By Jay Adams CEG CORRESPONDENT MassHighway and general contractor SPS New England Inc., Salisbury, Mass., are tak- ing soil samples and preparing to hit the ground running to improve a busy highway that serves as a north-south lifeline from Boston to the South Shore. SPS New England is head- ing the work to improve high- way access along Rte. 24, one of the Commonwealth’s busiest thoroughfares, which dots cities like Brockton, Taunton, Fall River and New Bedford along its path. The contract for construction of a new interchange between Exits 8 and 9 on Rte. 24 by con- structing a full access inter- change between Fall River and Freetown, Mass., to be known as 8B, went to SPS New England Inc. for $34,739,805. Costs for overall work along Rte. 24, however, through various sister projects, is expected to exceed $70 million. Improved Highway Flow The interchange project includes the creation of the new entrance and exit ramps associated with Interchange 8B, the relocation of a segment of South Main Street and the creation of a new street, to be known as Executive Parking Drive. This new road will connect South Main Street and Riggenbach Road, while also connecting the new exit to the local road network and providing access to the new Fall River Executive Park. Economic stimulus in Fall River has been centered on bringing industry to the area and improving access to these industries and warehouses just outside the city, which is the purpose of these new roads. This new connection will help to alleviate existing con- gestion on South Main Street and at Exits 8 and 9. The proj- ect will benefit the town of Freetown and the city of Fall River by improving highway access for their commercial developments, as well as compensating Fall River for its donation of development rights to the nearby bio-reserve. Both Fall River and Freetown run along the Ten Mile River, which feeds Narragansett Bay. The project had its 25 percent design hearing in February. ARRA Stimulus at WorkMassachusetts Gov. Deval L.

Patrick lauded the project when itwas announced in 2009, as part ofhis “Massachusetts RecoveryPlan.” Rte. 24 became one of thefirst big “shovel-ready” projects inthe Commonwealth, using federalhighway stimulus funds under theAmerican Recovery andReinvestment Act (ARRA).

“I am delighted to invest federalstimulus funds in this project, andto provide lasting economic impactin this community,” Patrick said atthe announcement. It literallybuilds on $17 million in economicdevelopment grants that the Patrickadministration awarded early in2009 for the creation of the newFall River Executive Park.

According to MassHighway,state officials expect the inter-change work to be done using theinnovative design-build deliverysystem to complete projects morequickly and cost-effectively.

“We are proud of this infrastruc-

ture initiative, which provides thedual benefit of immediate jobs forMassachusetts residents that willresult in long-term improvementsfor commuters across the Route 24corridor,” said Jeffrey A. Simon,director of InfrastructureInvestment of the Commonwealth.

“The Route 24 interchangemeans jobs, jobs, jobs for FallRiver. I’m elated that a project ofthis magnitude and importance forjob creation was considered andapproved for stimulus funds,” saidFall River Mayor Robert Correia.“The funding for this project is astrong vehicle for regional equityand I’m very appreciative ofGovernor Deval Patrick’s forcefulsupport and clear understanding ofour transportation and economicdevelopment needs.”

“The Rte. 24 interchange projectis vitally important to the trans-portation network in southeasternMassachusetts. It will open uptremendous potential for jobopportunities for New Bedford res-idents,” said nearby New BedfordMayor Scott Lang.

SPS is responsible for some ofthe most prominent projects in theregion, including the rehabilitationof the Fall River GovernmentCenter over I-195, the CommerceWay Interchange in Woburn,Mass., the I-495 Interchange inLawrence, Mass., and the Route128 Canton, Dedham, Westwood,Mass. Interchange.

Under an aggressive timeline setby Patrick, 31 shovel-ready proj-ects have moved forward under theARRA, representing an invest-ment of $187.4 million.

Massachusetts has received theauthority from the federal govern-ment to spend a total of $437.9million on transportation projectsunder the ARRA, including the$153.2 million committed to“shovel-ready” projects advertisedfor bid by the end of June. Projectsfunded with the remaining trans-portation federal stimulus fundsmust be advertised for bid byMarch 2010. The total stimulusfunding for Massachusetts alsoincludes $319 million in recoveryfunds for transit projects at theRegional Transit Authorities andthe Massachusetts BayTransportation Authority in addi-tion to the $437 million in highwayfunding. The Administration work-ing with the Legislature hasapproved more than $9 billion forroad, bridge and transit projectsthrough transportation bond billsand an historic eight-year acceler-ated bridge repair program.

In order to ensure uninterruptedelectric service to customers, utili-ty companies must have backupsystems. The fastest and most effi-cient means of accomplishing thisis a mobile substation.

When Unitil Energy Systems inNew Hampshire needed a newmobile substation it discoveredthat buying the unit would costbetween $1.5 and $2.5 million withup to a two-year delivery. In hopesof reducing costs and time, SkipZogopoulos, Unitil’s design andstandards specialist, suggested thecompany explore the feasibility ofbuilding it themselves. Since thesesubstations are most commonly usedin emergencies, its biggest problemwould be keeping the total weightunder 99,000 lbs. (44,905 kg) so thatit could be moved quickly from placeto place without the need for special“oversize load” permits.

Unitil’s first step was to determinethe weight of the individual compo-nents of the substation plus the tractorthat would pull it. These were “set”

weights. The only remaining place totrim weight was in the flatbed trailerthat would carry the equipment.

Rogers Brothers Corporation andE.W. Sleeper, Rogers’s dealer in NewHampshire, worked with Unitil tocustom design and build a trailer thatwould provide the necessary strengthand durability within the requiredweight limits. Aluminum wheels oneach of the three axles saved signifi-cant weight. Scalloped steel in thetrailer frame (holes cut in the I-beams) saved another couple hun-

dred pounds. As a result of theseadaptations, the substation’s com-pleted weight was 97,000 lbs.(44,000 kg), well within the limits.

“The trailer and its features areworking out better than we expect-ed,” said Skip Zogopoulos. “Ourbuilder, Brad Reed of I.C. Reed &Sons Inc., suggested that the trail-er have air ride suspension. Theoil-filled equipment in the substa-tion requires us to get the trailer asclose to level as possible. Theprocess has turned out to be much

easier on this trailer than on our othermobiles without air ride suspension.”

“Even with the custom design onthe trailer, we were able to bring theproject in at between 50 and 75 per-cent under the quotes we received.The project was completed in 10months, saving over a year of time.
