Message from G.M. Standards, CSDCI

Ms Jancy MathewG.M, CSDCI, Standards

Skill assessments based on occupational standards are relatively anew concept in India. The national skill qualification framework of India(NSQF) comprises of 10 competency levels. The least complex levelbeing NSQF level 1 and the max. complex competency level beingNSQF level 10. CSDCI has developed qualification packs for 102 jobroles up to NSQF level 6.

Dear Readers, Greetings from Construction Skill DevelopmentCouncil Of India (CSDCI)!

Standardisation of NSQF Assessments forqualification packs under construction sector

We face lot of challenges during skill assessment and NSQFcertifications. Few challenges include standardisation of assessments, selecting appropriate mode of assessments considering the illiterate tosemiliterate workers in construction field, setting a practically feasibleduration of assessments etc.To overcome these challenges, we havedesigned an assessment criteria frame work at CSDCI. An assessment criteria reduce the possibility of different interpretationsof the assessment requirements. This frame work consists of assessment criteria inputs based on eachNOS in a qualification pack. The critical and major skill required forperforming a task based on National occupational standard is definedin each criteria sheet. Also the underpinning knowledge required inperforming the skill task is given in the criteria sheet. ...to be continue

The weightage/marks are given against each criteria point. Thisassessment criterion helps in developing assessmenttools/questions which is valid and sufficient to measure thestandard outcomes. To improve the quality of assessments, CSDCI is designingsample set of questions with the help of domain experts andconstruction skill Assessors. We are consulting with constructionindustry experts during question setting with respect to theoutcome produced, tolerances, time taken to complete the tasketc. This will ensure the assessments being conducted in linewith the industry requirements and also will get moreacceptance to the candidates by industry. The samples set of questions job role wise will be uploaded atCSDCI website. The duration and mode of assessments arepre-set at CSDCI in consultation with domain experts to ensureuniformity in assessments across NSQF level 1-6. The Assesment criteria and sample questions will guide the skillecho system including Assessors, training providers, academicinstitutions and job holders in construction domain tounderstand the competency expectations/requirements of theconstruction industry for each job role. It will help in bringingmore transparency and quality to assessment processes. Happy Reading!!
