Texas State Technical College’s 2,200-acre campus started out as the Waco Army Air Field, established by the U.S. Government for pilot training.

In 1945, the base was deactivated and placed on stand-by. In 1948, the base was again activated and named Waco Air Base.

The facility’s name changed to James Connally Air Force Base in memory of the late Col. James Thomas Connally, USAF. Connally, a McGregor native and Texas A&M graduate, was killed in action in May 1945 in the Pacifi c.

In December, Secretary of Defense Robert S. McNamara announced that James Connally Air Force Base of Waco would be phased out by July 1966. Harry Provence, Harlon Fentress and J.H. Kultgen suggest turning the deactivated base into a technical college.

The Texas Legislature authorized the establishment of the James Connally Technical Institute of Texas A&M University at the James Connally Air Force Base by enactment of Senate Bill 487 in April 1965.

The fi rst commencement was Aug. 10, 1967. Twenty-eight students graduated from Heavy Construction Equipment Mechanics, the fi rst one-year course off ered at the school.

The state of Texas purchased the James Connally Air Force Base from the federal government.

The James Connally Technical Institute was accredited by the Southern Association of Colleges and Schools.

The 61st Legislature separated the James Connally Technical Institute from Texas A&M and renamed the college Texas State Technical Institute, with the Waco location to be the fi rst campus of a system of technical colleges.

The Kultgen Automotive Center was opened on Oct. 13, 1970.

The Harlon M. Fentress Center was dedicated in 1977.

The Electronics Center was added to the Waco campus in 1981.

The Provence Graphic Communications Center was completed in November 1981.

Both the Electrical Trades Center/Library and the Technical Studies Center were dedicated Aug. 3, 1983. Groundbreaking ceremonies for the Student Services Center also were held in 1983.

Texas State Technical Institute was changed to Texas State Technical College in September 1991.

The East Texas Center in Marshall was added as an extension to the Waco campus.

The Aerospace Technologies Center opened on Sept. 9, 1993. (Renamed the Dr. Roy Dugger Center)

The Student Recreation Center was completed in September 1994.

The John B. Connally Technology Center opened in March 1999.

The Golf Course & Landscape Management building opened in January 2011.

The TSTC airport is the largest airport in the nation owned and operated by a two-year public college. Its runways can accommodate the largest of planes, like the military aircraft , the C-5.

The airport is mainly used for educational pilot training. Through a joint program with Baylor University, TSTC students can earn a bachelor’s degree in aviation science that utilizes Baylor’s strong aerospace science and academics and TSTC’s top-quality fl ight program.

TSTC FACTSTSTC FACTS

Our Instruction

TSTC’s educational philosophy is total immersion. Similar to learning a foreign language, the total immersion concept makes information easier to learn and retain. Students who may have been unsuccessful in traditional learning environments (teacher/lecture) succeed with TSTC’s hands-on interaction and applied learning delivery.

Students generally spend approximately 60 percent of their time in laboratories with industry-standard equipment. Full-time students spend 25-35 hours per week in classes and laboratories learning theories and concepts and immediately applying them.

The classes at TSTC are kept current with the latest industry-standard curriculum developed through the advice of technology advisory committ ees comprised of industry leaders from across the state. Currently, TSTC has more than 900 active industry advisors who meet regularly with technologies to keep them abreast of industry demands. TSTC is constantly adapting its curriculum to satisfy the rapidly-changing landscape of technology.

TSTC Waco has an extensive off ering of online classes, including two complete online degree programs. A student registers for distance learn-ing classes just as they do for traditional classes, through their faculty advisor or WebAdvisor. What is distance learning? Distance Learning describes a self-paced instruc-tional format. Instead of an instructor lecturing in front of the class, students work independently from anywhere. This form of learning is an option for individuals who are self-motivated and can work independent-ly in a less structured learning environment. Distance learning courses are fully credited col-lege classes and off er the same material as a lecture-based class. There is no diff erence in WHAT stu-dents are expected to learn. It is the WAY they learn that is diff erent. Supplemental information, course requirements and assignments are mainly delivered through Web-based technologies such as Web pages, chat-ting soft ware and e-mail. Therefore, students will need the following:

Computer with network connection Internet access E-mail address

More information about the distance learning pro-gram can be viewed by clicking on Distance Learn-ing on the TSTC Waco home page or at:

www.waco.tstc.edu/admissions/dl

WebAdvisor Common QuestionsWhat computers can I use to access WebAdvisor?Any computer connected to the inter-net will work. There are computers in the Student Services Center, Library and Student Recreation Center you can use.I tried to register, but I received a message that I’m not eligible. If you get a ineligible message, it should include the reasons you couldn’t register and who to contact to continue registration. If you have

If you have questions about specifi c courses, cancelled or full classes, contact your technology for assistance.I want to change my schedule after I have registered for courses. You can repeat these steps and change your schedule until the day classes start. Aft er the fi rst class day, you MUST complete the drop/add process by seeing your Faculty Advisor.

When are grades posted?Faculty must submit fi nal course grades no later than two days aft er the last day of the semester. Final course grades should be available in WebAdvisor four days aft er the last day of the semester.

How do I know I am registered for the courses?Look at the “Status” column. It should say Registered.

To Search and Register for Classes: Select the semester from the drop-down list, select the subject and course level and click on the “Submit” butt on. From the listing of courses, select a section and location and click the “Submit” butt on.

Aft er selecting the courses, a preferred sections page will allow students to fully register using a drop down box to select “RG-RG Register“ and then submit.

FINANCIAL ASSISTANCEThere are several types of fi nancial aid available for a TSTC student. Grants, loans, scholarships, wages from part-time jobs or any combination of these can be packaged for fi nancial assistance.

The key to obtaining fi nancial aid is to apply early. Students must fi ll out the FAFSA (Free Application for Federal Student Aid) each year using TSTC’s Federal School Code number, 003634, to be eligible for aid.

Applications and information for all fi nancial assistance programs are available in the Enrollment Services offi ce, or are accessible on the TSTC Financial Aid Web site, www.waco.tstc.edu/fi nancialaid.

SCHOLARSHIPS

Each year a number of individuals, fi rms and organizations provide scholarships to students att ending TSTC. The awards vary in amount. If students are interested in applying for a scholarship, they should contact the chair of their technology department or contact the Enrollment Services offi ce. Most scholarships at TSTC are available to students who complete one or two semesters. More information can also be found on the Financial Aid Web site under “Scholarship Information.“

Or at www. waco.tstc.edu/scholarships.

INSTALLMENT PLAN FOR TUITION

TSTC off ers an Installment Payment Plan for tuition. If students choose to pay by installment, one-third the total tuition and fees are due before classes begin, and then two separate payments are due prior to the beginning of the 6th and 11th weeks of 16-week terms. An installment fee of $10 is assessed with the fi rst payment. A late fee of $25 is assessed for late second and/or third payments.

LOAN INFORMATION SESSIONS

Any student at TSTC Waco who receives students loans will have to att end a Loan Information Session. The session will only last around 30 minutes and you only have to att end one. They are held every Tuesday at 8:30 a.m. and Thursday at 4 p.m. in the Student Services Center’s Texas Room. For more information on loan information sessions, contact Rhonda Beauchamp by phone at 867-3624 or by e-mail at [email protected].

MONEY MANAGEMENT CENTERThe Money Management Center provides tools and solutions students need to achieve fi nancial independence during their college experience. The Money Management Center will also sponsor FREE workshops, seminars and clinics covering personal fi nancial and money management topics.

Staff members will partner with students from their fi rst day on campus through graduation to address personal fi nancial and money management needs. They will provide confi dential, personalized consulta-tions. Students will gain insight and clarity in all aspects of their money management situation by scheduling a personal consulta-tion. All information will be held in strict confi dence.

The Money Management Center off ers:

» Talking to trained professionals about students’ personal fi nances

» Learning how to establish and manage credit

FINDING A BANK

If a student wants to open a checking account in Waco, there are a lot of options to choose from. Waco has several banks, savings and loan institutions and credit unions. Most banks require an average balance of $100 to open an account, but also have special rates and services for area students. To open an account, contact the new accounts department at the bank. A branch of Educators’ Credit Union, which students may join, is located on campus behind the JBC.

Aside from that option, students can also open a checking account by activating the “Tech OneCard” and choosing the “OneAccount” refund option. No minimum deposit or credit check is required to open a “OneAccount” through Higher One.

REFUNDS

Refunds will be given only aft er students have completed an Add/Drop form, which is available in their technology’s department. Full refunds are given before the fi rst class day of each semester, and partial refunds are given thereaft er. See the college catalog for complete details about refunds for withdrawal from TSTC. (htt p://www.waco.tstc.edu/catalog)

CASHIER’S OFFICE

Located in the Student Services Center, the Cashier’s offi ce processes payments for college expenses, TSTC campus housing and parking tickets. It also off ers a variety of services for students including:

Bill payment for tuition and housing rentCheck cashing Postage stamps

The Tech OneCard is a stu-dent’s offi cial passport and visa at TSTC and a way to receive fi nancial refunds. Students will need a picture ID made at Tech OneCard Services, located in the Student Services Center, Room 136. The offi cial Tech OneCard is mailed to the student’s address on fi le. Once they receive a Tech OneCard, students must go online to activate the card and choose a refund option.

How Do I Activate My TECH OneCard?

Go to www.techonecard.com, enter your card number in the “New Cardholders: Activate Your Card” box and follow the step-by-step process. Once you activate the Tech OneCard, you can select a refund option.

Refund options: Use the Tech OneCard as a debit card by opening a free FDIC insured checking account, the “OneAccount,” with Higher One. The Tech OneCard can then be used both on and off campus (anywhere Debit MasterCard® is accepted).

A no-fee Higher One ATM is located on campus in the Student Recreation Center for “OneAccount” holders, and a Higher One communication box is located in the Student Services Center across from Campus Living for communica-tion and deposits to Higher One.

Request the money be sent to an existing checking or sav-ings account. The Tech OneCard would then only be used for ID purposes on campus.

Students should carry their Tech OneCard with them at all times for identifi cation as a TSTC student. The student ID card is required for admission to many student activities, for use of campus facilities, meal plans and Tech Bucks. Re-port lost or stolen cards to Tech OneCard Services located in the Student Services Center, Room 136 or log in to the Tech OneCard website at www.techonecard.com and click the “Report Card Lost or Stolen” link provided in the message box on the welcome page.

If students have questions or problems with their Higher One OneAccount, they can contact Higher One Customer Services directly by using the Higher One Courtesy Phone located in the Student Services Center in the Tech OneCard offi ce, or by calling the 1-800 number located on the back of the card.

STUDENT CODE OF CONDUCTTSTC believes a primary factor in strong student morale is an overall regard for good citizenship on the part of the student body. TSTC assumes that students eligible to perform on the college level are familiar with the ordinary rules governing proper conduct and that they will observe these rules as a matt er of training and habit.

Additional information on student conduct is available in the Student Handbook online at www.waco.tstc.edu/handbook.

HOW TO MAKE A FORMAL COMPLAINTTSTC wants students to be happy with their college experience. Having a chain of command for formal complaints about grades, classes and instructors encourages resolution.

Before taking the issue to the college, students should think about if the situation is serious and a valid concern, or if it is a momentary irritation. The following steps explain the chain of command:

STEP 1: When making a formal complaint, students should write down their concerns. It is important to have a clear idea of the complaint and the resolution being sought. Students should bring any writt en documentation, including e-mails, assignments or the course syllabus. An appointment may be required for a meeting.

STEP 2: Students should talk with their instructors fi rst to resolve the problem. They may have made an inadvertent mistake.

STEP 3: If students are unable to reach an agreement with their instructor, they should talk to the program’s department chair by sett ing up an appointment through the departmental secretary. Phone numbers and e-mail addresses for all of the department chairs are listed on the college Web site.

STEP 4: If a student is still unsatisfi ed, the next step is to talk with the cluster director (the department chair’s boss). Very few complaints make it this far.

STEP 5: The last resort is to speak with the vice president for student learning and the president.

EXCEPTION to the chain of command: If a student believes they have been sexually harassed, threatened or have evidence of criminal wrongdoing, they should go directly to a supervisor.

TSTC POLICE DEPARTMENTTSTC has a full police department in place on campus to ensure the safety of TSTC students, faculty, staff and residents. All of the uniformed patrol officers are licensed police offi cers with years of law enforcement experience.

The primary purpose of the TSTC Waco Police Department is to provide a safe environment. Getting InvolvedGetting InvolvedTSTC Waco students are encouraged to become active in the college by participating in the Student Government Association, student chapters of professional organizations and clubs. Students should also consider contributing to the student newspaper, Tech Times, or joining Phi Theta Kappa, an international honor society of two-year colleges.

Go to Page 16 for a full listing of campus clubs.

STUDENT AMBASSADOR ASSOCIATIONStudent Ambassadors are highly informed advocates for Recruiting Services, who help staff at college career fairs and information sessions and serve as New Student Orientation Leaders. Being involved in the Student Ambassador Program is a great way to meet people, develop new skills and play a leadership role on campus! Since the program began in 2007, ambassadors have played a vital role in att racting new students to TSTC.

PHI THETA KAPPA

Phi Theta Kappa is the largest honor society in American higher education with more than 2 million members and 1,200 chapters. The TSTC Alpha Omega Omega chapter off ers memberships to students who have completed a minimum of 12 hours of associate degree course work and earned a grade point average of 3.5 or higher. Students must also maintain a high academic standing throughout their enrollment.

SKILLSUSA

SkillsUSA is a nationwide partnership of students, teachers and industry that helps prepare America's future skilled workforce by providing competitions in leadership and hands-on categories that correspond to many of TSTC's program off erings. Each year students from across the campus compete at the state and national level in their technologies. TSTC has had several national gold medalists over the years, the highest collegiate honor in a technical fi eld. To get involved, visit www.skillsusa.org to view a list of the available competitions or contact Edward Hernandez, the campus SkillsUSA coordinator.

CENTER FOR ASSESSMENT The Center for Assessment offers assessments designed to meet the needs of new students, continuing students and graduates. New students have the opportunity to take the Accuplacer (an alternative form of the Texas Higher Education Assessment—THEA) to meet the state requirement to assess the Texas Success Initiative. Also, each new student must meet the College Assessment requirement by taking the Noel Levitz College Student Inventory. Several career interest inventories are also administered. They are designed to help students put career choices into perspective.

COLLEGE RECORDS Once students are enrolled at TSTC, the College Records staff is available to print transcripts, make schedule changes and add or drop classes. A transcript can be requested by fi lling out a transcript request at the Enrollment Services

office. Transcript requests cannot be processed if holds are on the student's account. Currently enrolled students may add courses, drop courses, or change sections before classes begin by contacting their program advisors. Aft er classes begin, all students may change their schedules by obtaining course schedule change forms from their instructors and/or department chairs and submitt ing them to the College Records offi ce by the deadline published in the TSTC college calendar. Changes are eff ective only when this process has been completed.

Under section 51.907 of the Texas Education Code an institution of higher education may not permit a student to drop more than six courses, including any course a transfer student has dropped at another institution of higher education. Some exemptions for good cause could allow a student to drop a course without having it counted toward this limit, but it is the responsibility of the student to establish that good cause. Contact College Records for more information before you drop a course.

College Records also manages student's personal information. In compliance with the “Family Education Rights and Privacy Act of 1974 (FERPA),” TSTC Waco gives notice that directory information will be released upon request and with the approval of the appropriate administrator, unless the student desires to withhold it. Students may prohibit the release of directory information by completing the appropriate form available in the College Records offi ce during registration or within the fi rst eleven class days of each semester. This request remains in eff ect until revoked, in writing, by the student.
