Janet Boguslaw and Thomas Shapiro (Co-PIs) ‚Leveraging Mobility: Impact of Assets on Racial Wealth Gap and Family Well-being Over Time‛ Funder: Ford Foundation This project examines the main drivers behind the rising racial wealth gap over the life course of a generation by building upon previous research and through 12-year follow-up interviews with 180 families in Boston, St. Louis, and Los Angeles. The project will use national databases to triangulate the in-depth family inter-views to understand the role assets have played in helping fami-lies weather individual or structural shocks, to examine differen-tial mobility and wealth accumulation patterns between minori-ties and whites, and to understand how assets have supported their mobility and family well-being.

Thomas Shapiro and Tatjana Meschede (Co-PIs) ‚Senior Economic Security: Evidence-Based Research Informing Policy, Practice, and Public Engagement‛ Funder: Atlantic Philanthropies The Institute on Assets and Social Policy (IASP) will expand its work on long-term economic security and risks for seniors, fo-cusing on vulnerable households such as seniors of color and women. Efforts include greater validation of the current indices and policy impact modeling.

Sandra Venner (PI) ‚Intergenerational Approach to Financial Stability and Asset De-velopment Pilot‛ Funder: Massachusetts Department of Early Education and Care (EEC); subcontract to Brandeis from Massachusetts Association of Community Action (MASSCAP) Through this pilot project, IASP will support low-income families’ long-term economic self-sufficiency by training Head Start and other early education and care staff statewide to provide finan-cial education to parents. IASP will evaluate pilot project out-comes.

Sandra Venner and Janet Boguslaw (Co-PIs) ‚Exemplary Practices Review of Massachusetts Community Action Access Points (CAAPs) Initiative‛ Funder: Massachusetts Association of Community Action (MASSCAP) as part of an Office of Community Services grant As a part of a larger project to document exemplary practices for benefits enrollment coordination by the federal Office of Community Services (OCS), IASP will review the CAAPs initiative to identify and document a shift in the way Community Action Agencies (CAA) do business and deliver services to clients and the community. A product of the review will be a replication guide for the CAA national network.

Brolin (PI), Margot Davis, Dominic Hodgkin, Robert Dunigan ‚Evaluation of the Massachusetts Access to Recovery Program‛ Funder: Substance Abuse and Mental Health Services Admini-stration to the Massachusetts Department of Public Health; sub-contract to Brandeis from RTI International The Institute for Behavioral Health will evaluate the Massachu-setts Access to Recovery Program to assess the impact of care coordination and electronic vouchers that provide consumer choice to wrap-around services on substance abuse treatment and criminal justice outcomes for men and women re-entering the community after incarceration in the Hampden and Suffolk County Houses of Correction.

Dominic Hodgkin (PI), Elizabeth Merrick, Mau-reen Stewart, Constance Horgan ‚Behavioral Health Financing Studies‛ Funder: Substance Abuse and Mental Health Services Administration; subcontract to Brandeis from Thomson Reuters This project has two goals: first, to measure the current supply of mental health and sub-

stance abuse specialty providers who treat Medicaid patients; and second, to determine how the supply of providers may need to expand to meet the needs of those with mental health/substance use disorders who are newly insured under Medicaid, due to health reform.

Peter Kreiner (PI), Elizabeth Fischer ‚Evaluation of Grant to Reduce Alcohol Abuse‛ Funder: U.S. Department of Education; subcon-tract to Brandeis from Wayside Youth and Family Network This study will evaluate a three-year project to

reduce alcohol abuse in Watertown, MA schools.

Peter Kreiner (PI), Robert Dunigan ‚Evaluation of Greater Worcester Prisoner Reentry Project‛ Funder: Health Foundation of Central Massachusetts; subcon-tract to Brandeis from Dismas House, Worcester, MA This study will evaluate the first-year planning process of a five-year project to address health, housing, employment, and other service needs of young adult prisoners reentering the commu-nity in Greater Worcester.

Alan Melchior and Janet Boguslaw (Co-PIs) ‚Partnership for College Completion (PCC) Initiative Evaluation‛ Funder: CFED (Corporation for Enterprise Development), UNCF (United Negro College Fund), and KIPP Charter Schools IASP and the Center for Youth and Commu-nities will conduct a process evaluation and recommendations for a long-term evaluation of the Partnership for College Completion Pilot Initiative, an effort to increase college matriculation and boost college graduation rates significantly among low-income and minority youth. This is a jointly sponsored initiative of UNCF, CFED, and KIPP Charter Schools. The pilot initiative combines college

awareness and financial literacy education with establishment of college savings accounts and access to scholarships for middle and high school students in KIPP schools in four cities in an effort to increase college enrollment and college completion. The evaluation includes a mix of on-site interviews and observations; focus groups with parents, students, school staff and community partners; and analysis of survey, school record, and savings ac-count data.

Alan Melchior (PI) ‚Evaluation of the Earth Force Youth Engagement Zone Grant‛ Funder: Earth Force, Inc., under a grant from the Corporation for National and Community Service This project will evaluate one of six Youth Engagement Zone initiatives funded by the Corporation for National and Commu-nity Service to provide a comprehensive approach to youth civic engagement in low-income schools and neighborhoods. The three-year Earth Force initiative brings together three schools and a group of nonprofit organizations serving North-east Denver to create a community-wide strategy supporting youth civic engagement and leadership development. The evaluation will track students over a three-year period as well as examine the growth of new, collaborative partnerships within the community.

Alan Melchior and Thomas Pineros Shields (Co-PIs) ‚Evaluation of the KIDS Consortium ‘Youth and Citizen Scientists’ Initiative‛ Funder: KIDS Consortium, under a grant from the Corporation for National and Community Service This project will evaluate a multi-site initiative aimed at integrat-ing service-learning into science and math education through involvement of students in projects promoting “green” practices at local schools. The goal of the initiative is to demonstrate the value of project-based service-learning as an approach to teaching science and math while building civic skills and attitudes among students. The evaluation includes a mix of student and community partner surveys and interviews with school repre-sentatives.

Mary Jo Larson (PI), Rachel Sayko Adams ‚Behavioral Health Research Gap Analysis‛ Funder: U.S. Army Medical Research and Materiel Command/Department of Defense; subcontract to Brandeis from Abt As-sociates This project aims to: (1) document and categorize the aims, de-signs, and methods of Department of Defense (DOD) funded projects from the Post-Traumatic Stress Disorder/Traumatic Brain Injury appropriations and behavioral health funding; (2) compare the profile of specific problems under study with the operational needs of DOD stakeholders (e.g., operational com-manders) and mental health care providers (in war zones, TRI-CARE and Veterans Administration); (3) identify potential re-search gaps and/or overfunding or duplication relative to the perceived needs; and (4) examine the variability across funded studies in design features and key construct measurement in order to increase use of “best practices” in all funded studies.

David Steele (PI) ‚A Manual for Practitioners – Facilitating Conversations on Peacebuilding and Reconciliation‛ Funder: U.S. Institute of Peace; subcontract to International Cen-ter for Religion and Diplomacy This project will develop a manual and background information to be used by discussion groups after viewing documentaries depicting religious/ethnic reconciliation efforts in Nigeria and Kenya.

Susan Parish (PI) ‚State Policy and the Financial Burden of Low-Income Families Raising Children with Special Health Care Needs‛ Funder: University of Kentucky Center for Poverty Research, supported through the U.S. Department of Health and Human Services, Office of the Assistant Secretary for Planning and Evaluation The objective of this project is to determine the financial costs and caregiving burden incurred by low-income parents who are raising children with special health care needs. We are specifi-cally examining the extent to which state Medicaid and CHIP public health insurance programs mitigate these low-income families’ costs of caring.

Susan Parish (PI) ‚National Autism Resource and Information Center‛ Funder: U.S. Department of Health and Human Services, Admini-stration for Children and Families; subcontract to Brandeis from the Arc of the United States This project will support the Arc’s efforts in developing its na-tional resource and information center by developing white pa-pers and research briefs related to children and adults with au-tism in the United States.

Robert Mechanic (PI), Darren Zinner ‚Survey of Capitation Contracting and Physician Compensation in Organized Delivery Systems‛ Funder: Commonwealth Fund This project will assess the prevalence of capitation and other alternative payment contracts in organized delivery systems that are members of the Council of Accountable Physician Practices (CAPP) through telephone surveys with approximately 20 CAPP groups. Findings will provide an indication of the “readiness” of organized delivery systems for significant payment reforms.

Chris Tompkins (PI), John Chapman, Grant Ritter, Beth Mohr, Jennifer Perloff ‚Episode Grouper for Medicare‛ Funder: Centers for Medicare and Medicaid Services (CMS) This project is focused on designing an epi-sode grouping system for the Medicare pro-gram. In the first year the project team will

focus on 6 specific clinical conditions as a prototype for a larger system. In addition to comprehensive empirical testing, the grou-per logic is also being vetted through a series of physician pan-els. The end results will be a series of manuals and programs that address our approach to defining an episode of care along with provider attribution and possible payment strategies.

Chris Tompkins (PI), Grant Ritter, Tim Martin, Galina Zolotusky, Jennifer Perloff ‚Imaging Risk Predication System‛ Funder: Massachusetts General Hospital Physicians Organization The study is designed to develop population level measures of imaging appropriateness. The project will begin by constructing ambulatory episodes of care. Given the clinical picture of the visit available in claims data (both historic for the patient and episode-specific), we will be testing both an a priori and an em-pirically driven method of assigning appropriateness scores.

Chris Tompkins (PI), Jeff Prottas, Jennifer Perloff ‚Medicare Advantage Value Survey and Report‛ Funder: America’s Health Insurance Plans (AHIP) This mixed methods study of Medicare Advantage plans was funded by AHIP to better understand what these plans offer beneficiaries above and beyond the services available in fee-for-service Medicare. More specifically, we are investigating infor-mational supports for providers and beneficiaries, population management techniques and payment strategies that promote quality.

Marji Erickson Warfield (PI) ‚Transition to Adult Health Care for Youth with Autism Spec-trum Disorders (ASD)‛ Funder: Maternal and Child Health Bureau (MCHB); subcontract to Brandeis from Massachusetts General Hospital This project seeks to describe and understand the service sys-tem and transition services available to youth with ASD. Best practice models will be identified and the feasibility of imple-menting these best practices across sites affiliated with the Au-tism Treatment Network will be tested.

As the Convener of the Gerontological Society of America’s (GSA) Economics of Aging Interest Group, Christine Bishop or-ganized and chaired the Economics of Aging Interest Group Symposium at the GSA’s Annual Meeting in New Orleans, LA in November 2010. The subject was ‚Economic Aspects of Transi-tions for Older Adults,‛ with speakers on housing transitions, use of private long-term care insurance to buffer transitions due to functional disabilities, and hospitalization transitions in end-of-life care.

Tatjana Meschede was interviewed on “The Caring Generation” show on KHOW-AM radio in Denver on the economic security risks of older people, October 24, 2010.

Tatjana Meschede's dissertation research on chronically home-less street dwellers is featured in the U.S. Department of Hous-ing and Urban Development's (HUD) 2010 publication, “Collaborating for Change: Partnerships to Transform Local Communities.”

In October 2010, Joan Kaufman was one of fifteen international experts invited by the Chinese government to participate in the de-velopment of China’s next five-year AIDS plan. The experts worked with the Chinese Center for Disease Control and Prevention—National Center for AIDS/STD Prevention and

Control, the Ministry of Health, and the State Council AIDS Working Committee to review and critique the first draft of the new five-year national AIDS plan and provide advice. Dr. Kauf-man led the sessions on civil society and AIDS and was respon-sible for summarizing the recommendations from the interna-tional experience on best practices.

During the fall semester, Rajesh Sampath was invited to join a leadership planning committee for a major national academic conference on the funding of faith-based organizations sched-uled for 2012. The committee will also be engaged in a series of upcoming leadership summits with the Office of the Funding of Faith-Based Organizations in the White House, which will in-clude the highest levels of congressional and federal judicial leadership.

Rajesh Sampath participated in the December 2010 annual American Philosophical Association meeting held in Boston. He was invited to join the research working group called “Philosophers for Jesuit Education.” This year’s topic dealt with philosophical definitions of orthodoxy vs. heresy in religious edu-cation with a view to increasing freedom of expression and social justice without compromising the lines between ortho-doxy and heresy for major world religions, particularly in the Western tradition.

Susan Parish was appointed to the advisory board of the Na-tional Autism Resource and Information Center.

Susan Parish guest edited a special journal issue of the Journal on Intellectual and Developmental Disabilities on poverty and intellectual disabilities with Eric Emerson, December 2010.

Donald Shepard was named to the Dengue v2V Steering Com-mittee for promoting prompt introduction of dengue vaccines into countries with the highest disease burden, organized by Interlace Global in London on November 30, 2010.

Jody Hoffer Gittell was named to the Executive Board of the Labor and Employment Relations Association, 2010-2013.

Marion Howard coordinated the planning, implementation, and now serves as advisor to the project that was awarded the top prize at the 10th Conference of the Parties to the Convention on Biological Diversity (CBD) in Nagoya, Japan on October 20, 2010. Professor Howard has worked since 1996 with CORALINA, a Colombian gov-

ernment agency located in the Western Caribbean San Andres Archipelago. CORALINA's work to establish the Seaflower Ma-rine Protected Area (MPA) with local community involvement won Countdown 2010 as the project in the world to best achieve the 2010 biodiversity commitments called for by the Convention on Biological Diversity.

The Health Industry Forum, under the leadership of Robert Me-chanic, held two forums in Washington, DC during the fall se-mester. The first, ‚Strategies for Optimizing Secondary Use of Data through Health Information Exchange,‛ was held on Sep-tember 20, 2010, and the second, “Accountable Care Organiza-tions: Implications for Consumers,” sponsored by the Aetna Foundation and America’s Health Insurance Plans, was held on October 14, 2010.

During the fall 2010 semester, the Master of Science in Interna-tional Health Policy and Management program presented talks by Peter Berman, Lead Health Economist, World Bank, who spoke on ‚Global Health Challenges,‛ Rachel Snow, Associate Professor, University of Michigan, on the topic ‚Human Re-sources for Health in Ghana,‛ and Theo Lippeveld, Vice Presi-dent, John Snow, Inc., who presented ‚Health Metrics Network.‛

Elenore Garton introduced the film, “A Small Act,‛ to an audi-ence of Brandeis students at a screening in November 2010. The screening was cosponsored by the Sillerman Center for the Ad-vancement of Philanthropy; the International Center for Ethics, Justice and Public Life; the Schuster Institute for Investigative Journalism; and Facing History and Ourselves.

Jasmine Waddell, Visiting Lecturer, served as moderator for the panel discussion ‚New Orleans Moving Forward: Lessons Learned Five Years After Katrina,‛ held at Heller in September 2010. Heller started the ‚Tuesday Talks‛ series during the fall 2010 semester. This series showcases Heller faculty and researchers, and allows the Heller community to learn about the work of colleagues that they might not otherwise have the opportunity to hear. The series kicked off in October 2010 with Stuart Altman, Sol C. Chaikin Professor of National Health Policy, pre-senting on ‚Understanding U.S. Health Care Reform.‛ In Novem-ber, Dr. Michael Jellinek, Adjunct Professor at Heller, discussed ‚Five Key Areas in Hospital Management: Reimbursement, Pa-tient Satisfaction, Relationships with Physicians, Quality, and Process Improvement.‛ Eric Olson, Senior Lecturer, presented ‚Conservation Overshoot: The Massachusetts Wetlands Protec-tion Act in an Age of Global Change.‛

The Master of Public Policy Program sponsored a lecture by Robert Kuttner, author and coeditor of The American Prospect, on November 3, 2010, the day after the mid-term elections. His presentation was entitled ‚After the Election: The New Normal: What’s Necessary—and Possible—in the Second Half of the Obama Administration.‛

The Health Industry Forum also sponsored a Healthcare Leader-ship Seminar with Eleanor Perfetto, senior director for Reim-bursement and Regulatory Affairs at Pfizer Inc., in September 2010 at Heller.
