MAURICE HUDSONMAURICE HUDSONMAURICE HUDSONMAURICE HUDSON

Maurice Hudson, Chairman of the CCARA (pictured), died on 8 December 2009 after a stroke, following a long period of ill-health. He was 80 but had continued working almost up to his death. Maurice, who lived in Brackley Road, was a Transport Consultant, with extensive knowledge of both air and road systems, and played an advisory role at Heathrow Airport. An ex-serviceman, he took a very active part in the work of the Royal British Legion, especially the London City Hall branch. He represented our Association on transport issues including the recent new park ing scheme in the Copers Cope Road area, took part

in the studies for reviving Beckenham High Street, and also represented Copers Cope in the Bromley Federation of Residents Associations. He was Vice-Chairman when the Association was hit by a crit ical loss of officers and committee members two years ago, and agreed to become Chairman to keep it alive until revival strategies could be put in place. Members of the CCARA Executive Committee and the Royal British Legion were among the large congregation at his funeral at St Paul’s Church, Brackley Road, on 21 December 2009. Tributes were paid to him at the January meeting of the Bromley Federation Council. Successors as our chairman and vice-chairman are to be chosen at our Annual General Meeting at Beckenham Public Hall, Bromley Road, on Wednesday 3rd March.

Most Beckenham residents are probably in favour of eye-pleasing architecture, houses with decent-sized rooms, development plans that minimise the need to travel, and planning decisions that show more respect for local context and character. All these salutes to ‘motherhood and apple-pie’ concepts feature in London Mayor Boris Johnson’s new draft strategy, with which councils like Bromley will have to conform if and when it is formalised. But just as apple pie may make you sick, planning strategy may make you angry. Whose eye must the architecture please? Do ‘decent-sized’ rooms rule out affordable starter-homes? Does minimising travel mean crowding some areas and sterilising others? Does respect for local context mean freezing its life out?

Debate will go on all this year, with the final plan probably not published t ill 2011– 2012. It will be up to Government ministers to decide whether Boris’s (pictured) changes should be made, but they will be ministers in the next government, not this one. The London Plan will in many ways shape decisions taken for Beckenham more than the opinions of our ward councillors,

so Copers Cope Area Residents’ Association is bringing in an expert to explain what it will mean for us, and how Bromley Council will tie its own borough strategy in with the Mayor’s. Peter Martin, Bromley Council’s Head of Planning Strategy and Heritage, will give an illustrated talk and answer questions at 8 pm on 3rd March, before the CCARA annual general meeting, in Beckenham Public Hall, opposite St George’s Church in Bromley Road.

This is about two months after the end of the init ial public consultation period, and there are still plenty of potential questions. Just what does The Plan mean when it calls for a more f lexible approach to town centre parking? Is it merely facing both ways when it says large, tall buildings should be part of the strategic approach, and then adds that they should not have a harmful impact on their surroundings? Just what in practice is meant by its support for district centres ‘with small shops’? Whether you think the Boris Johnson concepts, including electric cars, bike-hire schemes and a 60% cut in carbon dioxide emissions, are vital to our future or just airy-fairy polit icians’ talk, they probably will gradually affect life in Beckenham, and you could do worse than learn a bit about them. Transport for London is invit ing local comment on its plan to stop the 354 bus going along Downs Hill, and have it go past Ravensbourne Station instead on its way from Beckenham to Bromley. Bromley Council has been resurfacing the hitherto unmade Crab Hill and part of Ravensbourne Avenue, giving a shorter usable route between Foxgrove Road and Farnaby Road.

The bus stops and shelters in Downs Hill and part of Ravensbourne Avenue would be removed, and new stops would be built outside the station, and in Ravensbourne Avenue opposite Ravensmead Road. The service itself will not change. Details are on TfL’s website,

www.tfl.gov.uk/ busroutechanges. Residents had until 27 November 2009 to comment.

BECKEBECKEBECKEBECKENHAM PARLIAMENTARY CONSTITUENCYNHAM PARLIAMENTARY CONSTITUENCYNHAM PARLIAMENTARY CONSTITUENCYNHAM PARLIAMENTARY CONSTITUENCY With a General Election expected in May, commentators regard the last set of Parliamentary boundary changes as having made Beckenham the country’s safest seat for the Conservative party, with a possible overall majority for their new candidate, Colonel Bob Stewart, a former commander of Brit ish troops in Bosnia, and before that in Northern Ireland. The present MP, Jacquie Lait, is not running again. The Labour candidate will be Damian Egan, a 27 year-old information technology training consultant, who stood unsuccessfully at Weston Super Mare at the last election in 2005. Other party candidates were not known at the t ime of writ ing. The boundary changes removed the more left-leaning wards of Clock House, Crystal Palace and Penge & Cator into a new constituency of West Lewisham and Penge. Beckenham Library, Swimming Pool and Post Office are part of that, not of Beckenham constituency, though they remain in Bromley borough. The parliamentary constituency now comprises Copers Cope, West Wickham, parts of Shortlands, Hayes and Coney Hall, leafy Keston, and Bromley Common. It stretches from Kent County Cricket Club near its northern end almost to Farnborough Hospital at the southern t ip. Results at the last election were: Conservative: 22,183 (45.3%) Labour: 13,782 (28.1%) Liberal Democ rat: 10,862 (22.2%) UKIP: 1,301 (2.7%) Other: 836 (1.7%) Majority: 8,401 (17.2%)

A consultant-led clinic for dermatology problems, cardiac rehabilitation service for heart patients, and a pilot scheme to cut the t ime needed for assessment of musculo-skeletal troubles are all on their way for Beckenham.

The latest planned developments at the Beckenham Hospital site’s new Beacon buildings were announced by health chiefs at a public presentation for Copers Cope Area Residents’ Association, drawing an audience of about 75 people. Jill Webb, assistant director at Bromley Primary Care health trust, said the new services, plus phase 2 of the recently

upgraded diabetes services, would make use of the space now available in the bigger complex. There was also a large space which the local Hospital Trust would use, and which could conceivably see the return to Beckenham of neurology services, currently centralised at the Princess Royal Hospital. Already on site is a pilot Urgent Care Clinic – effectively a minor injuries unit that also cares for ailments as well as wounds – working with a new GP-led Health Centre offering a walk-in service for all-comers from 8 a.m. to 8 p.m. every day of the year. Beacon Manager Heather Bruce, took the audience on a ‘walk-through’ of the building’s layout and services shown on a large coloured map, including lit tle-known features like a special dental surgery only for patients with problems that put normal dentistry beyond their reach. In answer to a request for blood tests to be available during the evening at least one day a week, Jill Webb said, ‘They were looking at the whole structure of this department to see if the present long waits could be avoided, and evening tests could be part of the study’. She told another questioner they were aware of the problem for colour-blind people of current signs and labels printed in red and black, and were looking at ways to avoid that combination.

A revolutionary proposal to remove the kerbs and merge pedestrians with traffic in most of Beckenham High Street has survived its first Bromley Council hurdle and gone forward for formal consideration. Other High Street ideas, to introduce a tourist-style road train and even a stretch of riverside walk, were dropped. Residents who attended the CCARA Open meeting in October got a preview of the ideas in an interim report of the Working Group on Town Centres from the Group’s chairman, ward Councillor Michael Tickner. The report, amended for a Council Scrutiny committee a month later, is now being reviewed by the various ‘Portfolio Holders’ who decide which recommendations will be adopted. The Working Group, set up by Bromley Council and including CCARA representatives, spent most of the year hearing evidence on how to help revive Beckenham High Street by attracting in more shoppers and visitors. Its report said polls showed the town centre was considered pleasant and safe by 61% of respondents (more than Orpington or Bromley) but only 39% thought it a good place to shop. Much attention was given to ways of reducing the traff ic congestion in the High Street, and most argument is likely over the idea of making its longest stretch, from Village Way to Bromley Road, a Dutch-style ‘shared space’ with no kerbs, where sparse and slow-moving traffic would mingle with pedestrians and electric scooters. The High Street would be handsomely re-paved, given more flowers, trees, ‘heritage’ street lamps and uplighting of heritage buildings and signs, with wider pavements near the War Memorial and total separation of the High Street traff ic from Manor Road/ Kelsey Park Road. On the down side, apart from the cost, the present bus routes and A222 traff ic would have to be re-routed, mostly through Rectory Road, and the elderly and disabled might find the ‘shared space’ more unnerving. Also envisaged as part of the mix are a weekly street market when an operator can be found, some cheaper parking, a new public convenience near Beckenham Junction, more night patrols and sterner measures against litter, graffit i and gum on the pavement.

The growth in the number of premises in Beckenham selling alcohol into the late hours of the evening continues with two more shops recently being granted licences by the licensing committee. Your Association and a number of local residents objected but under the current 2003 Licensing Act it made no difference. One small shop that has only been in Beckenham for a short time was granted a licence to sell alcohol to 10.30pm some evenings and to 9.30pm on others. The old sub-post off ice, which has again changed its owners and of course its name, was recently granted a licence to sell alcohol to 11pm during the week and to 9pm on a Sunday. Both of these shops are in the area already known by many local residents as alcohol alley. Within a short distance there is a night club, a pub, a large bar, a small bar an off-licence, two supermarkets and two shops all selling alcohol. The concern of local residents here is that this part of Beckenham was a hotspot for local problems for many years. Over the years much discussion by various concerned groups had managed to deal with some of these problems. Clubs and bars have had to make certain restrictions, which has made it more difficult for some young people to get into them. Now with shops being allowed to sell alcohol into the late hours of the evening, young people who cannot get into the bigger clubs and bars could have more reason to gather round and possibly cause problems. Trying to deal with some of these problems does not come about without considerable cost to the local authority, what with addit ional police resources and a costly taxi-marshalling scheme just to try to deal with those who drink too much and then carry on shouting and damaging residents’ property. It’s we, the residents of Beckenham, who have to pay for all this thorough our council tax. Over the last couple of years many more problems have been happening at the bottom end of the High Street and now many more residents living around Beckenham town centre and beyond have been experiencing problems. You can help our town; just watch out for any licensing applications and if you object, just write in.

by Roger Leach What is going on? Since 1885 we had a police station in Beckenham, which

then suddenly closed down in 2003. At the next Police Consultative Group meeting in Beckenham, myself and others virtually went down on our bended knees to the then Bromley Police Commander, Chief Superintendent David Dillnutt, to reopen our police station. We were told this could only be done if volunteers came forward from the local community to run the front desk.

Under protest from some of us, this came about and we have to thank a number of local residents for all the hard work they did in this respect. In the summer of 2007 the police station was closed down again and the police office was opened in Albemarle Road, with a few of the volunteers still running the front desk. Over the next two years there were a number of complaints from residents, about this police office. As I reported in our last newsletter, the front desk of this police office was closed down in September 2009. About three years ago the Bromley Police Community Consultative Group, which operated very successfully for many years, changed its format to become the Bromley Community Engagement Forum. This group now covers a wide variety of borough issues, but these meetings are always held in Bromley or Hayes and never in Beckenham. Those of us who have been involved with the Neighbourhood Watch over the years have of course always been able to obtain some information from Bromley Neighbourhood Watch and their very good Watchword service. Early in 2009 this was suddenly stopped and we were told this was because of some massive computer foul up but it would be up and running again later in the year. Makes you think, does it not? Just what is going on?

However, there is still a local phone number for police inquiries, 020 8721 , 020 8721 , 020 8721 , 020 8721 2772,2772,2772,2772, but this is not for reporting crimes. Use 999 for that, but only if the crime is actually underway or someone is in immediate danger. For all non-emergency matters, call the information centre any day or time, on 0300 123 1212. Use it to report all anti-social incidents because they then should get into the crime statistics and could lead to the police targeting a certain area. Over the last three years we have been made aware of a number of scams going on,by letter, sometimes by phone and now by e-mail, usually asking for you to contact them because they need your help or your bank details to transfer large sums of money to this country, and of course if you do this you will make a large amount of cash for yourself. But this must all be done in confidence. A number of these scams appear to be coming from Nigeria, Ghana and Canada. Various agencies have been trying to deal with these and they have had some success. But of course there are always more coming along. If you get anything like this coming to you, just delete these from your computer or please throw them straight into the bin. Do not under any circumstances follow these up in any way. I have spoken to the police and they get so many of these that they do not seem to want any information passed on to them. But of course if you are concerned you can always contact the information centre phone number above and speak to a police officer. In October NatWest Bank was held up and robbed but as the robbers’ car raced down the High Street and turned into Manor Road the police were ready and wait ing. I understand four arrests were made. P.C. Chris Higgins, who has been one of our local police officers for about five years, has now left the area to follow his career in a different branch of the police force. If you have friends across Copers Cope ward’s borders, in Clockhouse or Shortlands, you may have seen that the Council collects their kitchen waste, including food sc raps, separately every week. Their black box of waste paper is also collected weekly, whereas ours is fortnightly. They are treated differently because they are in an area chosen for a trial of ways to increase the collection of recyclable waste, and save some of the millions in landfill tax bills facing the Council. The trial is due to end in April, and after that we may learn if Copers Cope will get similar services.

The 4,500 households in the trials, in parts of Bromley Common and Keston, Clockhouse, Shortlands and West Wickham, will soon also be able to put in their green recycling boxes washed plastic containers such as food trays, yoghurt pots, margarine and ice-cream containers, instead of just plastic and glass bottles and cans.

A tip for those who can’t carry their own waste to the pick-up point, and are worried they may have to pay for a medical certificate to prove their inability: if you provide proof of payment, the Council will reimburse the cost of the certificate. So ask the Council for help anyway.

The winter t imetable is in operation from 13 December 2009 to 22 May 2010. The alterations to local services, outlined below, are generally welcome. They are less extensive than on many South Eastern lines which now have to accommodate the new high speed domestic services. The service provision remains unaltered on the Hayes line through New Beckenham but off-peak times are amended. From Beckenham Junction the up morning peak service to Victoria has ten well-spaced trains between 06.56 and 08.56, i.e. an average of 12 minutes. Included are ‘starters’ at 07.06, 07.40 and 08.22. Services to St Pancras International and beyond via Herne Hill remain at 07.14, 07.44 and 07.59. Down evening services are not increased in number but are more evenly spaced.

I recently met with the Disability Officer for South Eastern Rail at Bromley South (pictured below) and Orpington Stations. There are so many stairs at Bromley South Station which makes it difficult to get down to or across the platforms. This affects people in wheelchairs or with limited mobility as well as parents/ carers with push chairs and passengers carrying heavy luggage. Even with a couple of shopping bags my heart sinks when a platform change is announced and I have to go up and down two flights of stairs to get to another platform quickly!

The Disability Officer tells me that this station is in the list for the third tranche of money from the Department for Transport. This means that money may be available from 2013. You may be aware that a few years ago, plans were included in a scheme for development of Bromley South Station as a retail and office centre. These

plans were withdrawn and the station had missed its chance to be in the f irst tranche of money despite being the f iftieth busiest station in the country. The Disability Officer said no definite plans had been drawn up but it was hoped that the existing empty Travel Centre next to the Station would become the entrance to a walkway at upper level along the side of the railway to the lifts that would be in the existing disused lift shafts at the back of the station. If you want to lobby for the station to be included in the second tranche of money, please contact your MP, councillors, or the Department for Transport. I noted that the residents of a local residential home recently staged a protest at the station that attracted some good publicity, and perhaps we need more of these kinds of demonstrations. Of course it would mean that, if successful, another station would go down the list. But the number of passengers who would benefit from the upgrading of this major interchange at Bromley South would far outnumber those at another station so perhaps this could be justif ied.

In the meantime, if lack of access at Bromley South or any other station on the Southeastern area causes you or your friends difficulty, then please contact the Southeastern Assisted Travel Service on 0800 783 4524. It should be possible for Southeastern to order and PAY for a taxi to take a customer from the nearest step-free station to their home station and return on payment of the rail fare. For instance I could arrange for my frail mother to travel from Westgate-on-Sea to Gillingham Station and then Southeastern would arrange and pay for a taxi for her to Beckenham Junction station. Westgate-on-Sea and Beckenham Junction Stations are both accessible. It’s slow progress but at least it is progress!

Muscular strength work entails bending the knees and moving from one leg to the other, and is followed by a brisk walk round the hall in one direction, then turning round and walking in the other direction.

A two-DVD set entitled ‘Beckenham Remembered’ has been released

showing aspects of Beckenham since the 1930s. The first DVD is a re-edited version of a film from the 1930s called ‘Greater Beckenham’, with added material and a new commentary. The film covers a range of themes including recycling, the installation of electricity, the f ire brigade at work, road building, maternity homes, hospitals, schools, parks, sporting events and transport, plus classic views of Beckenham cinema and the

High Street. The DVD lasts 48 minutes.

The second DVD is 20 minutes long and is a compilation of short Beckenham-related f ilms covering events such as the opening of Beckenham Town Hall, the 1937 Coronation celebrations, a Mayor’s World War Two batt leship appeal, the downfall of the Crystal Palace tower and a charity appeal by a well-known actor of the day, Claude Hulbert.
