Professor Crewe has been awarded a knighthood for services to higher education. Speaking about his honour, Professor Crewe said: ‘I am honoured and delighted, not just for myself, but also for my University and for my discipline of political science.’ Association Membership Reaches New High Membership of the Political Studies Association reached a new high of 1645 by the end of December 2005, an increase of almost 100 members from the previous year. These are very interesting times for those who study Politics and International Relations and we hope that you will particularly enjoy the papers and roundtables addressing the Conference Theme of ‘Liberty and Security: the Challenge for Government’. ...continued on page 8 Professor Ivor Crewe University of Reading Winning the Winter Campaign: Another Season of Success The Political Studies Association has had a very successful campaign of showcasing the profession and facilitating colleagues planning for the year ahead. This issue of the News features reports on another highly praised awards ceremony, the major conference on Britishness and the latest in the annual series of Heads of Department Conferences – all held in November - December 2005. The Heads of Department Conference was particularly well attended this time, perhaps reflecting the agenda, which covered research planning, ESRC opportunities, student recruitment and the RAE. This last topic was particularly timely and the heads of departments found it a useful guide to departmental strategies. The session on postgraduate training was preceded by a demonstration of PARLE, a new multi- media package containing audio, visual and textual material, which will revolutionise the teaching of political science methodology. All in all a very successful winter. Now on to Reading.

Winning the Winter Campaign: Another Season of SuccessThePoliticalStudiesAssociationhashadaverysuccessfulcampaignofshowcasingtheprofessionandfacilitatingcolleaguesplanningfortheyearahead.ThisissueoftheNewsfeaturesreportsonanotherhighlypraisedawardsceremony,themajorconferenceonBritishnessandthelatestintheannualseriesofHeadsofDepartmentConferences–allheldinNovember-December2005.

Celebrating Success

ItmightnotbequiteHollywoodonthenightoftheOscarsbutthere’snoshortageofglitzandglamour(wellmaybejustalittle)attheInstituteofDirectors’inLondon,whenthePoliticalStudiesAssociation’sannualpoliticalawardsceremonytakesplaceeveryNovember.

TheAwardsCeremonyoriginatedasaone-off,tomarkthe50thanniversaryofthePoliticalStudiesAssociation.TheywereseenasnotjustameansofraisingtheAssociation’sprofilebutalsoanextremelyusefulwayofbuildingbridgeswithournon-academicconstituency–politicians,themediaandothers.ForthepastthreeyearstheAwardsCeremonytowhichallAssociationmembershaveanopportunitytoattend,hastakenplaceoveranextendedlunchtimeceremonyclosetoWestminster.It’salwaysdifficultstrikingabalancebetweenawardstoacademics,politiciansandjournalists.IntermsofvulgarPRweknowthattheawardsgiventopoliticalscienceacademicswillattracttheleastmediaattention,theawardstojournalistswillattractattention(butusuallyonlyfromtheaward-winners’ownpublications)andawardstopoliticianswillattractpublicitywithtwocrucialprovisos–first,thattheyturnuptoreceivethemandsecond,theyhavesomethinginterestingtosay.

Thewinnerofthe2004PoliticianoftheYearAward–GordonBrown–didboth;heattendedandthenmadeasubstantivespeechabout‘Britishness’,whichinturnledtothePoliticalStudiesAssociation’sownconferenceonthesubject(morelater).Thisyear’swinnerTonyBlair–wasanextremelycontroversialchoiceamongAssociationmembers,butwasvirtuallyignoredbythemediabecausehesentalonghisParliamentaryPrivateSecretary,KeithHill,whoacceptedonthePM’sbehalfwithaminimumoffussandaminimumofspeech.

Therewasamoreinterestingstoryaboutanotherabsenteewinner.TamDayellwasduetoreceivetheParliamentarianoftheYearAward,unfortunatelyhewastakenillatshort-notice,infactsoshortthattheorganizersonlyheardaboutitduringtheceremonyitself.TheauthorwasthendeputedtoseekoutarelevantpoliticiantoreceivetheawardonTamDayell’sbehalf.

ChrisMullinwasalong-timeparliamentarycolleagueandwasthereforeleanedupontodothenecessary.Lastyear’swinneroftheJournalistoftheYear–TrevorKavanaghoftheSunhadalreadybeenaskedtopresenttheaward.ChrisMullinwentupandtheawardwashandedoverwiththecustomarycongratulationsallround,Mullinthensatdownandsaidtotheauthor,withabenign/malignsmileonhisface:“That’sthefirsttimeIhavespokenwithTrevorsincehecalledmethemostodiousmanintheHouse”!

Oneotherstoryoflast-minutestand-ins,isworthre-telling.ThedaybeforetheawardsCharlieJeffrey-onethePoliticalStudiesAssociation’sleadinglights

-hadorganizedaconferenceon‘Britishness’,withtheChancellorduetomakethekeynotespeech.Atshortnoticehebecameunavailablebutbydeftfootworkalatestand-inwasfound–DavidCameron,thethenwould-beToryleader.Heusedtheconferencetolaunchhisinitiativeonnon-militarynationalserviceforyoungpeople–notnecessarilycentralto’Britishness’butgoodenoughtogarnerhimselfandtheconferenceagooddealofmediacoverage.Andwhoknows,hemightevenhaveputhimselfintheframetowintheAssociation’sPoliticianoftheYearAwardin2006-almostasgreataprizeaswinningtheleadershipoftheConservativeParty(discuss).

“Promotingaccountability,transparency,efficiencyandhonestyinpublicadministration”

TheUnitedKingdomPublicAdministrationConsortium*ispleasedtoannounceits2006annualcompetition.Aprizewillbeawardedforanoutstandingarticleorchapterinthefieldofpublicadministrationorpublicmanagementthathasbeenpublishedrecentlyinaprofessionaloranacademicjournal,orinananthology.

In2005thefullUKPACprizewasnotawarded,althoughtwoentrieswerecommended.The2004prizewaswonbyProfessorColinHayoftheUniversityofBirminghamforhisarticle‘Theory,StylisedHeuristicorSelf-FulfillingProphecy?TheStatusofRationalChoiceTheoryinPublicAdministration’,PublicAdministration,vol.82(1),2004,pp.39-62.

This year’s prize will be reimbursement of the costs (capped at £1,000) of attending any annual conference of the International Institute of Administrative Sciences (IIAS) or European Group of Public Administration (EGPA), up to the end of 2007.

The winner will also be awarded the UKPAC prize medal and certificate and a two year subscription to the International Review of Administrative Sciences.

Inaddition,foracademicentrants(stafforpostgraduatestudents),booktokenstothevalueof£300maybeawardedtothewinner’semployinguniversity/collegeordepartment.

Althoughthereisnoagelimit,thecompetitionis

intendedtoencouragetheparticipationofrelativelyyoungornewacademicsandpractitionersintheworkoftheInternationalInstituteofAdministrativeSciences(IIAS)anditsaffiliatebodies.ItisopentoanyUKcitizenortoanyoneemployedorresidentintheUKatthetimethatthewinningentrywaspublished.

Thejudgeswillbelookingforpublishedworkinanyfieldofpublicadministrationorpublicmanagementthatmakesaparticularlyimportantandoriginalcontributiontotheoryand/orpracticeinthesefields.Contributionsfromcognatedisciplines(suchaspubliclaw,organisationalpsychologyorsociology)willbeeligibleforconsideration.

Therequirementsofthecompetitionareasfollows:(i) EntryisnotrestrictedtopublicationsinUKbooks andjournals.However,thepublicationmustbein theEnglishlanguage.(ii)Publicationmusthavetakenplacesince 1January2005.(iii)Thelengthofitemssubmittedmustbebetween 5,000and10,000words.(iv)Itemsdeemedeligiblewillincludearticlesand bookchapters.Othercategoriesofpublicationsuch aspamphlets,reportsandoccasionalpapersmay alsobeconsidered,atthejudges’discretion.(v)Jointly-authoredworkwillbeeligiblefor consideration,butintheeventofsuchworkbeing thewinningentryonlyoneprizewillbeawarded. Alltheauthorsofsuchworkmusthavegiven writtenpermission(see(vi))foritssubmissionto thecompetition.(vi)Academicsandpractitionersareinvitedto nominatetheworkofcolleaguesforconsideration, butentriesmayalsobeself-nominated.Allthe

theCollingwoodandBritishIdealismCentre,whichworksthroughthePoliticalStudiesAssociationintheformoftheBritishIdealistSpecialistGroup.

ProfessorPateman’sappointmentfollowsalongassociationwiththeacademiclifeofWales,whereshegavetheJohnReesMemoriallecturein1995atSwanseaUniversity.ShebecameanhonoraryprofessorialfellowofCardiffUniversityin2001,andhasrecentlybeenaCardiffDistinguishedVisitingFellowduringwhichtimeshegaveaseriesoftalksincludingapubliclecture.ProfessorCarolePateman’stalk,‘ThinkingaboutDemocracyinaTimewhen‘StuffHappens’’,drewonherresearchwhichexploressocialandpoliticalquestionsincludingfeministpoliticaltheory,democratictheoryandquestionsaboutcitizenshipandrace.

ProfessorPatemanwasawardedtheLifetimeAchievementAwardbythePoliticalStudiesAssociationoftheUnitedKingdomin2004,andanhonorarydoctoratefromUniversityCollege,Dublinin2005.ShewasawardedtheBenjaminELippincottAwardbytheAmericanPoliticalScienceAssociationforherbookTheSexualContract.TheLippincottAwardwasestablishedbytheAssociationtorecognizeaworkofexceptionalqualitybyalivingpoliticaltheoristthatisstillconsideredsignificantafteratimespanofatleast15yearssincetheoriginaldateofpublication.Theawardispresentedeverytwoyears.

Theclosingdateforsubmissionis16 June 2006,andthisdeadlinewillbestrictlyenforced.

Celebrating ExcellenceNominations open for New National Teaching Fellowship SchemeNominationsfortheHigherEducationAcademy’snewNationalTeachingFellowshipScheme(NTFS)openedon18thJanuary2006.

Theschemerecognisesandrewardsexcellenceinteachinginhighereducation.ItisopentoallstaffinvolvedinsupportingthestudentlearningexperienceinHEinEnglandandNorthernIreland.ThisyearithasbeensubstantiallyrestructuredinresponsetofeedbackfromtheHEsector,whichrecommendedthattheindividualawardshouldbedecoupledfromtherequirementtocarryoutaproject.

Theschemewillconsistoftwostrands,IndividualAwardsandProjects.Wewillbemaking50awardsof£10,000torecogniseandrewardindividualexcellence,whichmaybeusedforpersonaldevelopmentinlearningandteaching.TheIndividualAwardsaimtoraisetheprofileoflearningandteaching;recogniseandcelebrateindividualswhomakeanoutstandingimpactonthestudentlearningexperience;andprovideanationalfocusforinstitutionalteachingandlearningexcellenceschemes.

Withitscloselinkstolocalauthorities,andalongstandingandsuccessfulpracticeofworkplacementsforPoliticsstudents,Huddersfieldwasverystronglyplacedtobuildonknowledgeandexperiencefromoutsidetheacademytodevelopteachingresourceswhichreallybringthedisciplinetolifeanddrawstudentsintotheheartofpoliticalissues.

Three Person Project TeamTheprojectbeganwithasuccessfulbidtoHEFCE’sFundfortheDevelopmentforTeachingandLearning(FDTL)bytwomembersofthePoliticsdivisionattheUniversityofHuddersfield,DrJohnCraigandDrGeorginaBlakeley,whomakeuptwoofthethreepersonprojectteam.TheProjectManager,whohandlesthedaytodayrunningoftheprojectaswellasresearchingandwritingthecasescenariosanddevelopingtheinteractivetemplate,isresearchfellowDrSarahHale.Havingpreviouslybeenalecturerinpolitics(specialisinginpoliticaltheory),shehasfirsthandknowledgeofwhat’sneededintheseminarroom.

TheBritishCouncilhasbeenworkingwiththeDfEStodevelopanewstrategytosupporttheUKintheinternationaleducationmarket.

In1999asaresultoftherecognitionofthestrategicimportanceofinternationaleducation-andspecificallythevalueofinternationalstudents,thePrimeMinisterlaunchedthePrimeMinister’sInitiative,saying“PeoplewhoareeducatedherehavealastingtietoBritain”.ThePMIasitcametobeknownwasthefirstnationalcampaignofitstype.Itwasajoined-upapproachacrossgovernmentdepartmentsandotherorganisations,aimedattherecruitmentofanadditional50,000HEStudentsand25,000FEStudentsby2004/5.ThiswastobeachievedthroughamajormarketingcampaignmanagedbytheBritishCouncil–withthedevelopmentofanEducationUKbrandatitscentre–andarangeofpracticalmeasurestoimproveopportunitiesforstudentstoworkwhilststudying,tostreamlinevisaprocesses,andtoincreasethenumberofCheveningscholarships.

ThePMIMarketingcampaignachieveditsrecruitmenttargetswithinthetargetdates,generatinganestimated£1billionfortheUKeconomy.ItcreatedheightenedawarenessoftheEducationUKbrandglobally,andachievedsignificantmediacoveragefarabovethevalueoftheoriginalmarketinvestment.TheEducationUKwebsiteitselfreachedmorethan4millionvisitorseveryyear.

ThesuccessofthecampaignisseenasveryimportanttoHE,FEandtoUKtradeandinvestment.ItisessentialthattheUKmaintainsitsmarketposition,andtherehasthereforebeenarecognitionthatinvestmentmustnotdecline.OECDfiguressuggestthattheabsolutenumberofstudentsgrewbetween1998and2003,buttheUK’stotalmarketsharedecreasedbyover2percentagepoints,fasterthananyotherOECDcountry.ItisclearfromtheUCASfiguresfor2005thatapplicationstoUKdegreecoursesfromseveralkeymarketsaredownsignificantlyonlastyear:

ApplicationsfromChina(UK’snumberonemarket)havedroppedby23.5%,whilethemarketsofSingapore,HongKongandMalaysiaareallshowingadecline.

Asaresultofconcerns-andofchangesintheworldmarket,theeducationsector,governmentandtheBritishCouncilareworkingonasuccessorstrategytobuildonthesuccessonPMI.ThefocuswillbeonmaintainingandenhancingtheUK’spositionasaworldleaderintheinternationaleducation,aimedatbuildingandsustaininginternationalrelationshipsthrougheducationandtraining,ratherthanoverlyfocusingonrecruitment.Fourkeyobjectivesunderpinthenewdevelopment;

Case Scenario PacksTheprojecthastwomainstrandsintermsofitsoutputs.Thefirststrandistheproductionofcompletehighqualitycasescenariopacks.Morethanjustascenarioorroleplayexercise,eachpackcomescompletewithtutornotes,practicaltips,suggestedpromptquestions,andallthebackgroundinformation(forexample,newsreports,legislationorcouncilpapers)necessarytotakeitintotheseminarroomanduseitstraightaway.Whilesomeofthescenariosdoindeedinvolveroleplaying,othersfocusonproblemsolving–usuallybutnotnecessarilyaspartofateam–independentresearch,oracombinationoftheseandotheractivities.Allthecasesfinishwitha‘debriefing’sessioninwhichstudentsreflectontheirownandeachother’sresponsestothescenario.Althoughprimarilyatoolforteaching,therearemanywaysinwhichcasebasedlearningcanbeutilisedaspartofaninnovativeassessmentstrategyaswell.

• developprioritymarketstomaintaintheUK’s globalpositionwhileincreasingthenumberof internationalstudentsundertakingUK education• developthedistinctivenessandattractiveness ofUKeducation• reduceexposuretoriskbymarketdiversification andconsolidation• developstrategicpartnershipsandalliances

TheEducationUKbrandisalsobeingupdatedtoensurethatitcontinuestoberelevant,andtherefreshedbrandwillcarrywithitanewbrandstory:

However,theHuddersfieldprojectisn’tjustaboutbeingtheproducerofaproductforotherstoconsume.Rightfromthestart,theaimwastodisseminate‘howto’knowledge;tofindwaystopassontheteam’sexperiencesandthebodyofknowledgebuiltupoverthecourseoftheprojecttoothers,primarilyacademicsbutalso,potentially,tutorsinFEandschools,andevenemployers.Thisiswherethesecondstrandcomesin:theinteractivetemplate.

Theproject’sbiggestchallengewastodevelopawebbasedtemplatethatwouldenableotheracademicstocreatetheirownscenarios,usingtheirownmaterialandtailoredtotheirownspecificteachingneeds.ThishasbeenachievedwiththeinvaluablesupportoftechnicianPaulDagg,whoalsomaintainsthewebsite.

WiththeleadershipoftheLiberalDemocratPartycurrentlyunderintensenationalscrutiny,atimelyconferenceoftheBritishLiberalPoliticalStudiesGroupwasheldinWales13th–15thJanuary.Itwasthelargestevergatheringofhistorians,politicalscientistsandpoliticians,fromacrosstheUKandEurope,whostudytheLiberalDemocratPartyintheUK.

YoumaythinktheworldofPoliticalScienceneedsfeweracronyms,andfewerofthecallsonourtimethatusuallyliebehindthem;certainlyanyoneaddingtothemhastohaveverygoodreasons.Withsometemerity,perhaps,butalsowithasenseofurgency,thePoliticalStudiesAssociation,inconsultationwithotherleadingPoliticalScienceAssociationsinEurope,isinvestigatingwhetherandhowtosetupanewPoliticalScienceconfederation.Currentlybearingthename‘EuropeanConferenceofNationalPoliticalScienceAssociations’,afirstmeetingisplannedforJune2006attheUniversityofHalleinGermany,withfinancialsupportfromtheGermanPoliticalScienceAssociation.

Why a new association?Thisisnotentirelynew,tobeaccurate.It’sgrownoutofthepan-EuropeanPoliticalScienceresponsetotheBolognaprocess,whichthePSAwasinstrumentalinorganisinganddrafting;itisbasedonarecognitionboththatthereisasignificantamountofworktobedone,andthattheexistingwaysofgettingtogetherwerejustnotsufficient.Untilnow,wehavebeenmeetinginanadhocwayatECPRandEpsNETconferences.Infact,ourlastmeetingwasattheECPRresearchconferenceinBudapestinSeptember2005,andournextmeeting,toprepareforthespecialconferenceatHalle,willbeattheECPRworkshopsinNicosiainApril.Thisworkstoalimitedextent,butdeprivesusofcontinuityofmembershipandcanleadtoorganisationalandlogisticaldifficulties.IfwethinkitworthwhiletocontinuecollaboratingasnationalPoliticalScienceAssociations,weneedtoputtheorganisationonafirmerfooting–morerepresentative,andmoreeffective.

What will the ECNPSA do?Anyoneinterestedinadetailedreviewoftheissuesthenewassociationneedstoaddress,canlookatapaperIpresentedattheEpsNETconferenceinParisinJune2005,whichI’dbehappytosendondemand.Thispaper,basedontheexperienceofcooperationaroundtheBolognadebate,describestheissueswefacecollectively,looksattherelationshipwithECPRandEpsNET,andlistssomeoftheitems

TheEuropeanPolicyResearchCentreprovidesaforuminwhichnewdevelopmentsinEuropeanpolicymaybediscussedandtheirimplicationsanalysed.Itprovidesabaseforcollaborativeresearchprojectswithgroupsofexpertsinotheruniversities.ThestaffoftheCentreprovideexpertadviceonEuropeanissuestobothnationalandinternationalorganisationsandgovernmentbodies.AllhavepublishedbooksandarticlesondifferentaspectsofEuropeanPolicyandEuropeanPolitics.TwoofthestaffhavehadtheirexpertiserecognisedbytheEuropeanCommissionthroughtheawardof“JeanMonnet”chairsfortheirworkontheprocessofEuropeanintegration.

ResearchgroupingswithinthePSRCachievedratingsof3a(SocialPolicy)and3b(EuropeanStudies)inthe2001ResearchAssessmentExercise.GiventheresearchoutputsemanatingfromtheDepartmentsince2001,itislikelythatPoliticswillbesubmittedasaseparatesubjectinthenextRAE.StaffassociatedwiththesubjectsofPoliticsandInternationalRelationshavebecomeknownnationallyandinternationallyforworkinseveralkeyareasofresearchincludingareastudies(TheEuropeanUnion,SouthEastAsia,China,theMiddleEastandNorthAfrica),politicaleconomy,electionsandvotingbehaviour,nationalism,womenandpolitics,politicalrightsandcivilliberties,theroleofthemedia.Overthereviewperiod,staffpresentedapproximately70papersatnationalandinternationalconferences,someofwhichweremadeattheexpressinvitationoftheconferenceorganisers.Membersofstaffhavealsobeeninvitedtoeditspecialistvolumes,aremembersofeditorialboardsofanumberofjournals;(CapitalandClass,AustralianJournalismReview,InternationalJournalofMediaandCulturalPolitics)andhavebeensolicitedbythemediatocommentonnationalandinternationalissuesandhavebeenroutinelyaskedtoreferarticles

Lincoln – The CityLincolnattractsoveramilliontouristsayear,includingtoitsworldfamousCathedral,CastleandChristmasMarket.TheCastlehousesoneofonlyfouroriginalsoftheMagnaCarta.Lincolnisalivelycity,mixing2000yearsofhistorywithexcellentshoppingfacilities,livelyartsandeventsprogrammes,andagoodrangeofpubs,restaurantsandclubs.PlacesnottobemissedincludeSteepHillandthehistoricBailgateareawhichhousefinespecialistshopsincludingboutiques,antique,craft,bookandgiftshopsalongthecobbledstreets.

Thelocalmusicandartssceneisextremelybusy,particularlywiththegrowthoftheUniversityandtheregenerationoftheBrayfordWaterfrontarea,coveringabroadculturalspectrumrangingfromorganrecitalsattheCathedralandShakespeareatTheLawn,tofolk,jazz,countryandrockinthelocalpubsandclubs.PlacestovisitincludethemedievalBishopsOldPalace,EllisMill,TheLawnandSirJosephBanksConservatory.Intermsofsport,LincolnCityFC,havingfinishedsecondbottomofthethirddivisionin2002andgoneintoadministration,havesincethensurpassedallexpectationsbymakingthedivisionthreeplay-offsin2003,2004andagainin2005.
