Newsletter Issue 5 May 2017 “Together we are stronger” Exposé of David Parker, the new ESMA Chairman, at GA 2017 in Lisbon. In cooperation with Fraunhofer IPA, Hochschule der Medien and with sponsorship support from Global Inkjet Systems, ESMA launches the brand new Academy project to offer basis know- how and certified hands-on training in industrial printing techniques. The first course is offered in German, focuses on inkjet and takes place on 3-6 July 2017 at Fraunhofer IPA facilities in Stuttgart. I would like to use the phrase ‘together we are stronger’ as the slogan for this General Assembly meeting. I think that this simple slogan, ‘together we are stronger’, captures the very essence of the ESMA ethos. I have been lucky enough to have had close contacts with ESMA since its inception back in 1990 and in those 26 years I have often been asked; “what benefits can ESMA bring to my company”? For some companies, it is ability to discuss the scope and implementation of demanding European health, safety and environmental legislation, for others it is the provision of highly focussed, technical seminars with tabletop exhibitions to attract new customers. And for others, it is the ability to network with suppliers of allied materials in their market segments. It is this balance of both internal cooperation and external communication that I think provides the real benefits to ESMA members. Over the last decade we have seen ESMA grow from strength to strength through the hard work of the ESMA team, the Board and the committees. I am delighted to say, that as a result of all these efforts, ESMA is now recognised as the hub that connects people with the experts in a variety of different ways. Over a quarter of a century has passed since ESMA was founded and yet the same key requirements lie at the centre of the ESMA ethos; namely cooperation and communication. Yes, imaging technology has changed a lot in that time, especially digital imaging, and yes, some segments have grown and declined, such as audio CD. But what ESMA offers, transcends the individual applications, or technologies used by our members, as cooperation and communication are common to all, irrespective of what markets our particular companies serve. ESMA is your association and the work it does is for the benefit of all members. The General Assembly is one of the opportunities to help shape the way that ESMA works and the goals that it works towards. Yes, ‘together we are stronger’. “When following our industry in their technology choices, their expansion to digital but also – the increasing specialisation in printing for manufacturing, we noticed a substantial need for highly skilled personnel”, says Peter Buttiens from ESMA. “By combining the expertise of our members and technology partners with the capacities of different research partners, we can now offer a professional curriculum to the printing community.” ESMA Academy will offer a series of courses on both digital and screen printing, for various specialist applications. Manufacturer neutral, the course chairs discuss pros and cons, advantages and threats of each solution. Among the tutors are ESMA Members Jochen Christiaens and Oliver Kammann, as well as Prof. Stefan Güttler from Hochschule der Medien, Oliver Refle and Jessica Günthel from Fraunhofer IPA. The first training provides an overview of inkjet technologies, especially piezo inkjet, to all who plan – or have just made – the step towards digital. Split in five blocks, the theory part thematises: printheads, characteristics of inks, substrates, pre-treatment and colour management, as well as the build-up of entire printing systems and an overview of other digital printing techniques. Hosted in the laboratories of Fraunhofer Institute for Manufacturing and Automation (IPA), the practical tasks require from the participants to characterise different types of inks, determine their viscosity under different temperature and surface tensions. Further printing parameters such as wave form, impact of the substrate, printing speed, curing, drying, image quality and colour management are examined at the test stations, too. After a successful check of the obtained skills, each attendee receives a certificate. The first ESMA Academy course takes place on 3-6 July 2017 and is offered in German language only. The lab capacity is limited to 21 participants. Course price is 1,890 EUR. Please contact ESMA at [email protected] for registration. Upcoming ESMA Academy events will include trainings in other European countries on topics such as digital textile printing, printed electronics, and packaging. “Together we are stronger”Exposé of David Parker, the new ESMA Chairman, at GA 2017 in Lisbon.

The first course is offered in German, focuses on inkjet and takes place on 3-6 July 2017 at Fraunhofer IPA facilities in Stuttgart.

Nanomaterials are substances, mixtures or materials that are manufactured in the range of 1 to 100 nm in at least one dimension. Nanomaterials have unique characteristics compared to the same material without nanoscale features. Therefore, the physico-chemical properties of nanomaterials may differ from those of the bulk substance or particles of a larger size.

In Europe, nanomaterials are covered by REACH and CLP. ECHA says they are able to carry out their tasks within the various REACH and CLP processes for nanoforms as it would for any other form of a substance. As a result, in 2016 the European Commission has rejected the idea of an EU nano registry. Instead ECHA will set up a website that will be named “nano observatory”. It will collect, analyse and review available information from a wide range of sources.

FranceBefore Europe has decided not to create an EU nano registry, France has adopted a nano registry that became effective in January 2013. Companies producing, distributing and importing 100 grams or more annually of a substance at nanoscale or a substance at nanoscale contained in a mixture without being linked to it, have to register. Substances at nanoscale that are used to manufacture UV inks could be pigments or additives. It is not likely that these products are extracted or released under normal or reasonably foreseeable conditions of use thus it could be stated that they are linked to the mixture. As a result UV inks would not have to be registered in France.

BelgiumThe Belgian nano registry came into force January 2016 for substances. The

registration of mixtures is postponed until January 2018. Companies manufacturing, distributing and importing 100 grams or more annually of a nanoparticle substance as such or as part of a mixture have to register. Pigments, when placed on the market in a mixture, an article or a complex object are exempt. UV inks do not need to be registered in Belgium if the pigments are the only nano substance in the ink.

Other countriesDenmark has a nano registry that applies to consumer goods. Distribution to professionals is exempted. In addition, as of the 1st of April 2017, it is obligatory to register nano content in chemicals to the Danish Product Registry. In Norway, since June 2015, companies producing or importing hazardous chemicals in quantities of 100 kilograms or more annually must continue declaring these to the Norwegian Product Registry. In case a chemical product contains substances in nano form, this must be specified in the declaration form. Notification to the Swedish product registry is coming up. The first registrations would concern manufactured and imported products during 2018, to be reported by 28 February 2019.

Further updates on the European and global nanomaterial legislation will be discussed at the next Health, Safety and Environment Protection Committee meeting in autumn 2017. All ESMA members are welcome to participate in the committee meetings and benefit from sharing information, knowledge and working together to manage complex regulatory issues. Please contact us at [email protected] to register your attendance.
