What's Happening in Jamestown?

Stream Work - Colt & Steel continues work on the Emergency Watershed Protection (EWP) Project. Large rocks (from CDOT blasting on Hwy 36) and vegetative matter are being used to armor the stream throughout Jamestown to mitigate for future flooding events. The heavy work should be complete within the week, with lighter work continuing.
Roads and Water Distribution - Amec presented their latest design plans at the April 15 community meeting. (Please see the presentation here - begins on slide #19) They will present their 100% plans at the May 6 Community Meeting.
We got the $117,000 GOCO Grant to repair Town Square! (More in the sidebar)
Buyout Program - The State will cover appraisal costs for HMGP buyout properties. If you are participating in the buyout program, do not demo your own home without written permission from the Town. Next steps: Appraisals during May/June.
Farewell Christian Aid Ministries! This fabulous group wrapped up various restoration projects this last week (see story below).
The Jamestown Long-Term Recovery Plan - The Town has begun its own Long-Term Recovery Planning process. The RFP was released this week.
More donated cisterns arrived for residents and returning residents. (Thanks to Salvation Army, Red Cross, Boulder Flatirons Rotary Club!)

Building Materials Grant
The Building materials grant has
Water Plant - Glacier Construction Company has completed the removal of sand from the Water Treatment Plant (see sidebar). Repairs to the plant are underway.
Mennonite Disaster Service (MDS) will come in May to build up to 6 houses for qualified Jamestown residents with FREE labor. Please see the Jamestown Rebuilding and Restoration with MDS Handbook for more info.
The US Forest Service presented its plan for mitigation and road repairs at the April 15th Community Meeting.

Case Managers for Unmet Needs Are Being Hired!
As of the end of March, State funding for Case Managers that will
work with the Long-Term Flood Recovery Group (LTFRG) has
been received and the hiring process is now officially in full
throttle.
"Catholic Charities is handling the selection and hiring of Case
Managers and should complete their process soon," assures
LTFRG Manager Sue Anderson.
Flood survivors with unmet needs who have submitted their
information through the Flood Recovery hotline (303-442-2178)
or the World Renew Walk-in Centers (via "The Green Shirts") in
February will be assigned a case manager. This case manager
will work one-on-one with residents to build a recovery plan and
connect qualified residents with resources.
Many residents are starting to realize exactly what "long-term"
recovery means. For many of us, this is a process that will take
been released and the application deadline is May 1st at 5pm.

many months to complete. As we move forward it is important to
remember that for many flood survivors, the experience is far
from over, and support for those families needs to continue.
Mental Health support may also be a necessity for flood survivors
as they navigate the recovery process, information about
vouchers and other options can be found on the Mental
Health page.
There are also a lot of residents who did not register with the
LTFRG early on and who are only beginning to realize that they
need help. It is not too late. Please help pass the word that they
may still call the Flood Recovery hotline above and begin the
process, or visit the Get Help page to fill out an intake form
online.
At this point, the LTFRG is dealing with 700-800 cases across
Boulder County. Cases are expected to be open for at least the
next 18 months. The LTFRG is currently working on fundraising
projects to help flood survivors travel as far down the road to
recovery as possible.

The County will continue to add dirt and continue grading
the washed out areas in James/Lefthand until the debris removal from the riverbeds is complete.
Additionally, within a couple weeks, they will begin patching
the road beyond Jamestown and towards Bar-K to improve those badly rutted areas. Then
the County will begin reinforcing and rebuilding
the washed out surfaces along James/Lefthand. Work will likely not begin until late
summer - into Fall. That will be followed by repaving of those dirt surfaces to get the road
back to its pre-flood condition. Likely to be up to a two year
process.

this year, they have volunteered their time and resources to replace flooring, rebuild walls, and mitigate mold for flood-affected residents all over the region during their stay in Colorado. In Jamestown, they have been actively engaged in restoration projects for five different houses since February, with volunteer groups rotating weekly. The group will be wrapping up projects this week and leaving shortly after. Christian Aid Ministries is a faith-based group made up of Anabaptist denominations such as Mennonites, Amish and Christian Brethren, who believe in peace and following the example of Jesus. They come from many different states, including Pennsylvania, Virginia, Ohio, Kansas, Oklahoma, and more. So, why do they leave their homes to offer free services to people who need help rebuilding after a natural disaster? Above all, they explained, it is about hope. "If we restore houses without restoring hope, then we haven't done our job," explained Leroy Heatwole, one of the groups leaders. Heatwole has done disaster relief in 14 countries and will likely be heading to the Philippines with his wife soon after he leaves Jamestown. When he is not busy traveling and working on other people's homes, he runs a large farm in the Shenandoah Valley next to the Blue Ridge Mountains. Heartfelt thanks go to Leroy, Nathan and Clinton for heading up a series of extraordinary teams who have helped restore hope in Jamestown!
Lefthand Canyon from U.S. 36 to James Canyon, and James
Canyon to Balarat Road is closed to cyclists 7 days per week until May 1 while crews remove major debris hazards from the area before spring
runoff and continue road construction.

Thanks to the Volunteers!! On April 19th, 44 volunteers put in an amazing amount of work to help our town be more prepared for Spring run-off and lend a hand to our neighbors in Springdale. Residents received help in various forms:
digging out a foundation
hauling debris from a hard-to-get-to location deconstructing a home
removing debris from the creek A stellar team of residents, CU students from the Health Professions RAP, and other volunteers from Boulder and Longmont, began the necessary work to reestablish a trail up Ward St. so we are able to access large debris piles next week as part of the
EWP work. The trail extends from the gate up to Moorehead Gulch and it is incredible! Please feel free to walk it as much as you like. Thank you to David Mans for championing this effort! On April 26th and 27th, two teams will be heading up Ward St. to tackle the large debris piles that collected from the Moorehead Gulch deluge. If you are a certified sawyer (must be able to produce NWCG Red Card with Faller qualification OR certification of Stihl training) and would like to participate, please contact Nina in advance so that we can arrange for lunches and snacks. The next volunteer work day will be on May 3rd when we will be joined by a large group of UPS volunteers headed up by Jamestown's own Dan Kennelly. We need work for this group, so if you have any projects that you would like help with, including some skilled, please let us know. Would you like to volunteer? Water Update
The Water Plant is currently closed.
Estimated reopening is late summer/early fall.
The sand media has been removed and repairs to the

Town Square Update
Great news! Jamestown has been awarded the GOCO grant to rebuild the
Town Square!
Jamestown was one of 14 recipients of GOCO Flood Reconstruction Grants.
Jamestown's project is valued
at $227,000 (this includes a GOCO award of
$117,000 and FEMA match for a lot of the rest including
removal of debris and replacement with dirt/fill/sod etc). A poster board showing
the planned project for the Town Square will be placed in the Town Office for everyone to look at soon. The project

The Town Square is currently being used as a staging area for the large rocks to be used for the armoring of the stream.
Large tree trunks and root balls are also being amassed for this purpose. Please give the machine operators plenty of space to move these large
objects and always make eye contact before you attempt to
move past them.

We would like to encourage people who need reconstruction and rebuilding to set up accounts at Home Depot and Boulder Lumber (20% discount on in-store purchases at Boulder Lumber through these accounts). People who are looking to help you with your project can then make a deposit to these accounts in your name and you can use the account to purchase building materials. This is a great opportunity to do a little fundraising for yourself. You set up the account, and then let your friends and family know about it.
Fundraisers Thanks to the participation of many individuals and groups, Jamestown is making measurable steps toward recovery through private fundraising efforts. Our Rebuild Fund currently has $296,905+ in it to pay for rebuilding our town infrastructure and the Jamestown Community Fund has $91,000+. We're going to need a lot more...Let's keep it coming!
Past Events Boulder Little League - raised $250 for Jamestown on Opening Day, April 5th. Thank you, Barbra Charron (From the Bar K) for leading this effort! (See photos below of Mayor Tara throwing in the first pitch!) Refresh to Rebuild - Twig Salon in Boulder hosted a cut-a-thon and mini spa day and gave residents/staff a much needed pampering AND raised $7,000 toward Rebuild Jamestown!!! Special thanks to Jamie Nelson who works for the salon and originated and coordinated the event, to Courtenay Bedell for her amazing volunteer team coordination, and to Kristi Rutledge for her efforts in scheduling our residents for their beautification. The volunteer team who solicited donations and workedat the event included: Kristen B. (JT), Jen (JT), Neon, Anna, and Jill B. (JT). All of the stylists at Twig donated their services for this event and massage therapist Nicole and Acupuncturist Laurel also donated their services for Jamestown. Thank you also to Twig owners, Korrie Fidge, Heather Shine and Haley Brekken for opening up your business for all of us! Thanks to this incredible team, we are all feeling refreshed and ready to REBUILD!!!!!
