Adesh is the Honorary President of Project Management Associates, India and is the Programme Director of the IPMA World Congress scheduled to be held in New Delhi, India between 13-16 November 2005. Adesh, while accepting the medal from Miles promised to uphold the founding principles of IPMA and vowed to make IPMA a dynamic and vibrant organization to promote Project Management worldwide. In carrying out this mission, he called for support from all past office bearers, the current ExBo, the member associations of IPMA and the project management community at large. 1. INTRODUCTIONThe III IPMA-ICEC International ExpertSeminar and the VIII InternationalCongress on Project Engineering wereheld jointly from 7 to 8 of October of 2004the first, and from 6 to 8 of October thesecond, both in Bilbao.

The Expert Seminar was organized byAEIPRO and by the Area of EngineeringProjects of the Universidad del PaísVasco/Euskal Herriko Unibertsitatea, takingalso part the Escuela Superior de Ingenieríade Bilbao/Bilboko Ingeniaritzaren GoiEskola and giving support to the eventwithout any reserve. IPMA (InternationalProject Management Association) as well asthe ICEC (International Cost EngineeringCouncil) worked also as organizers, givingsupport to the activities by means ofdisseminating the information through theirweb pages, giving information to theNational Associations across the World andgiving data about attendants to similarscientific events.

This has been the first scientific activitydealing with Project Management andEngineering Costs, held in Spain, having theofficial support of both InternationalOrganizations. During previous Congresses,the subject of Project Management wastreated as a specific Thematic Area,appearing now as an exclusive event.

There is a growing need of disseminatingthematic areas related with ProjectManagement, and if this is done with theparticipation of a high number ofinternational experts, much better.

Taking advantage of the gathering for theExpert Seminar, IPMA programmed also aCouncil Meeting as well as severalCommittee Meetings, from October 9 toOctober 11, making easier the presence ofrelevant personalities of the Associationwho had attended the Expert Seminarsessions. 57 representatives from about 35National Associations arrived from allaround the world. These meetings wereheld at the Colegio Oficial de IngenierosIndustriales de Bizkaia.

Because all the above, the generalOrganization was somewhat morecomplex than de standard one, since twoaperture sessions had to be held, one forthe Congress in October 6, and anotherone for the Seminar in October 7, as wellas a unique joint Closure Session inOctober 8.The total attendance to the ExpertSeminary, taking into account keynotespeakers, paper presenters, participants inpanel presentations, and delegates ofsponsors, was near 60 people.

Opening and Closure activities wereperformed at the Aula Magna of theEscuela Superior de Ingeniería deBilbao/Bilboko Ingeniaritzaren GoiEskola, and the rest of the activities, in thefacilities of the International Fair ofBilbao

2. III IPMA-ICEC INTERNATIONALEXPERT SEMINAR

The Opening Session of the ExpertSeminar was held the 7 of October of2004, under the direction of Mr. AgustínIturriaga, Chairman of the “ColegioOficial de Ingenieros Industriales deBizkaia” jointly with Mr. ErnestoCilleruelo, Vice director of the “EscuelaSuperior de Ingeniería de Bilbao”, Mr.Juan Luis Cano President of AEIPRO, andMr. Javier Caamaño Eraso Chairman ofthe Organizing Committee.

The Opening Session was held at the AulaMagna of the Escuela Superior deIngeniería de Bilbao/BilbokoIngeniaritzaren Goi Eskola.

The Opening Speech, was given byDoctor Lynn Crawford, from theUniversity of Technology of Sydney,under the title of “Strategic DeliveryCapability. The challenge of ProjectManagement”. This topic was alsoincluded within the program of the VIIIInternational Congress on ProjectEngineering.

The afternoon of the same day DoctorHans Knoepfel, Vice-president of IPMA,presented the work entitled “ProjectManagement Quality”.

On Friday October 8th a Session-Panelon “Project Management Education” withthe participation of experts on the topictook place.

The joint Closure Speech, for theCongress and Expert Seminar, was givenby Mr. Eduardo Serrano, OperationalDirector of SENER on “MultiprojectManagement”

On Friday 8, also were performed twojoint technical trips for the Congress andExpert Seminar, the first to the facilitiesof Zabalgarbi Vaste Incinerator and thesecond to Euskaltelium, where wereshown the last advances in Informationand Communication Technologies.

A total of 37 papers, from five thematicareas, were presented, from which 12were written in English and the rest inSpanish; 26 papers were conveyedthrough oral presentation during 6sessions the Thursday 7 and the Friday 8of October (this last day only during themorning). The rest of the papers werepresented in poster sessions.

From the organization point of view,AEIPRO has developed a specificpackage within his own web pages, tohelp the management of Congresses,issuing calls for abstracts, collectingpapers, and so on. The fine-tuning of suchpackage has produced delays in thepublication of the Proceedings and of theCD-ROMs of the Expert Seminar.

2004 was a successful year for PROJEKTMANAGEMENT AUSTRIA (pma) inmany aspects: about 700 new certifiedproject managers, over 100 new membersand about 700 guests at events organizedby the Austrian member association ofIPMA really are a satisfying reason to startthe new year highly motivated! Pleaserefer to the last issue of the IPMAnewsletter for a review of pma´s mainevent last year – pma focus 2004.

With more than 2.000 certified projectmanagers, Austria now is on the 3rd

position of the international ranking ofcertifying countries (behind China andGermany). About 700 PM-professionals(66 level B, 300 level C and 314 level D)have proven their knowledge andexperience by becoming certified ProjectManagers. Mentioning the comparativelysmall population of Austria, this probablyis the most efficient way of fulfilling thepurpose of the association - promotingProject Management as a profession!

Being an interesting platform formembers and all others persons interestedin Project Management, pma willcontinue it´s attractive offer of servicesand events. Just to mention one event –pma focus 2005 will take placeSeptember 21st and 22nd, 2005 and coverthe interesting topic of“Linie.Macht.Projekte.”, to be translatedas “Line.Power.Projects.” – if you´re

In January pma has introduced a newversion of “pm baseline”, the nationalcompetence baseline, which was revisedand updated. The focus of the newversion is on offering the competencebaseline for hands-on deployment butalso assuring the high level of quality incertification.

Azerbaijan Project Management Association(AzPMA) held a competition on the “ProjectExcellence” and awarded a prize of a year“Intellect 2004”.With a view of general recognition of thecompanies’ activity, working for the welfareof the Native Land, developing its economyand basing on the marketing researches heldin this year, AzPMA held a competition on“Project Excellence” and awarded a prize of ayear “Intellect 2004”.

The award is given to the project team thathas achieved the best results among the prizewinners, making the most successfulrepresentative of project management. The“AzPMAAzerbaijan Project ManagementAssociation” supports professional projectmanagement in achieving high performancein projects and identifies projects as examplesof excellent project management.

The “Project Excellence” model assessesnine criteria divided into two sections, ProjectManagement and Project Results. The“Project Excellence” model helps a projectteam reflect its own strengths and potentialimprovement areas. It also helps the teamunderstand the assessment process for the“AzPMAAzerbaijan Project ManagementAssociation”.The competition is held on the followingnominations:Information TechnologiesTelecommunicationsMedium and Small BusinessShow-BusinessSocial and Economic SphereMass Measures Construction

AzPMA: Intellect 2004

On instituting a prize of a year “Intellect2004”, practically the whole spectrum of themodern, developing Azerbaijan Society wascovered. That is why, amongst thenominations naturally were “BankBusiness”, “Culture”, “Medicine”,“Technologies”, “Service”, etc. Onsumming up the opinions andrecommendations of the wide range ofspecialists on projects were taken intoconsideration. According to the result of thecompetiton the winners on each nominationgot prizes and diplomas, established byAzPMA and “IT Magazine”. Thedistinguishing feature of this competitionwas that it was the first time in the Republicthe prize could be awarded not only to thecompany or organization of AzerbaijanRepublic, but also the representatives offoreign countries.On the nomination of“Telecommunication” the winners were: SP “AzEuroTel”; PO “Aztelekom”; “AzStarNet”;“Azercell Telecom”;SP “Catel”; “Karat L.T”, etc.On the nomination of “InformationTechnologies” the prizes were awarded to:“New Technology Corporation”;“Ultra Computers”; “Bestcom Group”; “M-Dizayn Company”; “Azerbaijan Electronics Company”; “Sinam Company”, etc.On the nomination of “Medium and SmallBusiness” the prizes were presented to:

“Azersun Holding”; “Ataholding”; ’Caspi-Yildiz”; NJT-2000”,etc. Among the winners were also onnominations: “Education”- ModernComplex of Education named after HeydarAliyev; “Media”-Lider TV;“Insurance”- Azerbaijan Society of Insurers,International Insurance Company;“Service”- Anadolu Restaurants net; “Culture”-Rain Sultanov, Javan Zeynalli; “Economics Development”- “MurphyCompany”; “Show-Business”-Murad Dadashov, etc.From the representatives of the foreigncountries the winner was the branch of theIntel Company in Transcaucasia and Asia inthe person of Kirill Tokarev.The prize is expected to be awardedannually.

For the first time in IPMA’s history threeNational Associations have been workingtogether on issuing a joint NationalCompetence Baseline. The outcome is anew NCB for Scandinavia, which ispublished jointly in February 2005 by theProject Management Associations inDenmark, Norway and Sweden.

The take-off for the development was theDanish NCB published in 2002. Aftermore than a year of intensive co-operationthe new 160 page NCB is published inEnglish with the title “Competencies inProject Management”.

One criterion for the development hasbeen to reflect the contents of the ICB –IPMA Competence Baseline. Anothercriterion has been to reflect new trends inproject management and aspects ofproject management, which we considerto be essential for the management ofprojects in Scandinavia.

The NCB for Scandinavia is structuredaccording to three aspect of competentproject management:

• Performing appropriate leadershipbehaviour in projects.

• Competencies in method applicationwhich support the managementperformance.

• Competencies in experienceapplication when performing projectmanagement.

The logo of the NCB illustrates that thethree aspects are interacting. In additionthe logo intends to indicate thatleadership behaviour is the primecompetence – which is supported byexperience and method applications.

Leadership behaviourcompetencies

In addition to using the logo to emphasise

New National Competence Baseline for Scandinavia

the need for behavioural competencies,the NCB for Scandinavia introduces anextensive tool for self-assessing leadershipbehaviour.

The frame for the assessment is tenbehavioural elements, which are furtherdivided into some fifty sub-elements. Tosupport a firm assessment we havedeveloped a definition – a ten-level-scale.

Method application competencies

In addition to the classic projectmanagement element defined in the ICB,the chapter on method application hasbeen extended or nuanced by thefollowing method elements:

• Plan the specific project managementeffort.

• Evaluate the performed projectmanagement.

• Facilitate the project managementprocesses.

• Handle anchoring with determiningparties.

• Provide staffing to the projectorganisation.

• Establish infrastructure forcommunication.

• Promote personnel competencies andlearning.

• Perform personal leadership andcoaching.

• Handle strategic managementprocesses.

• Handle the portfolio managementprocesses.

• Handle the management of aprogramme.

• Develop project managementprofessionalism.

The section on method application is intotal divided into 34 competence

elements. Each of these is divided intosome six sub elements. This means thatthe full application of the tool implies thatyou are scoring your explicit knowledgeand practical experience for some 200sub-elements.

To support a nuanced assessment we havedeveloped a specification of two ten-levelscale for explicit knowledge and practicalexperience. Furthermore, the tool includesthat you – for each element – shouldverify your assessment by referring tosources of your peek knowledgerespectively your peek application inpractice.

Experience applicationcompetencies

The experience part of the book givesguidelines for listing and classifying theprojects from which you have gained yourexperience in managing projects. Aspecial feature is the tool forcharacterising the managementcomplexity of a project.

You will also find a method and form foranalysing challenges of managing yourpast projects and for extracting learningfrom your performance as a projectmanager.

When developing the NCB forScandinavia we have consciouslyincluded detailed tools and features,which we have not seen in other NationalCompetence Baselines. The reason forthis is twofold:

• One reason is to promote a nuancedassessment of candidates for IPMACertification in the Scandinaviancountries.

• The other reason is that we want topromote that the application of theNCB for self-assessment in itself willboost the competence level of the userof the tool.

In addition to the 160 pages the bookCompetencies in Project Managementincludes a CD with the self-assessmentforms in Word and Excel. The prise of thetool is € 60 plus VAT.

It was announced to NAs that IPMA hadstarted discussion with DNV aboutpossibility to come to an agreement aboutcertification. After one year it seemed,there was no significant progress andtherefore in autumn 2003, NAs wereencouraged to enter into negotiation withDNV directly on national level.DNV Czech Republic, after firstunofficial contact, expressed interest insuch agreement. This lead to the firstofficial meeting between DNV CzechRepublic director and representative ofSPR during early spring of 2004. Timeframe and communication channels hadbeen agreed so that trilateral meetingamong DNV Netherlands, DNV CzechRepublic and SPR was held in Prague,July 2004. The meeting was decisivepoint of the whole process.Responsibilities and schedule ofnecessary steps has been agreed withtarget for contract signature – end of2004.

Unfortunately, even though intentionto come to an agreement with DNV wasapproved by General Assembly a yearago, opposition occurred. Crucialproblem was intended change in prices ofall levels of certificates. It was necessary to explain clearly to ourmembers all aspects leading to suchunpopular change. Prices being graduallyenforced by IPMA were used as oneextreme, our contemporary one asanother extreme. Our final proposal is to

raise prices four consecutive years,reaching similar price level (not same) asin the Netherlands. Such compromise hasbeen accepted both, by our members, aswell as our partners from DNV and theAgreement was signed with effective dateof March 1st, 2005.

Validation process of Czech CertificationBodyIntention to validate our process datesback to end of 2002 and outbreak of2003, to the moment we had reachedaccreditation from Czech Institute forAccreditation, based on CSN EN 45 013and first audit successfully passed.Unfortunately, it was exactly the moment,when several other validations had beenunder progress and a „queue“ for nextterms occurred. Taking it intoconsideration, we addressed unofficiallyIPMA with request in September 2003with formal request in writing shortlyafterwards. Official communicationbetween validators and our certificationboard (CO) started during February 2004,followed by exchange of basicdocumentation. As Czech language is notquite common and only part of documentsent to IPMA was in English, SPRprovided translation of almost alldocuments into English, what might beuseful for other purposes in the future. Asit took necessary time, our intended target– June 2004 – had to be modified andsome sound date for visit of validators

had to be mutually agreed. As, by allparties acceptable date of visit December20th and 21st have been finally agreed.Validation itself was performed in Brno,most of the time in premises ofSporitelni akademie (training centre ofone of the largest banks in CzechRepublic), where certifications arenormally performed, partly in CO office.Main participants – validation committee– Brigitte Schaden, Erhard Mozel, CO –Lubos Vrestal, Miroslav Franz, KarolinaKostalova, assessors – Petr Chlupaty,Zdenko Stanicek.62 points had been checked, resulting inseveral recommendations for action typea) and b) respectively. Some items arequite easy to remove, some will be quitetime consuming. There was an actionplan prepared, defining dates andresponsibilities for each particularrecommendation.We consider our validation as successful,bring us feed back enough early, not toconserve improper processes, but torectify and correct them before theywould „get deep under the skin“ of allparties involved. Corrective effort in laterstage might be more difficult.Finally, I would like to express ourthanks to all participants as the eventtook place in the hectic days, whenChristmas, with all consequences, isevent number one.

SPR agreement with DNV about certification

There is a compelling reason to come toIndia this November. The opportunity istwofold: the 19th IPMA World Congresstitled 'Vision to Reality - the projectmanagement way' to be held between 13-16 November 2005 and the chance tovisit incredible India - at her fantasticbest in November.

First Assessor Training in NewDelhi, India (19-21 Jan. 2005)Otto Zieglmeier, IPMA Vice President andChairman of the IPMA AwardManagement Board, together with GillesCaupin, Chairman IPMA CertificationValidation Management Board, verysuccessfully conducted a 3 dayInternational Workshop for becomingAssessors for IPMA’s International ProjectManagement Award 2005 attended by 20top professionals from Germany,Malaysia, UAE and India from 19-21stJanuary 2005 in New Delhi, India. This isthe first time that a workshop of such anature is being held in Asia.

Second IPMA PM Award AssessorTraining in Warsaw, Poland (22-23 Jan.2005)In preparation for the IPMA PM Award 2005our well reputed senior trainers Alan Harphamand Nino Grau conducted the first ever trainingin Eastern Europe. Although the Assessor poolalready comprises many high level Assessorsfrom Eastern European Countries fromprevious years, this training in Warsaw was tocope with the ever increasing developments ofadvanced Project Management in EasternEurope. The feedback from tutors andparticipants reflected a very successful andenjoyable workshop session. Alan and Nino praised the good preparationand hosting by SPMP and underlined thegood spirit in the teams which is a mostimportant asset for the real assessment job.

IPMA PM Award Assessor Training inFrankfurt, Germany (29-30 Jan. 2005)Twenty-six individuals, representing ninedifferent nationalities met in snowy Frankfurtfor the last weekend of January 2005. No, these were not delegates to one of thethree Trade Fairs at hat time nor were theythere just to sample the delights of theFrankfurt social scene, this was HARDWORK. 24 trainee assessors led by two

tutors were preparing for the 2005 IPMAAward. Their objectives were to understand the ProjectExcellence Model, the IPMAAward processand to share experience from previous awardsand their own business lives. In the course ofthe activity, they started to develop the rapportthat will help to make the 2005 Award runsmoothly.Teamwork was the keynote; the focus was onunderstanding rather than calculations, makinguse of the variety of skills available to the teamto add value to the process and listening to eachothers ideas. All these things meant that bySunday afternoon, we had a great collection ofindividuals working together.

Dear Friends of the IPMA PM Award, the Project 2005 is on time, onbudget and the processes are advancing in good quality as Dr.Michael Gessler, the Project Manager of the Award 2005 reports. Allthree assessor trainings have been successfully completed and AwardProject applications are being announced. It is my pleasure to thankthe organizers, trainers and of course the trained assessors for theirspecial contributions. We are well prepared for this yearsbenchmarking process which will have its summit at the Award Galaon November 15th at the IPMA World Congress on ProjectManagement in New Delhi. We have great support from IndianIndustry, Academic World and Government as you can see atwww.ipmacongress.org During an evening presentation Minister Mr Oscar Fernandes of theIndian Government underlined the importance and great opportunityof the World Congress with the PM Award for India.

We visited the Congress Centre where the stage is waiting for theAward Ceremony on 15 November and other monuments like the

Logo of the World Congress, the Bahai Temple, a symbol for equalpeace for all.

With the Assessor training for the Award 2005 IPMA has achieved 4new important milestones. First ever Assessor training outsideEurope and first time in India conducted by Frenchman Gilles andGerman Otto, first ever training by our first all female trainer teamAustrian Martina and English Mary, first ever training in EasternEurope by British Alan and German Nino. And we have prepared 60experts for the Assessment Job in 2005. Since the first training in2001 IPMA now has trained a total of 152 experts from 23 countries.Following Ex President Miles Shepherd who participated in 2002our new President Adesh Jain very actively participated with hiscertificated wife Rushira at the Assessor training workshop in India. Looking forward to seeing you all latest at the Award Gala in NewDelhi.

Otto Zieglmeier and Gilles Caupin havevisited India and gave us (the 19th WorldCongress team) an extensive support. Thesteps of their voyage have been:

On January 18th meeting with delegatesof Petrotech Congress, one of the largestCongresses held in India on petroleumindustry. Mr M K Dalal, Chairman ofEngineers India Ltd, India’s premierengineering consultancy organization,chaired the session. Mr Dalal lauded theefforts of IPMA in developing theconcepts of certification and expressedhis support for the same.

On January 19th elite gathering ofDirectors and Chairpersons besides seniorofficials of the Ministry of ProgrammeImplementation. This event was chairedby Mr Oscar Fernandes, Minister of

Otto talked aboutthe project excellence model and theglobal trends in project management.Gilles talked about the trends and growthof IPMA 4 Level Certification. On January 20th, presentation in theConfederation of Indian Industry (CII),India’s premier industry associationwhich was attended by over 40 topindustry and management professionals.The session was highly interactive anddignitaries present exchanged views onseveral aspects of the project excellence

model and the need for furtherimprovements on some of the aspects ofthe model.

On January 21st, Otto and Adesh Jaingave an excellent exposure to the 40participants of a special talk organized byAll India Management Association(AIMA), India’s leading association formanagement education, to the imperativesof using scientific project managementand the key role played by IPMA instrengthening PM profession globally.The session was chaired by MajorGeneral D N Khurana, Director General,AIMA and was attended Mr KamalSingh, Director, AIMA amongst others.

My motivation to become a CertifiedProjects Director (IPMA Level A)

I lead an organisation of 300 projectmanagers and engineers, who areresponsible for the execution of a portfolioof approx. 200 rail automation projectsmainly in Switzerland but also abroad.

After having been certified as a projectmanager IPMA Level B in 2001 myself, Iexpected my project managers to follow. Inthe meantime more than 25 of themachieved the certification of IPMA Level Bor C. When the Swiss certification body

VZPM introduced the IPMA Level A inearly 2004, I decided to go for it.

The basis for this decision was • the motivation to act as a role model for

my employees,• the intention to demonstrate best in class

project management standards to ourcustomers and

• the target to learn myself by reflectingmy management principles in theproject directors report.

The success of a project or a projectportfolio very much depends on the peopleleading it.I am convinced that thenomination of certified project managersand certified project portfolio managersclearly results in a significantly increasedpotential for project success.

Cranefield College of Project andProgramme Management recentlycelebrated the first graduation of studentsfrom its Masters programme. Theprogramme has four modules, focusing onleadership and management researchmethodologies, strategic value chainmanagement, advanced case learning inproject and programme management andwork context dissertation. The studentshailed from a variety of professionalbackgrounds, each bringing a freshperspective on this dynamic and growingdiscipline through their dissertations.

TThhee 55 ssttuuddeennttssStanley Mpofu has impressiveexperience in the IT field, and has skillsin both the technical and projectmanagement aspects of the industry.Mpofu is currently employed by Eskom,where his duties have included the designof a project methodology for GenerationInformation Management at thecompany’s head office. Mpofu has provedhis skills in project management a numberof times; his impressive portfolio includesinvolvement in the Generation SAPDisaster Recovery as well as managementof a number of projects for Arivia.kom.Mpofu’s dissertation focused onidentifying the challenges encountered bySouth African-based organisations whenimplementing projects beyond thecountry’s borders. He found that asystematic connection exists between thetop quartile scale causes: corruption,bureaucracy, poor telecommunicationinfrastructures, lack of transparency,payment delays, political interference,security, logistics and infrastructure.

Mpofu concludes that, althoughcolonisation is often blamed for suchproblems, there is, in fact, a lack ofleadership maturity.

Chris Brits is a director of financial andrisk services provider, Alexander Forbes.His distinguished career has seen himassume many roles in the field of riskmanagement, many with a focus onproject management. Brits’ dissertation istitled ‘Improving project managementperformance through harnessingintellectual capital,” and examines theimpact of employee abilities on anorganisation’s change managementproject. Brits found that, by assigningindividuals to certain projects on the basisof their cognitive, conative and emotionalstrengths, they were more likely toachieve success.

Samantha Copeland’s dissertationexplored the effect of leadership, and itsrole in the sphere of project management.Copeland already has considerableexperience in this area, having worked asa project manager for seven years. Herexpertise lies especially in the IT andtelecommunications industries. Copelandwas able to call on this experience toexamine how project leaders may berequired to maintain and inspiremotivation and passion among teammembers. Their ability to do this oftenaffects the success of a project.

Shaan Watkins’ experience in projectmanagement stretches back to 1998, whenhe was employed by BSW Data as aproject manager. Since then, he has held

similar positions in various companies,including Dimension Data South Africa.He is currently head of Technology andProgramme Management at Sage Life.For his dissertation, Watkins elected toillustrate how project managed strategicoutsourcing can act as a powerful tool fororganisational transformation, helping anorganisation to achieve its strategicobjectives.

James Sikiti is no stranger to projectmanagement, having already attainedadvanced and post graduate diplomas inthis field. Sikiti has put these skills togood use, most recently as a Project andManagement Engineer at BP SouthernAfrica and, since 2004, as ChiefExecutive officer of JX Projectmanagement Services. Sikiti conducted astudy of the new and changing businessenvironment, and how organisations canadapt to new contexts by managingknowledge and intellectual capitalthrough projects and programmes, as partof his dissertation.

Illona Wilken used her dissertation toinvestigate how matching an employee’stalents and job requirements can result inincreased productivity and betterperformance. This was particularlyrelevant in view of the fact that manyorganisations are finding that employeesare not, in fact, well suited to their jobs.Wilkens concluded that leadership whichstrives to build on individuals’ strengthscan impact on a company’s sustainablegrowth by enabling project teams todeliver project on time, in a cost effectivemanner.

Project Management Association ofSerbia and Montenegro (YUPMA) willheld 9th International Symposium onProject Management on June 6-8 2005.The main topic of the Symposium isProject Management and its role with theprocess of European integration regardingdevelopment of companies, business,society and state. This year’s Nordic symposium, NORDNET2005 will take place in Copenhagen the26th to 28th of October. It is organised bythe Association of Danish ProjectManagement in cooperation with theassociations in Finland, Iceland, Norwayand Sweden.

The frame of reference will be the newNational Competence Baseline forScandinavia, which is presented in anotherarticle in this IPMA Newsletter. Allspeakers at the symposium will onbeforehand get a copy of this book, which istitled Competencies in Project Management.

At the symposium most plenary sessionsand one stream is planned to take place inEnglish – meanwhile the other streams areplanned to take place in Scandinavia.

We welcome proposals for paperpresentation at the sessions of the stream inEnglish. For your information, thepreliminary titles/themes of the four half-day modules of this stream are as follows:

1. Lead the project management throughplanning and evaluating the managementeffort and organising the managementphases such as preparation, start-up andclose-out.

2. Perform the project managementwhich include both the overall definitionof frames for the project and the ongoingmanagement of the project execution.

3. Manage the corporate projectprocesses including handling the projectoriented management functions such asPMO, the project portfolio andprograms.

4. Perform appropriate leadershipbehaviour which integrate the projectprocess, promote the projectperformance and stimulate the co-operation between participants andparties.

For each module we will form a team ofspeakers who will co-ordinate theircontributions on beforehand and will plan

how to involve the participants troughgroups and plenary discussions.

Furthermore, speakers will be invited topre-workshops in Copenhagen where thecoordination can take place – and whereyou may also act as sparring partner forother teams.
