There will be no formal presentation. The 1-69 Section 5 project involves rehabilitating and upgrading 21 miles of the existing, four- lane State Road 37 to interstate standards from Bloomington to just south of Martinsville, Indiana. The first phase of the 1-69 reconstruction is tied to completion of traffic improvements in Bloomington such as a new interchange at Tapp Road, a third lane in each direction, a new overpass at Rockport Road and changes to That Rd. Project Background

The Interstate 69 (1-69) corridor is an integral part of Indiana's state highway system. This corridor is being upgraded to improve transportation options and safety features for travelers using this route between Evansville and Indianapolis. This corridor was sub­divided into multiple sections to allow for further development and construction. 1-69 Corridor Sections 1, 2 and 3 are now open to traffic and construction of Section 4 is well underway.

Specific to Section 5 of the 1-69 corridor, the Indiana Finance Authority (IFA), selected the 1-69 Development Partners (1-69 DP) and lsolux Corsan USA, a private development team, to design, construct and maintain this section of 1-69 that stretches from the City of Bloomington in Monroe County to just south of the City of Martinsville in Morgan County. This innovated funding delivery approach will be paid for by private-equity bonds.

The improvements mainly involves widening, upgrading, and rehabbing 21 miles of the existing, 4-lane State Road 37 (SR37) to interstate standards including construction of new grade separated interchanges, cross road overpasses, new access roads, landscaping and aesthetic features, and roadway lighting.

Developer Goals

The 1-69 DP and lsolux Corsan USA will implement the following goals:

• Provide traffic congestion relief along the corridor in the Bloomington area.

• Construct four new grade-separated traffic interchanges and four new bridges.

• Improve the flow and capacity of traffic while maintaining access to adjacent properties.

• Spur economic development, particularly in the areas of Bloomington and Martinsville, through the use of local suppliers and contractors.

• Provide opportunities for Disadvantaged Business Enterprise (DBE) companies and Project "on-the-job" training (OJT) program opportunities.

• Generate additional permanent and temporary project-related jobs through the development team for design, construction and operation & maintenance.

• Allow for private sector innovation and efficiencies, and design solutions that reflect environmental concerns, permits and commitments.

• Provide high quality, durable and maintainable facility that utilizes the Greenroads Rating System

• Plan and facilitate opportunities to interact with the public.

• Maintain a Project Website to provide regular updates to the

public regarding project activities.

Next Steps

The 1-69 DP and lsolux Corsan USA will begin construction this fall (2014) in the Bloomington area. Tl1e overall construction of the project is anticipated to be completed by the end of 2016. The 1-69 DP and lsolux Corsan USA are fully responsible for the construction costs and maintenance of this section of 1-69.
