Sanford was a 65-year old widower and junk dealer living in the Watts neighborhood of South Central Los Angeles, California with his 30-year old son, Lamont. From the first show in January of 1972 until the last in March of 1977, Sanford and Son established itself as one of the two most noted and significant African American sitcoms since the invention of television. Enormously popular during its run and still maintaining high marks in its cable reruns, Sanford and Son was groundbreaking and edgy, bold and outspoken, but, it was so emphatically precise with regard to the status quo that it made us all feel a little closer to our own surroundings. Ironically, Redd Foxx’s actual death on October 11, 1991, occurred on the set of The Royal Family, the last sitcom that Foxx had been working on. On that fateful day, while taking a break from rehearsals, Foxx apparently suffered a fatal heart attack on the set. Co-Star Della Reese, and the rest of the cast and crew thought he was performing his notable schtick, the fake heart attack, made famous on Sanford and Son, where he would grab his chest and moan “It’s the Big One… You Hear That Elizabeth… I’m Comin’ to Join Ya Honey!”, only this time when he collapsed to the floor, they realized that something was very wrong about this performance. Redd Foxx never regained consciousness and was pronounced dead at the age of 69, leaving behind the legacy of one of the most infamous “tell-it-like-it-is” comedians of all time. This November 14 th is that day of Celebration we set aside every year for our Annual Luncheon, a culmination of the year’s work, an acknowledgement of the membership, and, a chance to rekindle networking connections throughout our organization. This year has the added specialty of being an Election year, where the keynote positions on the Executive Board will be voted on and announced and the framework for the next 2 years of leadership will be finalized. In CO-OPP lore, this is “The Big One”, where shoes will be filled and torches passed, where new bloods will find themselves shoring up right alongside those who have trail blazed the roots this organization is founded upon, and, where YOU, the membership of this organization will exercise your voice in the selection of leadership that will take us to the next level in making this the type of organization that you want to be part of . Something to note about that gibberish is found in the words highlighted: the type of organization that you want to be part of. We aren’t just going to offer you an organization that is SATISIFIED… we want to do more. We aren’t just talking about an organization that is CONTENT with what has been accomplished… the status quo is simply not enough. We aren’t investing our time and ideas for a chance to MINGLE outside of our entities five times a year… we’re on a mission for success. The truth is… we have a job to do for you, the membership of this organization, unlike we have ever done before… because, it has to be better than ever before . As I write this article, I am writing as your President Elect, appreciative of the opportunity before me, and, overwhelmed by the very nature of the task. This is the BIG ONE Elizabeth!! I have never encountered a more daunting challenge than this one, because ultimately, the decisions made affect every one of us and reflect the Central Ohio Chapter to our National Affiliate. I want this Chapter to shine in that reflection… I want to lead the charge to see more members certified in the next 2 years (myself included), ,more than ever before (order extra ink in your plotter Alan and get ready to sign them up!). I want to see our organization bring home that elusive Chapter of the Year plaudit that we certainly have been deserving of for quite some time. I want Procurement in Ohio to be spoken of in the same breath as the Virginia’s and Florida’s, the Colorado’s and the Arizona’s when calling out those chapters and States that are making a difference in the NIGP family. Perhaps, more importantly than all the accolades or notes of grandeur we might attain, I want to show the real character of our Chapter and your leadership from A-Z in everything by being Accountable, Bold, Consistent, Diligent, Ethical, Forthright, Gracious, Hungry, Introspective, Justifiable, Kindhearted, Learned, Motivated, Notable, Optimistic, Proactive, Qualified, Relevant, Steadfast, Transparent, Understanding, Valued, Worthy, X-trordinary, Yearning, and Zealous. American sitcom Television was and still is today the pulse of our surroundings… it is the representation of who we are and how we live. We need to decide now, where it is we want our organization to move us and what role each one of us are willing to take to make that effort possible. Remember the words: the type of organization you want to be part ofand pledge with me now to join the effort to grow without boundaries and reach our utmost by being part of the challenge to be the best we’ve ever been. The Procurement Edge is a publication of the Central Ohio Organization of Public Purchasers (CO-OPP), a chapter

of the National Institute of Governmental Purchasing (NIGP). CO-OPP is an organization that promotes the public

procurement profession and it’s members. As such, we often photograph our members and display those pictures

electronically (such as on our website) or in hard copy (such as in our newsletter.) By becoming a member in our

organization, the member thereby permits COOPP to use their image as described above.

The Procurement Edge is produced during the months where General Membership Meetings are held: January, March, June,

September and November.

We have the fortune of having been doubly blessed in CO-OPP with two ladies who are stepping down from their areas of service after long tenures of faithful leadership to the CO-OPP family. CAROL CLINGMAN, CPPB, has served in the office of Treasurer for ten (10) years and has decided to pass the Fiscal Torch to a member to be determined at the November Elections. Carol’s wisdom and desire to serve have been mainstays in our organization and we can all learn from her examples. From her gregarious laughter to her keen sense of ethics in regard to the funds of this organization, Carol has been a joy to work with and for during her tenure. We will miss her; we wish her the best as a “regular member” and we promise only to leave her be for one year of uncontested service… then we’re gunning for her again. It’s not only hard to find the dedicated volunteer… it’s even harder to keep the good ones in free agency status… besides, nobody has better office toys than Carol! Several years ago, CO-OPP was holding special meetings to decide whether or not there was any validity to continuing to support an ICPC program that didn’t seem to have any real value for our organization. Then a handful of members led by BONNY RICKERSON, CPPB, sat down with Barb Johnson and brainstormed their way into a new vision. Since then, we have seen a growth in membership, the introduction of Commodity Summit meetings and a real sense of purpose in small and large entities gathering to engage in real cooperative purchasing conversations. Bonny’s reports on the Summit’s at our General Membership meetings are thorough and always provide the incentive to be part of the excitement. Bonny is a regular participant in the Pop-Tabs collection program and if we had a “Golden Can” award, her entity might just have a couple of them by now. Bonny is handing the ICPC torch over to Bill Kirwin and Sean Fouts, but, we’re only letting her out of the crosshairs for a minute… there’s too many places for a grassroots revivalist to be utilized and Bonny is one of the best motivators.

Confession of the certified—how I got ready for

the CPPO test Mark Evangelista

I began to plan to take the CPPO test a couple of years before I actually sat for the test. In 2010, I commented in my yearly budget narrative that I wanted to begin to “seek accreditation”. My 2011 budget actually included funds to take the CPPO test. Having made that commitment it would not look good for me to not follow through and take the test. Nor would it look good if I took the test and did not pass it. So, how did I pass the CPPO test? So here is my confession. First, understand that people learn differently. I like reading and whenever I had a chance to read the books, I did. I read books such as the CPPO Prep Guide, Legal Aspects of Public Purchasing, the NIGP Dictionary of Public Procurement Terms (how weird is that), and Fundamentals of Leadership and Management in Public Procurement, to name a few. Second, I like attending seminars in person and taking notes. I realize that I am not an online kind of learner because I procrastinate. When I am in class I have made a commitment. Next, I like to take practice tests for the sake of taking a practice test (again, how weird is that). I realize though that I do not do as well on practice tests as I do on the real test when the pressure is on. Next, I forgot about how I do it at work! No one cares. What the UPPCC cares about is do I know the recommended way. When I arrived at the testing center and was sitting in front of the computer getting ready to start the test I relaxed, took in a deep breath, and read the questions and answers carefully. Yes the clock was ticking and I needed to answer a question in just over a minute (190 questions in 3.5 hours). I tried for a question every 45 seconds. I found the questions to not be that difficult, but they were tricky. One or two of the responses were close, but only one was the best, most qualified response. My test taking strategy always has been to answer the questions as quickly as I can so that I have enough time to review all of my answers. I felt that strategy paid off in a big way with this test because it gave me time to ponder over the questions and answers (I like to ponder). In fact, I made some changes to my test before pushing the “I’m done button” and I turned my test in with time to spare. The worst part of taking the test is the eight weeks that you wait before getting the results. It’s nothing short of torture! There you have it. I hope that my “confession” on how I passed the CPPO test helps you with either the CPPO or CPPB test. GOOD LUCK! I am certain that you will do fine.

So, now you’ve decided that this is the year you are going to get CERTIFIED and this time you are serious about adding four letters of designation behind your name... you’ve read all the propaganda, heard all the commotion, seen the good things that happen to certified people and you want your own slice of the pie... so, you started taking some of the classes as we have outlined in our CPPB/CPPO TRACK, you’ve read and re-read your text books and you’ve looked beyond and over and into and around everything you can get your hands on to get yourself in STUDY MODE with a target of the much talked about CERTIFICATION EXAMINATION. The experts say, give yourself a good 6 months to get ready, with a comfortable mix of classes, self-study, group study and prep time to pull it off with flying colors. This column is about peer-to-peer mentoring... straight from those who have already conquered the foe you are about to face head on... let’s learn a few tips from the CERTIFIED, and in the process, maybe we can grow a few more stars for our Chapter Galaxy... (and, for those of you contributing your secrets, remember this: recertification points come in all shapes and bylines). ANITA A. JONES, Contract Analyst, State of Ohio, Office of Procurement Services

Candidate’s Background: Anita A. Jones has worked in the public sector for over ten (10) years on both federal and state levels, in offices ranging from Contract Acquisition to Tobacco Control. Before coming to the Office of Procurement, Ms. Jones worked within the Equal Employment Opportunity Office of the Ohio Department of Health investigating discrimination charges; and, within the Equal Opportunity Division certifying small businesses within the State of Ohio. Since coming to State Procurement in June 2011, she has taken every training opportunity to further develop her procurement career and has progressed to a Contract Analyst within the less than a year. Upon her arrival, Ms. Jones immediately became involved in CO-OPP by volunteering on the Outreach Committee and assisted with the planning process of the newly established NEOH branch of CO-OPP. In January 2012, Ms. Jones was asked to Chair the 2012 CO-OPP Reverse Trade Fair. She embraced the opportunity to enhance leadership skills and endeavored to solicit the wisdom of current CO-OPP members as well as recruiting new faces. This endeavor proved fruitful as the 2012 CO-OPP Reverse Trade Fair event netted approximately $40,000 for CO-OPP. Her strong focus on team involvement, empowerment and new approaches has proven beneficial to her accomplishments thus far. Ms. Jones holds a Bachelor’s Degree in Community Development from Central Michigan University and is currently pursuing an MBA with a Concentration in Project Management from DeVry Keller School of Management. Ms. Jones describes her work style as: gaining wisdom from the past, applying it to the present and preparing leaders for the future. She believes in setting a good example for future leaders and documenting the process, to ensure they have a blueprint to success! If elected, what will you do to support the continuing growth and success of CO-OPP? Leadership has its advantages as well as responsibilities which should be recognized by anyone desiring a leadership position. The advantages include the chance to be recognized for your contributions and the ability to help shape the vision and mission of the chosen organization. Responsibilities include the duty to assess the needs of an organization and align these needs with the competencies and the skill sets of its’ members. If elected, I will support the growth and success of CO-OPP by:

●Gaining Wisdom: By forming relationships with current and past leaders who have been with CO-OPP since its establishment and have the experience, I will obtain guidance in ensuring the core values of CO-OPP are upheld.

●Recruitment: By recruiting new members and entities throughout the State of Ohio on local, state and federal levels, the knowledge base, membership and training opportunities will increase thereby increasing CO-OPP’s presence on a national level.

●Continuous Learning: By remaining teachable and always willing to seek knowledge, documenting processes and encouraging professional and personal development.

I believe these aspects are important for the growth and success of CO-OPP due to the need to learn from the past, create an effective succession plan for the future and learn and share the lessons learned with colleagues along the way.

NOMINATIONS will remain open thru the date of our November Luncheon, November 14th, 2012. Your packet of information at the Luncheon will

include a Ballot with the names of the prospective candidates for each available position. BIOS will have been provided in the September and November issues of The Procurement Edge and will be available for final review before you cast your vote. Just before the nominations close, the Member-A-Large will call for one last chance for the Membership to make nominations from the floor before taking the ballots and tallying the results. Committees and their Chairs will be finalized and filled before the new year begins in January 2013.

Your 2013 - 2015 Board of Directors will be announced at the conclusion of the Luncheon.

MAUREEN McGWIRE, CPPO, CPPB, Procurement Specialist, Contracts & Procurement

Administration, Columbus Regional Airport Authority Candidate’s Background:

Maureen McGuire graduated with an Associate degree in Business Management from Central Ohio Technical and attended Mount Vernon Nazarene University and attained Senior Status in the Bachelor of Business Administration Program. As many in the procurement profession will attest, we are “born into it”. Maureen began her career at Knox Community Hospital, Mount Vernon, Ohio as a Buyer and was later promoted to the Director of

Materials Management. She managed Purchasing, Central Supply, General Stores, Mail, and Print Shop operations.

In 2001 her career path changed to public purchasing with her employment with the state of Ohio in the Department of Administration

Services in the Office of State Procurement. She began as a Standards Analyst and was later promoted to a Contract Manager. She was

responsible for the State Term Schedule Program, which accounted for $270 million in state agencies’ contract spend.

In 2010 she was hired by the Ohio Attorney General as the Procurement Manager for the implementation of a centralized procurement system: consolidating purchasing of three major departments into one.

today.

Maureen was the Co-Chairman for the Program Committee in 2006 and 2007 and has been the Chairman since 2008 until December 2012. Maureen has earned her Certified Professional Public Officer Certification (CPPO), as well as her Certified Professional Public Buyer Certification (CPPB). She has been a member of the Central Ohio Organization of Public Purchasers (CO-OPP) since 2001. Maureen has also been a member of the National Institute of Government Purchasing (NIGP) since 2001.

If elected, what will you do to support the continuing growth and success of CO-OPP? As Vice-President I would challenge many of the “new blood” as well as the old members the importance of doing more than the year before, get involved with a committee, and participate in networking and the importance of obtaining certification. Working with the Short and Long Term Strategic Planning Committee towards strategic planning and then applying the knowledge to making CO-OPP the best it can become! I would also work directly with the President to strive for his visions for the 2013-2015 journeys for the CO-OPP initiatives.

KEASHA L. BROWN, CPPO, Contract Analyst, ODRC/Real Estate Candidate’s Background: Ms. Keasha Brown holds a Bachelor’s degree in Sociology/Corrections with a minor in Criminal Justice from the University of Akron and, in addition, has obtained CPPO designation. In 2009, Brown obtained her Ohio Real Estate Licensure. She possess over 10 years of public procurement experience with an emphasis in strategic and acquisition planning and in all aspects of contract administration. Ms. Brown was instrumental in the activation and procuring of goods and services for two Ohio prisons sites during the course of her career: North Central Correctional Institution (NCCI), located in Marion Ohio and opened in 1994 and Richland Correctional Institution (RICI), located in Mansfield, Ohio led, and opened in 1998. As a result of her skills and success at NCCI, Ms. Brown was selected to serve as Deputy Warden of Special Services at RICI. Ms. Brown possesses a storied career of 22 years in the Ohio Department of Rehabilitation and Corrections (ODRC) having served the agency in numerous positions in the classified and unclassified civil service. Keasha began her career in 1990 as a prison Case Manager. She rapidly advanced, serving in the capacity of Unit Manager, Assistant Chief Inspector, Northern Ohio Regional Food Operations Administrator, and Deputy Warden of Administration and Deputy Warden of Special Services. Currently Keasha serves as ODRC’s Contract Analyst and Real Estate Administrator overseeing the agency’s Real Estate portfolio. As such her responsibilities include managing a large employee statewide housing portfolio, 22 APA leases valued at a combined 3 million dollars, 17,000 acres of land, as well as managing the collection of agency royalty revenues and providing oversight of agency payments for special tax assessments. Keasha is a member of the National Institute of Governmental Purchasing (NIGP). She currently serves as a member of the Central Ohio Organization of Public Purchasers (CO-OPP) Budget & Finance Committee. She has worked on various ODRC committees having served as a chairperson, member, and consultant for a host of ODRC local and statewide initiatives: Housing & Farm Leasing Committee, Multi-Agency CIO Advisory Council for IT staff augmentation workgroup (alternate representative), Statewide Satellite/Cable Services Committee, Revenue Committee, Agency Vending Committee, and as agency procurement consultant and real estate expert for a host of agency initiates with established committees. Due to her efforts in chairing a committee at the ODRC Correctional Reception Center focusing on cost effective and efficient operations, the facility was recognized as one of the Top 3 Prisons in Ohio for Cost Savings and Efficiency. Keasha is the proud mother of two sons, Brandon and Zachary. They reside in Columbus, Ohio. She enjoys sports and is active in various community and church related activities. If elected, what will you do to support the continuing growth and success of CO-OPP? Assure all spending are in support and appurtenant with the Organization’s Strategic Plan, Organization Mission and Vision. To assure the Office operates effectively, with all accountability, transparency, and integrity / high ethical standards duly warranted by the office holder of Treasurer. If given the opportunity to serve as the organization’s Treasurer I will always operate in good faith with a high level of due diligence when carrying out Treasury responsibility with the commitment of assuring that all actions are in the best interest of the organization.

MARY K. HARPER, CPPB, Procurement Specialist, City of Columbus, Purchasing Office Candidate’s Background:

I have been employed with the City of Columbus for a total of 6 years, having worked as a Procurement Specialist in the

Purchasing Office originally in 1997-1999, and returning to this position in June 2008. I possess a B.S. degree from

O.S.U. in Interior Design/Business, and an Associate’s Degree in Legal Secretarial Science from C.S.C.C. (fka: Columbus

Technical Institute). During my initial employment with the City, I procured office furniture, office supplies, arts/crafts

supplies, etc. and oversaw the disposal of surplus goods. I currently handle the commodity group Universal Industrial Parts

and Equipment.

Prior to my employment with the City, I was employed as a legal secretary for several years. After graduating from O.S.U.,

I started a residential interior design business and later was employed as a sales representative in the commercial furniture

industry. My CPPB certification was obtained this year, and I am interested in becoming more involved with CO-OPP as a

means to both grow my procurement knowledge and also challenge myself professionally.

I am happily married to Bill Harper with two grown step sons, a cat and 2 dogs. When I have free time, I enjoy being

outside in nature, walking, doing yoga, reading, and/or partaking in anything creative/artistic such as knitting, sewing, oil

painting, making greeting cards and beading. I benefit from volunteering my time at First Community Church and at Open

Door Art Studio (a division of Columbus Center for Human Services located in Grandview).

If elected, what will you do to support the continuing growth and success of CO-OPP?

If elected as Secretary, I will focus on recording all pertinent information from CO-OPP meetings by taking minutes for

distribution to the CO-OP members, and will also maintain correspondence with the membership and other entities as

needed.

LORRAINE (LORI) S. BELLS, CPPB, Procurement Specialist, City of Columbus, Purchasing Office Candidate’s Background:

I have been employed with the City of Columbus for a total of 25 years. I began with the Division of Sewerage and

Drainage, spending 10 years in the Fiscal Office until I resigned my position to be a stay-at-home mom. I re-entered the

working world at the City’s Sewer Maintenance Facility, managing a warehouse, several storekeepers and handling the

needs for an active construction and maintenance staff. I accepted a position as Procurement Specialist with the

Purchasing Office in 2005 and am now a Senior Procurement Specialist, handling primarily Water and Sewer Infrastructure

and Plant Equipment. I have been deeply involved in the City’s online bidding website Vendor Services, and serve as a

Help Desk Representative in addition to my procurement duties. I have participated in several Train-the Trainer sessions

and have conducted and assisted with several training opportunities. I obtained my CPPB certification in 2007, and have

served on the CO-OPP Public Relations committee. Most recently I have served on the Membership and Strategic

Planning committees, and have volunteered at the last three Reverse Trade Fairs in varies capacities.

I have been married for 13 years, and have two children, three stepchildren, and two grandchildren. I enjoy gardening and

yard work, home improvements, cooking and canning, spending time with family and friends, and I love the beach.

If elected, what will you do to support the continuing growth and success of CO-OPP?

With my children grown, I want to focus more of my energies on professional growth. I have often thought that CO-OPP’s professional networking could be a great deal of help to small suburban government offices and school districts and would like to try and draw some of those entities into our membership. If elected Member-at-Large, I would welcome the opportunity to be more deeply involved in the CO-OPP organization and would help steer the membership into future growth.

My wife, Emily, and I have been married for ten years and have the great pleasure of raising two beautiful little girls, Ainsley and Sophie. I am a Procurement Coordinator for the City of Westerville. I have had the privilege of serving the Westerville Community for more than a decade and I have served as Procurement Coordinator since 2009. I am a graduate of The Ohio State University and I obtained my CPPB designation through the Universal Public Procurement Certification Council (UPPCC) in 2011. I have been a board member for the Central Ohio Risk Management Association (CORMA) and currently serve on the administrative council for my church. In addition, I recently had the honor of working with Gretchen Adkins and Carol Cook in chairing the registration committee for the CO-OPP 2012 Reverse Trade Fair.

If elected, what will you do to support the continuing growth and success of CO-OPP?

If elected Member-At-Large, I would hope to serve as an additional source of input to the Board for all Chapter Membership. To support the continuing growth and success of CO-OPP, I would be open to listening to all opinions and willing to communicate all viewpoints to the Board. I would hope to develop and maintain new electronic communication tools to allow Chapter Membership greater ease of access to information about CO-OPP projects and to allow all members the opportunity to be more engaged in CO-OPP initiatives. Additionally, given that CO-OPP has been an invaluable resource for me in learning and growing as a procurement professional, I would champion any and all efforts to promote and expand CO-OPP’s outstanding educational programming.

Candace Riddle joined the NIGP team in June 2010 as the Principles & Practices Project Manager. Under Candace’s direction, the project has grown to include a website that has received over 75,000 views from over 140 countries around the world, over 150 adopting organizations, 110 + volunteers who work to review the draft practices, and to date, the finalization of over 20 Practices for the procurement profession. In May of 2012, Candace traveled with Rotary International as part of the Group Study Exchange Program to Gwangju, South Korea, where she had the opportunity to introduce the Principles & Practices Project to the South Korean Public Procurement Service. Prior to her career with NIGP, Candace received a B.A. in Political Science (2005) from Coastal Carolina University where she worked on environmental issues that included: the Winyah Bay Shark Study, mapping the Waccamaw River with side-scan sonar, and research for the South Carolina Environmental Law Project. Following five years of work in law and finance in the private sector, Candace returned to Norwich University where she earned an M.A. in Diplomacy - International Trade & Commerce (2011). Her interests at Norwich focused on organizational theory and cross-cultural management, in regions including China and South America. Outside of her duties at NIGP Candace volunteers as the Director of Strategic Planning for Young Government Leaders and works to direct the strategic initiatives of the national board to support 2,500 members and 10 chapters across the United States. Candace has been recognized as a thought provoking, community leader on social media outlets such as GovLoop and enjoys driving public feedback through innovative uses of new technology. This past August, at the 67

th Annual NIGP Forum, in Seattle, WA, Candace, our own Mark Evangelista, MBA, CPPO,

C.P.M., of Lake Metroparks, OH and NIGP’s 2011 National Professional Manager of the Year, Carrie Woodell, CPPO, CPPB, CFCM, C.P.M., A.P.P., of Winter Park, FL took part in an innovative, new forum offering moderated by Carol Hodes, CAE, Director of Education, Professional Development, NIGP: The Institute for Public Procurement, called Ignite & Inspire, and, they all kicked off the course debut fabulously. The session called for the these inspirational speakers to deliver 5 minute, timed presentations about a specific topic while a series of timed slides moved on a screen beside them. The intention of the exercise is to create dialogue and discussion amongst those in attendance while encouraging and empowering participants to openly express elements of their professional passion. The high-energy format is conducive to IGNITING others to want to get involved in the process thus creating a new wave of inspired professionals worldwide, just the kind that can impact the change we need our world. Candace claims to be a former BUCKEYE, hailing from Cambridge, Ohio, however, she currently resides in Charlotte, NC with her son Kade. Then again, I say, once a Buckeye… always a Buckeye. Candace Riddle is someone you should know.
