MESSAGE FROM ISET PRESIDENT

Dear Fellows/Members,

I am grateful to ISET fraternity for their unflinching support to me during my 2011-13 term and feel highly honoured for giving me further chance to serve as President, ISET for another term (2013-15). During the Golden Jubilee year of the Society, a number of technical activities were organized including the 'ISET Golden Jubilee Symposium' held on October 20-21, 2012, which was a great success.

Due to certain constraints, some of the activities planned during the period could not materialize and also there was not much progress with regard to ISET Journal publications.

The new Executive Committee took charge on April 26, 2013, and has resolved to take up and pursue vigorously the following activities during the next two years:

1. One-day Workshop on themes of interest to common public may be conducted by ISET Local Chapters as part of their activities.

2. ISET should explore possibility for instituting awards for technology development in the area of Earthquake Technology.

3. Publication of 'ISET Golden Jubilee Jai Krishna Commemorative Volume on Earthquake Engineering', which is in progress.

4. Updating of membership database/membership directory.

5. Institution of new Managing Committees of Local Chapters, wherever due.

6 Annual Meeting of Local Chapters should be organized.

7. Preparation of an updated Catalogue of earthquakes for the Indian region and neighborhood to serve as a Reference Catalogue. It was unanimously agreed to publish this Catalogue in a CD-format and to put the same on the Society Web-site.

8. All necessary steps be taken to publish the pending issues of ISET Journal as early as possible.

9. Establishment of new Local Chapters should also be explored.

I hereby solicit the support and the active participation of all the Fellows & Members of the Society in accomplishing the above mentioned tasks and other objectives to make ISET more vibrant and purposely. I also welcome your valuable inputs in making ISET to be more responsive and caring to the needs of the general public and other stakeholders for searching sustainable solutions to the earthquake problem.

FROM THE DESK OF THE SECRETARY

I am honoured in being nominated as Secretary of ISET for the term 2013-2015. Indeed, it is my great pleasure to assume this responsibility. At the outset, on behalf of the ISET, I would like to thank the members of outgoing executive committee for their tireless efforts for last two years of the society. New executive committee has assumed the charge with effect from April 26, 2013 New E.C. has nominated Dr. B.K. Maheshwari, Associate Professor, Department of Earthquake Engineering, IIT Roorkee as Editor of ISET for the term 2013-2015.

On behalf of the new EC and on my personal behalf, I assure you that under the dynamic leadership of its President Prof. H.R. Wason, and Vice-President Prof. M.L. Sharma, Head, Department of Earthquake Engineering, IIT Roorkee, new E.C. is determined to accelerate the functioning of ISET. All members of new team are dedicated to rejuvenate and synergize the society. Efforts have

been already started for this noble cause and I seek cooperation of each and every member of ISET, this in turn will lead to greater strength and energy.

One of the most important agenda of this two-year term is to rejuvenate the local chapters as these are the pillars and wings of the society and only through them ISET reaches to masses. Unfortunately at many chapters, elections have not been held from a long time and as a result few chapters are in a dormant state, this needs to be resolved as early as possible. Also opening of new chapters is welcomed in the city/state where this chapter has not been established yet. In addition, participation of ISET in important decision/policy making related to seismic risk reduction / mitigation at various Government platforms like NDMA / SDMAs is also being actively pursued.

We have already updated ISET website and gearing-up for publication of ISET journals timely.

Also, I request all the members to come forward to enhance the membership of the society and create vibrant atmosphere that breeds front runners, innovators, academicians, scientists, engineers, and entrepreneurs in earthquake engineering innovations. I welcome your thoughts and ideas in our continuing mission of excellence at ISET.

rdTHE 33 ISET ANNUAL LECTURE

rdThe 33 ISET Annual Lecture was delivered on “The Journey Towards Seismic Safety in India” by Prof. Sudhir K. Jain, Director, Indian Institute of Technology Gandhinagar, VGEC, Ahmedabad, Gujarat on Saturday, March 09, 2013 in the Conference Hall, Centre of Information Technolgy (CIT), Jamia Millia Islamia, Jamia Nagar, New Delhi. Prof. H.R. Wason, President, ISET presided over the function. Dr. Manish Shrikhande, Secretary, ISET introduced the eminent speaker. The abstract is given below:

Indian earthquake problem needs no introduction: large parts of India are prone to damaging earthquakes, und a large inventory of our constructions is prone to damages in strong shaking. Very high numbers of death in several Indian earthquakes in recent years clearly underline this problem. Notwithstanding the "problem", India has made a good progress on the road towards seismic safety' in recent times and the lecture will trace this journey towards seismic safety and underline the challenges and tasks that lie ahead. Earthquake safety is a rather challenging and sophisticated problem. In addition to engineering, it must involve social, political and economic interventions. Research articles, reports, microzonation maps, codes are all means to the end of improving what gets built on the ground, and do not make any difference till this end is realized. Hence, a narrow view of earthquake safety from 'earthquake' viewpoint cannot be effective and the focus must shift from 'earthquake engineering' to 'good building constructions'. In a country such as India where basic systems for good constructions are lacking, any interventions at the 'earthquake engineering' must go together with interventions towards better constructions. In developing countries such as India, the earthquake problem often consists of two parts. One part is that of the 'non-engineered constructions;' that is, unsafe buildings built by the public without engaging the engineers and architects. The second part of the problem is that even whenbuildings are constructed under engineering supervision, these may not be safe and may not comply with the codal requirements. For instance, the 130 multistorey buildings that collapsed in Ahmedabad (located 220 km away from the epicentre of the Bhuj earthquake in 2001) clearly illustrate second part of the problem. The first significant developments in India took place in Quetta in the 1930's with first earthquake resistant constructions after the Mach (1931) earthquake, followed by post-1935 earthquake reconstructions. The next phase of development happened in late 1950's-early 1960's when (a) teaching and research in earthquake engineering started at Roorkee (b) the Indian Society of Earthquake Technology (ISET)

was established, and (c) a formal seismic code (IS1893) was published by the then Indian Standards Institute. As a result, good earthquake engineering practices could be incorporated in many major projects such as dams and power plants in India. The next significant movement on the road to seismic safety started in early 1990's with (a) development of ductile detailing code for RC structures (IS13920-1993), and (b) a massive continuing education programme initiated by IIT Kanpur to take the practice of earthquake engineering to the professional engineers. As a result, a significant number of professional engineers in India were well conversant with earthquake engineering by the time of 2001 Bhuj earthquake. This earthquake itself was another watershed event: a) it created an unprecedented level of awareness and concern for seismic safety, b) triggered most states and cities in the country to make seismic codes mandatory, and c) helped launch the National Programme on Earthquake Engineering Education (NPEEE) by the seven IITs and the lISc with support from the Ministry of Human Resource Development (MHRD) to take the subject into our engineering and architectural colleges. A review of proceedings of the Structural Engineers Forum of India (SEFI) shows the depth to which the subject has now penetrated into the academic and professional community in India; creation of SEFI in 2003 itself was a response to the 2001 Bhuj earthquake. Clearly, compared to numerous other developing countries, India has come a long way on the road to earthquake safety. And yet, a lot remains to be done before this journey is completed. Foremost among the unfinished agenda are: a) competence-based licensing of engineers in general and structural engineers in particular, and b) enforcement of building codes by the municipal authorities. Finally, we need to develop building typologies that are inherently safe against earthquakes, particularly keeping in view the non-engineered constructions.

Dr. Shrikhande proposed vote of thanks. The Annual Lecture was attended by large member of engineers, academicians, rd ndscientists and students. The 33 Annual Lecture was followed by 42 Annual General Meeting at the same venue.

nd42.0 Prof. H.R. Wason, President ISET, welcomed the members present to the 42 Annual General Body Meeting.

st42.1 The minutes of the 41 Annual General Body Meeting were confirmed.

th42.2 The action taken on the minutes of the 41 AGM were reported and the same were noted.

42.3 Reporting Items:

All the reporting items are given in the Annual Report of the Secretary (see item 42.5, Annexure-II), therefore, they are not repeated here.

42.4 Considered the Annual Audited Report of Accounts of the Society for the year ending March 31, 2012 as approved by the Executive Committee and the same was approved by the General Body. A copy of Annual Audited Report is enclosed in Annexure-I.

42.5 Considered the Annual Report of the Secretary for ISET activities during the period March 03, 2012 to March 08, 2013 as approved by the Executive Committee and the same was approved by the General Body. A copy of Annual Report is enclosed in Annexure-II.

42.6 Considered the issue of conferment of Honorary Fellowship to Prof. A.R. Chandrasekaran (LM-10), as rdrecommended by the Executive Committee in its 173 meeting held on December 01, 2012. The General Body

unanimously confirmed the Honorary Fellowship to Prof. A.R. Chandrasekaran.

42.7 Any other items:

I) Shri L.K. Jain (LM-132), and some other members of the Society suggested holding of the E.C. meetings and AGM at the venue of Local Chapters by rotation. It was agreed to explore the feasibility in this regard to hold at least one E.C. meeting/AGM a year.

ii) The general body recommended to look for outsourcing options for the publication of ISET Journal.

iii) Dr. Sushil Gupta (LM-726), Shri L.K. Jain (LM-132) and few other members suggested to simplify the review process for papers submitted for publication in ISET Journal, to cut down the delays. It was agreed to discuss this with the Editor.

iv) It was suggested that ISET Local Chapters should involve local practicing professionally in their activities.

v) It was suggested to make concerted efforts to enhance the rate of growth of ISET members than at present. Efforts should also be made to establish more Local Chapters.

vi) Dr. (Mrs.) Shilpa Pal (LM-1239) suggested that Main Body should financially help the Individual Members/Institutional Members/Local Chapters in organization of Workshop/Seminar activities related to Earthquake Technology.

The AGM resolved to put on the record, thanks and appreciation for ISET Delhi Local Chapter for making th rd ndall the arrangement for organizing the 174 EC meeting, 33 Annual Lecture and 42 AGM held on March

09, 2013. Particularly we are thankful to Prof. Khalid Moin, Dean, Faculty of Engineering & Technology & Chairman Delhi Chapter and Dr. Rehan Ahmad Khan, Secretary Delhi Chapter for all the excellent arrangements at Jamia Millia Islamia, New Delhi.

INDIAN SOCIETY OF EARTHQUAKE TECHNOLOGY, ROORKEE

ANNUAL REPORT

(For the period from March 03, 2012 to March 08, 2013)

Dear Members,It gives me immense pleasure in presenting the Annual Report of Indian Society of Earthquake Technology for the period March 03, 2012 to March 08, 2013. The salient activities of the Society during this period are presented in this Annual Report.

1. Meetingsst rdThe last Annual General Body Meeting (41 AGM) of the Society was held at Delhi on 03 March, 2012, minutes of which

were published in the ISET News Letter of July 2011-October 2012. During the period of report, three Executive Committee meetings (ECM) have taken place as detailed below:

In addition, an emergent meeting of local (Roorkee-Based) members of the ISET Executive Committee was held on May 14, 2012 to constitute Technical Committee and dates for receiving paper and sending acceptance may be extended.

An emergent meeting of the Executive Committee members of the ISET was held on May 31, 2012 to consider the thproposal to bid for hosting 16 World Conference of Earthquake Engineering. It was resolved that the bid for hosting the

17WCEE in 2020 may be considered by the ISET EC at a suitable time.

2. Audit Report

The Report on the Accounts of the Society for the financial year 2011-2012, audited by M/s Vikas Khanna & Co., Chartered Accountants, Roorkee, was approved by the E.C. in its meeting held on August 24, 2012. It may be noted that in this financial year, the total capital fund of the Society has significantly increased from Rs. 42,07,520.00 to Rs. 43,01,083.00. The excess of expenditure over income during the financial year was Rs. 13,563.00.

3. Publications

September-December 2009 combined issue of the ISET Journal have been printed and dispatched. The March 2010 issue and June-December 2010 combined issue of the ISET Journal is under proof reading & copyediting. The March 2011 issue of the ISET Journal is being processed.

4. ISET Annual LecturendThe 32 ISET Annual Lecture was delivered on March 03, 2012 at Delhi by Dr. Shailesh Nayak, Secretary, Ministry of

Earth Sciences (MoES), New Delhi on “Tsunami Warning System”.

5. Membership

Since April 01, 2012, 18 Life Members, 02 Annual Members and 01 Institutional Member have been enrolled.

6. Election of ISET E.C. for the term 2013-2015

A Committee with Sri Ajay Chourasia as its Convener, and Sri S.K. Singh and Dr. Pankaj Agarwal as its members had been formed to supervise the Lection of various office bearers and members of the ISET Executive Committee for the term 2013-2015. The Secretary, ISET had invited the nominations in this regard (vide letter No. ISET/Election/2013-2015/ dated November 01, 2012. The last date for declaration of result is March 15, 2013.

7. ISET Golden Jubilee Symposium

A two days “ISET Golden Jubilee Symposium” has been organized by Indian Society of Earthquake Technology (ISET), in collaboration with the Department of Earthquake Engineering during October 20-21, 2012. This Symposium was sponsored/co-sponsored by CSIR, New Delhi; AERB, Mumbai; MoES, New Delhi; and NDMA, New Delhi. An exhibition of some earthquake recording instruments was arranged by M/s Toshniwal Brothers (Delhi), Pvt. Ltd., New Delhi.

Prof. Pradipta Banerji, Director, IIT Roorkee and Patron, extended welcome to the delegates and the Chief Guest Padmashree Prof. A.S. Arya, Former National Seismic Advisor, Govt. of India & Member, SDMA, Govt. of Bihar. The inaugural function was presided over by Prof. Pradipta Banerji, Director, IIT Roorkee. Prof. Shamsher Prakash, Professor Emeritus, Missouri University of Science and Tech., USA was the Guest of Honour. The Souvenir and Abstract Volume of the Symposium and the proceedings on a CD were released by the Chief Guest during the inaugural function. The ISET Golden Jubilee Symposium was attended by 75 registered delegates and so many Students.

8. Technical Sessions of the Symposium

The technical proceedings of the Symposium were organized in eight Technical Sessions spread over two days. A total of 67 Technical presentations were made covering different themes. Resolutions of the Symposium have sent to all the participants and autonomous organizations for information.

9. IAEE Declaration regarding L'Aquila Earthquake Verdict

Declaration by the International Association for Earthquake Engineering on the Sentencing of Seven Scientists in Italy over Accusations of Having Made a Falsely Reassuring Statement before the L'Aquila Earthquake in 2009.

rdThe 173 Executive Committee noted the communication received from IAEE regarding L'Aquila judgment on conviction of seismologists. The committee resolved that IAEE resolution be displayed on the Society's Webpage.

10. Exemptions for Income Tax

The PAN bearing No. AAAAI5229A, 12A Certificate for Tax Exemption for income and Tax Exemption Certificate for donations under section 80G have been issued to the Society by the Income Tax Department.

11. Financial Assistance by DST

The DST has released a sum of Rs. 1,50,000/- towards printing expenses of the ISET Journals & News Letter and their circulation for the Financial year 2012-2013.

12. Financial Assistance by AICTE

A proposal has been sent to AICTE, New Delhi for financial assistance of Rs. 3,00,000/- for printing expenses of the ISET Journals & News Letter and their circulation, Computer/ accessories and Contingencies and consumable expenses for the year 2012-2013. Response from AICTE is awaited.

13. Membership Fee

The Society received a sum of Rs. 80,000.00 in the financial year 2011-2012 in the form of fee for various categories of membership of the Society.

14. Acknowledgements

The Society would like to thank the DST, New Delhi for generous grants to support its activities. Society is also thankful to Prof. H.R. Wason, Former Head and Dr. M.L. Sharma, Professor & Head, Department of Earthquake Engineering, Indian Institute of Technology, Roorkee for extending the facilities required for smooth functioning of the Society and carrying out its activities. Society is also thankful to Delhi Local Chapter for making all the arrangement and efforts for organizing the event.
