President Hamilton welcomed members of the Senate to the first meeting of the academic year and introduced the members of the 2019-2020 Senate Executive Committee. He also introduced the new Dean of the Faculty of Arts and Science Antonio Merlo.
PRELIMINARY MATTERS
In Memoriam As is customary at the first meeting of the academic year, General Counsel and Secretary of the Senate Terrance Nolan read the names of members of the University community who died during academic year 2018-19. The list of names is attached to these minutes as Exhibit A.
Review and Approval of the Minutes of the April 25, 2019 Meeting Upon motion duly made and seconded, the minutes of the April 25, 2019 meeting were approved unanimously as presented.
EXECUTIVE COMMITTEE REPORT President Hamilton asked the Senate if there were any questions regarding the Executive Committee report that was included in the materials distributed to the Senate in advance of the meeting. The list of 2019-2020 Senate Officers, the 2019-2020 Senate Standing Committee assignments, and the issues charged to the Senate Standing Committees for this year are attached to these minutes as Exhibits B, C, and D, respectively.
COUNCIL REPORTS
Deans Council Deans Council Vice Chair Gene Jarrett reported that the Deans Council met on September 10, 2019 and discussed its agenda and goals for the year ahead.
Administrative Management Council (AMC) AMC Chair Cassandra Bizzaro introduced herself as the new AMC Chair. She then presented some highlights from the written report that was circulated to the Senate in advance of the meeting. Ms. Bizzaro reported that the AMC Professional Development Committee received a record number of applications for this year’s AMC Mentoring Program. She said that 124 employees will participate in the program this year.
Full-Time Continuing Contract Faculty Senators Council (C-FSC) C-FSC Chair Larry Slater reported that the C-FSC held its first Council meeting of the academic year on September 19, 2019 and identified four big ideas to address this year, which included: 1) open access policy; 2) emergency preparedness; 3) job security; and 4)

benefits transparency.
Tenured/Tenure Track Faculty Senators Council (T-FSC) T-FSC Chair Nick Economides reported that the T-FSC had its first meeting of the academic year on September 26, 2019. He noted that members of the University Administration have been invited to T-FSC meetings this semester and that one area of focus for the T-FSC this year is research.
Student Senators Council (SSC) SSC Chair Jakiyah Bradley reported that the SSC bonded during a retreat in early September. She said that the SSC will focus on three areas this year as follows: 1) mental health; 2) sustainability; and 3) food insecurity. Ms. Bradley reported that there will be an election for Alternate Senators At-Large on October 10, 2019.
REPORT OF THE PRESIDENT President Hamilton began his report with a look at university rankings, focusing on the U.S. News & World Report Best Colleges Rankings, QS World University Rankings, and Times Higher Ed World University Rankings. He said that NYU’s goal is to rise in the U.S. News & World Report rankings to make the top 20 in the next five years (currently at number 29). He noted that rankings are important because students, faculty, and parents look at them, but that the rankings cannot tell the full story because they take an incredibly broad university and distill it into a single number. He said that a number of NYU’s professional schools continue to rank in the top 15 in the country in each of their fields according to the U.S. News & World Report rankings, and several graduate programs have also been rising in the rankings. President Hamilton reported that NYU received nearly 80,000 applications for admission to the first-year class in New York, amounting to a 37.5% increase since 2015. There has also been a remarkable increase in the quality of applicants, with a 1480 median SAT score. In addition, the admit rate for the 2019 incoming class across the entire University was 16%, demonstrating how NYU is becoming highly competitive. President Hamilton said that he is also very proud that this year’s first-year students in New York are also the most diverse class in the history of NYU, with 28% of the class identifying as underrepresented minorities. NYU also has on average nearly double the number of students eligible for Pell Grants as Harvard, Yale, and Princeton combined. President Hamilton said that NYU is also working to ensure that students are equipped to succeed once they arrive on campus. He said that in 2018, NYU’s first-year retention rate was 94% and six-year graduation rate was 85%. President Hamilton noted that this is better than the U.S. average, but said that NYU will continue to work on improving this with a goal of reaching a 96% first-year retention rate by 2020 and a 90% six-year graduate rate by 2026. Next, President Hamilton shared that the University also achieved tremendous success this year in terms of winners of highly prestigious and competitive awards, including two Rhodes

Scholars, four Schwarzman Scholars, and 22 Fulbright Scholars. He said that the success of NYU graduates can be measured in a number of ways. He reported that the average annual salary for NYU graduates who responded to an NYU survey and are working full-time increased in 2018 to $64,734. In addition, 96.6% of 2018 NYU graduates reported that they were working and/or in graduate school within six months of graduating. NYU ranked #11 for graduate employability in the QS World University Rankings. President Hamilton reported that the University has continued to make great progress in the area of affordability as a result of the efforts of the Affordability Steering Committee. In 2015-2016, NYU ranked 4th in terms of cost of attendance (including tuition, fees, and room and board), and in 2018-2019 NYU was ranked #39. President Hamilton said that financial aid is another major priority of the University. In addition to the NYU Momentum Campaign surpassing its $1 billion goal for raising funds for student scholarships, the School of Medicine announced it will be tuition-free for all students, the School of Law strengthened its loan repayment assistance program for students on public interest tracks, and a recent generous gift to the Rory Meyers College of Nursing will significantly increase the financial aid available for nursing students. President Hamilton said that students want to attend NYU because of the quality of education they will receive and the strength of the faculty who will teach them and lead research. He said that NYU was pleased to welcome Antonio Merlo as the new Dean of the Faculty of Arts and Science and Mariët Westermann as the new Vice Chancellor of NYU Abu Dhabi. It was also a remarkable year for NYU faculty being recognized for their work, including faculty winners of the Nobel Prize, Pulitzer Prize, Turing Award, Tony Awards, and Oscars. President Hamilton said that the University prides itself on the quality of its research. Under the leadership of Vice Provost of Research Stacie Grossman Bloom, NYU increased its research submissions for large, collaborative grants by 14-fold over the past year, resulting in a 43.8% increase in money awarded to the University for research proposals. President Hamilton said that in the National Science Foundation Herd rankings, the University has risen to number 18, ahead of Columbia and Cornell, and aims to be in the top 15 by 2024. President Hamilton said that NYU continues to exhibit great strength in the Humanities. For example, he noted that the Graduate School of Arts and Science received a $1.5 million grant from the Mellon Foundation to support public engagement with the humanities. In addition, NYU developed a new initiative called NYU Dialogues that engages faculty and students from across the University in discussion of important issues. Another new program this year called NYU Reads aims to bring the entire NYU community together around a single common reading. The inaugural selection for NYU Reads was Educated: A Memoir by Tara Westover. President Hamilton said that an NYU event on October 28th will feature a conversation with the author. President Hamilton said that the University must always continue to focus on innovation and reported that the University experienced significant developments in the area of science during the past year. For example, the Perlmutter Cancer Center was designated as a Comprehensive Cancer Center by the National Cancer Institute. The University also established a Department of Biomedical Engineering and a Chemical Biology Initiative and

has been revamping its high performance computing capabilities. The University also announced the opening of the NYU Long Island School of Medicine, a tuition-free, three-year medical school focused on primary care education, with the first 24 students just having arrived. President Hamilton said that 370 Jay Street is now almost fully occupied and is serving as NYU’s hub of innovation and cross-disciplinary work. He said that NYU continues to pursue innovative ways to deliver education and has looked for areas where online programs could be effective. Enrollment in online programs at NYU has grown by 42% since 2016, with 5,571 students enrolled in online programs in the 2018-19 academic year. President Hamilton said that NYU Shanghai and NYU Abu Dhabi continue to grow. He reported that there was a groundbreaking ceremony in the spring at the site of the new NYU Shanghai campus, which will be much larger than the current building to be able to accommodate up to 4,000 undergraduate and graduate students when it is completed in the summer of 2022. The new facility will include athletic playing fields and also be located much closer to the student residences. In addition, NYU Abu Dhabi is celebrating its 10th anniversary this year. President Hamilton said that the University continues to be a leader in global education, with 46% of undergraduates in the Class of 2018 studying away at least once. He said that the University is working to increase that rate to 65% by 2029. He also reported on the new NYU site in Los Angeles that welcomed 30 students this semester, as well as preliminary discussions regarding potential additional global partnerships in London. President Hamilton said that NYU is on a remarkable trajectory and will continue to focus on the following key areas: financial aid and affordability; student success; academic excellence in science, research, and faculty; reputation; and global engagement. He concluded his presentation with a short video illustrating the powerful impact of the College of Dentistry’s Oral Health Center for People with Disabilities that is designed specifically to treat patients with physical, cognitive, and developmental disabilities.
OTHER BUSINESS Student Alternate Senator At-Large Stephanie Santo shared some of the challenges that students with disabilities face on campus and urged President Hamilton to make accessibility one of the University’s priorities. President Hamilton thanked Ms. Santo for her remarks. He said that the Office of Global Inclusion, Diversity, and Strategic Innovation under the leadership of Lisa Coleman has made progress recently in the areas of digital accessibility and building accessibility, but there continues to be room for improvement. President Hamilton stated that accessibility will remain a high priority this year. There being no further business, the meeting was adjourned at 10:19 a.m.
