Landulph Parish CouncilParish Council backs SpaniardsmoveMoves to have the CrookedSpaniards Inn listed as an Asset ofCommunity Value were supportedunanimously by the Parish Councilat its meeting on 16 September. Asreported elsewhere, an actiongroup of parishioners is applying forthe listing to give local residentstime to raise a bid if the pub is putup for sale. Owing to a short timewindow, it was decided to leave thematter in the hands of The Societyfor the Preservation andEnhancement of the CrookedSpaniards and its SurroundingConservation Area (SPECSSCA)Action demanded on potholesFollowing complaints by a numberof parishioners during the publicforum session, the Council agreedto approach the highwaysdepartment (again!) to get action onthe many deep and sometimesdangerous and damaging potholesin village roads and lanes.Particular hot spots for pots includeChurch Lane and Coombe Lanetowards the Yacht Club. A list wasgiven to our County Councillor,Daniel Pugh. Encouragingly, amember of the County Highwaysstaff appeared in the village thefollowing week and work ispromised.

You couldn’t make it up!Flooding has long been a problemin the road by the Landulph Schoolplaying field. A recent inspection ofthe drainpipe under the road byMike Kitney revealed that a serviceutility pipe had been placed insidethe storm drain taking up almostthe entire diameter. Any solidmatter in the run off could block itcompletely. It was reported thatrun-off from the Long Orchardindustrial units was also causingproblems. Daniel Pugh was askedto add these to the Highways worklist.Dull but importantA survey of the playing fields atPenyoke has revealed a number ofproblems which were gone throughin detail. Councillors David Peckand Mac Armstrong agreed to lookat the list and undertake the urgentwork. Jane Espig volunteered torepaint the rocking horse. Thecouncil reviewed its standingorders in preparation to puttingthem on the new Parish Councilwebsite.PlanningAn outline proposal to build ahouse for a horticultural worker onland at Tamara was approvedsubject to a Horticultural tie.

Cornwall Council is calling on localpeople to register now to make surethey can have their say and vote inthe European Parliamentary elec-tions taking place in May 2014.Electoral registration forms are be-ing posted out on 1 October to allhouseholds in Cornwall and a newElectoral Register created. This listwill then be used as the basis forthe European Parliamentary elec-tions in May 2014. The register willbe published on 17 February 2014and only people who are on the reg-ister will be able to vote. The formscontain the details of all the peoplewho are currently registered to voteat that address. If none of the detailson the form have changed, thehouseholder can either sign the

Obituary – Captain James “Jim” CloutingJim died in August aged 85. Those who knew him will remember him withpleasure and admiration. Many in the parish will not know him for it ismany years since he lived in Lane End Cottage, but Landulph was alwaysclose to his heart after his move to the outskirts of Callington.Thanks to Jim the cricket field is now owned by the parish Council. Hehad a distinguished career as a Merchant Navy captain and while at seahe heard that the cricket field was to be sold (possibly as arable land) sopromptly arranged through Roger Wratten to buy the field himself and thussecure its future for sport. In 2000 he donated the field to the parish withprovisos that it be retained for public use and that it be named after theSearle family who had been among his closest friends.As treasurer of the Cargreen Yacht Club, he was also a prime mover andguarantor in the Yacht Club’s purchase of its present site. There are othermore personal examples of Jim’s generosity to individuals in distress, andit was typical of the man that the public were unaware of his actions.We’ve written this note to acknowledge that Landulph is a better placebecause of Jim, and say our belated thanks.Reg Rice & Morton McLeodThe Clouting Family wish to thank all those who attended his cremation atGlynn Valley for their support at this sad time.

Local Christmas CardsThe following table lists those families who elected not to send localChristmas cards last year, but instead gave a donation to the Salvation ArmyChildren’s Christmas party. If I don’t hear to the contrary, it will be assumedthat they wish to continue for 2013. Introducing our new Parish ClerkAs we announced in the last Newsletter, ourformer Parish Clerk, Chris Harris has retired. TheParish now welcomes a new clerk, Katherine Wil-liams. Parishioners had a chance to meet her forthe first time at the September Council meetingwhen she began to get to grips with the work ofthe Council and local issues.Katherine has told the Newsletter: ‘I have workedwithin Local Government for a number of years,and I think it will be interesting for me, as ParishClerk, to be in a position where I see action beingtaken at a very local level.‘I love living in Cornwall - I have lived in Saltashfor many years and still live just one street away

from where I was born. I have two teenage children, who keep me busy asa Mum's taxi service!  I also play the Flugelhorn in various bands andorchestras. The second Cargreen YC annual RaftRace attracted eight motley craft crewedmainly by Cadets. Built of anything fromladders and plastic oil drums to ironingboards and chiffon, the ‘boats’ foughtstrong winds, torrential rain and dirty tricksto cover a course in the entrance to TheCoombe. Most crews fell in at some stagebut this was no problem because virtuallythe whole course was in wading depthanyway.Winners were Jonno & Ryan’s Raftfollowed by Holy Ship skippered by Elliott.After Broomstick Babes had beendisqualified Hoof Hearted was promoted tothird. Amy’s Hover Honeyz won the BestDressed Raft and Crew award andBroomstick Babes won a special award fortheir ‘ladies’ boudoir’ on a canoe.James Jermain

Next Generation moves closerThe Next Generation project isslowly moving forward; we have justreceived a donation of £500 fromthe Norman Family Trust and havemore applications in the pipe line.The plan is to start the work inDecember. If any group ororganisation has equipment storedin the store room at the annex orthe old snooker room please canyou arrange to move it before thebeginning of December?After the summer break allorganisations are starting theirmeetings at the hall again. What’s stopping themfrom creating Christmas around them? Nothing:so they set off on their festival of carols, Clausand custody. Fête accomplisA huge thank you to the manypeople who helped in numerousdifferent ways to make theLandulph Fête a resoundingsuccess despite the weather. Itwas marvellous to welcome somany families with young children,and we all squashed in to thechurch and enjoyed a greatafternoon, even with live music.Proceeds of the event wereconsiderably up on last year –raising just under £1,000 for theChurch Fabric Fund. Time to give thanks for theharvest

Harvest Festival is traditionally thetime when we give thanks for asuccessful harvest of food from theland – when ‘all is safely gatheredin’. In this country we have somuch in abundance, it is good togive thanks for the work of ourfarmers but also to remember thosewho perhaps don’t have enough toeat. The Crooked Spaniards Inn may belooking ever more derelict andmoribund, but behind the scenes alot has been happening. Since thelast newsletter we have heard thatthe appeal by owners Sandra andTony Arnold has been dismissed.However, this is not necessarily theend of the story.What has happened PlanningInspector, Mike Fox rejected theappeal on 21 August. In a 23-paragraph statement heemphasised the importance of thesite within an AONB andConservation area. He said anydevelopment required highstandards of design. He concludedthe proposals would be ‘out ofscale with the domestic and tightknit character and appearance ofthe Conservation area’, and wouldnot ‘preserve or enhance theConservation Area’. He describedthe development as ‘inappropriate’,

‘alien’ of ‘excessive height’ , ‘starkand unremitting’.On the other hand he said therefurbishment of the pub would be‘a positive outcome’ and did notreject the possibility of the sitebeing developed sympathetically ata later stage. ‘Some form ofenabling development to the northof the pub is necessary for thescheme viability’.What’s happening now Inpreparation for any future proposalsfor the site, a group of more than 30parishioners has formed acommunity action group called,rather clumsily, the Society for thePreservation and Enhancement ofthe Crooked Spaniards and itsSurrounding Conservation Area(SPECSSCA). What next at the Spaniards?

Gardening club back from summer recessDuring August we ran a plant stall at the parish church which did well

despite sopping rain.  Thank you to those who provided plantsand produce.  Our September speaker gave an informativetalk on some of Cornwall's garden history and development.Coming up On Wednesday 9 October at 7.30pm there will be

a talk on ‘The Beauty of Leaves’.  Plenty of scope there, althoughyou may not look forward to sweeping them up!  On Wednesday

13 November the subject will be ‘Adventures with Fancy Foliage’ followedby the AGM.  The pre-Christmas supper at the Hall will be on Wednesday4 December and not the second Wednesday as normal.We look forward to seeing members and visitors to any of these events.Jen Hambly
