and banquet. Awards banquet This is where we highlight the exhibitors by presenting awards for their efforts in displaying their collections in accordance with exhibiting rules. We’ll also induct two new members to the Wisconsin Philatelic Hall of Fame and recognize those who are present for the reunion. We additionally will present a 2018 Dealer Recognition Award. We’ll be entertained and educated with a keynote speaker, and we’ll conclude the evening’s activities with door prizes. The banquet, however, is more than much deserved recognitions for those who have excelled in our hobby. It’s about all WFSC members coming together to enjoy meeting their fellow philatelists. Please join us. See p. 5 for banquet ticket reservations due on April 27. I look forward to seeing all of you at WISCOPEX ’18 where you’ll find even more show features to enhance your enjoyment.

Alex Gill, is a 2017 graduate of the University of Wisconsin - Milwaukee and holds a Bachelors Degree in Political Science. Currently he is employed with Daniel F. Kelleher Auctions based in Danbury, CT. In his role as Auction Assistant and Journeyman Describer, Alex’s primary responsibilities are writing auction lot descriptions which are published online and in auction catalogs. He additionally, is responsible for handling collection appraisals and determining whether they should be considered for future sales. Alex has also written a number of philatelic-related research articles having been published in several prominent publications including the American Philatelist, the Postal History Journal, The Chronicle of the U.S. Classic Postal Issues, and Across The Fence Post. His collecting interests include United States, Australia, the New York World’s Fair of “1939-1940” and “1964-1965,” the Americana Series of “1975-1981” and the Machin series of Great Britain. Please join me in extending a warm welcome to Alex.

Again this past year WFSC has received some large lots of donation material. I have been sorting this material into lots to be placed in the silent auction at WISCOPEX in Reedsburg. Most of the lots consist of stamps. There are very few covers this time. So, if you’re a general collector, a trip to Reedsburg could be a worthwhile activity. The lots range from very miscellaneous to country collections. Some larger lots of Germany, a nice Ireland collection and British colonies are included. At the upper value end are many very nice singles and sets in the $50 and up catalog range. At any rate, if you’ve participated in WFSC donation sales before, you know there are some bargains to be had, which is WFSC’s intent. Drop me an email if you have questions. Take Flight for Philately! By Ray Perry

If spring is not here by the time you are reading this, it is just around the corner. Hope you all had a chance to work on your collections over the winter. I know that I did and enjoyed it immensely. We have a very full issue this month and a lot to cover. With that in mind, I will get right to it. First, I would like to welcome my successor, Alex Gill to his new role as editor of ATFP.

WISCOPEX ‘18 is just around the corner. This year’s show promises to be as good as or better than ever. There are many articles in this issue pertaining to WISCOPEX, please take a moment to look them over. Our president has written a good article giving an overview of the event (pages 1 and 2). There is an offer for a free gift to clubs sending a delegate to the convention (page 1). At the bottom of this page is information on the WFSC donation sales. There is information on delegate registration (page 4). There is information on getting your tickets for the banquet (page 5). There is an ad/flier on the back page summarizing all the activities at WISCOPEX. Finally, many of the dealers have ads in this issue related to the show. Please be sure and support them. This will be my last issue of ATFP as editor. It is with mixed feelings that I leave the role. I have enjoyed my time as editor and I have learned a lot. I’ve had the opportunity to make many new philatelic friends and learn a lot about our great hobby. At the same time, my wife and I are both now fully retired. We look forward to traveling and spending more time with our children and grandchildren. I also look forward to spending more time actually organizing my collection which has been accumulating for years. Could there be an exhibit in the future? Maybe. Before I sign off though, I’d like to thank all those that helped me out while I was editor. At the risk of leaving someone out I will name a few of these people. First, authors Karen Weigt, MaryAnn Bowman, Jim Byrne, Clete Delvaux, Milt Wirth, John Paré, Alex Gill, Aimeé Devine, Gregg Greenwald, Michael Mules, and Greg Schmidt. I’m sure I’ve missed someone—to you I apologize. I also need to thank John St. Onge for his excellent work as the ad manager. The stamp collecting world mourns the loss of Jerome Husak, the founder of the American Topical Association. Jerry closed his album for the last time on February 22, 2018. As a 17 year old boy, he started the ATA in 1949, working out of his parent’s home in Milwaukee, WI. Today the American Topical Association is the largest all-topical stamp collector organization in the world with nearly 3,000 members. With the help of his wife Sally, Jerry took an idea and through diligence and hard work made the hobby of stamp collecting so much more enjoyable for all. He was one of the original inductees to the Wisconsin Philatelic Hall of Fame in 1976. His leadership, foresight, and fellowship will be sorely missed by so very many. REST IN PEACE JERRY.

presidential stamps and covers. Their March programs will include member participation with emphasis on Women’s History Month. Don’t see your club mentioned here? Send your newsletters to me via mail or email to get your club recognized. Hope to see many of you at WISCOPEX!!

Connecting with Clubs

Attention all clubs!! Plan to send a delegate to the WFSC Annual Business Meeting at WISCOPEX. I have planned another “gift” for each club. Prepared packets will include philatelic material that can be used as door prizes, incentives, auction items, or any other creative way to benefit the members of your club. Included in the packet will be an offer for obtaining an educational DVD (at no charge) for use as a club program. Don’t miss out on this opportunity. It is one of the benefits your club receives for being a WFSC member. So what have our clubs been up to the last few months? The Green Bay Philatelic Society (GBPS) holds an annual trivia contest. This month it was held in February and there were some interesting questions. Members were invited to submit questions - a great way to guarantee that each individual will know the answer(s) to some of the questions. Answers were provided in the March newsletter. Anyone wanting a copy of the questions and answers can contact me and I will send them to you. The March meeting of the GBPS will feature a talk by Dave Carney on the postal history of Outagamie County. Postal history talks make very interesting programs - especially if it is the county you reside in or a nearby county. Very possibly you have a club member that could share their knowledge of your area’s postal history. But if not, consider contacting the Wisconsin Postal History Society to see if there is a member in your area that could present a program. The Northwoods Philatelic Society, although a small group, seems to have a very dedicated group of philatelists whose names have graced the pages of ATFP as authors. A recent meeting was devoted to discussing the “small” or mini-exhibits for WISCOPEX. This club has quite a history of participation! Their recent newsletter also included an article about the how-to of creating such an exhibit as well as showing an exhibit-in-progress which I expect to see at WISCOPEX 2018. The Badger Stamp Club had an interesting talk at their January meeting. Wayne Youngblood, BSC member and nationally renowned philatelic writer and speaker, treated BSC members with a PowerPoint program titled “Hits and Myths, The impossible search for the perfect stamp hinge.” Attendees learned about various brands of hinges, including the famous Dennison product. Wayne also brought his collection of various hinges and hinging tools. The Milwaukee Philatelic Society (MPS) lined up two very interesting presentations to lead off the 2018 collecting year. Club member Rob Henak shared his knowledge and collection of MPS early club history at the January meeting. At the February meeting, Anne Clark gave her Smokey Bear presentation. ATA Chapter 5 had presentations as well with Jim Meverden sharing a PowerPoint program of illustrated adver-tising covers from Milwaukee. Their February program was a show-and-tell related to the alphabet letter “P” with the hope it would inspire members to put together a mini-exhibit for WISCOPEX. The Waukesha County Philatelic Society uses show-and-tell programs frequently. It is amazing what one can learn from fellow collectors. A short program on Prexies at the February meeting was followed by a show-and-tell of other

Executive Board Meeting The WFSC’s 2018 Winter Executive Board meeting was held February 10 at the Quaker Steak and Lube Restaurant, Janesville, WI. Major agenda items discussed and voted upon follow: Treasurer’s Report - WFSC Treasurer Al Vick presented the 2017 annual financial report indicating a total treasury balance of $10,103.57. There’s been some savings on postage costs due to fewer copies going through the mail. Al showed the biennial audit report of the 2016 and 2017 financial records. All are in good order. He displayed samples of items the WFSC has to enter in the WISCOPEX ’18 silent donation auction. He has some decisions to make regarding what items should go directly to MaryAnn Bowman for the youth. Some better items from a huge collection of first-day postcards will be sold outright at the donation auction table. Remaining items will be used as gifts to show attendees. WISCOPEX 2018 (hosted by the Baraboo Area Stamp Club) – Ken Grant reported progress of planning on various aspects of the show. It was agreed to again produce and distribute show buttons. MaryAnn Bowman has the Champion of Champions award for which an engraved plate has to be attached. Bob Jobe has the Best of Show award, and Ken Grant is seeking special awards. Judges are Kathy Johnson and Dan Undersander. A nomination for the WFSC 2018 Dealer Recognition Award was accepted. A mockup of the final show cover and cancel was approved. The Baraboo Area Stamp Club’s spreadsheet of show planning tasks was applauded as a great organizational tool.

The WFSC will pay for banquet tickets for the recipient of the Dealer Recognition Award and one guest.

The WFSC will pay the $30 judging fee and cost of a banquet ticket for one judge.

The Baraboo Area Stamp Club will retain 10 percent of all sales of WFSC items.

Across the Fence Post – Editor Ray Perry submitted a written report thanking those who have contributed articles and assisted in other ways to produce each issue. He is still working on trying to get more regular authors to contribute just one or two articles per year on a collecting specialty. He has started working with

Alex Gill, who will take over as editor with the May-June issue. After the transition, Ray will serve as a member of the Editorial Advisory Council. An annual page-number guideline for ATFP was proposed as eight issues of eight to 10 pages and two issues of 12 pages. The guideline will become official pending printing cost estimates to be obtained from The Printing Place. Plans for a reader survey to be initiated in May were discussed and finalized. Webmaster Search – President Karen Weigt reported that Steve Kluskens supports efforts to be more aggressive in a search for a new webmaster. 2018 Hall of Fame Reunion – President Karen Weigt will send out Hall of Fame Reunion invitations. The event will be held in conjunction with the WISCOPEX ’18 happy hour and banquet. A motion was made and passed to allow expenses of up to $300. This includes the WFSC paying $10 for each attendee’s banquet meal. Attendees also will receive a printed souvenir program with the show cancel. Hall of Fame Committee – In the absence of Greg Schmidt, chairman of the Hall of Fame Committee, Karen Weigt reported that two nominations had been approved for the Class of 2018. WISCOPEX 2019 – A motion was made and passed to provide the Champion of Champions award. The show theme will be the 50th anniversary of the first man on the moon. Club Start-up Interest in LaCrosse/Richland Center Area – Ken Grant will follow up with the individual pursuing the startup. Digitize ATF/ATFP Issues 1979-2008 – It was agreed to kick off a fundraising campaign in May with a goal of $1000 for the digitizing service. A motion was made and passed to earmark all of the WFSC’s WISCOPEX ‘18 auction proceeds for the fund. Next Meeting - The Summer Executive Board meeting will be held Saturday, June 30, 2018, in conjunction with the Midwest Stamp Dealers Association bourse at the Crowne Plaza Milwaukee Airport Hotel. Michael Mules will make arrangements for a nearby meeting location.

sale of the firearm, helping to contribute to the lag in the reporting of “new” issues. The existence of new varieties of Firearms Transfer tax stamps is not publicized and their discovery is left up to sharp-eyed collectors to recognize that a new variety has been issued. Without the publicity from the ATF, collectors are left with identifying the earlies known use (EKU) of the new varieties. Such was the case when I saw the stamp in Figure 1 for sale on the internet sales site eBay in 2013. While the previous $200 stamp was perforated and inscribed “UNITED STATES INTERNAL REVENUE,” the new stamp was self-adhesive and inscribed “UNITED STATES DEPARTMENT OF JUSTICE.” The discovery stamp was forwarded to Scott and I was rewarded with a “new issue” listing of RY11 and having the discovery copy used as the illustration in the catalog! In addition, I was looking through a group of transfer documents in 2015 and discovered the latest variety of a Firearms Transfer tax stamp. An example can be found in Figure 2. The new discovery is the same as the previous example except that the serpentine die cuts have much larger teeth. This “new issue” is listed as Scott RY12.

U.S. Revenue “New Issues” By Gregg Greenwald, Central Wisconsin Stamp Club

Many collectors of United States stamps are aware of the Migratory Bird Hunting and Conservation stamps (a.k.a. “Duck stamps”) that are issued annually by the Department of the Interior and required on forms to license hunters. Their issuance is widely publicized and can be found with Scott catalog numbers under the “RW” prefix. Unbeknownst to many collectors is that there is another category of federal U.S. revenue stamps that are still in use today. These are the Firearms Transfer tax stamps that are used to register and track ownership of a class of firearms specified under the National Firearms Act (NFA). Since their use is required on forms to transfer or manufacture the specified firearms, “new” issues of the stamps appear from time to time as old stamp stocks are depleted and new stamp printing technology appears. They can be found with Scott catalog numbers under the “RY” prefix. The use of the Firearms Transfer tax stamps is fairly straightforward. When a person or corporate entity purchases or manufactures an NFA firearm, they must submit paperwork as well as the required fee to the Department of Justice’s Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) before taking possession of the firearm. Once ATF gives the go-ahead by returning the paperwork as well as affixing and cancelling a $5 or $200 stamp depending upon the class of firearm, transfer of the firearm can be made. For legal ownership, the paperwork containing the stamp must be kept with the firearm until the firearm is either sold again or destroyed at which time the paperwork and the stamp can be made available to collectors.
