ACCE also observed that the Nigerian government has not done enough to sensitize her citizens on the consequences of illegal migration, hence, the embarrassing number of Nigerians caught in the web of illegal migration. The Council further resolved that there is insufficient awareness on the part of Nigerian youths on the implications and disastrous consequences of illegal migration. he African Council for Therefore, the Nigerian Government through the media and relevant agencies should intensify the education of the vulnerable on the dangers of illegal migration. The Council also called on Non-Governmental Organisations (NGOs) to embark on orientation campaigns to educate the potential victims on the dangers of illegal migration. This will minimise their vulnerability and help drive out human traffickers in the system out of business. according to the Association, are not insurmountable problems except when taken to the extreme. These ex t remi t ies promote hat red, nepotism, racism and xenophobia. Consequently, internal migration is hampered and inclusive societies become difficult to achieve within the Nigerian body polity. To restore its past glory as a nation and people, the Conference called for the rise of true nationalists to “take our country back” by f ight ing re l igious extremism, xenophobia, nepotism and racial discrimination within Nigeria.

The Conference therefore called on the media to promote Nigeria as a country blessed with abundant opportunities; a country where its citizens can stay and do well in their respective endeavours and also contribute to its growth and development, rather than migrate to other countries where they will always be treated as second-class citizens no matter their contribution to the development of such societies.

ACCE also called on mass media operators and advertisers to highlight the difference between scammers and trusted travel agencies, as well as foreign

education consultants. Therefore, relevant governmental agencies should issue appropriate operating licences to credible travel agencies and by so doing flush out fraudsters in the system. The relevant governmental agencies should also ensure effective monitoring and regulation of the industry to ensure migration advertisements/commercials are not deceptive.

thThe 20 Annual International Conference of the African Council for Communication Education addressed the theme: Communication, Migration and Inclusiveness. The Conference was wel l at tended with over 400 participants from Nigeria, Sierra Leone, South Africa, United Kingdom and the United States of America.

The Plenary was addressed by the Vice Chancellor of Pan-Atlantic University, Professor Juan Elegido; the Lead Speaker and professor of political journalism, University of Sussex, Prof. Ivor Gaber; a leading communication scholar from the United States and Sierra Leone, Professor Cecil Blake; the first female professor of mass communication in Nigeria, Professor Chinyere Stella Okunna; two founding fathers of ACCE in Nigeria, Professors Des Wilson and Ike Ndolo; the I m m e d i a t e P a s t N a t i o n a l

Coordinator/President of ACCE, Professor Danjuma Gambo; the Dean, School of Media and Communication, Pan-Atlantic

thUniversity and Chair, LOC 20 AIC/AGM, Dr. Ikechukwu Obiaya; as well as the National President of ACCE, Nigeria Chapter and Short-Term Visiting Scholar of the University of Bedfordshire and Lecturer, University of Uyo, Nnamdi Ekeanyanwu.

At the end of the Conference, the Council commended the School of Media and Communication and the entire Pan-Atlantic University for successfully hosting

ththe 20 Annual International Conference and AGM of the Council.

The Communiqué was jointly signed by the ACCE National President, Nnamdi Ekeanyanwu and the Chair of the Communiqué Drafting Committee, Dr. Uwem Udo Akpan, on behalf of Conference.

The A f r i c an Counc i l f o r Communication Education (ACCE, Nigeria Chapter), is the biggest association and forum for media professionals, educators in journalism and cultural studies, and associated disciplines in Africa, with branches in many countries on the African Continent and headquarters in Nairobi, Kenya. The Nigerian Chapter has continued to sustain the ideals that set up the body in the early 70s.

The 20 AGM of the African Council for Communication Education, ACCE Nigeria Chapter, has ratified the

thmotion moved at the 19 AGM by a Founding Father of the Council, Professor Des Wilson, which was suppor ted and subsequent ly approved by the National Executive Council, that the official designations of ACCE National Officers be changed.

The change was necessitated by the misconception of certain international and national co rpo ra t e bod ie s and individuals who consider the previous designations as lower officials of the Council. Hence fo r th , t he ACCE National Executive Council shall be addressed thus:

1. National Coordinator is now National President (NP)

2. Deputy National Coordinator is now Deputy National President (DNP)

3. National Coordinating Secretary is now National

th Secretary (NS)4. Deputy National Coordinating

Secretary is now Deputy National Secretary (DNS)

5. National Treasurer remains National Treasurer (NT)

6. Public Relations Executive is now Director, Public Affairs (DPA)

7. Ex-Officio Member remains Ex-Officio Member (EOM)

thThe 20 AGM also ratified EXCO recommendation on the award of Fellowship of the Council as well as a new Membership classification to active Members effective October 2018 thus:

Category 1: VETERAN of t h e A f r i c a n Co u n c i l f o r Communica t ion Educat ion (VACCE): This category comprises members who retired from Categories 2 to 4 but remain active and enthusiastic about ACCE activities. All ACCE Veterans will be recognized in every ACCE official gatherings and given special front row seat. As an incentive to members who will make it to this

category, Annual Dues and Conference Fees will be FREE. ACCE Veteran will receive a plaque on investiture and listed in the AGM Brochure/Programme of the year of investiture. The Council will also publish a Festschrift in the area of the VACCE as an honour while he or she is still alive. To qualify for this Category, the candidate must have been financially up-to-date for minimum three years leading to investiture. The effective date of implementation of this new Membership Classification is October 2018. The Veteran is also free to add VACCE after his/her names.

Category 2: FELLOW of the African Council for Communication Education (FACCE): This category comprises active members who have attained the full professorial chair in communication related disciplines or become a Chief Lecturer with a PhD in a Polytechnic or other higher institutions of learning with such related designations. All ACCE former National Coordinators and Presidents will also be inducted as Fellows on assumption of Office. ACCE Fellows will be recognized in every ACCE official gatherings and given special front row seat.

Annual Dues for the Category is N10,000 only. ACCE Scholar will receive a Certificate on investiture and listed in the AGM Brochure/Programme of the year of

investiture. To qualify for this Category, the candidate must be financially up-to-date for minimum three years leading to investiture. The Scholar is also free to add SACCE after his/her names.

C a t e g o r y 4 : PROFESSIONAL of the African Council for Communication Education (PACCE): This category will comprise active members who are practicing media professionals within Nigeria and in the Diaspora. Annual Dues for the Category is N10,000 only. ACCE Professional will receive a Certificate on investiture and listed in the AGM Brochure/Programme of the year of investiture. To qualify for this Category, the candidate must be financially up-to-date for minimum three years leading to investiture. The Professional is also free to add PACCE after his/her names.

Category 5: ASSOCIATE MEMBER of the African Council for Communication Education

(MACCE): undergraduate, postgraduate/students of mass communication, and other related disciplines who duly register and participate actively in ACCE activities. Postgraduate students who are academic staff of their respective institutions will be regarded as ACCE Scholars and not Associates. Annual Dues for this Category is N5,000 only but no Voting Rights. ACCE Associate Members will receive a Certificate on induction and listed in the AGM Brochure/Programme of the year of investiture. To qualify for this Category, the candidate must be financially up-to-date for minimum a year leading to investiture. The Associate Member is also free to add MACCE after his/her names.

Category 6: ACCE HONORARY FELLOW: This will be awarded to non-members of the ACCE who distinguish themselves in communication related disciplines or other related fields of endeavour. Such Awardees are expected to support ACCE activities financially and materially.

ACCE introduces professional interest groups, scholar-to-scholar presentations in

its Annual International Conferences

ACCE National President, Nnamdi Ekeanyanwu, delivering the 20th AIC Presidential Address

Communication Education, TACCE Nigeria Chapter, has introduced 14 professional interest groups and Scholar-to-Scholar type presen ta t ions in i t s Annual International Conferences. This was

General Meeting.In his address, the National

President encouraged members to be open to the innovations as he observed that professional interest groups and

scholar-to-scholar presentations are hallmarks of international conferences within the communication discipline worldwide. According to him, these professional groups or Divisions will organise their groups and domesticate ACCE conferences, themes, and workshops within their groups. The Syndicate Groups will be organised along these new Divisions. Abstract and Paper submissions to all ACCE Conferences will henceforth be submitted to the Divisions for acceptance and scheduling at the Conference.

The National President also announced that the Professional Interest

stGroups will take effect from the 21 Annual International Conference (AIC) and AGM while the Scholar-to-Scholar presentations

ndwill take effect from the 22 AIC. The National President stated one of the major reasons for creating the Divisions is to encourage expertise and specialisation within the Council activities. It will also help academics to begin to identify their career paths, follow such through and have opportunity at ACCE Conferences to interact

Nnamdi Ekeanyanwu, has Tannounced the approval of the National Executive Council (EXCO) to appoint a Fund Raising Director for the Council in the coming year.

Making the announcement that the 20 Annual General Meeting

of the Council held at the beautiful campus of the Lagos Business School, Pan-Atlantic University, Lekki, Lagos, Ekeanyanwu stated that this has become necessary to shore up the revenue base of the Council in order to deliver its mandate. He stated that the Fund Raising Director will help the Council to professionally increase its revenue capacity without increasing members Annual Dues and Conference Fees.

he National President of ACCE, The Fund Raising Director will not necessary be an ACCE member but must be someone that has rich contact with both local and international donor agencies. The Fund Raising Director must also have a good reputation around so as not to misrepresent ACCE or con her. The Director will be paid on commission basis. The Director will earn 25percent of whatever s/he brings without picking his/her running costs. In essence, if the Director brings in one million naira, s/he takes N250,000k as commission. ACCE will not be r e s p o n s i b l e f o r h i s / h e r administrative/running costs. ACCE will only provide him a Letter of Introduction and another Letter of Attorney to act on behalf the Association.

image to raise personal funds. If caught, such will be reported to the Police and appropriate professional disciplinary action taken against such person(s). The National President, however, remains optimistic that ACCE is made up of the best minds and brains this clime can boast of and therefore dismisses any fears of unscrupulous elements taking advantage to defraud the Council.

ACCE encourages Members to source for funds and make 25%

profit from their efforts

The Council has approved 25percent of whatever amount any member attracts

or brings to the Council as compensation.

Nnamdi Ekeanyanwu, has Tcalled on members to help shore up the revenue base of the Council by undertaking personal fund drives on behalf of the Association.

The National President stated that the time is now right for all to get involved so as to help the Council fulfil its obligations to members. The National President stated that the alternative to this is to increase Annual Dues, Conference Fees and Publications Fees, which will have untold consequences on members already stressed finances available for attending conferences and possibly affect negatively con fe rence a t tendance and participation. For this reason, the National President has promised not to encourage any increase that will nega t i ve ly a f fec t members ' participation at the Council's Annual

the Council's finances are not in good shape to drive the goals and aspirations the current administration wish to accomplish. He therefore prayed members to engage in personal fund drive but with due authorisation from the ACCE Secretariat/Office of the National President. The Council has approved 25percent of whatever amount any member attracts or brings to the Council as compensation. The 25percent is adequate incentive to encourage members to undertake the drive.

ACCE launches journal website, maiden non-conference edition of TNJC

CCE has officially launched its journal Awebsite and therefore

commenced the Online Edition of The Nigerian Journal of Communication (TNJC). The w e b a d d r e s s i s

. This web address is different from the ACCE Official website for sundry activities.

With the launch of the website, ACCE has also commenced a Free and Open Access publication platform for the Online Edition of TNJC to increase the visibility and citation of the published papers and their authors globally. The Editorial Team has also uploaded the back copies of the journal from 2013 to date. The current issue will go online by December 2018.

A n n o u n c i n g t h e thimprovements at the 20 AIC/AGM

behalf of the EXCO to pursue continuous improvement of the editorial processes of the ACCE Journal and enhance its quality and acceptability internationally by ensuring the Journal is indexed internationally. He observed that the international indexing is a bit slow but that efforts are on to ensure globally accepted indexing before the life of his administration is over.

The National President also announced the launch of a Non-Conference Edition of the ACCE Journal to serve as Issue Two of the Year (Volume). Issue One of the same Year or Volume is now the Conference Edition which will be a SPECIAL ISSUE focused on the Conference Theme of the previous year.

On a related development, the National Secretary of the Council, who doubles as the Editorial Board Secretary, Prof. Ezekiel Asemah, announced the Call for Papers for Volume 16, Numbers 1 & 2, 2019

The Committee is expected to review the existing Bye-Law, call for entries by members as well as accommodate recent developments and i n n o v a t i o n s b y t h e c u r r e n t

thadministration as approved by the 20 AGM. The Committee is expected to

submit a Draft Bye-Law to the National EXCO ston or before the 21 Annual International

Conference/AGM holding in Abuja in October 2019.

Other members of the Bye-Law Review Committee include Dr. Abdullahi Bashir - Vice Chairman, Dr. Herbert Batta – Secretary, Dr. Aniefiok Udoudo – Member, and Prof. Uzoma C. Okugo – Member.

International Conference (AIC) and AGM wi th the Ins t i t u te o f International Journalism, Ohio University USA in Abuja come October 2019.

The National President, Nnamdi Ekeanyanwu, stated this at

ththe 20 AGM while briefing members on the Council plans for 2019. Accordingly, AGM has approved the Federal Capital Territory, Abuja as venue to accommodate the interests of the Co-host from the United States.

Highlights of the proposed co-hosting arrangement is guarantee of improved funding; issuance of a

CCE is gradually returning to

Travel Grant to members whose full papers are accepted for presentation to cover hotel accommodation, feeding and local transportation within Abuja; publication of top papers of the conference in a Special Issue of a Sage published journal edited by Prof. Yusuf Kalyango of Ohio University; collaboration engagement with participants from the US, presentation of papers along the newly created P r o f e s s i o n a l I n t e r e s t Groups/Divisions; and the use of a Five-Star Hotel in Abuja as conference venue.

The Theme and Sub-themes will be announced in due course after consultation with the US partners.ACCE is also happy to notethat

the School of Communication, Bayero University, Kano, which earlier bided to host the 2019

ndEdition, has accepted to host the 22 AIC/AGM in 2020. Bayero University is also promising to deliver a full successful conference with full support of its University Management. ACCE is sure returning to its glory days.

Public Affairs of ACCE, Rahila Jibrin as the pioneer Editor of the ACCE

Newsletter. The appointment takes immediate effect.

The New Editor is expected to coordinate the collation of news materials using the ACCE Secretariat to produce ACCE Newsletter on a quarterly basis.

The New Editor is a lecturer in t h e D e p a r t m e n t o f M a s s Communica t ion, Univers i ty o f Maiduguri and doubles as the ACCE Director of Public Affairs. She will be expected to call for news entries from members on recent promotions, attainment of PhDs, award of grants, fellowships, Call for Papers, birthdays as well as other social news of interest to members. She will also coordinate, with support from the National Secretariat, the Social Media platforms of the Council.
