XBy taking into consideration the strategy of the EU for a global approach to reducing greenhouse gas emissions from international shipping, this project will promote the development of a more sustainable environment in terms of pollution and GHG emissions within the Ionian and Adriatic seas. The actions that should be taken include the following: 1)data monitoring on ships in terms of fuel consumption, speed, cargo transferred, ship size, wind, 2) regular, low steaming and minimal cost, 3) emission factors for different fuels consumed, 4) results of fuel quality inspections, 5) clean shipping index. The information that would be collected in the common server could help monitoring emission of ships and improve air quality in port cities. Furthermore, it would be a way to compare the efficiency of the ships in terms of cost and air pollution, to evaluate and adjust their operation in case that further measures have to be applied to reduce the environmental impact.

This project idea is focused on the Corridor between those two multimodal logistics nodes and propose solutions towards

the improvement of connections.

The objectives of this project are:

- to identify critical factors and possible intervention measures to promote the modal shift from only road to intermodal

transport on short distances;

- to take advantage of the opportunities to organize rail traffic connections between the Ravenna Port and the Bologna

Freight Village and vice versa.

The new cargo mission represents an “aggregator service” for different freight traffic. The analysis of the Ravenna Port

traffic enable the identification of some traffic flows along Ravenna-Parma railway that nowadays are carried by trucks.

These flows can be considered suitable for modal shift from road to rail, even taking into account that they are already

moved from Parma to northern Europe country by train. This project is a pre-feasibility study of a multi-purpose and multi-

costumer service, designed to the transport of: containers, cereals (coarse grained food, agricultural product, forage); coils;

fertilizers.

BluePorts: LNG and CNG Supply Chains Upgrading Core TEN-T Ports in Adriatic/Ionian Area aims at establishing the supply

chains for the distribution of Natural Gas to port users in the forms of LNG for vessels and CNG for port heavy duty vehicles

and buses. This MoS wider benefit Action intends to upgrade the services and infrastructure of the port of Igoumenitsa

through:

1. Construction of LNG Bunkering to vessels and small-scale mobile LCNG station at the port.

2. The supply of Mobile LCNG Station serving the purposes of refuelling the CNG fuelled port heavy duty vehicles and buses;

3. The supply of small fleet of LNG Tanker Trucks with bunkering equipment in each participating ports.

This Action is part of Priority Project 29 (Railway axis of the Ionian/Adriatic intermodal corridor). Spanning from Igoumenitsa

to Ioannina it will lead to the increase of the capacity for intermodal links between sea and rail transport. The route aims to

connect the major ports in Greece with each other and with the main rail routes to the rest of Europe.

The scope of the studies for the Igoumenitsa-Ioannina railway line include, inter alia, topographical, alignment and hydraulic

studies, geotechnical investigations and studies, environmental terms and conceptual studies for engineering structures and

the feasibility study.

The port of Igoumenitsa has developed and introduced a port community system in its operational activities in a need to

better support and orientate the planning and monitoring of the maritime connecitons and services, administrative and

custom documentation and supervision, passenger-shipping lines - port cooperaiton. However, new needs of the port such

as door to door planning and bottleneck management requires the update of the current PCS with new features and

possibilities, which can also provide a more direct cooperation in the services with the main linking ports.

ADRIETA is an intermodal transport corridor linking the macro-region supply chain with the Black Sea region through the

Balkans, supporting the priorities of the EUSAIR strategy and taking into account Regulation (EU) 1315/2013 of the

European Parliament and of the Council of 11 December 2013 on Union guidelines for the development of the trans-

European transport network. The study of ADRIETA is a strategical project aiming to identify hte current relations among the

nodes, their needs and priorities and their potential growth for desinging a common strategy along the corridor.

Railway line Bar - Vrbnica is a part Bar - Belgrade railway.The railway line was opened to traffic in 1976. The line is designed

to support speeds ranging from 75 km/h to 120 km/h. Crrently the average speed is 55km/h which severely limits the

competitive advantage of this transport mode, due to low level of maintenance in previous years. The main objectives for

the rehabilitation are: to increase the level of safety and security of rail transport, to improv transport links, to increas the

speed and shortening the travel time and to remove of infrastructure and traffic bottlenecks.

TheAdriatic-Ionian motorway should stretch along the eastern shore of the Adriatic and Ionian seas, spanning the western

coast of the Balkan peninsula and crossing Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Albania and Greece.

Total lenght of the motorway in Montenegro is 110km.

The current section is a part of the "Orient -East-MED" corridor, which is responsible for building the best connection for the

border line Romania - Belgrade – Podgorica, with the harbor of Bar on the Adriatic coast as its final destination. Investments

in this traffic connection are of national, regional and international significance for the Western Balkans, as they will

improve the level of service and safety on the roads of the north and south of Montenegro, and all the way to the Serbian

border (source Delegation of the European Union to Montenegro).

URSA MAJOR neo (UMneo) continues the deployment of ITS services to improve freight traffic on the TEN-T road network

along the RHINE-ALPINE and SCANDINAVIAN-MEDITERRANEAN CEF core network corridors, linking North-Sea-Ports, the

Rhine and Ruhr area, metropolitan areas in southern Germany and in northern Italy and Mediterranean ports down to Sicily.

Applicants come from Germany, Italy and the Netherlands. Switzerland participates as an active partner without EU co-

funding, Austria is included in its role as transit country via a letter of intent. Parts of the CEF core network corridor RHINE-

DANUBE are also addressed due to important freight traffic routes linking these corridors in the middle of Europe. Improving

services for international freight traffic along the mentioned corridors is the main European added value of UMneo. UMneo

builds on the achievements of the EU co-funded projects UM and UM2. It extends the scope of the work geographically by

expanding the URSA MAJOR neo network to fully cover the southern part of the SCANDINAVIAN-MEDITERRANEAN CEF core

network corridor and conceptually by explicitly addressing intermodal freight aspects. Hence, the group of implementing

bodies for UMneo has been expanded to address urban nodes, in particular port operators and operators of rail hubs.

The ITS deployments covered by UMneo address at least one of the following topics:

•Enhanced truck parking services

•Improved traffic and traveller information

•Remove bottlenecks

•Improved safety for freight transport

Furthermore, this UMneo includes real life pilots, which will implement innovative solutions in order to test feasibility,

suitability and added value prior to a potential large scale deployment.

UMneo provides direct user benefits to international truck drivers and hauliers (better truck parking, better navigation, less

The proposed Action concerns the development of a set of actions proposed by three multimodal logistic platforms located

in Veneto Region (Verona RRT, Padua RRT and Port of Venice) under the general framework of the new Regional Freight

masterplan aimed at optimizing freight transport within and outside the region, its intermodal core nodes and their “last

mile” connections. The results of the project will optimise their intermodal performance, which is the key to achieve a

competitive and resource efficient regional transport system. Improving services for international freight traffic along the

three TEN-T corridors is the main European added value of the project together with an increase of sustainability of freight

transport in the region.

The general Objective of the action is fully in line with the Call Objective FO3, as to create preconditions to optimize

integration and interconnectivity between transport modes and to guarantee the best possible accessibility to transport

infrastructure.

Particularly this Action will apply to Specific Objective 14, aimed at realize connections to existing freight terminals including

access infrastructure and “last mile” connections, which contribute to the effective interconnection and integration of these

terminals to the Core network, including maritime core ports The Action particularly deals with further development of the

existing Core freight terminals of Verona, Padua and Venice through small-scale ancillary infrastructure (connecting/siding

tracks, adaptations for 740 m train length, bypass).

The Offshore/Onshore Terminal Project, aims to improve port infrastructure capacity and to avoid oil tank ship to call inside

Venice lagoon. The project foreseen the construction a new container terminal in Porto Marghera (Montesyndial Area) and

an offshore terminal for container and energy products. The investment will be realized in two step functionally independent

to each other. The first one foresees the realization of a new onshore container terminal in Montesyndial area that can be

fully operational within 3 years. The second phase foresees the realization of an offshore terminal, built in the open sea

eight nautical miles from the coast where the natural depth is at least 20 metres, and the upgrading of the onshore terminal

in order to obtain an integrated offshore-onshore system. The model has been designed to ensure levels of service

performance similar to those of a conventional terminal of the last generation, performances defined in terms of maximizing

the speed of loading/unloading of ocean vessels.

The function and process harmonization includes the standardization of ports‘ business processes while leaving space for

specific variations, e.g., differences in legislation and market needs across countries. The processes standardization is a

critical factor for increasing efficiency in the ports. They can reduce the number of decisions needed, using limited resources.

These practices enforce companies that perform transport activities and remove uncertainties for making business. The

standardization of the processes and the automatic information exchange process can be used to increase connectivity in

ship-to-ship and ship-to-shore communication. The data harmonization and exchange requires the standardization of data

format. Such harmonisation can been accomplished via the development of a Community System for Port operations that

can be managed by BEP.

This intervention focuses on an important request by the members of BEP concerning life-long and vocational learning in the

areas of supply chain, logistics and transport. This is due to the fact that this sector is gaining a lot of attention the last

decade in Greece and the members of BEP have realised the opportunities that lie in this sector. Furthermore, the

development of infrastructure in Greece (national roads, ports of Piraeus and Thessaloniki, etc.) as well as the increasing

cargo flows that come from Asia indicate the need for executives and employees that have a deep knowledge of supply

chain and logistics operations. It is also important to mention that the supply chain and logistics sector in Greece contributes

with 10.8% in the national GDP and is the second most important sector after tourism.

By taking into consideration the strategy of the EU for a global approach to reducing greenhouse gas emissions from international shipping, this project will promote the development of a more sustainable environment in terms of pollution and GHG emissions within the Ionian and Adriatic seas. The actions that should be taken include the following: 1)data monitoring on ships in terms of fuel consumption, speed, cargo transferred, ship size, wind, 2) regular, low steaming and minimal cost, 3) emission factors for different fuels consumed, 4) results of fuel quality inspections, 5) clean shipping index. The information that would be collected in the common server could help monitoring emission of ships and improve air quality in port cities. Furthermore, it would be a way to compare the efficiency of the ships in terms of cost and air pollution, to evaluate and adjust their operation in case that further measures have to be applied to reduce the environmental impact. x

The ADRIETA Corridor is a strategic inititative on a political level. The corridor intends

to be promoted and supported as a TEN-T corridor in 2021 satisfying the transport

needs of a horizontal optimised intermodal logistc chain along the Mediterranean. The

study ADRIETA is supported by an Mou signed by a large number of port operators,

infrastrcture providers and ministerial bodies which have gathered twice to dicuss on

its promotion and development. In addition, the corridor is labelled under the EUSAIR

strategy as priority project. In this context it is proposed to present ADRIETA as a

global project cting as an umbrella to all identified actions under NEWBRAIN.
