Present to launch the event was the Minister of Education, Pehin Orang Kaya Seri Kerna Dato Seri Setia (Dr) Haji Awang Abu Bakar bin Haji Apong and the Minister of Energy at the Prime Minister's Office, Pehin Datu Singamanteri Colonel (Rtd) Dato Seri Setia (Dr) Awang Haji Mohammad Yasmin bin Haji Umar. The two-day event was jointly organized by EDPMO and MOE with support by the oil and gas industry. The main objective of the fair was to showcase the various career opportunities in the oil and gas industry including logistic/marine services, construction services, well engineering services and production and support services. The fair also served as a platform to introduce to the public the new EICF courses; four new vocational programmes (dubbed the Industry Skills Qualification or ISQ) specifically market/fitter, scaffolder, rigger and welder as well as four updated Brunei Technical Education (BTE) programmes, now known as Higher National Technical Education (HNTEC) programme modified to specifically tailor to the oil and gas industry namely: instrumentation and control engineering, mechanical engineering, electrical engineering and process plant engineering. There were also different activities to take part in, along with visual demonstrations of various job tasks. A booth was also set up to enable students to immediately register for the courses. The launching of the fair also included the signing of commitment by six O&G companies to employ students from the EICF programme. To this end, we have provided technical and vocational education scholarships as well as human resource capacity enhancement scheme to enhance the skills of locals who have already been or will serve in the private sector. UPDATES FROM THE EICF WORKING GROUP ENERGY INDUSTRY QUALITY AGENCY GROUP (EIQAG) - Hjh Rosmawatty binti Haji Abdul Mumin, EDPMO The EIQA Group reviewed and finalised the National Quality Framework for Energy Industry (NQFEI) and the RTO Self-Assessment Tool, which was initially drafted by the EICF Consultant Business Group Australia (BGA). The National Quality Framework for Energy Industry (NQFEI) serves as the framework for RTO standards and registration requirements and standards for technical teachers and trainers. The framework is fully aligned with existing Brunei Darussalam Qualification Framework (BDQF). The EICF Steering Committee has endorsed both the NQFEI and the RTO Self-Assessment Tools on June 2013. An invitation for Expression of Interest (EOI) for the EICF Training Programs was published in July and the RTO Self-Assessment Tool was used to filter the EOI submissions for the first 4 Industrial Skill Qualification (ISQ) programs. The EIQA Group subsequently conducted a Technical Evaluation of the already filtered EOI submissions for further short-listing of technically acceptable RTOs. This action is currently at the Commercial Evaluation phase. WORKFORCE PLANNING AND DEVELOPMENT GROUP (WPDG) Dato Paduka Hj Matsatejo, PetroleumBRUNEI

Based on the demand analysis oil and gas industry immediately requires around 2000 fresh technicians and skill workers. These are the Electrical and Electricians, Instrument, Plant Operators and Mechanical Engineering, Riggers, Welders, Scaffolders and Marker/Fitter. These positions are currently filled by expatriates and also partly vacant. In additions, demand for other relatively low skill jobs such as industrial painting and blasting, mason, carpentry, logistics (crane/heavy vehicles operators) has been identified to be more than 1000.

Insufficient industry experience personnel, tools and equipment in the public institutions, continue to be the main challenges in the implementation of the EICF training programmes. Among initiatives to help overcome this is organising a teach-Back session to address the acute shortage s of industry experience instructors to teach HSSE/OGI modules at TVI, BSP-HRL developed and

-lecturers from TVI are being coached /mentored/ assessed to teach the HSSE/OGI modules themselves.

The EICF project driven by EDPMO and launched in mid April of this year has already allowed an intake of 500 students in technical education programs that address more than half of the critical occupations identified by the Industry. As the leader of the Communications and Engagement Strategy work-group I

can rely on

mobilization of both the public sector and the private sector at the highest level. High ranking officials and industry leaders alike are spending numerous hours contributing to the success of the project, most often on top of their usual public service or business responsibilities. In itself, this priority given to the EICF

technical education and occupation lines have to offer to young Bruneians. There remain of course lots of challenges to be overcome but the message to Bruneian youth and job seekers is already there and it is now up to us, the CES work-group, to deliver the right strategy to swing the common mindset about these occupation lines. To achieve this given the very aggressive time line defined for the whole EICF project, we have actually had to go beyond our responsibility as defined initially and step into the implementation tasks. A website is currently being designed by a local vendor that will promote the EICF programs to be made available to the public. It will feature the various EICF courses, local success stories, upcoming EICF events, etc. I welcome all the EICF Work Group members to browse through this EICF website once it goes live at the end of this Q4 2013.

REGISTERED TRAINING ORGANISATION NETWORK (RTON) - Dr Chin Wei Keh, Ministry of Education.

The RTON Team has been doing a great job since the official launch of EICF in July. To date the RTON Team has managed to carry out gap analysis for RTOs, coordinate pedagogical training for industrial subject matter expert at UBD, arrange for students' exposure at the O&G industry, coordinate training for HSSE instructors, facilitate the selection of EICF students together with the O&G industry, for the 1st phase of the EICF programmes. Monitoring the quality of the 8 EICF programmes as well as to coordinate for O&G industry to recruit the students at RTOs will be the next important task for the team. The next immediate event is to support Pusat Latihan Mechanic (PLM) for their proposed "Open Day" on the 1st week on December 2013 to capture supply of the March 2014 intake for the 4 ISQ programmes as well as to coordinate for the interview session for NTEC Plant Engineering January intake.The team spirit and enthusiasm of all the working group members has been one of the key to our success so far and we look forward to the introduction of phase 2 programmes next year.
