    been drawn down in Cannock Chase since 2012.

    Cannock Chase Hospital has a secure

    future thanks to statement

    The Secretary of State for Health,Jeremy Hunt MP, has published hisdecision on the proposal to dissolvethe Mid Staffordshire NHSFoundation Trust (MSFT).Commenting on the day of thestatement Aidan said: "Today's

    announcement by the Secretary ofState represents the successfulconclusion of our two yearcampaign to save Cannock ChaseHospital. Thanks to today'sdecision, ownership of our local

    hospital will be transferred to The Royal Wolverhampton NHS Trust,which will fully utilise the facility that currently lies half empty. Betterthan that, it will be refurbished and improved, and more services willbe provided from it. Never again will Cannock Chase Hospital beneglected to the point of closure, as it was so shamefully under themanagement of Mid Staffordshire NHS Foundation Trust (MSFT) withthe tacit acceptance of local Labour politicians.

    "Today's decision is also good news for the people of Rugeley, whowere initially faced with proposals that would have seen Stafford'sA&E, Maternity and Intensive Care all closed. We have moved a longway since then and I welcome the Secretary of State's decision to askNHS England to look again at whether consultant-led maternity cansafely be retained at Stafford. I would like to take this opportunity topay tribute to all the staff at both Cannock and Stafford Hospitals fortheir patience during this very testing time and hope that now thisdecision has been made we can begin to look forward toward abrighter and more sustainable future for our two local hospitals."No one should shed a tear about the dissolution of a horribly failingNHS Trust, which allowed hundreds of patients to die needlessly and

    buildings such as Cannock Hospital to decay and decline to the pointof near closure. The last Government's decision to grant FoundationTrust status to Mid Staffs in 2009, when the Trust was clearly failing,was politically motivated and incomprehensible, and they should nowapologise to the people of Staffordshire. Their disastrous decisiondirectly led to the situation we have today."The Secretary of State has recognised the importance of thesechanges being enacted as soon as possible and, for the sake of thepatients and the loyal staff, that must now happen without delay. I lookforward to working with the new management to ensure a smoothtransfer."

    It is now clear that only the Conservativescan deliver a referendum on Europe

    Ed Miliband has effectively confirmed that if Labour are in government

    after the next election they will not give the British people a say on ourmembership of the European Union.This admission shows that the only way to get an in-out referendum onBritain's EU membership is by electing a Conservative government.Only the Conservatives can deliver real change in Europe.Commenting Aidan said: "Our relationship with Europe isn't workingand it needs to change, and it is clear from speaking with local people,of whichever party and whether they are for or against the EU, thatthey want to be able to have another vote."David Cameron has set out a plan to seek a new settlement for Britainin Europe, and will then let the British people decide in an in-outreferendum by the end of 2017. Yesterday Ed Miliband said that therewon't be a referendum under Labour. The Liberal Democrats won'thave one either and UKIP can't deliver on their promises."There's now no doubt that the only way people in Cannock Chase canget a say on Britain's membership of the EU is by votingConservative."Prime Minister David Cameron said: "Ed Miliband has made hisposition crystal clear there will be no referendum under Labour. Onlythe Conservatives will guarantee and deliver that referendum. It willonly happen if I am Prime Minister."

    New apprentices give a 3.1 million boostto businesses in Cannock ChaseAidan is calling for more localbusinesses to take on an apprentice,after new research revealed the extentof the benefits involved.Every time a local company hires anapprentice, their bottom line gets an

    average boost of 2,207. This happensimmediately, while the apprentice is being trained, and represents thebenefit after typical wage and training costs for the West Midlands arededucted.Last year, 1,410 people started an apprenticeship in Cannock Chase.This means that new apprentices alone provided a local boost ofaround 3,112,000 in 2012/13.The number of apprentices has been increasing rapidly. Despite this,surveys show that 60% of small businesses are missing out becausethey don't know enough about how apprenticeships work. Manyassume that they are difficult to administer and will involve a short-termcost.

    The new research was commissioned by the Association ofAccounting Technicians (AAT), which has pioneered apprenticeships inaccounting. Non-traditional areas like accounting now make up themajority of apprenticeships, demonstrating the huge expansion in therange and types available.Commenting Aidan said: "If they don't have one already, every localbusiness in Cannock Chase should consider employing an apprentice."By giving young people a chance, they will also be boosting theirbottom line. The benefit here of 3.1m has made a real difference tothe local economy, and that's just from apprentices who began last

    year."Apprenticeship numbers have now doubled, with the Governmentmaking it a key priority. It's great news for each local apprentice, greatfor our businesses and great for growth."The Chief Executive of AAT, Jane Scott Paul added: "I am delightedthat Aidan Burley MP is encouraging more companies to employ anapprentice. Far from being a cost, apprentices bring benefits straightaway."It's really important that employers know there are apprenticeships forall shapes and sizes, including those in non-traditional sectors likeaccounting and law. That's how apprentices boosted UK firms by 1.8billion last year."

    The full text of the speech was as follows:Mr Aidan Burley (Cannock Chase, Conservative):It is a pleasure tofollow the right hon. Member for Cynon Valley (Ann Clwyd). I, too, paytribute to her work in championing patients. The calm silence withwhich the House listened to her speech speaks volumes, as do themany nods of heads of colleagues around the Chamber.I declare an interest, as my local hospital, Cannock Chase, is the other

    hospital in the Mid Staffs trust, so my constituents, like those of myhon. Friend the Member for Stafford (Jeremy Lefroy), have beendeeply affected by the fall-out from Mid Staffs and the Francis report. Iecho some the comments that have been made: I would not wish apublic inquiry or trust special administration on any Member ofParliament, as it is an horrendously long drawn-out process andincredibly stressful for everyone involved, not least the patients whouse the hospitals affected and the staff who work in them. However,the outcome is worth it, as todays debate shows it was, if we learn theright lessons,.I praise the staff at both Stafford and Cannock Chase hospitals forgetting on with the job even when they are not sure what the future willbe. I urge the Minister once more to move to the new organisationalstructure, with Royal Wolverhampton Hospitals NHS Trust runningCannock Chase and University Hospital of North Staffordshire NHSTrust running Stafford, as soon as possible to end the insecurity thatthe staff at both hospitals have suffered for too long.Andy Burnham (Leigh, Labour):I am grateful to the hon. Gentlemanfor giving way so early in his speech, to which I am listening carefully.He says that the TSA process was worth it. May I press him on that?Does he really think that that was ever going to deliver a fair outcomefor his local hospital, given that it followed a three-year public inquiryand the hospital lost patients and staff as a result? In the spirit of thecall made by the hon. Member for Stafford (Jeremy Lefroy), should wenot all unite to recognise the exceptional circumstances that the local

    trust has been through? Is it not the case that a TSA process couldnever capture the exceptional nature of what has happened to thelocal health economy and, in fact, it looked narrowly at the trustsfinances and sustainability? Should we not call on the Government tolook at that?Mr Burley:The right hon. Gentleman asks a number of questions. Iam still not clear about his position and whether he thinks that thepublic inquiry was the right decision or not. The inquiry led torecommendations and the improvements we have seen. To answer hisquestion about whether the TSA process was worth itthat was thephrase he usedas we speak in the Chamber today, my local hospitalis 50% empty. Cannock Chase hospital was run down by the

    management of Mid Staffs to near closure, and half of it lies empty.Any building that is half empty has a sword of Damocleshanging over it, and no one from the Opposition complained locally asservices were slowly stripped out by stealth over the past 10 years. Asa result of the TSA process, Royal Wolverhampton Hospitals NHSTrust will take over running of Cannock hospital, increase utilisationfrom 50% to 100%, and invest 20 million in refurbishing it. Thatshows that the TSA process has been fantastic from a Cannock Chaseperspective, even though it has been a stressful and drawn-outprocess.I praise my hon. Friend the Member for Stafford for his tireless work onthis issue and for his technical and clinical knowledge of local services,

    which is second to none in the House. His campaigning has led us along way from the point at which A and E, maternity and paediatricswould all be closed, which is a hell of a legacy of public service to thepeople of Stafford who, I am sure, will return him at the next electionfor a second termone which I hope is not dominated by the issue ofStafford hospital, as his first term has been.As we know, the Government introduced measures in the Care Bill astheir legislative response to the Francis inquiry. Those measuresinclude the introduction of Ofsted-style ratings for hospitals and carehomes, creating a single regime to deal with financial and care failuresat NHS hospitals, introducing a duty of candour, and making it acriminal offence for care providers to give false and misleading

    information about their performance. It may surprise many that thosemeasures do not already exist. Local parents in my constituency sendtheir children to schools in Cannock that have an Ofsted rating, andthey can speak to teachers about any documented problems in theschool. Those same parents take their elderly relatives to Staffordhospital and are surprised when they receive appalling careindeed,some even die suddenlybecause there is simply no clear ranking ofhow that hospital is performing as there is for their childrens school.Worse still, nursing management and staff had actively been coveringup the problems. As we have seen locally, the events at Mid Staffsclearly demonstrate that a culture had been allowed to develop in theNHS in which defensiveness and secrecy were put ahead of patient

    care. Think about that for a moment: they were put ahead of patientcare. In the 21st century, is that not a damning indictment of aninstitution that was set up to improve the health of its people, but hasbeen encouraged over the years to protect itself and its reputationmore than the people it exists to serve? I think that all Members shouldreflect on that before rushing to defend the reputation of the NHS. Weshould remember why the NHS exists: to serve the patients, not itselfor any political party.In the time available, I want to talk about two things: prioritising thepatient experience and the TSA process. Before doing so, I think that itis worth remembering how we got to this point today. MacmillanCancer Supports briefing for this debate, which the hon. Member forStoke-on-Trent South (Robert Flello) has already quoted, gets it spot

    on:

    The failure at Mid Staffordshire NHS Foundation Trust to putpatients and their priorities at the centre of their work was akey finding from Robert Francis report! In particular, thereport found that the trust prioritised its finances andFoundation Trust application over providing a high quality ofcare that put patients first.

    To quote a source that we on the Government side of the House allread regularly, the World Socialist Web Site:

    Under the 1997-2010 Labour government, Stafford was

    pressured to transform into a Foundation Trustan initiativeaimed at making hospitals semi-independent of theDepartment of Health by freeing them to find private fundingsources. In the process, 10 million was cut from the Trustsbudget and 150 jobs lost, leading to nursing staff shortages,overwork and the inability to provide a high-quality service tovulnerable patients. Any excess deaths at the hospital must beattributed to this shift.

    Mr Cash (Stone, Conservative):Does my hon. Friend recallit mightbe difficult for him as he was not a Member of the House at the time,but perhaps he can refer to previous documentsthat when themeeting on granting trust status took place, the then head of Monitor,William Moyes, asked the trust a series of 48 questions, of which 39were about finance? In other words, that was the priority at the time.That is where things were going badly wrong.Mr Burley:I am grateful to my hon. Friend, who has a longer history inthis House than I do, and indeed a longer future. He is right thatfinance was put far above patient care. People in Staffordshire are stillastonished that the trust was ever granted FT status. I asked RobertFrancis himself, and he said that he had no idea how, in the climatemy hon. Friend has just described, that failing trust, which wasbankrupt at the time, was able to shed staff for no clinical reason at allin order to achieve FT status, and that FT status was granted while allthose problems were lurking beneath the surface. I would welcomeany intervention from an Opposition Member to say why that was

    signed off.The Conservatives are not alone in saying that Labour created aculture of targets in the NHS that led to thousands of unnecessarydeaths at Mid Staffordshire hospital. It is also being said by the WorldSocialist Web Site and by independent charities such as MacmillanCancer Support, which says that the trust prioritised its FT applicationover providing high-quality care that put patients first. Let us be clearwhat that means. The management of the Mid Staffs trust shed 150nurses, many of them my constituents; it sacked them from their jobs,which were clearly vital, given the appalling care that followed, simplyin order to hit financial targets. Those financial targets were not due tobudget constraintsto be fair to the previous Labour Government,

    they did not reduce the NHS budget in Staffordshire. The job cuts weremade deliberately to meet an aspirational organisational form. What astrange position to arrive at in the 21st century, where managementthink that it is acceptable to shed necessary nursing jobs simply toachieve an organisational form, as though that is in some way moreimportant than serving the health needs of patients.The Francis report is so important because it states for the first time:that the patient, not a foundation trust application,should come first;that there should be a statutory duty of candour, rather than a cultureof cover-up; that feedback from patients should be valued and listenedto, not ignored, as was the case in Stafford; and that hospitals shouldbe rated, as Ofsted rates schools, and publicly assessed so thatpatients can make informed choices about their care.The figures show that NHS care has changed for the better just oneyear on from the Francis inquiry. The 14 hospitals now in specialmeasures are slowly being turned around, with 650 extra nurses andnursing assistants hired, strong leaders installed and 49 board-levelmanagers replaced. Some 2,400 extra hospital nurses have beenhired. Since May 2010, 3,300 more nurses and 6,000 more clinicalstaff are working on NHS hospital wards overall andthis is the crucialfigurenearly 1.6 million patients have given direct feedback on whatthey thought about their treatment through the friends and family test.There is clearly a shift of priorities going on within the NHS, which is tobe welcomed, but it would never have happened were it not for the

    Francis inquiryan inquiry, of course, that would never havehappened under the previous Government. I repeat my earlier pointabout the importance of not protecting the reputation of the NHS as aninstitution, but above all else focusing on the care of the patients that itexists to serve.

    Extra help with childcare costs is great

    news for parents in Cannock ChaseAidan has welcomed a major newchildcare package unveiled by the

    Prime Minister today which will help310,000 families in the WestMidlands and Staffordshire.The Governments' new Tax-FreeChildcare scheme will provide 20per cent support on childcare costsup to 10,000 per year for eachchild via a new simple online system. The limit had previously been setat 6,000. This now means support of up to 2,000 per child per year.In addition, to help more families move off of benefits and intoemployment, the Government also announced that it will cover the 85per cent of childcare costs for around 300,000 families receivingUniversal Credit, making sure work always pays.Commenting Aidan said: "For too long it has been very difficult formany families to find good, affordable childcare."This announcement is great news for children and families inCannock Chase. As part of our long-term economic plan, thesemeasures will help parents provide more financial security for theirfamilies, while directing extra support to those children fromdisadvantaged backgrounds."Prime Minister, David Cameron said: "Tax free childcare is animportant part of our long-term economic plan. It will help millions of

    hard-pressed families with their childcare costs and provide financialsecurity for the future."

    Burley backs call for inquiry intoSharia LawAidan has backed calls for a Parliamentary Inquiry to be held into thescale of Islamic law in the UK. His call follows recent guidance issuedby the Law Society which effectively enshrines Islamic Law in theBritish legal system.Under new guidance produced by The Law Society, which would berecognised by the British Courts, solicitors will be able to composeIslamic wills that refuse women an equal share of inheritances anddiscount non-believers entirely. The recommendations can alsoprevent illegitimate children, as well as those who have been adopted,from being included in an inheritance.At present, Sharia law has no jurisdiction in England and Wales,however Aidan fears this new guidance may be seen as another steptowards a parallel legal system in Britain.Commenting Aidan said: "I am deeply concerned by this new guidancepublished by the Law Society. We are already seeing a worrying rise in

    the number of Sharia Courts across the country and this guidance maybe seen as another step towards the legitimisation of a parallel legalsystem for Britain's Muslim communities."The Law Society should withdraw this guidance immediately and aparliamentary inquiry should be set up to see how widespread the useof Sharia Law has become."Our society rightly welcomes diversity, however this should not meanadopting legal practices that unapologetically discriminate againstwomen, homosexuals and so called 'unbelievers'. Britain's legalsystem should be a single system of law that applies to everyone. Thisis the most fundamental principle of British justice and one which we

    must do all we can to protect."

    Aidan welcomes new measures to back

    savers and businesses in Cannock ChaseAidan has welcomed measuresannounced in the Budget for savers,pensioners and businesses acrossCannock Chase.The Budget will help those people who

    want to save for a home, save for theirfamily or save for their retirement by:

    Merging the cash ISA and stocks & shares ISA into a single

    New ISA with an annual limit of 15,000 this will make saving

    simpler and more flexible. 513,000 ISA holders in the West

    Midlands could benefit from the New ISA.

    Abolishing the 10p starting rate of tax for savings income the

    10p band will become a zero rate band and will be extended to

    the first 5,000 of savings income. This will benefit 1.5 million

    low income savers.

    Creating a new pensioner bond that will offer a return that is

    better than anything pensioners can get now helping

    pensioners who have worked hard and saved.

    The Budget also unveiled radical changes to the way people will beable to access their retirement income and the biggest shake-up to thetaxation of pensions in almost a century. This will mean:

    ! No one will have to buy an annuity if they don't want to.There will be no punitive 55 per cent tax rate if you try and take

    more than your tax free lump sum.

    Everyone who retires on these schemes will now be offered

    free, impartial, face-to-face advice.

    Measures announced in the Budget to support businesses include:

    Cutting the cost of manufacturing by cutting the cost of energy

    bills for manufacturers, with targeted support for energy

    intensive industries.

    Doubling the Annual Investment Allowance to 500,000 -

    meaning almost every business will pay no tax upfront when

    they invest in the future.

    Delivering the most competitive export finance in Europe by

    doubling the government lending available to exporters to 3

    billion and cutting the typical interest rate on it by a third.

    Commenting Aidan said: "I welcome the announcements in theChancellor's budget today that will help businesses and enablepensioners to take control of their pensions."Savers have had an especially hard time in recent years and it's timeBritain helped them out. That's why whether you want to save for ahome, save for your family or save for your retirement this is a Budgetfor you. The radical changes announced today will help boosteconomic security for people who work hard and save hard andshow that the Conservative Party is on your side."Manufacturers and businesses across Cannock Chase looking toinvest and export will welcome measures to cut energy bills, doublethe tax allowance for investing and boost support for exporters.Backing businesses is a central part of the Conservatives' long-termeconomic plan to secure a better future for Britain. This Budget willbuild a resilient economy and deliver more economic security."
