NEWSLETTER ECUADOR OCTOBER 2013 The Humanitarian Country Team, Ecuador version, was officially formed on the signature of an agreement by the National Risk Management Secretariat, the highest authorities of United Nations, including IOM, non-governmental organizations with a humanitarian mandate, and the Ecuadorian Red Cross, along with bilateral and multilateral coordination agencies. The creation of a Humanitarian Country Team (HCT) was spurred by the need for members to share the duty of alleviating human suffering and to enhance the coordination and participation of all humanitarian stakeholders in preparing for and responding to emergencies and disasters, following the directions of the Risk Management Secretariat and national strategic guidelines. The benchmark for the HCT is the Inter-agency Standing Committee, set up in June 1992 in response to Resolution 46/182 of the United Nations General Assembly, and reaffirmed by Resolution 48/57 as the central mechanism for inter-agency coordination in matters of humanitarian assistance. It is led by the Emergency Relief Coordinator, who is at the same time the Under-Secretary General for Humanitarian Affairs. IOM belongs to this group of agencies. The agreement will bolster support for the decentralized national risk management system in its implementation of strategies and actions to prepare for and respond to emergency and disaster situations. It will also allow for an exchange of information and operational coordination among the institutions with a humanitarian mandate working in Ecuador. María del Pilar Cornejo, National Risk Management Secretary, explained that the creation of the Ecuador Humanitarian Team ratifies the government’s decision to work with the international cooperation. She stressed the need to focus on preparation and prevention in the most vulnerable population groups. AGENDAIOM ECUADOR HOLDS THE FIRST TRAINING COURSE FOR POLICE AND PROSECUTORS ON THE INVESTIGATION AND

CRIMINAL PROSECUTION OF HUMAN TRAFFICKING

The Counter-Human Trafficking Programme held a first training course for 30 participants, composed of members of the police and prosecutors, on the investigation and criminal prosecution of the crime of human trafficking. The The trainer was Mr. Luis Fernando Centeno, an expert from IOM Costa Rica.

This course was held in Quito from 24 -26 October and is a result of cooperation between the Ministry of the Interior, the State Prosecutor’s Office, the United States Embassy in Ecuador and IOM. The initiative has been taking shape since April. The aim is to improve coordination between the police and the Prosecution Office through an appropriate investigation plan that will enable prosecutors to build up a sounder version of the events and argue their case better during the trial.

The workshop had a victim-based approach and used extremely practical methodology with learning based on the analysis of case studies. It also included interview techniques for victims of trafficking and scene-of-the-crime roleplay. A further two courses will be held in Guayaquil and Cuenca in November.

Verónica Feican, Advisor of the Minister of the Interior; Teodoro Barros, Director of the School of Prosecutors; Tyler Sparks, Sub-director of the Political Section of the United States Embassy; and Rogelio Bernal, Chief of Mission of IOM Ecuador, participated in the opening of the workshop.

The Municipality of Quito, represented by its Mayor, Augusto Barrera, and the United Nations System, represented by the Resident Coordinator, Diego Zorr i l la, s igned an interinstitutional cooperation agreement that will pave the way for future projects aimed at enhancing living conditions for the inhabitants of Quito.

The overall objective is to bolster relations between the United Nations System (UNS), to which IOM belongs, and the Municipality of Quito. This agreement was drafted by a working group composed of delegates from the municipality and the UN Country Team.

During said process, IOM played a major role in reaching agreements, specifically on how to achieve an inclusive, solidary city, a healthy city and a sustainable city.

AGENDA

On 17 October, the Counter-Human Trafficking Programme and the Municipality of Otavalo presented the 2013 – 2015 Cantonal Agenda for the Prevention and Sanctioning of Human Trafficking and the Integrated Protection of Victims. The event was held in “Kinti Wasi” Cultural Centre in the town of Otavalo and was attended by 125 people.

The Deputy Mayor of Otavalo, Fernando Bonilla; the Chief of Mission of IOM Ecuador, Rogelio Bernal; and the Executive Secretary of the Cantonal Children’s and Adolescents’ Council, Diego Rodas, took part in the event. In addition to presenting the Agenda, IOM delivered the following products as the outcome of a technical assistance project carried out in the canton over the last two years:

• Road maps for the integrated protection of victims of human trafficking

• Promotional material (radio spots)• Mapping of stakeholders• Table containing information on all the awareness-raising

workshops conducted• Work Report

The Municipality of Otavalo thanked the other parties for their cooperation and formally committed to implementing the action set out in the Agenda.

VISIT BY HEALTH AND MIGRATION EXPERT

Carlos Van Der Laat, specialist in Health and Migration for IOM, visited Quito to attend the Symposium on Health and Human Mobility, at which he presented three lectures. He spoke on Migration as a Decisive Factor in Health: challenges and opportunities; and the Protection of Migrants’ Health in Andean countries; and took part in a round table discussion on public policies on health and human mobility in Europe and the Andean region. In addition, IOM consultant, Dr. Walter Moya, gave a talk on sexually transmitted diseases and HIV on the northern border of Ecuador.

During Van Der Laat’s visit, there were also meetings with representatives of WHO-PAHO and the Ministry of Public Health with a view to exploring new opportunities for cooperation and expanding current programmes. The subjects discussed included the migratory profile of health and migration, the promotion of health and assistance for migrants, health assessments for migration, sanitation assistance for travel, and health factors related to migration.

Carlos Van Der Laat furthermore gave a training workshop on Health and Migration to the staff of the Ecuador IOM Mission to strengthen their capacities on the subject of migrants’ health.

The country now has an Atlas of Socioeconomic Inequalities in Ecuador.

This tool provides a historical and territorial analysis of the different types of inequality that have existed in Ecuador over the last 20 years. It will facilitate the design of national and local policies to narrow social and economic gaps, as well as agreed action by the Central Government, Decentralized Autonomous Governments, and the public.

This new instrument, which graphically presents socioeconomic differences and changes in the country through a variety of maps, was presented by the Nat ional Secretar iat for P lanning and Development (Senplades), the Technical Secretariat for the Eradication of Poverty, and the United Nations System.

T h e A t l a s o f S o c i o e c o n o m i c Inequalities in Ecuador was made possible by the joint work of the S e c r e t a r i a t f o r P l a n n i n g a n d D e v e l o p m e n t , t h e Te c h n i c a l Secretariat for the Eradication of Poverty, the United Nations Country Team, through the office of the Resident Coordinator, Universidad Andina Simón Bolívar and the Centre for Planning and Social Studies. IOM supported this effort.

Rogelio Bernal, Chief of the IOM Mission received the visit of Ximena Peña, Member of the Nat ional Assembly for the USA and Canada. Dur ing this meeting, Mr. Bernal explained the work of IOM Ecuador with regard to human mobility and offered the organization’s support for Ms. Peña’s work.

AGENDA

A training course was carried out in Montevideo on Human Trafficking for Commercial Sexual Exploitation, at which IOM Uruguay provided subject-matter specialists.

S o m e 6 4 g o v e r n m e n t o f f i c i a l s attended this course, which was facilitated by experts on gender violence and human trafficking. IOM contributed with the guidance of specialist Argentina Santacruz of IOM Ecuador, and Alba Goycoechea, Head of the IOM Office, Uruguay.

PRESENTATION OF THE 2013-2015 CANTONAL AGENDA FOR THE PREVENTION AND SANCTIONING OF HUMAN TRAFFICKING AND THE

INTEGRATED PROTECTION OF VICTIMS IN THE CANTON OF COLTA

The presentation of the 2013-2015 Cantonal Agenda for the Prevent ion and S a n c t i o n i n g o f H u m a n T r a f f i c k i n g a n d t h e Integrated Protection of Victims was made with the presence of the Director of USAID, Christopher Cushing; the Governor of the province of Chimborazo, Hermuy Calle; and the Chief of the IOM Mission, Rogelio Bernal; along with provincial and municipal authorities of the canton of Colta. The event was also attended by women’s groups from the communities, community ombudsman’s offices, parish leaders and students.

IOM’s Chief of Mission underscored the commitment and empowerment assumed by the authorities in this matter. He moreover thanked USAID for its generous financial support for the fight against human trafficking.

This agenda is the result of 26 months of technical assistance provided by IOM to the Municipal Decentralized Autonomous Government of Colta, entailing a participatory process with public institutions and social organizations to reach this important tool for fighting trafficking on a local level.

LAUNCH OF THE CANTONAL AGENDA FOR THE PREVENTION AND SANCTIONING OF HUMAN TRAFFICKING AND THE INTEGRATED

PROTECTION OF VICTIMS OF THE CANTON OF GUAMOTE

IOM and the Munic ipa l Decentralized Autonomous Government of Guamote presented the Counter -Human Trafficking Agenda for this canton. The event took place in the auditorium of the former cantonal council on 23 October, in both Spanish and Quichua.

The authorities in attendance included Patricia Sosa, Vice-Prefect of the province of Chimborazo; Juan de Dios Roldán, Mayor of Guamote; Christopher Cushing, Director of USAID; Rogelio Bernal, Chief of IOM Mission; and a representative of the Governor of Chimborazo, as well as cantonal councillors and local authorities.

In his speech, Rogelio Bernal thanked the mayor for his leadership on the matter and USAID for its generous contribution which has enabled these projects to be put into practice. The agenda, which was put together through a participatory process, was presented by the representative of the cantonal Network for the Integrated Protection of Children and Adolescents (Red PINA), composed of 26 institutions of the State and civil society.

On 18 October, IOM Ecuador handed over var ious i tems of technical equipment as part of the establishment of a shelter for victims of human trafficking and adolescent girls who h a v e b e e n v i c t i m s o f s e x u a l exploitation. The shelter is a joint project implemented by the State Prosecutor’s Office, the Ministry of the Interior and the Ministry of Economic and Social Inclusion.

IOM donated the items as a leading international organization fighting h u m a n t r a f f i c k i n g a n d s e x u a l exploitation, following the request received from the System for the Protection of Victims and Witnesses of the State Prosecutor’s Office.

The Head of Mission of IOM Ecuador, Rogelio Bernal, visited the new Vice-Minister of Human Mobility (a.i), María Landázuri, and offered IOM’s technical cooperation for this new area to help c o n s o l i d a t e n e w a n d e x i s t i n g competencies in said ministry.

“My name is Jorge Olmedo Palacios Ibarra and I come from the town of Mira. I am familiar with the project IOM has carried out, building the reservoir in the high part of Santa Isabel, with the Huaquer and Pisquer channels bringing water down to the lower part of Mira.

The project has been a great help for growing our crops, which are mainly corn, peas, kidney beans and potatoes.

Our irrigation system is now 100% more useable; the water gets to the crops more quickly and is not wasted any more.

Before, the users had to follow set times for irrigating their land. If your time was at night, you had to water the crops at night, and if it was in the day, you watered in the day. The times never changed and the people who had to water at night didn’t make very good use of the irrigation; sometimes they didn’t even collect any water. Now everybody gets the benefits – we can all water in the day and the reserve tank is left to fill up at night.”

Just like Mr Palacios, thousands of persons have benefited from IOM’s projects along the northern border of Ecuador. According to testimonies from members of the communities, the projects have allowed them to access better services, motivating them to stay in their communities and not to migrate.
