CONFERENCEREPORT

Introduction

The Final Conference of the CAMP Italy Project was organised on 17 January 2017 at the ItalianGeographicSociety(VillaCelimontana)inRome.

TheaimoftheConferencewastopresenttheresultsachievedandthemethodologiesappliedbytheProjectandtopromotethecomparisonwithotherMediterraneanexperiences.TheConferencedaywasdivided in twosessions: the firstoneaddressed the issuesof coastalgovernanceandmanagementattheEuropeanand international levels,while thesecondonewasdedicatedto thecomparisonamongthe ICZMexperiencesandresultsachievedbytheCAMPItalyandthoseofother ICZMprojects intheMediterranean.

TheConferencewasorganisedwiththefunctionalandoperativesupportofISPRAandCoNISMa,oftheMinistryofEnvironment,LandandSea,andthepartnerRegionswhichcontributedtothepromotionoftheevent.

TheProjectvideo,madebytheTerratremaFilmsrl,withthecollaborationoftheProjectpartners,wasalsopresentedduringtheConference.

Over 60 participants attended the Conference, including public institutions, economic operators andexperts of the sector. The participants also included representatives of UNEP-MAP (Mr. Gaetano Leone,Coordinator, andMsTatjanaHema,DeputyCoordinator),PAP/RAC (MsZeljkaSkaricic,Director, andMr.Marko Prem, Deputy Director), and INFO/RAC (Ms Céline Ndong and Mr. Arthur Pasquale). From theinstitutionalpointofviewtheConferencesawtheparticipationoftheMinistryofEnvironment,LandandSea -MELS (MsMaria Carmela Giarratano, General Director for the Protection of Nature and Sea); theMinistry of Infrastructure and Transport; the Greek Ministry of the Environment; the UNESCO;representatives of Italian public institutions (ISPRA, CoNISMa, Regions, Municipalities, ARPA, PortAuthorities, Marine Protected Areas); representatives of other Projects, consultants, researchers,environmental and cultural associations. The complete list of participants and their organizations andinstitutionsisgiveninAnnex1.ThecompleteconferenceprogrammeisgiveninAnnexII.

TheConferencewas followed, in theafternoon,byaguided tourof the ItalianGeographicSociety, incollaborationwiththeI.G.S.itself.

OpeningoftheConferenceTheconferencestartedat10:00amwiththegreetingsbyMsDanielaAddis(CAMPItalyNationalProjectCoordinator),whowelcomedthenumerousparticipantsandthankedeveryonewhohadcollaboratedinthe implementation of the Project and the Conference organisation: the Project partners and theworking team, ISPRA, CoNISMa;UNEP-MAP and its Coordinator; PAP/RAC and its Director; INFO/RACandMEDPOL.

She pointed out that the Mediterranean coastal zones were still subjected to strong environmentalpressuresanddegradationofcoastalresources. Inthiscontext,theCAMPprojects-which implementtheICZMProtocoloftheBarcelonaConventionastheirtoolofreference-provideausefulsupportforthecreationofamorefocusedandintegratedapproachthatinvolvesrelevantactorsfrombothpublicandprivatesectors,includingcitizensandeconomicoperators.Suchintegratedapproachisessentialto

facecoastalproblems inamoreeffectiveway, thusguaranteeingamoresustainabledevelopmentoftheMediterraneancoastalzones.

WiththeCAMPItalyProject,throughspecificpilotactions,theRegionshadtheopportunitytodevelopstrategies and procedures of a rational use of coastal and marine resources and protection of theenvironment,withtheobjectiveoftestinginpracticesustainablecoastaldevelopmentmethodologies,instrumentsandpractices,valorisingtheItalianhistoricandlandscapeheritage.

ShealsorecalledthatICZMandtheProjectwerenotstrictlyaboutcoastalerosion,butcoastalerosionwasoneof thenaturalphenomena thatwere taken intoaccount in the scopeof ICZM.Asaproofofthat, the Project has often interacted and collaborated with other projects and thematic paneldiscussions about coastal erosion, for example participating in the annual meeting of the GNARC(National Research Group on Coastal Environment) and in the COAST Conference, as well as in theNational Table on coastal erosion. The project has also participated in a number of meetings andconferences on related themes, like for instance the Round Table on climate change that was heldduringtheCOP22inMarrakech(Morocco).

The Final Conference, which concluded the Project, had therefore the objective of presenting theachievedresultsandthemethodologiesappliedinthetwoyearProjectandtheirintegrationwithintheMediterraneancontext.

Finally,theNationalProjectCoordinatorexplainedtheconferenceprogrammeandgavethefloortotherepresentativesoftheinstitutionsfortheirinstitutionalmessages.

InstitutionalMessages

The institutionalwelcomeaddresseswereopenedbyMr.Gaetano Leone,CoordinatorofUNEP-MAP,who pleased and honoured to participate in such an important event, which closed an innovativeproject that he had followed from the beginning, having participated in its Inception Conference. Hegreeted and thanked all the participants, especially theNational Project Coordinator and the Projectpartnersfortheexcellentjobcarriedout,highlightinghowthechoiceoftheItalianGeographicSocietyasavenuereflectedItalianexplorativeandinnovativevocation.

HerecalledtheimportanceofItalyasastrategicpartner,testifiedbytheBilateralAgreementbetweenItalyandUNEP-MAPwhichexemplifiesthecommitmenttothesustainabledevelopmentofthewholeMediterraneanregion,thecradleofcivilizationandplaceofencounterofdifferentcultures.Thecoastal-marineecosystem,infact,guaranteesthelivelihoodsofallthepeoplelivingintheregion,characterisingtheiridentity.

Unfortunately,ecosystemdegradationthreatenslifeintheseareas.TheBarcelonaConventionsaimsatreducingthesethreatsinordertopreservethecommunities,whichinhabittheMediterranean.Since25yearsago,thankstotheBarcelonaConvention,theICZMProtocolandtheBilateralAgreement,variouscountries - Italy first - have committed to work in an integrated way. The CAMP idea has evolvedthroughout the years allowing for the testingofpractical instruments to support thedevelopmentofcoastalareas.CAMPalsomeans relationsamong institutionalpartnersandstakeholders,and this isaresource and strength for the future in order to optimize the excellent results achieved and keepworking in thisdirection.As far as thenewprojects are concerned,UNEP-MAP is trying todevelopa

network of CAMP projects that would include new countries. Concluding, CAMP Italy has been anexcellentexampleofthevalidityofsuchinitiativesandtheirfundamentalvalues.IthascontributedinasubstantialwaytotheapplicationoftheICZMProtocoloftheBarcelonaConventioninItaly,asthemaininstrumenttoattainsustainabledevelopment.HethenpointedouttheinteresttowardsthepossibilityofItalyshortlyratifyingtheICZMProtocol.

Thejobdoesnotfinishtoday,onthecontrary,itcanbesaidthatitstartsonthisday.ItiscrucialtobuildupontheresultsandsuccessofthisProjectandofalltheotherCAMPProjects.WiththeItaliansupport,aNetworkofCAMPProjectsisbeingcreatedtosupportICZM.Infact,thestrongcommitmentisagainunderlinedtoactandworkinastrongcooperationwiththevarioussectors,withtheaimofgeneratinga favourable situation for our coasts and for the benefit of everyone. UNEP-MAP is proud to haveparticipatedinthisexcellentProjectandwilldoitsbesttoguaranteetheactuationanddiffusionofitssuccessfulresults.

MsRosannaBissoli,CAMPrepresentativefortheEmilia-RomagnaRegion,conveyedgreetingsfromMsPaolaGazzolo,RegionalMinisterforSoilandCoastDefence,CivilProtectionandEnvironmentalPolicies,reminding how the Region had taken the opportunity and the privilege to participate in the CAMPProject because, in addition to the numerous practical experiences realized on its territory, it haddeemed tohaveall thepolitical and technical elementsnecessary to innovateand share its viewsonICZM,aswellasitsICZMguidelines(deliberatedin2005).

Thiswas achieved through theProject IndividualActivities, systemisedby theHorizontalActivities. Infact, it is important to carry out an integrated management of the coastal zones, which must besensitivetotheenvironmentalandculturalissues,equitableontheeconomiclevelandresponsibleontheculturallevelinordertoprotecttheintegrityofsuchanimportantresource.

One of the most important environmental issues, for example, is the stability of the coast: a highlyfragilesystem,stronglythreatenedbyerosionandsalineintrusion,togetherwithahighconcentrationofanthropicactivitieswhichareofgreat importancefor theregionaleconomybut,at thesametime,known to have caused environmental issues in the past. CAMP helped us activate and reinforce theICZMprocessesinordertolaythefoundationfortheirfuturesustainability.

Mr. Paolo Vargiu, CAMP representative for the Autonomous Region of Sardinia, greeted theparticipantsonbehalfofMsDonatella IgnaziaSpano,RegionalMinister forEnvironmentalProtection,who, due to previous commitments, could not participate but wanted to thank the Ministry of theEnvironmentforthe invitationandgreettheProjectpartners, the institutions, therelatorsandall theparticipants.HerecalledhowtheSardinia region, the first Italianregion forcoastaldevelopmentwithmorethan2000kmofcoasts,isconsciousoftheimportanceandthevulnerabilityofitscoastalsystem.For these reasons, one of the priority strategies of the regional Government, also expressed in theRegionalDevelopmentProgramme2014-2019,isthepromotionofICZM.Theobjectiveistoovercomethe traditional dichotomy between conservation of the coastal area and its fruition and sustainabledevelopment. This is achieved through interventions to mitigate erosion, but also through therestoration of historical buildings and architectural heritage. To this end, important interventions tosecure and increase the resilience of hydrologically compromised and erosion-prone territories have

beencarriedout,owingtotheresourcesoftheRegionalOperationalPlanF.E.S.R2014/2020.Sardiniahas also actively participated in the Coastal Erosion Table, promoted by the Ministry of theEnvironment. Mr. Vargiu also pointed out that the CAMP Italy Project represented an admirableexampleoftheimplementationofICZMinitiatives,developedindifferentareasofthenationalterritory.TheSardiniaRegionhasparticipatedintheprojectthroughtheCoastalConservatoryAgency,whichhasamongitsmainobjectives,thedefenceandvalorisationofcoastalecosystems,aswellastheintegratedmanagement of coastal areas of outstanding value. On the basis of the MELS recommendation, 22coastalMunicipalities in theNorth-Western andWesternpartsof theRegionhavebeen identified aspilotareas.Avirtualpathofsharingandconsultationwithlocalactorsandotherstakeholdershasbeenundertakenandledtotheidentificationofstrategicpriorities,suchassafeguardingandregenerationofthe structural and functional integrity of the natural-environmental resources, strengthening andqualificationofthelocaltourismofferinviewofanincreasinglysustainableandintegratedmanagementof fishery resources. Concluding, Mr. Vargiu pointed out that the coastal environment holdsfundamentalecosystemservices.Therefore,conservingandprotectingthecoastsalsomeansgivingtherightimportancetothevalueoftheseservicesprovidedbythenature.Hethenwishedforagoodandproductive Conference the findings and results of which would be useful for future choices of theSardiniaRegionCouncil.

Mr.LuigiCipriani,CAMPrepresentativefortheTuscanyRegion,conveyedgreetingsfromMsFedericaFratoni, Regional Minister of the Environment and Soil Defence, recalling also the importantcontribution of the previous RegionalMinisters of the Environment,Ms Annarita Bramerini andMr.Marco Betti, who had supported and believed in the CAMP Italy since its inception in 2008. Heunderlined the importance of the institutional and economic commitment undertaken by the Regionsincethebeginningoftheproject,whichwasputintoeffectwiththesignatureoftheMemorandumofUnderstandingbetweentheMELSandtheRegions,followedbytheAddendum,andwashonouredwiththeconcreteresultsobtainedbytheProject.HefinallyofferedspecialthankstotheMELSbecauseofitssupporttotheTuscany’sparticipationintheProjectevenduringdifficulttimes(likeforinstancewhentheneighbouringregionsLiguriaandLatiumdecidednot toparticipate in theProject),andduringthevarious reorganisations of the regional offices, which had been somewhat of a constant during theoperationalphaseoftheProject.

Attheendofthe institutionalgreetings,MsAddis thankedthespeakersand,wishingforasuccessfulandproductiveworkday,introducestheFirstSession,coordinatedbyMr.Leonetowhomshegavethefloor.

SessionI-IntegratedCoastalZoneManagementintheMediterraneanandinItaly,fromtheinternationalandEuropeangovernancepointofview

G.Leoneinvitedthespeakersofthesessiontocomeonstageandintroducedtheirspeeches.

Ms Zeljka Skaricic, Director of the Priority Actions Programme Regional Activity Centre (PAP/RAC),spokeabout"GovernancestrategiesandinstrumentsinthecommonregionalframeworkforICZMintheMediterranean".AfterthankingtheNationalProjectCoordinator,thepartnersandtheProjectstaff,sheintroducedtheconceptsofgovernance(asthecapacityofinstitutionstoeffectivelyrespondtotheever

changingconditionsandthepossibleproblems,byadoptingvariousformsofconsultation,negotiationand agreements) and administration (in its dynamic sense of relation between partners, namely theinstitution and the stakeholders). In order to attain good administration it is necessary that theinstitution, thenormativeand regulatory instrumentsand the scientific knowledge interactwitheachother.Education,trainingandparticipatoryprocessesarealsoextremelyimportant.Thecoastalareaisa complexphysical and conceptual space, between landand sea,where theseelements continuouslyinteract.ThecomplexityofICZMisreflectedinanumberofcomplexpoliciesandjuridical instrumentsondifferentlevelsandgeographicalscales.Inthissense,itisincreasinglynecessarytohavebothverticalandhorizontalcoordination.Scientificdata,whichdirectpoliciesarekeyelementsofthissystem.ICZMhas createda framework inwhich this complexity can act inan integratedway.Whenwe talk aboutintegration,wetalkaboutintegrationofthepolicies,whichnecessitatesadministrationalcoordination,also called vertical coordination. Furthermore, ICZMprovides for the constant engagement of all thepartiesinvolved.Finally,itisimportanttopinpointthatthroughICZMweattainagoodbalancebetweenstrategicpoliciesand local initiatives,which is a verydifficult taskandduty. Thisbalance canonlybeachieved with the help of projects like the CAMP, which has proved to be fundamental in ICZMimplementation.Theexperiencegainedfromthetwoprojects,theItalianandtheFrenchones(CAMPFranceofPACVar)hasfacilitatedtheadoptionofprogrammesandstrategiesatthenationallevel,andin some cases, has contributed to the implementation of the existing measures. Precisely for thesereasons,CAMPProjectsaresoimportant.

Mr. Leone thankedMsSkaricic for theclearandpreciseoverviewof theconceptsofgovernanceandICZM, and introducedMr. OlivieroMontanaro, who represented Italy in a number of initiatives andprojects in theMediterranean, andwas also the CAMP representative for the ItalianMinistry of theEnvironment.

Mr. Oliviero Montanaro, institutional representative of the CAMP Italy, Italian Ministry ofEnvironment, Land and Sea, intervened on the subject "ICZM role as a governance instrument forprotectionoftheenvironmentandsustainabledevelopmentinthenationalandMediterraneanframe".FirstofallherecalledthekeyeventsthatforesawtherealizationoftheCAMPItaly, includingJanuary2008,when,attheConferenceoftheContractingPartiestotheBarcelonaConvention,twoimportantthingshappened:theadoptionoftheICZMProtocol(enteredintoforcein2011)andtheapprovaloftheCAMP Italy Project. The second event was an inevitable consequence of the former: Italy played animportant role in the writing and consequently the adoption of the ICZM protocol, which is itself aconsequenceofastrategicchoicemadebythepartiestotransformtheBarcelonaConventionfromaninstrument(withanimportantvision,butcircumscribedtothepreventionofMediterraneanpollution)into a strategic tool, with a higher ambition, aimed not only at the conservation of the marineenvironmentbutatthepromotionofsustainabledevelopmentintheMediterraneanregion.

Therefore, the ICZMProtocol fullyembodies thevisionwithwhich ithasbecomea tangibleact.Asaconsequence,withtheCAMPProject,ItalyhonoursthecommitmentundertakenwiththesigningoftheICZM Protocol. In fact, when designing the Project, the Country has chosen to consider all of thefeaturesthataretypicalofthecoastal-marineenvironment.Forthisreason,theoriginalCAMPproposalhadinitiallybeenaimedatfiveRegions-includingLatiumandLiguria-whichdidnotfollowthroughtheProjectbutgavean importantcontributiontotheProjectactivities.Therearenevertheless fiveCAMPareas, some of those interregional, which represent different geomorphological and socio-economiccharacteristicsof thecoastalandmarineenvironmentwith theirdifferent institutional configurations.

ThankstotheTuscanyRegion,thisinitiallyenvisagedinter-regionalapproachhasbeenreflectedintheRegion IndividualActivities,whichalso includedthecontributionofLatiumandLiguria.Asfaras ICZMgovernance is concerned, the ICZM Protocol is still more than relevant nowadays because of its far-sightednessandits inclusiveness.Mr.Montanaro recalledthatalsoarepresentativeoftheMinistryofInfrastructureandTransport,thecompetentauthorityfortheimplementationoftheEuropeanDirectiveon Marine Spatial Planning, was attending the Conference. In the ICZM Protocol we can find everyelement, which is still necessary when we talk about governance of the marine-coastal area: fromclimate change and environmental evaluations to marine spatial planning (under a slightly differentname though), and trans-national activities.Awhole setofmechanisms, starting from theecosystemapproach (and therefore the EcAp initiative), field already mentioned and included in this Protocolwhich is, therefore,not justanenvironmental instrumentbuta strategiconeonaglobal level,whichcanbewellconsideredasafundamentalreference,forexample,fortheimplementationoftheAgenda2030,becauseitalreadyincludesallofthenecessarycomponentsforsustainabledevelopment.Therealgovernancechallenge,therefore,isnottowritesomethingnewbuttodevelopandimplementwhatwealready have in the Protocol.Which elements does the present situation require? In addition to theProtocol, nowadays the regional and global governance in theMediterranean context requires threemoreelements that represent the strategic coreof theBarcelonaConvention implementation: (I) theEcosystemApproach,whichisreciprocaltoandindispensablefortheICZMProtocolasitconstitutesthefoundation of the Protocol,which, in turn implements the principles brought forth by the EcosystemApproach.Hence,itisnecessarytohaveanever-increasingsynergybetweentheProtocolandtheEcAp.(II) The Regional Framework of the Barcelona Convention about climate change, firstly because theProtocolitselfmentionsit,butalsobecause,onagloballevel,theimplicationsrelatedtotheprotectionoftheseas,aswellasthesocio-economicimplicationsofclimatechangeadaptation,areafundamentalreason to effectively implement both the ecosystem approach and the ICZM Protocol. (III) TheMediterraneanStrategy forSustainableDevelopment (MSSD)asa strategicelementandvisionof theBarcelonaConvention.Thesefourelements(theICZMProtocol,theEcApinitiative,theFrameworkonclimatechange,andtheMSSD)needtobeimplementedandconnectedinasynergicandsharedway.While doing so we have to consider that by identifying the fundamental instruments for itsimplementation,theProtocolmentionsatool,whichItalyhasstronglywantedamongsttheactionstobecarriedoutinthenexttwoyears:therealizationoftheRegionalFrameworkfortheimplementationof the ICZMProtocol, anambitious instrument,whichmust guarantee that theProtocol is effectivelyandcoordinatelyimplementedontheMediterraneanscale.

TherearetwomorekeyelementstomentionwhichshouldalsobebetteridentifiedandincludedintheoperationalmechanismoftheICZMProtocol:a)theMSP,aninnovativecomponentthattheContractingPartiestotheBarcelonaConventiondecidedtoimplementoverthenexttwoyears;andb)theRegionalFrameworkforICZMintheMediterranean.ForItalyandtheotherEuropeancountries,itisawelcomeopportunitybecausewearecurrentlydiscussingMSPintheICZMandBarcelonaConventioncontextatbothMediterraneanandnational (aswellasEuropean) levels,while,atthesametime,wearealso inprocess of defining the European MSP Directive. Specifically, the criteria and guidelines for thepredispositionofMSParecurrentlybeingdefined.AnotherworthyelementforabetterimplementationoftheICZMintermsofgovernanceistheissueofenvironmentalassessments(EIAandSEA)mentionedintheProtocolitselfandfundamentaltotheimplementationofMSP.Anideatobeconsidered:therole

ofenvironmentalassessmentsinthecompleximplementationsystemoftheICZMProtocol(aswellasofMSPandotherrelevantProtocols)mustbesomehowbetterclarified.

AsfarastheglobalcontextisconcernedMr.MontanaromentionedsomeinstancesinwhichtheICZMProtocolinteractedasahubattheregionalsealevel.TheRegionalSeaConvention(RSC),forexample,isthe best example of balance between a global strategic activity and a local action. The regional seadimension,infact,seemstobethemostappropriatedimensioninthiscontext.Asforthismatter,thereare four elements to take into account: (I) the Agenda 2030, which has 17 ambitious objectives,including those essential to ICZM, namely the objective number 14 on seas and oceans, the 15th onterrestrialbiodiversity, the11thonsustainablecitiesandthe12thoncirculareconomy; (II) theclimatechange issue, for which the implementation of the Paris Agenda is still a commitment for theMediterraneancountries;(III)theactivity-essentialforsemienclosedseassuchastheMediterranean-which concerns the development of a legally binding instrument for themanagement of biodiversitybeyondnational jurisdiction (Biodiversity BeyondAreas ofNational Jurisdiction, BBNJ), a fundamentaltoolfortheprotectionofthemarineenvironmentanditssustainabledevelopment,aimedatbuildingastrong juridical reference for these matters; (IV) the international ocean governance, a global-scaleinstrumentincreasinglyimportantevenattheEUandMediterraneanlevels,whichidentifies14actionsregarding transport, fisheries and coastal management, all fundamental elements of ICZM. Thechallenge is, therefore,tousethe ICZMProtocolasacatalystofall thesecomplex instruments,whichrequirestrongintegratedgovernanceinordertoavoidoverlappingandincoherence.

InordertobecomeevenmoreusefulasanICZMimplementationtoolinthefuture,theCAMPProjectsmustevolveintwoways:(I)buildingaNetworkofCAMPProjects.asincludedinthebilateralagreementbetweenUNEP-MAPand Italy,aimedattransforming individualexperiences(inwhichnetworkingandexchange of best practice are deferred to the individual Project Coordinators) into a structured andpermanent network which would acquire data and results and share them for the benefit of theimplementation of the Protocol and future CAMP Projects. (II) The realization of international CAMPprojects,whichwouldnotbebasedonanindividualcountrybut,buildingoncoastal/marinecontiguity,involvemorenations.AspreviouslystatedbytheUNEP-MAPcoordinator,thisisnottheendofthejobandwewillkeeponworkingaslongasthereisworktobedone.

MsAthenaMourmouris, formerGeneralDirectorof theMinistryofEnvironmentandEnergyof theHellenic Republic, intervened on the subject "ICZM and MSP (Marine Spatial Planning) in theMediterranean: case study of the Project Paving the Road to Marine Spatial Planning in theMediterranean".Firstofall shethankedtheNationalProjectCoordinatorandtheProjectpartners forthe invitation, and then shepresents theproject: "Paving theRoad toMarine Spatial Planning in theMediterranean",commissionedbyPAP/RACwiththeobjectiveofpreparingtheimplementationofMSPthrough the proposal of methodological tools for decision makers, planners and stakeholders. Shepointedoutthatcoastalareasweremadebytwointeractingparts,themarineandtheterrestrialone.Intheframeworkofthisproject,GreeceselectedtheIonianIslandsaspilotstudyareas,wheretourismishighly developed, the ecosystems are very complex, and strong economic pressures are present. SheclarifiedthatMSPwasacomplexprocess,whichencompassedadministrativeandlegalaspects,highlydependentonpoliticalwill. Furthermore, after theplanningphase it is alwaysnecessary to carry outmonitoringactivities inorder toadaptplans to reality.Another importantelement toconsider is thatMSP could be a source of economic growth (Blue Growth) for countries, and a possible solution totransboundaryissues.Theprojectworkedmainlyongovernance(fundamentalforbothICZMandMSP),

creating dialoguebetween thedifferent parties.National and internationalmeetingswereorganised,involvingallthelocalministriesandauthorities,aswellasEuropeanandMediterraneanstakeholders.Itwasnoticedthatstakeholdercommitmentwasverydifficulttoachieveand,therefore,inordertocarryoutsuchprocesses it is importanttobetrustworthyandtoguaranteecontinuity.Themost importantresulthasbeenthecreationofanetworkofstakeholders.

Sheunderlinedthat, fromatechnicalpointofview,MSPwasnotanewprocess inotherpartsof theworld,butintheMediterraneanitmustbeadaptedtothelocalcontexts.

Amongsttheinstrumentsdevelopedbytheprojectshecited:

• Themapping of the pilot region ecosystems and anthropic pressures, alsomapping areas ofconflict(forfutureuse)inrelationwithexternalterritorialsystems.

• The evaluationmethodology for coastal vulnerability in terms of erosion, loss of biodiversity,lossoffisheries,etc.

• The instrument to compare the compatibility of different uses and users of marine areas indifferentzones.

• Avulnerabilitymappingsystem,whichallows theevaluationofdifferent scenarios foragivencoastalarea.

ShealsopointedoutthecontributionofprojectPegasofortheevaluationoftheecosystems.

Averyimportantissueisthenecessitytoobtainlocaldatainordertostudytheevolutionofourcoastsand implement necessary measures to face or adapt to changes. Another issue is the necessity todevelopinstrumentsthatarenottoocostlyinordertoimplementthoseeveninthecountriesthathavelimited budgets. Another important theme addressed by the project was the integration of theecosystemapproachandtheconceptof"GoodEnvironmentalStatus"(GES)inMSP.

Land sea interactions, on the other hand, are a different matter, as they can be related to nature,humanactivitiesandplanning.Allofthesethreeaspectshighlightthenecessitytointegratemarineandterrestrialaspects.

Recommendations emerged from the project regarding policymaking, governance, participatoryprocesses, integrationofpoliciesand,mostcritically,dataavailability.Thereareavailabledata forEUCountries but there is often no awareness of what really is available. There is therefore a need forcoordinationofdatabasesandaccessinordertosharesuchdataanduseitforplanning.Inthissense,interactivemapshavebeencreatedinordertosimulatedifferentscenariosandusesforcoastalareas.Thesemapscouldalsobeuseful forthe identificationofvulnerablemarineareasbymeansofarapidevaluation.AnotherrecommendationregardsthenecessityoftheintegrationofEcApintoMSPand,ingeneral,allthedifferentpoliciesandinstrumentthatgovernthemarine-coastalarea.

Mr.Leoneunderlinedtheimportanceoftheprojectthathadjustbeenpresentedandthankedallthespeakers for their valuable insights. He then pointed out that Greece was about to ratify the ICZMProtocol and stressed the importance of that: one third of theMediterranean Countries will benefitfromthisProtocol.

QuestionsfromtheAudience

Mr.FabioCaffio.MichelagnoliFoundationofTaranto,askedtwoquestionstoMr.Montanaro:thefirstoneabouttheapplicationofthecross-bordercooperationat theBocchediBonifacio,andthesecond

oneabout theprotectionof the cetaceanhabitat in theGulfofTarantoby reducing submarinenoiseandpreventingdamageduetotheinstallationofwindturbines.

Mr.Montanaro replied that some cross-border cooperationpolicieshadalreadybeen in force in thearea as it harbours many Natura 2000 sites. Regarding the question about the Gulf of Taranto, herecalled that the compatibility between economic uses and environmental needs was subject toEnvironmentalImpactAssessmentandEnvironmentalStrategicAssessment

Ms Tatjana Hema, Deputy Coordinator of UNEP-MAP, addressed Ms Mourmouris highlighting twoaspects: (I) the importanceofMSP in ICZM implementation, considering all pressures (from land andsea)andthenecessitytoprovidealltheinformationinordertomanagethosepressures;(II)regardingtheEcosystemApproach,theneedtoexplainthatanorderofprioritieshastobeestablished,sothatbansonsomeactivitiesarerespectedforthesakeofgoodenvironmentalstatus.

MsMourmouris repliedconfirmingthat ICZMandMSPhadbeenconsideredtogether intheRegionalFrameworkfor ICZMintheMediterranean.Shealsostatedthat itwaseasytotalkaboutvulnerabilityassessments in land-sea interactions but itwas difficult to properly plan them. For this reason, eachcountrywillhavetoadaptitsowninstruments.IntheMAPcontext,EcApisonlyconsideredasamerelytechnical issue,whereas thepoliticalwillingnessandotherelements that facilitate its implementationareveryimportantpoints.

SessionII-PresentationoftheresultsachievedbytheCAMPProjectandcomparisonwithotherICZMprojectsintheMediterraneanarea

The National Project Coordinator thanked the UNEP-MAP Coordinator for the wise and effectivechairingoftheFirstSessionandopenedtheSecondSession-aboutthecomparisonoftheresultsandICZM experiences matured by CAMP Italy and other ICZM projects in theMediterranean - with thepresentationandprojectionoftheProjectvideo,whichshowstheCAMPItalyProjectinthecontextofthe Barcelona System and the activities carried out by the different partners. She thanked SocietàTerratremaFilmSrlandaboveallMr.StefanoSampaolo,forhisgreatpatienceandfortheexcellentjobhehaddonewith the twoProject videos,ensuring themaximumvisibility anddiffusionof theCAMPItaly.

Following thevideo, therewasa shortpresentationof theobjectivesand the resultsachievedby theProject,whichwouldbeaddressedinmoredetailduringtheRoundTable.

MsAddisthankedagaintheProjectpartnersandanalysedtheresultsoftheplanningactionsbeginningwith the characteristics already illustratedby theCAMP Italy video: amulti-areaproject, divided in 5areas in three coastal regions spreading across about 900 km of coast; four horizontal actions andfourteen specific actions developed in pilot areas and organised in thematic areas. Unlike any otherCAMPproject,theseactionsdidn'tinvolveonlyterrestrialareasbutalsomarinespaces.Theobjectiveswere to develop and implement strategies and procedures for sustainable development of coastalareas, identifying and testing new methodologies and tools for Integrated Coastal Management, incompliancewiththeICZMProtocol.

For the Thematic Area 1, about coastal andmarine planning, owing to the Individual Actions it waspossibletodevelopinstrumentsandstrategiestosupportcoastalplanning,forexample:Guidelinesforintegratedmanagementofunderwatersandquarries,andanoperativeProtocolfortherequalificationandconsolidationofnaturaland/orartificialdunebelts.

InthecontextoftheThematicArea2,instrumentstosupportbiodiversityconservationandecosystemservices have been developed, particularly: Guidelines for the protection and conservation of highlyvaluable habitats and species; sustainable development actions for traditional coastal activities havealsobeenproposed,especiallyregardingselectivefishingtoprotectendangeredmarinespecies;goodpracticesandguidelinesforthesustainabledevelopmentoffishingactivities(like,forinstance,selectivefishingfortheprotectionofseaturtles;sustainablemanagementoffisheries,inSardinia,forseaurchinandcommonoctopusfishing).

Taking into account the anthropic and natural components, the Thematic Area 3 has developedinstrumentsandstrategiestosupportthereductionofanthropicpressuresoncoastalareas,relativetofishingand tourism,particularly: theG.I.R.Aproject for the integratedmanagementof the seaurchinandcommonoctopusstocks(inSardinia);thefirsteco-hostelinSardiniaatBuggerru(Carbonia-Iglesiasprovince);sixland-seaitinerariesinthePoDeltaPark(Emilia-Romagna).

AsfarastheHorizontalActivitiesareconcerned,instrumentsandmethodologieshavebeendevelopedand will be useful not only for the Project Management, but also in the CAMP Project Network,thereforeusablebytheinstitutionswhichareinchargeofcoastalmanagement.

Regarding the Institutional Coordination activities, it is important to mention the development of:management instrumentsand integratedanalysisoftheprojectactivities;resultanalysistoolssuchastheMatrixofcoherencebetweentheprojectactionsandthe ICZMProtocol,ortheMappingofLand-SeaInteractionsfortheProjectpilotactions.

With the Capacity Building activities, on the other hand, it was possible to promote the diffusion ofknowledge and the development of competences about ICZM in order to fill knowledge gaps,particularly throughthe implementationofa freeon-line ICZMcourse towhich70peopleenrolled.Astakeholderanalysisandmappingmethodologyhavealsobeendeveloped.

For the envisaged activity of Data Collection andManagement, instruments andmethodologies havebeendeveloped,primarily:(I)anonlinedatabaseforthemanagementofaseriesofindicatorscoherentwith the ICZM principles, to be applied to the Regions’ Individual Activities; (II) an infrastructure forTerritorial Data to collect information relative to coastal management as they emerged from theIndividualActivities.

The Participation activity has then promoted information and discussion about ICZM related themesthrough thecreationofa specificonlinePlatform (joincampitaly.org)and theactivationof three localforumsonICZMinthethreeregionsinvolvedintheProject.

The transversal activity of Communication andDiffusionof the results has led to the creationof: theProjectWebsite(inItalianandEnglish);theperiodicNewsletters;theProjectVideos.

Finally,theStrategicNote,whichisadocumentabouttheSignificanceoftheCAMPItalyProjectintheMSP, ICZM and land-sea interactions context. It is an interpretational documentwhich proposes theexperience developed by the CAMP Project as a support for the implementation of the Mid-Term

RoundTable:"ProjectCAMPItalyinthecontextofintegratedcoastmanagementintheMediterranean"

Ms Addis introduced the speakers and explained that the objective of the Round Tablewould be todiscuss the lessons learntwith the Project partners, and to compare themwith those of other ICZMprojectsandinitiativesforthebenefitofthewholeMediterraneanarea.Suchmethodologywaschosento allow theparticipants todynamically compare and contrast ideason ICZM startingwith their ownknowledge and experiences. The comparison between different experiences and positions will helpevaluatetheworkcurrentlycarriedoutandthe futureperspectiveof ICZMpolicies in Italyand intherestoftheMediterranean.

InordertohighlighttowhichextentsuchactivitieshavecontributedormaycontributetothedefinitionofthecommonregionalframeworkforICZMintheMediterranean(coherentlywithart.17oftheICZMProtocol),questionshavebeendivided intwodifferentgroups.ThefirstgroupfocusesontheactionsthathavealreadybeenimplementedandaimsatgainingabetterunderstandingoftheircoherencewiththeprinciplesandobjectivesoftheICZMProtocol.Thesecondgroupofquestions,ontheotherhand,assessesthevalueoftheCAMPProjectandofitsactionsintheframeworkofthe(presentandfuture)implementation of national, European and international ICZM policies, with particular reference tocooperationandcollaboration,alsointermsofnetworking.

Ms Zeljka Skaricic, Director of Priority Actions Programme Regional Activity Centre (PAP/RAC), wasaskedtoexplainwhichwerethemainchallengesandopportunitiesoftheimplementationofICZMontheMediterraneanscale.

Ms Skaricic answered that the first challenge of the new CAMPs would be to design the RegionalFramework for ICZMandtocontribute to the implementationofMSP, incorporating it into the ICZM.Suchobjectivescanonlybeachievedif ICZMis includedinthenationalpoliticalagenda,meaningthatthe Regional Framework and National Strategy are adopted and the ICZM Protocol ratified. Thechallenge consists in improving knowledge about coastal phenomena. In synthesis, overcoming thesechallenges itwill be possible to bring all the Contracting Parties of the Barcelona Convention on thesamelevel,carryingonacommonwork.

MsAddisunderlinedhowtheICZMprocesshadtoincreasinglyinteractandintegrateitselfwithotherstrategic and legal instruments regarding the different coastal and marine themes, and asked Mr.OlivieroMontanaroaboutthecontributionoftheCAMPItalyexperienceonthenationallevel,inotherwords, if and how the Project contributed to the implementation of national Coastal Managementpoliciesand,ifso,whichhasbeenthegreatestobstacletotheProjectimplementation.

Mr.MontanaropointedoutthattheProjecthadimprovedthecooperationandteamworkingabilityofboththeCentralAdministrationandtheRegions,highlighting,aboveall,whichdataweredeficientandhowtobuildasetofindicatorstogether.Asfarasobstaclesareconcerned,Mr.Montanaro,remindedthat the absence of a Plan and a National Strategy on ICZMwas an obstacle. Hewished for a quickratification of the ICZM Protocol because, in the absence of that, it would be equally necessary toproceedwiththeinstrumentsavailable,whethertheyarevoluntaryornot.

Ms Addis reflected on the possible proposal of an international CAMP that would involve countriesaccording to theirmarine sub-regions (as provided by theMarine Strategy Directive) and proceededasking the CAMP regional representatives the following question: "In light of the fact that the CAMPProject enabled theRegion to carry out different ICZMactivities,whichwas themain result for yourRegionandwhichwasthemainobstacle(intermsofapplicationoftheICZMPrinciples)thatyouhadtofaceduringtheimplementationoftheProjectactivities?"

Mr.EmanueleCimatti,CAMPrepresentativefortheEmilia-RomagnaRegion,afterabriefoverviewonthemainactivities carriedout inEmilia-Romagna,highlightedhow the first resultwashavingmadealocal experience an example on the national and Mediterranean levels. Another result was thesystematisationofknowledgeaboutfundamentalaspects(ofthecoast),suchasbiodiversity.Regardingtheobstacles,citinganAfricanproverb,heunderlinedthedifficultyofcarryingouttheProjectactivitiesonatighttime-schedule.

Mr. Paolo Vargiu, CAMP representative for the Autonomous Region of Sardinia, agreed with theEmilia-Romagnarepresentativeandfocusedonotheraspects,suchasthefactthattheProjectallowedthe Coastal Conservatory Agency to cooperate and act as a link among different Departments andMunicipalAdministrations.He alsohighlighted thatmany activitieswould last beyond theendof theProject and that was in itself an important resource for the Municipalities. About the obstacles herecalled that the conflictswhichwere often linked to different uses of coastal resourcesmight havesloweddowntheimplementationoftheactivities.

Mr.LuigiCipriani,CAMPrepresentativefortheTuscanyRegion,emphasizedtheimportanceofhavingstrengthenedthelinkbetweenRegionsandtheMinistry,allowingtocontinueactionsthatwerealreadybeing carried out, as well as improving the collaboration between coastal Municipalities and localstakeholders. Among the main obstacles, on the other hand, he pointed out the decision of theneighbouringregionsofLatiumandLigurianottoimplementtheProject.Furthermore,accordingtotheTuscanrepresentative, theProjectwasanopportunity toonceagainrealizethatnaturalprocessesonthe coast do not act accordingly with the politics time schedule (change of local administrators, forexample).Finally,fromanoperationalpointofview,itwasnotedthatthetechnical"fluidity"contrastedwithasortofadministrative"inflexibility".

Ms. Addis thanked the speakers and pointed out the importance of having had the opportunity toexperiment,throughtheCAMPProject,institutionalcoordinationandterritorialdialogue.

MsElodieDoze,NationalProjectCoordinatoroftheCAMPFrance,describedtheProjectcontributiontotheimplementationoftheICZMProtocolinFranceandintheMediterranean.CAMPFranceinvolves420 km of coast, located in a single French Department, the Var Department. French legal ICZMinstrumentsarecomposedof:theICZMProtocol(ratifiedin2009andenteredintoforcein2013);theNational Strategy for CoastlineManagement, the National, Regional and Departmental Strategies formarine and coastal zones, and the National Action Plan for the Marine Environment and Water

Management.The first challengewas, therefore, to integrate these instrumentsandallow interactionbetweenthelocalactorsinchargeoftheirimplementation.

DescribingtheProjectresults,shehighlightedthecreationofamethodologyfortheevaluationofthecoast conditions and the organisation of a permanent forum for local stakeholders that takes placetwiceayear.TheForum,organisedbytheProjectteam,hasgatheredthewholecommunityaroundthecoastal management themes, creating an actual movement of coastal and marine stakeholders andoperators.

Mr.JoanPons,INN-COASTSProject,AutonomousUniversityofBarcelona,wasaskedaboutthemainresultsoftheINN-COASTSintermsofICZMimplementationinhisregionandintheMediterranean.HepointedoutthatthemainresultwastheopportunitytoimplementICZMinCataloniathroughtwopilotactions,whichallowed testing twodifferent coastalmanagement strategies: in theEbrodelta, and intheGarrafarea.TheProjectwasfocusedontheecosystemapproachandontheimprovementoflocalgovernance. In the Garraf area, the governance aspects were developed by valorising a previouslycreated group of various stakeholders, which now, thanks to the Project, holds regular meetings.Stakeholder involvement in theEbrodelta,on theotherhand,wasmorecomplicatedbecauseof thedifferent environment-related interests at stake. However, an online forum for informationdisseminationhasbeencreated,anditalsoincludesacartographytool,whichallowssharingscientificinformation.Onaregionallevel,theCataloniagovernmentacceptedtheinformationthatresultedfromtheProjectandthesamewillprobablyhappenalsoatthenationallevel.

MsAddisbrieflysummarizedthemainpointsof the firstpartof theRoundTableand introducedthesecondpartofthediscussion,tobemadeofasecondroundofquickquestionsandanswers,focusedonthevalueof theCAMPProjectand itsactions in termsof the implementation,presentand future,ofnational,EuropeanandinternationalICZMpolicieswithspecialreferencetocooperation,collaborationandnetworking.

MsDozewasaskedaboutthecommonpoints,intermsofnetworking,betweentheItalianandFrenchCAMPprojects,andaboutwhichaspectsoftheItalianexperiencecouldbeusefulfortheFrenchproject.FirstofallsheunderlinedtheimportanceofhavingdevelopedapartnershipwiththeCAMPItaly,thankstothejointinternshipexperience.Furthermore,theItalianlocalforumexperienceandthestakeholdermappingmethodologywillbe taken intoaccountby theCAMPFrance in thenextpublicparticipationactivities.

MsAddis gave the floor to the regional CAMP representatives, asking them if theybelieved that theCAMP Italy had created new opportunities for the future of ICZM and the implementation of theProtocol.IncaseofaffirmativeanswerstheywerewelcometomentionthemostsignificantexperienceforeachRegion.

Mr. Vargiu highlighted that the actions started with the CAMP Italy would be developed further,particularlytheeco-hostelandtheintegrationofcoastaldataintheSIRA:thisholdgreatsopportunitiesforthefuture.

Mr. Cipriani underlined that the work group that had been created so far was fundamental for thefuturebecauseithaddevelopedtheexperienceandcompetencesnecessarytofacechallengesontheMediterraneanscale.

Mr. Cimatti highlighted the fact that the work carried out by the Emilia-Romagna within the CAMPProjectcouldbeusedbypolicymakerstoupdateICZMpolicies.Moreover,thebiggestopportunityfortheRegionwouldbetoputintopracticetheindicationsandtheoreticalprinciplesdevelopedduringtheProject.

Mr.PonswasaskedtodescribeinwhichwaytheaspectsliketheclimatechangeandgovernancehadbeendevelopedbyINNCOASTSandhowtheCAMPItalyexperiencecouldbeusefultoCatalonia.FirstheunderlinedtheanalogiesbetweentheeconomicandenvironmentalcontextofItalyandSpain,whichledtofacingsimilarchallenges.Inthissense,cooperationshouldstartwiththesharingofavailabledatacollectedbytheProject,withateamworkperspective.

ConsideringthebilateralagreementsignedbyMELSandUNEP-MAP,whichincludesthedevelopmentofaCAMPnetwork,MsAddisasksMr.Montanarohowtocapitaliseontheexperiencedeveloped(bytheCAMP projects), in terms of ICZM policies in Italy,whichwas the Italian contribution to the regionalICZMFrameworkfortheMediterranean,andwhatitsfollowupcouldbe.

Mr.Montanarounderlinedthat,onanationallevel,theexperiencewouldbevalorisedinordertobestimplementtheICZM.Onaninternationallevel,thebilateralagreementwillmaketheItalianexperienceusefulforthenewinternationalCAMPProjects.

Whenaskedthesamequestion,MsSkaricicansweredthatnetworkingwasthemosteffectivewayofsharing best practices. Therefore, there is a total confidence in the fact that the new cross-borderprojectswill be successful.Moreover, thebestway to capitaliseon theProject experience is to keepworking insynergytocreatea followuptotheCAMP Italy.Thiswouldbeagreatcontributionto theimplementationoftheICZMRegionalFramework.

MsAddisconcludedwithabriefsummaryofthemainpointsdiscussed,highlightingtheimportanceofnetworkingbetweenCAMPandCAMP-likeprojects,especiallyforthefuture.ShethengavethefloortotheGeneralDirector for theProtectionofNatureandSeaof the ItalianMinistryofEnvironmentLandandSea,MsMariaCarmelaGiarratano.

MsGiarratanothankedtheNationalProjectCoordinatorandtheProjectpartnersfortheinvitationandcongratulated them on the excellent job. She then conveyed the greetings from the Hon. StateUndersecretaryoftheMinistryoftheEnvironment,MsSilviaVelo,whoactivelyparticipatedincoastalandmarine policymaking activities, including those included in the agreementwith UNEP-MAP. TheMinistry,forinstance,isworkingontheorganisationofaspecificeventonMarineLitter,whichwillbeheldintheframeworkoftheG7.AsfarastheCAMPisconcerned,networkingisafundamentalaspectinorder to face transversalmattersatbothnationalandMediterranean levels, and it is important tocapitaliseontheproject results,especially in termsof themethodologiesand instruments tested.Forinstance,itisfundamental,forItaly,toratifytheICZMProtocol,averycomplexprocesswhichrequirestime for the numerous necessary steps. The non-ratification is a critical issue for Italy on which theMinistry is working intensively, as it is also an obstacle to the implementation of theMSP Directive,whichisveryimportantfortheecosystemapproach.Shealsopointedouttheimportanceofthesynergybetween regional administrations on issues like coastal erosion. In this aspect a Technical Board hasbeenactivatedinordertoadoptasetofGuidelines.

Concluding,shehighlightedthattheintegratedapproachwasawinningonebecausemarineandcoastalissuesdonothavedefiniteborders,and it is thereforevery importanttospreadthe ICZMvalues,notonlyonbothnationalandinternationallevelsbutalsoonalocalscale.
