NEWS OF THE SOCIETIES AN EDITORIAL FROM THE WISCONSIN NEWSLETTER In response to a number of inquiries from nonmembers, we shall explain the intent of this newsletter. First, it serves as a means of conveying reports of meetings and reviews of matters of in- terest to our members who miss a meet- ing. Beyond that, however, we have also made the decision to send the Courrier to nearly five hundred nonmembers without cost to them, to pursue two purposes, that of sharing openly, with as many of the clinical social work profes- sionals in Wisconsin as we can identify, the goals, philosophy, and actions of the WSCSW, and to attempt to educate non- members as well as members on issues which are of vital concern to clinicians, to their patients or clients, and to the communities we serve. For example, how many social workers are unaware of the implications of PSRO or even what those initials stand for? Federal law will stringently dictate how, when, and what we will do in our individual practices. How many social workers were aware of the recent "Smithback Memo- randum" which might well have severely circumscribed social work practice here in Wisconsin had it not been "cut off at the pass" by a few knowledgable clini- cians? How many social workers are aware of the implications of the Torres Bill in California (of which more later) or of the Inouye Bill (S.3470) in the U.S. Congress? How many clinical social workers realize that with National Health Insur- ance looming ever nearer, we may all be driving taxis unles we accomplish a great many major steps in very short order (licensing, PSRO, etc.)? The members of the WSCSW are dedicated to the advancement of clinical practice with these objectives: "The improvement of qualifications and usefulness of clinical social workers through high standards of professional education, experience, ethics, conduct, and achievements." "The active promotion of the public image of clinical social work and the development of the stature of clinical social work in keeping with other pro- fessions in the mental health field." "The increase and dissemination of knowledge through research, meetings, professional contacts, reports, discus- sion, and publications." We intend to achieve legal regula- tions to ensure competent service to the public; to demonstrate the special skills of clinical social work in order that pub- lic support continues to be assured; to digest and disseminate information re- garding federal, state, and local con- tractual and vendoring benefits; to press for upgraded clinical social work cur- ricula in our universities with emphasis on academic excellence and professional competence; to effect the inclusion of clinical social workers as independent providers of mental health services in pertinent federal and state legislation in 245

The Courrier then, is one of the tools we are using to fos ter these goals; it is not in t ended to recruit members , as we feel s t rongly tha t clinical social

workers who concur wi th our philoso- phy and act ions will recrui t themselves into the WSCSW. We will be very happy to con t inue to share open ly wi th non- members .
