EUROCONTROL Director General

Mr. Brenner invited by Mojsoski

Ph.D. on a three-day visit to the

CAA

The Republic of Macedonia is

demonstrating excellent results in

terms of air traffic organization and

flow, assessed EUROCONTROL

Director General Mr. Frank

Brenner in Skopje, who invited by

the Director General of the Civil

Aviation Agency Mojsoski Ph. D.,

conducted a three-day visit to the country.

During the meeting at the Civil

Aviation Agency, Mr. Mojsoski and Mr.

Brenner discussed regarding the further

development of the aviation area, as well as

the regulation for involvement into the

common European sky, the growth of the air

traffic and the future projects for

improvement of the European system

performances.

- We had an excellent meeting with the

EUROCONTROL Director General, where I have

presented the general picture of the aviation in

the Republic of Macedonia and laid down all

the performances and commitments for

implementation of the Single European Sky

regulation package, as well as compiling of the

single European market, said CAA Director

General, Mr. Mojsoski in his press statement.

Exchanging views over the current

situation in the European civil aviation, two

directors during the meeting agreed that

the Republic of Macedonia has made an

outstanding and significant progress

regarding the rise of the quality and capacity

of the air transport. The steps which

undertakes as a country, in the part of the

liberalization of the air transport, led into the

development of the air traffic in accordance

with the European standards and

international practices for global

development of the civil aviation.

- The performances which we have implemented

during the past period, have placed us on the list

of countries with the strongest growth of the

aviation traffic in Europe, where last year the

number of passengers was increased by 20%. We

have also created quality conditions for

operation of 30 airlines in the scheduled air

traffic and for the first time in the Republic of

Macedonia, we have enabled entry of low cost

carriers operating from the Macedonian capital

to the prestigious European destinations. At the

same time, we have signed many memoranda and

agreements for cooperation with several world

countries that has paved the road for the opening

of the Macedonian air traffic towards the world

metropolis. We have also intensified the

cooperation with the European aviation

community and we have become an important

partner in the European decision-making for

European solutions, as we have shown by the

Presidency of the Republic of Macedonia with the

EUROCONTROL in 2011, stated the Director

General of CAA, Mr. Mojsoski during the

meeting with the EUROCONTROL Director

General Mr, Frank Brenner.

Our priority as a state, added Mojsoski,

despite the European synergy and integration

into the single European market, is to fully

stand behind the pan-European and global

liberalization of the air transport, with a single

purpose, throughout the air transport to

generate into the Republic of Macedonia the

economic growth and development, support of

the tourism, attracting more foreign

investment and finally to rise the worldwide

reputation of the Republic of Macedonia.

Assessing with the highest mark the

situation in the Macedonian aviation,

EUROCONTROL Director General Mr. Brenner

stated that in the last five years there was no

delay in the airspace capacity and flow in

Macedonia.

After the meeting with Mr. Dejan

Mojsoski. Mr. Brenner congratulated on the

positive results since there are no incidents in

the aviation safety and security.

The fact that he is

visiting Macedonia one month after taking the

position, according to him, shows the

importance of the Macedonian air space for

EUROCONTROL.

Accompanied by the CAA Director

General Mojsoski Ph.D., Mr. Brenner carried

out meetings with the Head of Macedonian

diplomacy Mr. Nikola Poposki, with the

Minister of Transport and Communications

Mr. Mile Janakieski, and also held meetings

with the managements of the Macedonian

navigation and TAV Macedonia.

Republic of Macedonia became a

member of EUROCONTROL (European

Organization for the Safety of Air Navigation)

on 01 November 1998. The organization is

established in 1960, with headquarters

in Brussels, Belgium, in order to improve the

cooperation in the field of air traffic control

systems in Europe and increase the capacities

of the established corridors in the upper air

space. The primary goal of this Organization

is to establish a bright, pan-European system

for the air traffic organization and therefore it

is vital instrument for achieving the highest

standards in this area and leader of the

continued development of the air navigation

in Europe. It consists of 39 countries and the

European Union. In December 2012 Georgia

signed the protocol for administration, but it

still waiting for ratification, after which it will

become 40th member of EUROCONTROL.

EUROCONTROL Director General

Mr. Frank Brenner, invited by the CAA

Director General Mr. Dejan Mojsoski,

conducted a three day visit to the R.

Macedonia, holding working meeting with

the M- NAV management and also visited

the Area Control Centre at the Macedonian

navigation.

During the presentation at M-NAV

on the subject Challenges and

Opportunities Facing Europe, Mr. Brenner

explained in details the 10th centralizes

services, the acquisitions, benefits and the

expected reduces cost following its

implementation.

Presenting the past experience that

EUROCONTROL had regarding the

implementation of centralized services

(CFMU, EAD, CRCO), Mr. Brenner pointed

out that the centralised services allow some

Research and Development results to be

deployed in a much more efficient way than

at a local/national level.

This project is in line with the Pan-

European integration of air navigation

services.

The Civil Aviation Agency fully

supported the EUROCONTROL initiative for

implementation of Centralized services and

express preparedness to participate in this

Project.

The Civil Aviation Agency obtained

the Certificate ISO 9001:2008, and according

to the Genera Director Dejan Mojsoski Ph. D

it represents a confirmation of longstanding

commitment of the Agency to create a

modern European system of fast, efficient

and safe air transport to all citizens.

- For us this Certificate, as a

regulatory body striving to achieve quality

and efficiency during the raising of the

performance in the Macedonian aviation,

means a lot. By increasing the communication

between the management and the employees,

the application of best practices from more

developed countries, and harmonization of

the domestic with the European regulations,

will increase the level of satisfaction of service

users, but also will strengthen trust in our

services, said Mojsoski today at the receiving

of the certificate.

According to Mr. Dejan Lazarov

from the TUV Agency in Skopje that issued

the certificate, this means building a good

image of the Civil Aviation Agency, which

will achieve a reliable, efficient and safe air

traffic.

The Civil Aviation Agency set

up the Summer Season Time Table that

becomes effective as from 31st March and

will be valid until 26th October 2013.

Forty six (46) additional flights were

listed in the destinations column, to which

companies performing scheduled air traffic will

operate in the forthcoming summer season, from

the Macedonian capital to the attractive

European destinations.

Namely, the Hungarian air carrier Wizz

Air Hungary, in the forthcoming summer

season, increased the number of operations with

additional 24 flights in comparison with the last

summer season, when he was operating only 5

times a week on the route London – Skopje –

London and Venice – Skopje – Venice.

This season, Wizz Air Hungary has

increased the number of destinations, operating

from the Macedonian airports to Basel,

Eindhoven, Dortmund, Bergamo, Malmö,

Memmingen and Stockholm .

This Summer Season the air carrier

Helvetic Airways has joined with even 6 more

flights, and will continue to operate on the

routes Zurich – Skopje – Zurich and Zurich – Ohrid

– Zurich.

This year, the company has decided

instead of operating only in Sunday, to fly

to Skopje every

day of the week. In

respect of Ohrid, the company remains to

operate one day per week, only on Sunday.

Four times more, or practically two times every

day, this year the Turkish air carrier Turkish

Airlines will operate to Istanbul.

The number of flights is increased for Fly

Dubai, and instead of operating only on Monday

and Thursday, this season it will enable to the

travelling public routes from Skopje to Dubai on

Friday and Sunday.

In comparison with the last year JAT

Airways will, enable to the travailing public 3

more flights on the routes, Belgrade – Skopje –

Belgrade and Belgrade – Ohrid – Belgrade.

Increasing the number of operations with

one more flight in comparison with the last

season, the Pegasus Airlines this year has

decided instead of operating

from Skopje to Izmir, to operate from Istanbul –

Skopje -Istanbul, on Thursday and Sunday.

Instead of once per day, this season the

company Tui Airlines Belgium, in Tuesday will

operate twice per day on the route Brussels –

Skopje – Brussels. The number of company’s air

transport operations remains the same, once per

day on Sunday, from Brussels to the Ohrid St.

Paul the Apostle Airport.

This season Austrian Airlines will

operate from Vienna to Skopje 12 times instead of

11 times as it was operating last year. To be

more precise it will operate with two flights per

day, instead of one as it was the practice last

summer.

This Summer Season, the BH Airlines

will participate in the scheduled air traffic with 4

flights per week, from Sarajevo to Skopje, every

Monday, Wednesday, Friday and Sunday.

The companies Belair Airlines and

Air Berlin remain with the same

number of flights as last season.

Increasing the number of air

operations frequencies in the

forthcoming summer season, and

placing the Macedonia on the map of attractive

destinations which will operated to several

European cities with cheap airline tickets, clearly

shows that the Macedonian aviation is moving in

the right direction, making the air transport

available to all categories of people, in the spirit

of world trends, assessed CAA Director General,

Dejan Mojsoski Ph. D.

The Civil Aviation Agency, trough a series

of international agreements and Memoranda for

cooperation with the European aviation

institutions, according to Mr. Mojsoski, lay down

the foundations for opening of the Macedonian

sky for transportation of passengers to and from

the Macedonian airports to dozens of Europe and

worldwide destinations.

The state subsidies for the new air routes, the advancement toward the Single

European Sky system and the modernization of the airports have contributed to the

increase of the number of passengers at airports "Alexander the Great" in Skopje and "St.

Paul the Apostle" in Ohrid in the last year.

The first unofficial records of the aviation authority show that last year 900.000

passengers have passed through the Macedonian airports which would estimate roughly a

10% increase against the 2011 records.

- It is a small difference from the

targeted number of million passengers

flying from the airports in Skopje and

Ohrid. This is mostly due to the

cancellation of the operations of the

Hungarian airlines "Malev" and the

withdrawal of "Czech Airlines" from

the operation of flights to Prague.

Still, this is a very good result

considering the crises of

air traffic in Europe in

general due to the

financial difficulties of

the Euro zone.

The report of the Airports

Council International shows that

last year the European airports

have faced a reduced number of

passengers by 1,5 to 2 % - says Mr. Dejan

Mojsoski, the Director General of the

Civil Aviation Agency.

In the course of the last year, several low-cost carriers i.e. "Wizz Air", "Pegasus"

"Fly Dubai", "Air Berlin" have commenced their operations causing a decrease of the costs

of the air tickets, and providing better air travel opportunities to Europe and worldwide

for the Macedonian citizens. The high level of interest is supported by the fact that only in

a single month, more than 15.000 passengers have taken the low-cost flights of "Wizz Air"

to Malmö, Dortmund, Eindhoven, Basel, Toulouse, Munich and Milan which commenced on

28 October last year.

17

- Last year was a successful one, which was recognized by EUROSTAT. The EU Agency

of Statistics has noted that Macedonia has the largest increase of the number of passengers

by air in regard to the last year records for the non-EU countries. We expect further boost of

competition that would lower the prices, increase the number of routes as well as the quality

of the services rendered– says Mr. Mojsoski.

He says that the Macedonian aviation authority will support any airlines interested

in operating air services to our airports.

At the beginning of the summer of 2012 the USA opened its sky for flights

from Macedonia. The Civil Aviation Agency has concluded an Air Services Agreement on

behalf of the Republic of Macedonia with the civil aviation authority of the United States of

America. However, we are still waiting for an air carrier to offer air services to American

airports.

- We are working on attracting airlines

that would establish scheduled air services

between Macedonia, USA and Canada, where we

have a great number of immigrants. We are

oriented towards low-cost carriers and

introducing of new destinations. An important

part in the process of attracting new airlines is

played by the airport concessioner TAV

Macedonia intending to turn the Skopje Airport

into a regional center in the Balkans – says Mr.

Mojsoski.

In the framework of the World

Conference, the Republic of Macedonia

continues its initiatives for making liberal

air transport agreements, i.e. Open Sky

Agreements and Memoranda of

Understanding with the liberal concept

towards the air transport.

These open sky agreements and

memoranda create legal framework for the

promotion of international air traffic based

on liberal concept and competition, and in

order to allow to the travelling public

greater opportunities and choice of

services, and at the same time to ensure

the highest degree of safety and security of

air traffic from all types of threats.

Also they are in relation with the

ICAO policy that this conference promotes,

for global economic liberalization of

international air transport and its

development of competitive basis without

any limitations on traffic freedoms, market

access, tariffs, frequencies and capacity.

On the conference it was also

highlighted the good relations of the

Republic of Macedonia with many

countries and it was emphasized that the

conclusion of agreements and memoranda

will contribute to the further development

of these relations, and creating of the

potential for possible investments in the

economies, tourism development,

intercontinental connectivity and solid

connectivity through air traffic that would

impact the improvement of overall

relations between the two countries in

respect of economic, scientific and cultural

level, positive effects on the performance

of air carriers as well as greater

opportunities for the travelling public in

both countries.

The Republic of Macedonia became

a member of this world organization

within the UN joining 191 Member States

on 9 January 1993 with the adoption of the

Convention on International Civil Aviation

(Chicago Convention) under the

Constitution Act from 1991. Its task is

cooperation with Member States providing

the international civil aviation to develop

into a reliable, safe, regular and efficient

transport, respecting the principle of

equality of all subjects participating in the

air traffic.

Towards the successful

implementation of this software package,

beside the initial working mission, 3 to 4

working missions are planned until its

final commissioning. The deadline for

final implementation is defined in the

Agreement signed between the European

Aviation Safety Agency - EASA and the

Civil Aviation Agency of the Republic of

Macedonia as a user.

At the end of the last day of their

visit the representatives of the EASA

explained the further steps that should be

undertaken by the CAA for the successful

implementation of the software package

One of the most

significant commitments

undertaken by the Government

of the Republic of Macedonia,

when it comes to the

the airport infrastructure.

Realizing the necessity for

modernization of the airports,

the Government gave the two international

and “St. Paul the Apostle” in Ohrid under

concession to the Turkish company “TAV”.

According to the concession agreement,

“TAV” was obliged to modernize the airports

in Skopje and in Ohrid, thus increasing the

quality of services and the interest of airline
