It is hard to believe that the winter season is just around the corner. the fall seemed to be a blur for me as there were many things going on this fall on the Association front requiring me to give up a few weekends. Starting with the Alarmed and ready campaign re-launch in September , moving through to the national board meeting and conference with the canadian Association of Fire chiefs, fire prevention week activities, 2 weekends of travel for your association executive board meetings, the municipalities NL conference , and finally attending the firefighter’s annual ball in trepassey and Springdale. It certainly has been a very busy fall season for your President. I would like to once again send regrets to those depart-ments that invited me to their functions, but I was unable to attend due to these prior commit-ments.
work continues on topics for our annual brief pre-sentation and we are awaiting word from Social Policy committee of cabinet for a schedule to meet with them to discuss the fire service issues. this is the task at hand at this time. our associa-tion continues to reshape and grow and we are also looking at an office move to a better location.
As we move into a new year, much remains to be done and we will see some significant changes in the fire service and your asso-ciation. one big change coming is that our convention date will change and this year’s 50th Anniversary conference will be held in September and not June or July.

By this time next year we should have seen the Province wide implementation of 911 and also possibly a new training scheme from FeS , so please keep a close eye on our publications and read this issue and the next through to stay in the loop. our web-site and discussion board is now up and running again after another hacking issue so keep an eye on that as well.

hello everyone: A new school year has begun and with it new opportunities and challenges for our Learn not to Burn Program. this fall has been a busyone visiting a total of 35 schools from Buchans to conception Bay North and presenting to approxi-mately 1800 students since September.
In october during Fire Prevention week, I attended a num-ber of activities sponsored by Fire Departments including winterton, hants harbour, NewPerlican, heart’s content, come by chance and carbonear. During this time I presented to both par-ents and students alike.
while visiting our schools this fall, I was encouraged by the partici-pation of many of our firefight-ers who met and assisted me in my presentations. Among them I would like to thank chief gary mills campbellton Fire Dept.,Dennis coates winterton Fire Dept., chief gerald thomas musgravetown, chief keith_Pardy Bonavista Fire Dept. and chief colin Newhook Norman’s cove-Long cove who was accom-panied by fellow firefighters of

christmas is fast approaching and I will be attending many parades with Sparky in his finest. n the month of November, the Fire Department was involved with fundraising ini-tiatives, fire prevention activ-
ities, responding to emergencies, attending Firefighter’s Banquets in the region, and participating in community events and programs.
on Friday, November 1st, at approximately 8:50Pm, the Fire Department received a request from kiewit offshore Services. engine #3, rescue #4 and mobile #5 responded with 6 officers and 12 Firefighters. Firefighters assessed the situation and con-firmed the situation to be clear.
on Saturday, November 2nd, at approximately 11:22Pm, the Fire Department received an alarm for Brenton Industrial. engine # 3 and rescue #4 responded with 3 officers and 13 Firefighters. the alarm was determined to be a false alarm.
on tuesday, November 5th, the Fire Department helped with the community Bonfire. the Fire Department helps with the event each year on guy Fawkes night by controlling the bonfire and secur-ing the area. the annual event is for all ages and is organized by the recreation committee.
on Saturday, November 9th, our fire department hosted the electronic Products recycling event. this event was organized by the electronic Products recycling Association Newfoundland and Labrador. the event was the first
of its kind in the region and was open to all communities on the Burin Peninsula. the event was an opportunity for residents to dis-card any electronic products that may be unused or junk. thank you to firefighters who volunteered during the day and ePrA NL for their cooperation hosting the event. thank you to the public for their participation, and also to Scotia recycling for providing transportation of the collected items.
on monday, November 11th, the Fire Department participated in the Annual remembrance Day Service and Parade. this service alternates between Burin and marystown each year and this year the service was in Burin. we always take time to show our respects for those who served and continue to serve our country.
on thursday, November 14th, the Fire Department visited the local high school to do a fire extin-guisher presentation. Firefighters were at marystown central high School to instruct students from the workplace Safety class the correct procedure for using an extinguisher.

Academy Breakfast Program. Firefighters took the time early each morning to volunteer their time preparing and serving breakfast to students in the kindergarten to grade 7 School.
on Saturday, November 30th, the department hosted its Annual Food Drive in partnership with the Sacred heart Family Aid Bank and Salvation Army Food Bank. Firefighters, Food Bank Volunteers and emergency vehi-cles were located at walmart, Sobeys and No Frills from 10Am - 4Pm. the fire department wishes to thank the Food Banks for their cooperation and volunteering dur-ing the event. A big thank you to the general public and businesses for your generous support in helping us fight hunger on the Burin Peninsula. thank you to walmart, Sobeys, and No Frills for the use of their locations during the event. the annual event was very successful again this year.
tyler gleason, son of Firefighter rodney gleason, was awarded the melvin Lambe memorial Scholarship for 2013. the Fire Department wishes tyler all the best with his post-secondary education!
this month our muscular Dystrophy committee and
Firefighters participated in the Annual muscular Dystrophy christmas ornament campaign. each year a new pewter ornament is released for the collection. our firefighters want to thank the general public once again for their support of our muscular Dystrophy fundraising efforts.
the Fire Department also made its annual donation to the chcm happy tree Project. chcm, an affiliate of Vocm radio, hosts the annual project which provides gifts and donations to those less fortunate in the region.
the department also spent the month conducting its monthly meeting, vehicle and equipment maintenance, doing Ladder operations training, ScBA and Smoke house training, Portable Pumps training, and Ice-water rescue training.
*the marystown Volunteer Fire Department serves approximately 5400 residents from the centrally located Fire hall. the Fire Department has 30 very dedicated firefighters and a fleet of 2 Pumpers, 1 Aerial, 2 rescue Vehicles, 1 Pick-up, 1 SuV, a hovercraft and a hazmat unit. he majority of fire departments in region 2 have certainly been keeping busy since our last fire news and I want to thank those who have been sending regular updates on your activities and encourage more departments to do the same, it does offer advantages when a director can regu-larly update the executive on the activities happening in a region, so again to those doing so keep
it up and to the departments that want to share what they have been doing all you need to do is send a simple email ( [email protected]) . this is also a great way to share ideas and when someone calls with a problem it helps tremendously when you can share what another department did to correct a similar issue or deal with a comparable situation.
A lot of departments have sent invitations to fire fighter balls and while I can’t possibly get to all of them please know that the invitation is very much appreciated. Some departments in region 2 have met some very important milestones this year and I want to congratulate you all on your accomplishments and suc-cesses.
I would also like to pass on my thanks and encouragement to the departments in region 2 that have been opening their doors to help fellow firefighters with training. regional training not only promotes educa-tion of a particular topic but it also instills a confidence between departments that train together, espe-cially those who depend on each other for mutual aid. In october I had the opportunity to drop in to a training event being hosted by the Fortune and marystown fire departments. Alex and Paul were doing a great job and the participants were certainly enjoying it, good job guys! the come By chance, Sunnyside, Arnolds cove and Southern hr fire departments have been doing a regular regional training as well as the folks at the Smith Sound, random west and georges Brook milton fire departments. cont...

of all the things we do I honestly believe that meeting with you, hearing your concerns and sharing information is the quite possibly the most important function we can take part in. Setting up meetings can be very difficult at the best of times but they are the best way to share experiences, communicate issues and solutions and gather opinions. For the past few years I have been holding meetings in the fall and it seems to be a very difficult time of the year to get people together. this year I am changing to the winter months in an attempt to get more participation, please let me know what you think of this move and if you want to suggest an ideal time for your area please do so. Also if a department would like to host a regional meeting give me a call, any support will be appreciated.
with all that said christmas will soon be upon us and I would like to take this time to wish you all a happy and safe holiday season, and for those who do not already put standby teams in place on special holidays I would encourage you to do so, this not only ensures an adequate response but speaks volumes about your commitment to your community and the folks you serve will notice.

Basic Ice rescue: this course is designed to pro-vide personnel with the theoretical and practical knowledge required to safely and effectively assist in the rescue of victims in ice conditions. the dura-tion of this course is 2 days.
Fire officer Level I: this course is based upon NFPA 1021, Standard for Fire officer Professional Qualifications - chapter 4. this course identi-fies the performance requirements necessary to perform the duties of a first line Supervisor. this course introduces the student to the basic con-cepts of management and supervision. the dura-tion of this course is 5 days. this course can be offered online and the duration is 13 weeks.
emergency Services Instructor Level I: this is an Instructor Level course that introduces the student to both the theoretical and practical aspects of Adult Learning theories, methods, Lesson Plans and Instructional techniques. this course incor-porates the emergency Services Instructor Level I requirements as stated in NFPA 1041. the duration of this course is 5 days. this course can be offered online and the duration is 13 weeks.
Basic Ice rescue - train the trainer: the duration of this course is 4 days.
Blue card command: the Blue card program is designed to produce safe and effective hazard zone operations. It teaches Incident commanders to simultaneously manage strategy and tactics while maintaining firefighter safety.
the effect of the program is two-fold. First, it develops the personal skills that officers require to supervise and manage incident operations in a hazard zone. the second and more powerful effect is that the program standardizes incident opera-tions across the entire department.
the program begins with a 50+ hour online com-ponent that teaches the cognitive portion of the course. the online program marries the critical concepts of incident management, strategy & tac-tics and key firefighter safety requirements with high-fidelity structure fire simulations. using the computer to package and deliver the training pro-vides a much more interactive experience for the student.
once the student has successfully completed the Blue card online training program, he or she will be eligible to participate in the evaluation/testing phase of the program at Sert. the 3-day evaluation portion of the program incorporates: Standard 8 functions of command, regional stan-dard operating procedures, tactical operations templates for 5 local occupancy types and high fidelity structure fire simulations.
the simulation based training provides the stu-dents with valuable hands-on experience for high risk, low frequency events. each student must successfully serve as the Incident commander (Ic) in a fast attack position (mobile) and a strategic command position (inside a stationary post) for each of the 5 building types (a total of 10 times) to become certified. A multi-position simulation provides the most realistic training experience possible.
your Instructors will take you through the decision making process in a stimulating yet relaxed learn-ing environment. you will learn the ‘art’ of effec-tive radio communications. when you leave Sert centre you will be fully prepared (and certified) to assume the role of Incident commander.
this program is nationally recognized and was invented by global Innovations.

the New FIre NewSAs everyone is aware we decided to take the fire news in a new direction this year.
Launching our first ever e-News in June of this year. there is always aprehension, and a
certain level of uncertaintity when making such a big move, but it was not done with-
out a lot of prior research and planning. the result... An outstanding reception and very
positive results both in terms of readership and financial savings for your association.
In the past we were producing 3 issues a year of a printed version of the fire news.
Advertising revenue was approximately $4,000 a year and the total cost of produc-
tion (including printing, design, and distribution) was a staggering $30,000 per year
(sometimes even more). For a total net revenue of -$26,000 . there was also no way
of knowing how many people were actually reading the fire news, and the con-
tent was normally out of date, due to the time lag from submission to distribution.
we have been running our prototype Fire e-News now for three issues and the re-
sults have been overwhelmingly positive! our last issue of the fire news was viewed
almost 2,000 times! our content is up to date, and our suppliers and advertisers have
definitely taken notice. we are projecting a revenue of approx. $8,000 from advertis-
ing in 2014 with a total cost of about $2,500 to produce the new magazine. For a net
revenue of $5,500 (which equates to a total variance of $31,500) which is a direct sav-
ings to your association and funds that can now be put towards training, advocacy,
and overall more opportunity for your association to make membership more valuable!
we hope that everyone is enjoying the new format and we look forward to sub-
missions from departments all across the province. your stories and photos are
what make this magazine a success so we welcome all of you to submit content. you

At the recent municipalities Newfoundland and Labrador conference in St. John’s,
the minister responsible for Fire and emergency Services-Newfoundland and Lab-
rador (FeS-NL), the honourable Steve kent, delivered a presentation about the Pro-
vincial government’s plan for implementing a province-wide basic 911 system.
minister kent specifically highlighted that the implementation team is working ag-
gressively to ensure the province has a fully functional basic 911 service by De-
cember 2014 to support the dispatch of first responders throughout the province.
Since the formal announcement of the basic 911 initiative, a number of key deci-
sions have been made, including the governance structure and the financing mod-
el. A board of directors; arms-length from government, will run the new system.
A user-pay levy fee will ensure the long-term financial needs of the system are met.
In terms of next steps, minister kent noted that the implementation team
will soon engage in consultations with emergency response stakeholders
and the municipal sector. the Provincial government will also move to estab-
lish emergency response zones and develop an educational campaign. Also,
in advance of the December 2014 implementation date, operating guide-
lines, procedures and protocols for the new basic 911 system will be developed.

In preparation for winter, we had a simi-
lar Safety Drill in our last issue, but we
thought it would be appropriate to put
another one in that dealt with a typical
issue we experience here in the Province
of Newfoundland & Labrador. Just last
month during the snow storms we expe-
rienced in central and on the west coast,
the grand Falls-windsor Fire Department
responded to 10 emergency calls in less
than 24 hours, 8 of which were power
line related from the storm conditions.
we need to be prepared and have an
action plan or Sog’s in place for these
types of incidents, so that we can ensure
the utmost safety for our Firefighters,
civillians, and other emergency response
agencies

we asked for submissions of photos from all over the province, highlight-ing your fire prevention week activi-ties, here’s a few of the events that took place:
Participation and planned activities for fire pre-
vention week this year seemed to very positive!
marystown Fire Department spent the week vis-
iting with schools, holding an open house, and
even demonstrated a fat fire (simulating a grease
fire in a kitchen).
grand Falls-windsor Fire Department held what
they speculate was one of their largest open
house turn outs ever, with over 400 people vis-
iting the station and viewing the booths and
demos highlighting fire prevention and the work
carried out by the volunteers of the department.
grand Falls-windsor mayor Al hawkins even took
a ride in the 100ft aerial platform!
twitter was surely buzzing during the week with
@FeS_govNL and Fire departments tweeting fire
prevention tips and photos all week. It was truly
great to see the amount of participation this
year!

Since it’s inception on January 12th 1974, the Arnold’s cove Fire Depart-
ment has had over 150 firefighters volunteer. they currently have 31 volun-
teer firefighters in the department. the towns population stands around 1,000.
they have responded to over 600 calls in the course of their history. they’ve had 7 fire chiefs,
with former chief melvin Peach serving for 24 years. melvin is still an active member. this
year, he receives an award for 40 years of service in the Arnold’s cove Fire Department.

we are excited to announce that planning for
our 50th anniversary convention is underway!
we are looking forward to the celebration and
have some great activities planned to make
this one truly special.
After polling last year our 49th convention,
we decided that it was time to try a new date.
there was a lot of feedback that suggested
we move away from the long weekend, so
we will be trialing the September date this
year. we are also looking a few new logistical
changes this year. In the past the association
has taken on the responsibility of booking
hotel rooms, but it puts an enormous strain
on our staff, so this year hotels will be the
responsibility of delegates. we have room
blocks at all the hotels in gander with lots
of rooms available, but we suggest that you
book early to avoid any issues.
If you have any questions or need contact
information for the local hotels, please feel to
give us a call at the office and we would be
happy to help!
we will continue to keep everyone updated
with a tentative agenda and list of activities
that will be taking place, but we’re sure every-

recently the trinity -bay-De-Verde Fire Fighters association hosted a 2 Day Defensive
firefighter training session, at their traing centre between winterton and hants har-
bour. there were a total 21firefighters in attendance for the training, coming from a to-
tal of 4 departments (old Perlican, Bay- De-Verde, hearts content, and hearts Delight-
Islington. Steve harnum of the cBS fire department conducted the training session.
congrats to all participants and a big hats off to all involved in putting together such a
succesful training session!
