    As the Member of Parliament forChelsea & Fulham, I am writing torespond to Transport for Londons(TfL) current public consultation onCrossrail 2.1. Background and recent

    contributions

    As you may be aware, for a longtime now I have been representingmy constituents views on theprospect of Crossrail 2 and, beforeit, the Chelsea-Hackney Line coming to Chelsea and Fulham.

    Indeed, I have done so not only in my submission to TfLs previouspublic consultation on Crossrail 2 in July of 2014, but also atnumerous public meetings and in my news bulletin.To date, as a constituency MP, in addition to participating in publicmeetings, I have held meetings with local council representatives andrepresentatives of TfL most recently with TfLs new Commissioner,Mr Mike Brown MVO, on Friday, 11 December 2015. Mr Brownassured me that he is already working closely with Lord Adonis, theChairman of the National Infrastructure Commission, to make surethat they are addressing the right questions, and that Crossrail 2 couldform part of a wider solution to transport issues, providing 200,000new homes and jobs, and adding 120bn to the UK economy overthirty years.I also held a well-publicised meeting with the Mayor of London, BorisJohnson, on 29 June 2015, to request a feasibility study intoalternative Crossrail 2 stations either at Imperial Wharf or FulhamBroadway, in response to vociferous local opposition to TfLs thenpreferred site at the Chelsea Fire Station. I subsequently received the

    feasibility study on 28 October, two days before this consultationstarted.2. Local options for station sites in Chelsea and FulhamI have been interested to find out whether local residents andstakeholders would rather have a station on the Kings Road, atImperial Wharf, at Fulham Broadway, or not at all. This approach wasvindicated at my recent meeting with the Commissioner of TfL, inwhich he acknowledged that the Imperial Wharf option is beingseriously considered. Indeed, as per the Mayors feasibility study, MrBrown acknowledged that a Crossrail 2 station at Imperial Wharfwould provide more new homes and new jobs than a station on theKings Road, as well as being a significantly more efficient alternativeinterchange with London Overground than at Clapham Junction.

    According to the Mayors feasibility study, a Crossrail 2 station atImperial Wharf would entail approximately 1,000 more boarders andalighters in total during the three-hour morning peak than a station onthe Kings Road, as well as twice as many new homes and new jobs in

    the local area than a station on the Kings Road. Furthermore, aCrossrail 2 station at Imperial Wharf would provide an interchangewith the West London Line and with London Overground, and it mightalso relieve pressure on the District Line at the nearby WestBrompton, Fulham Broadway, and Parsons Green stations.In addition to this, it is highly likely that the construction of a station atImperial Wharf could be significantly less obstructive than on theKings Road, especially in terms of the impact that it might have onsuch a busy transport artery, and given that Imperial Wharf will be thesite of existing major construction works for the foreseeable future.3. Conclusions

    Judging by the correspondence I continue receiving from constituents,Imperial Wharf would seem to be the more desirable of the twoalternative stations evaluated in the Mayors feasibility study, inaddition to being the more feasible. A Crossrail 2 station at ImperialWharf is supported by a local campaign which, I gather, has alreadyreceived several thousand responses, the vast majority of which are

    positive; and I myself have received a great many supportiveresponses via letter and email.In light of the above, I firmly believe that Imperial Wharf shouldcontinue being seriously considered as an option for a Crossrail 2station, and I also ask whether it should be the preferred site for astation in Chelsea & Fulham. Accordingly, I would encourageTransport for London to carry out a more detailed feasibilitystudy into this proposal as quickly as possible.Yours sincerely,

    regenerate a hundred Council estates

    I believe we are in the middle of aturnaround decade for Britain. And itall comes back to one word:security. I want this to be the decadein which we deliver the economicsecurity that working people andBritish businesses need to flourish;and in which our national security ispreserved as we strengthen ourdefences and defeat the scourge ofIslamist extremism for good.Theres another crucial dimension toour plans: social reform bringing

    security to families who currentlyhave none. As I said three monthsago in Manchester, a central part ofmy second-term agenda is to wagean all-out assault on poverty anddisadvantage. And tomorrow I willset out our plan to extend lifechances across Britain and really

    get to grips with the deep social problems the blocked opportunity,poor parenting, addiction and mental health problems that mean somany are unable to fulfil their potential.Theres one issue that brings together many of these social problemsand, for me, epitomises both the scale of the challenge we face andthe nature of state failure over decades. Its our housing estates.Some of them, especially those built just after the war, are actuallyentrenching poverty in Britain isolating and trapping many of ourfamilies and communities. I remember campaigning in London as farback as the 1980s in bleak, high-rise buildings, where some voterslived behind padlocked and chained-up doors. In 2016, for too many

    places, not enough has changed.Of course, within these so-called sink estates, behind front doors,families build warm and welcoming homes. But step outside in theworst estates and youre confronted by concrete slabs dropped fromon high, brutal high-rise towers and dark alleyways that are a gift tocriminals and drug dealers. The police often talk about the importanceof designing out crime, but these estates designed it in. Decades ofneglect have led to gangs, ghettos and antisocial behaviour. Andpoverty has become entrenched, because those who could afford tomove have understandably done so.One of the most concerning aspects of these estates is just how cutoff, self-governing and divorced from the mainstream thesecommunities can become. In some places, there is severe socialsegregation and it damages us all when communities simply dontcome into contact with one another. And that allows social problems tofester and grow unseen. The riots of 2011 didnt emerge from withinterraced streets or low-rise apartment buildings. As spatial analysis ofthe riots has shown, the rioters came overwhelmingly from thesepostwar estates. Almost three-quarters of those convicted lived withinthem. Thats not a coincidence.

    As we tackle this problem, we should learn the lessons from the failedattempts to regenerate estates in the past. A raft of pointless planningrules, local politics and tenants concerns about whether regenerationwould be done fairly all prevented progress. And if were honest, thereoften just wasnt the political will and momentum in government to cutthrough all of this to get things done.So whats our plan? Today I am announcing that we will work with 100housing estates in Britain, aiming to transform them. A new advisorypanel will help to galvanise our efforts and its first job will be to build alist of postwar estates across the country that are ripe forredevelopment, and work with up to 100,000 residents to put togetherregeneration plans.For some, this will simply mean knocking them down and startingagain. For others, it might mean changes to layout, upgrading facilitiesand improving local road and transport links. The panel will alsoestablish a set of binding guarantees for tenants and homeowners so

    that they are protected.To finance this, well establish a new 140m fund that will pump-primethe planning process, temporary rehousing and early constructioncosts. And well publish an estates regeneration strategy that willsweep away the planning blockages and take new steps to reducepolitical and reputational risk for projects key decision makers andinvestors.Theres a second critical by-product of our plan. Tomorrow a reportfrom Savills will show that this kind of programme could help tocatalyse the building of hundreds of thousands of new homes inLondon alone. This is because existing estates were built at a lowerdensity than many modern developments poorly laid-out, withwasted open space that was neither park nor garden. So regenerationwill work best in areas where land values are high, because newprivate homes, built attractively and at a higher density, will fund theregeneration of the rest of the estate.For decades, sink estates and frankly, sometimes, the people who

    lived in them had been seen as something simply to be managed.Its time to be more ambitious on every level. The mission here isnothing short of social turnaround, and with massive estateregeneration, tenants protected and land unlocked for new housing allover Britain, I believe that together we can tear down anything thatstands in our way.

    9th January 2016Dear Mr Pallace,Submission in response to LBHFPlanning Application2015/05050/FUL - Stamford BridgeGrounds Redevelopment

    As the Member of Parliament forChelsea & Fulham, I am writing torespond to the London Borough ofHammersmith & Fulham (LBHF)regarding planning application2015/05050/FUL for theredevelopment of Chelsea FCsStamford Bridge stadium.1. Background and recentcontributions

    As a constituency MP, I am pleased to hear that Chelsea Football Club(CFC) intends to remain in its 110-year-old home at Stamford Bridge. Iheld a meeting with senior representatives of CFC on 22 June 2015,and received a briefing on their proposals to redevelop StamfordBridge. As I stated in my newsletter at the time, I received assurancesfrom them that CFC was making and would continue making everyeffort to work with local residents and stakeholders throughout theproposed redevelopment, if it were approved. Since then, I havecontinued listening to local residents and stakeholders concerns, andI am now seeking to represent them as their local MP by asking LBHFto ensure that the following criteria should be satisfactorily consideredduring their deliberations.I was myself an LBH&F Councillor at the time of the last Chelsea FCredevelopment public inquiry in 1998-99, and I remember thearguments made for and against at that time. Some of thosearguments will doubtless be made again with this proposal, but it isworth noting that a major difference this time is the proposed totaldemolition of the existing stadium, rather than incremental builds, and

    the implications that has for both the construction period and thelonger-term impact of the new stadium.2. Impact on residential propertiesI have received correspondence from a number of local residents whoare concerned about the impact that the proposed redevelopment ofStamford Bridge might have on their homes. In particular, I have beencontacted by residents of The Billings (Billing Road, Billing Street,Billing Place, and Stamford Cottages), who are concerned about theimpact that the proposed redevelopment might have on them,including their Right to Light and the proposed decking platform overpart of the District Line and part of the West London Line, for example.I suspect that other residents in other locations in the immediatevicinity of the ground, in both boroughs, might have similar concerns.LBHF will need to be satisfied that these residents concerns havebeen considered before making a decision on this planning application.3. Impact on transport and local parking

    Frequently, I am contacted by constituents who are concerned abouttraffic problems associated with CFC, especially on match days, butalso in relation to celebratory parades and other one-off events,whether it be to do with congestion or with parking, for example. It isimperative that LBHF should be satisfied with any proposals that CFCmight have regarding the mitigation of transport and parking problemsboth during and after the redevelopment. The prospect of an increasein ground capacity from 42,000 to 60,000, and its impact on public andprivate transport, and on local parking amenities will need to beconsidered very carefully by the Council.4. Impact on the policing of matches

    As the MP for Chelsea & Fulham, I work closely with the MetropolitanPolice Service in both Hammersmith & Fulham and in Kensington &Chelsea, and I am grateful for the hard work that they carry out inrelation to football matches at Stamford Bridge. I believe that LBHFwill need to determine the impact that an increase in capacity atStamford Bridge might have on policing when considering thisplanning application. I would assume that the police will be asked togive a view also.5. Impact on other local stakeholders and cultural amenities

    At my meeting with CFC in June 2015, I was assured that they weremaking every effort to work with local stakeholders such as theFriends of Brompton Cemetery, English Heritage, Royal Parks, theLondon Oratory School, and Stoll. However, I am aware that there isstill a particular concern about the vulnerable veterans at Stoll.

    Accordingly, LBHF will need to engage with these and other localstakeholders in order to be satisfied that their concerns have beentaken into consideration.6. ConclusionsIn light of the number of development projects proposed for Chelseaand Fulham over the coming years including the Thames TidewayTunnel and Crossrail 2 I feel that LBHF should seriously considerthese concerns and those expressed by my constituents directly, whiledetermining the outcome of Chelsea Football Clubs planningapplication.

    Greg Hands welcomes Conservative H&F

    Councillors Consultation on Crossrail 2More voices were heard this week calling for the Crossrail 2 station to

    be located at Imperial Wharf, on the Fulham Chelsea boundary,close to the Thames.

    Aligned with Transport for Londons (TfL) recent public consultation onCrossrail 2, the Conservative Hammersmith & Fulham Group, led byCllr Greg Smith of Town ward, carried out their own consultation into aCrossrail 2 station at Imperial Wharf.Following TfLs feasibility study into alternative Crossrail 2 stationseither at Imperial Wharf or Fulham Broadway as requested byMember of Parliament for Chelsea & Fulham, Greg Hands, and ascommissioned by the Mayor of London, Boris Johnson the H&FConservative Group wanted to gauge local residents support for aCrossrail 2 station at Imperial Wharf. Accordingly, they carried out asurvey and received several thousand responses, the vast majority ofwhich were supportive of a Crossrail 2 station at Imperial Wharf.

    Supportive comments from local residents included: There is littledoubt about the opposition to a new station at Kings Road across theboard, yet in Imperial Wharf it is not only welcomed, but a necessity.

    How else does TfL expect residents and businesses travel when theOverground is at (or beyond) its capacity? The river boat is pleasant,though expensive, and is it not a practical alternative. Imperial Wharfis a new area that can be developed as a transport hub fit for the 21stcentury. This is an exciting and safe prospect.

    Another respondent added: The residents do NOT oppose it. It willcontinue to bring investment into the area and give Imperial Wharf a

    proper identity. The Overground stop was a great success, just look athow busy it is at rush hour, so there is clearly a high demand. It willalso cut the high congestion on the District Line, which manycommuters take all the way to the city. Please give the people whatthey want.One resident concluded: Our current trainline is already far too busyand sometimes I cannot fit in on the train as it is so crowded. I am veryconcerned that all the new flats being built in the area will mean that Iwill struggle to get to work on time from Imperial Wharf Station. I havelived in Imperial Wharf for several years now and the area has grownfrom strength to strength and is becoming increasingly popular.

    Speaking after TfLs consultation came to a close, Member ofParliament for Chelsea & Fulham, Greg Hands, said: I am grateful toCllr Greg Smith and the rest of the H&F Conservative Group for theirreally constructive input into the Crossrail 2 consultation process. Igather that they received several thousand responses to their letter,and that the vast majority of these responses supported a Crossrail 2station at Imperial Wharf.It is good to hear that positive action is being taken, but I must pointout that the end of TfLs most recent consultation does not mean thateverything is now certain. There will be further consultations in thefuture, and I urge all of my constituents to continue making sure thattheir views are heard.TfLs most recent public consultation on Crossrail 2 closed on 8January 2016.     We'll help Londoners of all incomes ontoproperty ladder

    Commentary by Zac Goldsmith and David CameronThe Evening Standard, Monday 4th January 2016London begins 2016 as the greatest capital city on earth.But housing cannot keep up. The cost of the average home is now 12times bigger than the average salary here. There is a danger that thevery people who make London great from nurses to engineers,teachers to techies will not be able to live here.This is unacceptable. So many people crave the pride, responsibilityand reward of a place of their own. Instead they see shoebox flats forsale at penthouse prices, and that implicit deal you work hard, youget a house is being broken in London.

    So our mission for 2016 is to help Londoners of all incomes find afoothold on the housing ladder.That starts with building more homes. Today, were announcing aradical new approach, where the Government commissions housingon land we own. It is the first time we have done so on this scale sincethe transformation of the Docklands area, and the impact is set to be

    just as great.

    Alongside that, we are making available a new 1.2 billion fund toredevelop underused brownfield land. This will help build 60,000homes right across the country, half of them starter homes with a 20per cent discount for first-time buyers under 40.London Help to Buy could help over 10,000 households. Already130,000 people are being helped onto the housing ladder with a 20per cent loan, free for the first five years. But because homes inLondon are more expensive, we are going to double the loan to 40 percent here.We are massively expanding shared ownership, where people canpart rent, part buy.

    And we are giving housing association tenants the right to buy at adiscount. That will be funded by selling high-value council homeswhen they become available. And as a result of Zacs amendment tothe Housing Bill, we will ensure that for every council house sold, atleast two affordable homes are built.We have reached this package after months of negotiation, led by thetwo of us. That highlights the big choice for Londoners in five months.They can continue with a Conservative mayor and a candidate whois already delivering affordable homes to Londoners. Or they can allowSadiq Khan to use City Hall to score political points for JeremyCorbyns Labour Party a party which doesnt believe in homeownership.

    Visiting the brand new Entrepreneurial Centre in Edinburgh, ChiefSecretary to the Treasury Greg Hands met with Scottishentrepreneurs.The Chief Secretary to the Treasury, Greg Hands, today (8 January2016) met with a number of inspiring Scottish entrepreneurs when hevisited the brand new Entrepreneurial Centre in Edinburgh.The site, which is situated at RBSs headquarters, will host a numberof entrepreneur support organisations including social enterpriseEntrepreneurial Spark and is due to open in mid-February. In the firstsix months it will support over 80 entrepreneurs and their businessesthrough free facilites, mentoring, networking opportunities andworkshops.Entrepreneurial Spark is the worlds largest free business acceleratorfor early stage and growing ventures. They have 10 sites across thewhole of the UK, including three in Scotland where it has alreadymade a significant impact by support almost 400 companies, securing20 million investment and helping to create over 1,000 new jobs.

    The government is determined to back entrepreneurs and smallbusinesses - the key drivers of the UK economy. The UKs smallbusinesses employ 12.4 million people and have a combined annualturnover of 1.2 trillion. Over 350,000 small and medium-sized arebased in Scotland employing 1.2 million people.

    Already, Start-Up Loans have provided 180 million of funding to33,600 entrepreneurs, with over 1,700 loans given to start ups inScotland. The government also cut the cumulative burden ofregulation by over 10 billion in the last Parliament.Chief Secretary to the Treasury, Greg Hands said: The governmentunderstands that small businesses are crucial to our economy,creating millions of jobs and driving productivity, which is why we wantScotland and the rest of the UK to be the best place in Europe to startand grow a business.     Financial deal to secure new Holyrood

    powers moving closerTom Peterkin, The ScotsmanFriday 8th January 2016The prospect of a financial deal tosecure new powers for Holyroodedged a little closer last night afterJohn Swinney met with the ChiefSecretary to the Treasury, Greg Hands.

    A joint communiqu released by the Scottish and UK governmentssaid the two men had agreed the over-arching structure of the

    fiscal framework document, which will underpin the transfer of moretax-raising and welfare powers to the Scottish Parliament.The negotiations between Mr Swinney and Mr Hands were part of thesixth Joint Exchequer Committee meeting in Edinburgh.The talks aim to deliver a fiscal framework, which will enable the newpowers proposed by the Smith Commission in the aftermath of the2014 referendum.The communiqu said the ministers had continued their discussionon the methodologies for the Block Grant Adjustment and alsodiscussed administration and implementation costs.The transfer of new tax-raising powers will see a cut in Scotlandsblock grant from the Treasury. The SNP has expressed fears thatScotland will lose money as a result of this process.

    Ahead of yesterdays meeting, Mr Hands said the next stage ofdevolution can deliver the best deal for taxpayers across the UK in

    contrast to the disastrous alternative of full fiscal autonomy themore radical settlement for which the SNP had argued. The SNPsopponents objected to full fiscal autonomy, because it would leaveScotland over-reliant on the volatile oil price.The Scottish Government has refused to sign up to the Scotland Billuntil it can negotiate a fiscal framework that causes no detriment tothe people of Scotland.Mr Hands said his over-riding objective was to fulfil the SmithCommissions principle that the next stage of devolution should causeno detriment to Scotland or the UK.Speaking at RBS headquarters in Edinburgh, Mr Hands said:So farits been a very constructive and cordial set of discussions betweenmyself and John Swinney. John and I are both clear that we need tomake sure that we get the right deal for all taxpayers in Scotland andthe rest of the UK.Weve done it before in terms of the Scottish rate of income tax in the

    2012 Act and I think we can do it again. When you look at what thealternative would be, full fiscal autonomy would be a disaster for the

    people of Scotland.
