This week’s newsletter bids, grants and Funds come to you in conjunction with our sponsors KPI
DEVELOPMENT Limited.
This week EEVT is 19 years old and indeed many thanks from lots of people. However, most people
know me but there is a whole team behind East Essex Vocational Training Ltd. So many thanks to
the Team from EEVT and the other companies we work closely with.
Exciting news on that next week with our newsletter going out to some 3,183 professionals in the
industry. This week we have some 51 pages of information News, Bids Grants and Funds.
Yes, some 20 organisations sending out EOI for the ESF projects. What we do know is the ESF bids
need to be submitted by Prime/Lead Contractors by 17th September.
Whilst whoever (as the lead organisation) will develop and submit a bidding proposal for the ESF
skills programmes, potential delivery partners for each prime are also required by the ESFA to
complete certain sections on the BRAVO procurement portal. Just to be clear – this means that ALL
organisations (Prime/ Lead/Main Contractors and their essential subcontractors) are expected to
complete Parts 1 and 2 of the online Standard Selection Questionnaire (SSQ) on the BRAVO portal.
For Part 3, only Prime/Lead/Main Contractors are to complete ALL of the questions in Part 3.
However, sub-contractors need to respond to some of the mandatory questions under Part 3 to
enable the submission of responses.
SSQ 5.1 Answer this question;
SSQ 5.3 State Not applicable Sub Contractor to XXX organisation(s);
SSQ 6.1 Upload a sheet of paper stating Not applicable Sub Contractor to XXX organisations

Please do not forget to press ‘save and exit’ and then ‘submit’ your responses, as only once that has
been done will they be visible to the ESFA. If any of you have not yet registered on the BRAVO site,
can I please ask them to do so ASAP.

This week I have been away in Lincolnshire at a place called Tattersall Lakes just down the road
from RAF College Cranwell is a thriving RAF Station in the heart of Lincolnshire with a long and
distinguished history dating back to its foundations as a Royal Navy Training Establishment in 1916.
It was the world’s first Air Academy and today, it continues to select and train the next generation of
officers and aircrew.
This year the RAF celebrate 100 years and indeed they are very much involved with the Asian
Awards this year as the Headline Sponsor. It is also home to No 3 Flying Training School which
delivers the elementary flying training for fixed wing and multiengine student pilots from the RAF,
Royal Navy and Army Air Corps, No 6 Flying Training School which oversees all University Air
Squadrons in universities across the UK and the Tedder Leadership Academy.
RAF College Cranwell is also home to a broad range of Supported Force Elements including RAF
Recruitment and Selection, Headquarters Air Cadets, Central Flying School, The Air Warfare School
and the Band of the RAF College.

Also this week I found out some common sayings which we use, come from many years ago and
from very unusual places so First come, First Served. This was a golden rule for a miller’s customers.
It could take several days for a farmer to get their grain ground. The rule was to prevent

Regeneration projects in London have led to the loss of thousands of social houses over the past
15 years, with more set to come, according to new research published by Green London Assembly
member Sian Berry. Her analysis of all planning permissions in the London Development Database
shows that 4,142 council homes have been lost in completed redevelopment schemes on sites
containing existing social housing since 2003. She also looked at schemes which have received
planning permission but have not been completed, which showed that a further 7,612 social rented
homes are set to be lost in regeneration schemes over the coming years.
Tony Round wanted to give you a quick heads up about an event that is taking place soon.
This is the Annual Conference https://www.apmpuk.co.uk/conference for the UK Chapter of the
Association of Proposal Management Professionals and takes place from 9-10 October at the Hilton
T5, Heathrow. It's organised and run by volunteer members of the Chapter Board and is designed to
provide an excellent professional development opportunity for anyone involved in winning business
through bid, tender and proposal management.
It's open to members and non-members I would recommend this to any of your contacts that rely on
the formal bidding process to generate contracts and business for their organisation. The
Conference microsite has lots of details about the event including speakers and the timetable across
both days. There is also a training day that precedes the Conference which people may attend as a
stand-alone event without attending the subsequent Conference.
You are more than welcome to share this with your network if you feel that would be appropriate.

Other news this week The Greater London Authority has so far drafted in 57 new bureaucrats to
handle the capital’s adult education budget ahead of devolution next year. Fifteen posts in various
other teams are still to be appointed and will eventually bring the total number of administrators in
the department to 72, the majority of which will eventually and controversially be paid for via a top-
slice of £3 million from the adult skills budget.
An organogram of the authority’s new AEB structure was published in a briefing document ahead of
a GLA meeting about the budget later this month.

The physical image (see below) lays bare the scale of the team being employed, which sector leaders
have criticised as mayor Sadiq Khan plans to fund their wages by using around one per cent of the
capital’s £311 million annual AEB cash, diverting it away from frontline learning.

An apprenticeship standard is set to have its funding band doubled following the Institute for
Apprenticeships’ recent review.
The maximum cash on offer for the level three aviation ground specialist will increase from £3,000 to
£6,000, according to Annette Allmark, director of strategic policy at People 1st, who worked with the
employer group that developed the standard.
It’s one of the least popular of the 31 standards included in the IfA’s review, with just 30 starts in the
first nine months of 2017/18.
A number of major employers, led by the Ministry of Defence, were involved in the development of
the standard, which was approved for delivery in April 2016. It’s designed to train an apprentice to
work on the ground in a range of different aviation environments, including a commercial airport or
military base.
A number of specialist functions are covered in the standard, including aircraft handling and
movement, flight operations, passenger operations and fire-fighting.
These are all focussed around the “arrival, turnaround and departure of aircraft and maintaining an
aviation operation” and also include “knowledge, skills and behaviours to complete complex aviation
tasks”.
The IfA’s funding band review, launched in May, was intended to “help make sure that employers
can access high quality apprenticeships and that funding bands represent good value for money for
employers and government”.
It covers 31 standards – including some of the most popular.

Grants for Marine Projects (UK)
National Aquarium Limited, a sister charity to the National Marine Aquarium, is offering grants of
£1,200-£5,000 to smaller initiatives managed by individuals, community groups, schools, or other
conservation charities for interesting projects that will make a difference. Grants will be awarded
for projects that foster a wider understanding by a broad public of the oceans and the threats they
face. For 2018, priority will be given to projects that link to VR & digital technologies and those that
strive to connect people with seagrass habitats around the world.
The funding reflects the acknowledgement that whilst the immediate effects at grass roots level can
be enormous, small projects often face challenges in raising the small amounts of finance needed to
make them a success. Projects supported may be science-based but could equally be based around
arts or drama. Successful projects will be innovative in making a contribution to raising awareness of
the marine environment.

Grants awarded so far have been in the region of £1,200 - £5,000 and it is likely that future awards
will be of similar amounts.
Previous projects funded include:
• Leaper: A Fish Tale - £4,000 for a new play for children that highlights the importance of
river and marine eco-systems around the UK against destructive fishing methods and plastics
pollution. The project aims to gently encourage change by the delivery of performances in
theatres, schools and aquariums throughout the UK.
• Marine Wildlife Champion - Devon Wildlife Trust (£3,830) - This project focused on creating
a pilot scheme that helped children learn about the marine environment and wildlife. This
trust trialed a 'Marine Wildlife Champions' network within six local schools in order to
encourage children to take positive actions for marine habitats and species. In its third year
running, this trust is aiming to take this experience into Plymouth and the surrounding area,
sparking an interest in the local community for participation and commitment.
• Jellytastic (£4,575) - This project will provide a series of art installations and workshops,
focusing directly on the jellyfish species and the impacts of marine pollution in the
Hampshire and Sussex area. The ‘Jellytastic' theme demonstrates how jelly fish are affected
by marine pollution, in particular plastic waste such as drink bottles. It will involve schools,
students and any type of sea user to learn about the impacts on our sea.
Apply by the 27th May 2019.
