New National Pay
Arrangements for SFCs
The proposals were originally developed by the SFCA
advised by a working party of College Principals and
senior college HR staff.
The recognised Unions are involved in discussions with
SFCA and both parties are working towards final
agreement on the proposals.
Agreement reached at the SFCA AGM and the
Unions have now also agreed the proposals.
The proposals over the pay framework are independent
and separate to the National pay and conditions
negotiations but the outcomes of both negotiations will
impact on each other.

Overview of the reform
It replaces current PSP scheme. (Much criticised for no longer being fit for purpose)
It reforms current pay framework (Removes anomalies and off-scale payments)
It links all pay progression to ‘acceptable’
appraisal outcomes reflecting
developments in the school sector.
It strengthens college accountability

Overview 2
It will not increase bureaucracy.
• There are no ‘additional’ processes or
measures and the PSP process is removed.
Evidence gathering is only necessary
when issues/weaknesses have been
identified through standard appraisal
monitoring and review
• (e.g. classroom observation, ALPs, ALIS,
L3VA, 6 dimensions etc)

setting a framework for the pay and
conditions of service of all college staff.
Ensure that the governing body is fully
sighted on the proposals
Clerks & Chairs ensure pay reform is a
standing item on the agenda for future
governing body meetings.

Counting the cost
Overall cost neutral • Full assimilation actually adds £582 to the national pay-bill
(0.0002%)!
• Transitional costs average £18,000 per college (0.6%)
It will, however, cost time and effort to introduce

New responsibility allowances (SFC-RA)
Grades (A, B, C, D and E) replaced with a
flexible allowance (SFC-RA) no minimum,
and a maximum range of £10,000
Responsibility Allowance (RA) will be set
at a level appropriate to the job description
New appointments either to a spot salary
or to a range to aid performance
progression
