A Microtakaful Focus Group Discussion to Increase Community Resilience T he discussion forum was conducted by RDI’s Director (Elizabeth Rianawati) and AFC International’s Consultant, German (Marcel Pape). The discussion was also facilitated by RDI’s Fasili- tator (Dodon Yamin, Alpian Angga Pratama, dan Ramanditya Wimbar- dana). This discussion forum aimed to gather information about demo- graphic condition of local low income people in Bandung and how do they use the fund that they have. There were 16 low income people from 7 households that attended the discussion forum The discussion forum was divided into 3 section. For the first section, the invited households were asked about the condition of their family, their living condition, home ownership, and their current job. Most of them are actually living in a house shared with other families, their home ownership itself are partly rent and partly heritage house. While the work of the participants is dominated by domestic servants, traders, and casual workers / daily rush. The second section were focused on the expenditure and revenue of the participants. On Sunday 27th April 2014, RDI in collaboration with AFC International held a discussion forum about the acceptance

of microtakaful product targeting the local low income people in Bandung.

T he discussion forum was conducted by RDI’s Director (Elizabeth Rianawati) and AFC International’s Consultant, German (Marcel Pape). The discussion was also facilitated by RDI’s Fasili-

the range of Rp. 750.000-1.100.000/month, where most of them expressed difficulty in fulfilling their daily needs like their children education, cost of medicine and other unexpected expenses. Surprisingly, based on Pape’s experience, the condition of the society in Germany is merely the same.

Thus, the third section discussed about the way how the participant cope with their financial problem. Pape was impressed with the way that the participant use to solve their financial problem, especially the cooperation

and mutual help (gotong royong) of the participants in taking care of the moslem cemetery (primarily in the funding for the cemetery necessity). The participants also expressed that most of them are assisted with several programs from the government such as BPJS and free school. The discus-sion revealed that the mother in a low income family has the tendency to manage the finance of the family and the family in a low income society tend to sell their goods like television or jewelry in financial emergency matter (children’s school needs, medical needs, etc).

Invited Lecture #5: Climate Change Policy Development in Indonesia

The disaster policy experienced rapid development after the tsu-nami event in 2004. That trend affects the research and studies in Indonesia. Various attempts were made by the government to deal with the disaster issue, it starts with designing the rules and establishing particular institu-tion that focus on disaster pre-vention. Some of the disaster events are triggered by climate change. One of the big issues associated with climate change is the national food security that are threatened by climate variability. The Indonesian government has a strong commitment in Climate Change mitigation and adapta-tion. It is shown by one of Indo-nesia's commitments to reduce GHG emissions by 26 %.

In addition, Indonesia is actively involved in bilateral and multilat-eral agreements such as the Conference of the Parties (COP). One thing that needs to be examined from the success of an international agree-ment within the framework of cli-mate change adaptation, is the transfer of funds from developed to developing countries. At the national level, Indonesia is one of

the countries that has the most complete rules that are related to climate change. Unfortunately, the allocation of funds that are not available led to a bad realiza-tion of those rules. Another chal-lenge that is faced by Indonesia at the policy level, is the lack of coordination from the related institution. Thus, overlapping numbers of regulations and insti-tution led to the distraction of climate change adaptation and mitigation measure. There needs to be a single entity or a special ministry that oversees and regu-lates how the regulatory mecha-nisms related to climate change adaptation policy .

ICCTF has the mandate to regu-late how the economic funding and mechanism of climate change adaptation and mitigation measure in Indonesia. Several

ICCTF's activities as an effort to socialize the im-pact of climate change is by giving awards to the me-dia, holding cli-mate change semi-

nars and conduct research about intensification and diversification of climate change adaptation. The biggest challenge is how to

breakdown plan to reduce green-house gases by 26 % into regula-tion at the level of national , pro-vincial , district and sectoral. On the other hand, big number of agencies, boards or other institu-tion that give attention to climate change makes the decision mak-ing more difficult.
