POLICY ON THE MINIMUM REQUIREMENTS FOR TEACHER EDUCATION QUALIFICATIONS

Government Gazette No 34467 dated 15 July 2011

The Minimum Requirements for Teacher Education Qualifications replaces the Norms and Standards for Educators (NSE), published in February 2000.

The above policy accommodates articulation routes for teachers holding historic qualifications into the new set of HEQF-aligned qualifications. Programmes under the Norms and Standards for Educators will be phased out and teachers need to obtain these qualifications by the dates indicated below to ensure that they will be recognised.

NPDE: Registration for the National Professional Diploma in Education will close in July 2014 and students must complete by the end of 2018.

Teachers with NPDE may register for the Advanced Certificate in Education (ACE) until December 2015; thereafter they will have to register for the new Advanced Certificate in Teaching (ACT), followed by the new Advanced Diploma in Education (ADE).

ACE: Registration for the Advanced Certificate in Education will close in December 2015 and students must complete by the end of 2018. 2013 is the last year for enrolment for students who wish to articulate into the BEdHons at NQF level 7, from the ACE, provided that they complete the ACE before October 2015.

From the end of 2015 onwards, students with an ACE must articulate into the ADE followed by the Post Graduate Diploma in Education (PGDE).

BEdHons – NQF Level 7: Teachers who have completed the required teacher’s diploma programmes may enrol for this BEdHons until October 2015 and must complete it by the end of 2018.

The new aligned BEdHons is on NQF Level 8 and prospective students must be in possession of a recognised degree for entry into this programme.

PGCE: Registration for the PGCE will close in July 2014 and must be completed by July 2018.

2. REMEMBER a. The minimum time in which to complete the BEdHons is two (2) years; maximum time is three

(3) years. b. Should you wish to visit the Open Learning Group (OLG) Head office, please make an

appointment to ensure that the person you want to see is available – do not waste your time and money.

c. Remember the fee of R300-00 per module is pre-payable for all second examination opportunities. If you do not pay the required fee, your second examination’s results will be withheld until the fee has been paid.

d. If you have failed a module on the final mark, you need to rewrite the examination, and you may re-submit the assignment provided that you have submitted the particular assignment once only. You need to re-register for a module after failing it for a second time.

e. Please note that you have to: • pay the required module re-registration fee (contact the call centre at 011 670-4850 to

request a quote); and • fax proof of payment together with a completed Module Re-registration Form (found at the

back of the Information Booklet) to OLG. Re-registration must be successful before 1 February/1 August for the April/September examination periods.

3. DUE DATES FOR NAVR 621/RSPR 671 You have to submit your assignment for NAVR 621/RSPR 671 before the following dates in order to receive your marks as part of your examination results: • Before 30 March to be included in the official April results; and • Before 30 September to be included in the official October results. • For further information please consult the Tutorial notes.

4. ADVICE FOR ASSIGNMENTS The dates on the next page are the dates on which your assignments must reach OLG – it is not the date on which it can be posted. Should your assignment not reach us in time, it will be returned to you unmarked and you will not be allowed into the examination centre as you will not have an admission mark. Send in your assignments well before the due date to get timeous report backs on your assignments and thus register for the examinations.

Late assignments will not be marked until the next semester and you will forfeit your examination opportunity. GROUP WORK in assignments The NWU promotes group work amongst students as it assists students in mastering certain aspects of their studies. Group work is therefore acceptable, but the following requirements should be adhered to to prevent accusations of plagiarism.

i. Do not copy the assignments of other students. ii. Individualise your assignment when you have worked in a group. iii. Supply the names of the fellow-members of your group in your assignment. iv. Do not copy the material from any author without giving due recognition to the author in your

text and in your Bibliography. 5. STUDY HELP STUDY MATERIAL • During contact sessions you may find that your study material differs from the lecturers’ or

other students’, but please note that your study material is correct and is accepted by the NWU according to the agreement between the NWU and OLG. You complete your programme with the material you originally received.

• Please note that you will receive a set of tutorial notes for each year of your studies, and that examination assistance (Enjoy the Exams!) will only be available on the OLG website at www.olg.co.za and on Moodle at www.olg.co.za/moodle before each examination. Ensure that you consult these – and attend the contact sessions or Summer and Winter Schools, if possible.

CONTACT SESSIONS • During the year there will be contact sessions for all modules. • We regret that no friends or relatives are allowed into the centre with you. • Students must provide for their own transport and accommodation for contact sessions and

Summer and Winter Schools.

EXAMINATIONS a. Personal Timetable Entrance to the examination centre will only be granted to students who can present a personal timetable and valid identification (ID/passport/driver’s licence). Make sure that you qualify for the examination. Please note that assignments must be received by OLG on or before the required dates. In the event where a student does write an examination where proof of participation has not been obtained, the examination answer script will not be marked and the examination will have to be rewritten after proof of participation has been obtained. b. Second Examination Opportunity (Next Examination Period) A fee of R300-00 per module is pre-payable in order to get a second opportunity to write the examination for a module which you have already written once before, on condition that the academic requirements have been met. c. Open Book or Closed Book Consult the examination assistance booklet (Enjoy the Exams!) for each module.

d. Examination Timetable Remember that you need to qualify for the examination and that you can only enter the examination centre if you have received your personal timetable. Timetables are generated on receipt of an assignment and not on the required participation mark. It is your responsibility to ensure that you have obtained the required participation for examination entry. You must also have proof of identity (valid ID/driver’s licence/passport). – Find the module code and then the date when it will be written. Remember the importance of

the correct module code on your examination answer books.

EXAMINATION INFRINGEMENTS Please note that contravention of any examination regulation is viewed in a serious light. Any student who is found contravening examination regulations such as having unsolicited material in his/her possession during an examination session will be subject to a disciplinary hearing. In the event of a guilty verdict, the particular module will be suspended. A student also runs the risk of having his/her whole programme suspended. Furthermore, a fine will be payable and the incident is reported to SACE.

IMPORTANT INFORMATION

WHAT IS OPEN DISTANCE LEARNING (ODL) ODL refers to any off-campus academic programme(s) offered by the NWU, independently or in terms of an agreement of co-operation with another public or private provider of higher education. Students may enrol at any time of the year and minimum and maximum study periods are applicable. ODL-programmes imply independent study by students in combination with structured contact sessions and student support consisting of appropriate study material and access to lecturing staff. The Unit for Open Distance Learning (UODL) of the NWU is responsible for in-service training of under- or unqualified teachers, as well as further training of already qualified teachers, by means of ODL-programmes. The ODL instructional model makes provision for a Summer and Winter school, interactive white board sessions presented at tuition centres countrywide and facilitation sessions for selected modules.

TERMINATION OF STUDIES OF ODL-STUDENTS Minimum and maximum duration of study periods for BEdHons are indicated in this information

booklet. Six months before maximum duration of study is exceeded and a student’s studies are finally

terminated, such a student will receive a warning letter from the Director of the Unit for Open Distance Learning (UODL) to inform him/her of one final and once off examination opportunity to successfully complete all outstanding modules.

If there are still modules outstanding after the occurance of such an exam opportunity, the studies of such a student must be terminated in terms of General Rule A.6.6.

Only in exceptional cases and then on the grounds of irrefutable evidence will the Director of the UODL consider a request for continuation of studies from a student whose studies have been terminated. Should such an application be successful, the student will be afforded only one examination opportunity to complete all outstanding modules.

NATURE AND GENERAL AIMS OF THE BEDHONS This qualification is intended to acknowledge specialised academic or professional studies in education. On completion of the studies, candidates will be able to demonstrate an advanced reflexive understanding of and a competency in knowledge, skills, values, principles, methods and procedures relevant to the specific specialisation in education.

SPECIFIC OBJECTIVES This NQF level 7 qualification prepares students for a Master’s degree in Education (M.Ed.) at NQF

level 8 (additional research modules may be required before admission to a Masters degree).

Students will be able to understand the role that research plays in education, make basic evaluations and conduct educational research.

These studies will enable students to play a leadership role in professional educational activities in the different sectors of teaching in South Africa.

ADMISSION REQUIREMENTS FOR THE BEdHons (NQF-level 7) QUALIFICATION • Any recognised education qualification that totals 480 credits (of which 72 are at NQF Level 6), or

any recognised RPL equivalent of the above-mentioned; • recognised three-year teacher qualification with an ACE/FDE/HED; • recognised four-year HED qualification.

Faculty Specific requirements: • Learners wishing to follow a curriculum in Mathematics Education must have undergone training

qualifying them to be appointed in a permanent position as an educator in the relevant learning area, Mathematics Education or Mathematical Literacy; in a particular school phase.

LANGUAGE Study guides for all the modules are available in Afrikaans and English. A student may write examinations and submit assignments in either Afrikaans or English. Contact sessions are conducted in Afrikaans and English.

STUDY MATERIAL Either via Postal or Courier services.

Study material will be sent to the address you indicated for the delivery of Study material.

Study material sent through postal services must be collected from the post office within seven working days or it will be returned to the University and the student will be liable for the cost of postage.

Please note that you must indicate a physical address or work address where the study material can be delivered via courier.

Study material may be collected at the University, except if already dispatched.

STUDY DURATION The minimum duration for completion of BEdHons studies is two years with a maximum of three years.

ARTICULATION AND PHASING OUT DATES (Arrangements for the NPDE, ACE and BEdHons)

1. The last year in which students may enrol for the ACE is December 2015. These students must complete the ACE by the end of 2018. With respect to articulation arrangements:

a) 2013 is the last year in which students who enrol for the ACE may articulate into the BEdHons at NQF level 7, provided that they must have completed the ACE by the end of 2015.

b) The BEdHons at NQF level 7 will admit its last intake in October 2015, and these students must complete the qualification by December 2018.

c) From 2015 onwards, students with an ACE must articulate into the ADE followed by the PGDE.

2. The last year in which students may enrol for the NPDE is 2014. These students must complete the NPDE by the July 2018. Articulation routes for students with the NPDE are as follows:

a) Students with an NPDE may enrol for the ACE until December 2015.

b) From 2015 onwards, students with a completed NPDE must enrol for the ACT, followed by the ADE and PGDE.

CONTACT SESSIONS Students who attend the contact sessions experience remarkable improvements in their marks and are well prepared for examinations.

During these sessions, you will meet with relevant academic professionals who will give you advice on your assignments, feedback regarding completed assignments and academic guidance through your study material. You will also have the opportunity to work in groups with peers.

It is very important that you are well prepared for attendance of a contact session. Contact sessions are scheduled on Fridays and Saturdays and take place at registered STUDY CENTRES. Refer to timetable for correct dates. Students can also write exams at the study centre but must indicate such a desire well in advance. BEDHONS PROGRAMME OUTLAY The BEdHons Degree is conferred in ONE of the following fields of study:

Teaching and learning Educational management, -law and – systems Learner support Mathematics Education

Although ODL implicates that any module could be offered and written in any exam, we suggest the following: • Structure your curriculum over the period of 2 years. • Do not attempt more than 3 modules per semester (exam session), remember you should spend at

least 6 months working through a module. • Most curricula do not have more than 12 modules which mean you can complete the curriculum in two

years (4 exam opportunities). • If, after 2 years, you are still left with some modules, you are granted 2 more exam opportunities to

complete your curriculum.

• We have compiled this contact session booklet in order to assist you with your studies and contact sessions you will attend throughout the course of the year.

• This year programme booklet will supply you all the information regarding the contact sessions dates and times at the different tuition centres in your area. You may attend contact session at the tuition centre of your choice. Please remember that you do not have to book to attend contact sessions. Contact sessions is not compulsory

• Take note that only modules as allocated on the timetable will be facilitated on the assigned dates for these modules.

• Timetables for all sessions as from November 2013 – 31 October 2014 are included in this booklet. • Lecturers can be seen during office hours on Tuesdays, Wednesdays and Thursdays. You may also

book an appointment with them on a specific day. You may contact 018 285 5900 to assist you with information regarding the lecturers

• Refer to your year programme before contacting the helpdesk If an SMS is sent out to you regarding contact sessions you are supposed to attend,. • The NWU and OLG urge students to submit completed assignments early to be assessed in order to ensure that examination information are received before examinations commences. You may not post assignments directly to the lecturer.

• Examination information and tutorial notes can also be obtained on the OLG website at www.olg.co.za or on www.olg.co.za/moodle. You did receive your Moodle username and password when you registered at OLG. Feel free to call the helpdesk should you need more information in this regard.
