Colorado Senior Lobby Special Award Recipients

Mary Catherine Rabbitt, Esq. Retired

Mary Catherine Rabbitt has had a distinguished legal career and a rich community life of faith and leadership. Disability Law Colorado has indeed been fortunate to have her as the legal assistance developer since 2008. She has worked tire-lessly to secure legal services for older individuals around the state. As legal assistance developer, Mary Catherine has provided training and technical assistance to legal providers and local ombudsmen as well as legal support to the State Long-Term Care Ombudsman Program. She has expertly tracked trends in elder law and served as the voice of elders to policymakers, regulators and government officials. In 2011, she was inducted into the National Elder Rights Advocacy “Hall of Fame” for her advocacy work in protecting vulnerable older adults. Prior to coming to DLC, Mary Catherine was the chief executive officer and president of the Loretto Community for six years. She has been a member of that faith community since she was 18. For 16 years before that, she was an attorney with Colorado Legal Services where she was associated with the Senior Citizen Law Center. She was an advocate in class action litigation affecting low-income clients receiving Medicaid benefits and Old Age Pensions. She also represented individual claimants in probate and administrative hearings and litigated elder abuse and financial exploitation cases. Most notably, Mary Catherine represented Catholic Charities and the Colorado Health Care Conversions Project in administrative proceedings before the Colorado Division of Insurance regarding the conversion of Blue Cross-Blue Shield Colorado from a nonprofit to a for-profit company in 1997. This resulted in securing $155 million to serve the health care needs of Coloradans through the Caring for Colorado Foundation.

Juanita Montoya Ms. Juanita Montoya, a Denver Native, has coordinated the Basic Emergency Program for Servicios de La

Raza for the past 14 years. As the coordinator, Juanita, through culturally responsive practices, serves the

Latino Senior Community in many critical areas including, but not limited to: Hearing Aids and Glasses Pro-

curement, Medicare Navigation Services, Assisting Seniors in achieving Legal Custody in Immigrant Family

Separation Cases, Securing Housing for Seniors and Seniors with pets, Food Security including Food Bas-

kets, Nutritional Literacy, SNAP Enrollment, Garden Cultivation, Clothing, Case Management, Linkage to

Care, etc.

Juanita Montoya is a vigilant keeping watch on the community making sure they are being served.

She is a blessing to all that hear her. She has received numerous awards and recognition for the anointed blessing that God has placed upon her voice. Evangelist/Psalmist Largressa Munnerlyn was called to the ministry in 1987. God has gifted this young woman in many areas. In 1988 she received license to ministry from the Now Faith Christian Church. Again, in 2001 she was licensed and ordained as Evangelist under the For His Glory Christian Fellowship Church Body. She is truly a woman of God’s wisdom, power and anointing, ready, willing and able to do the work of the ministry. Currently volunteering for the Denver Women’s Correctional Facility (Prison) as Teacher of Self-Esteem and a member of The Potter’s House of Denver under the pastorate of Dr. E. The Creation of the Colorado Senior Lobby-Bill Hanna

The origins of the Colorado Senior Lobby began in the late summer and fall of 1979. At the time, there were two major models in the country for legislative advocacy by and for seniors: Silver Haired Legislatures, and the Senior Lobby. A number of states had established Silver Haired Legislatures, and there was interest in Colorado among several senior leaders to create such a program in Colorado. Under the Silver Haired Legislature model, seniors around the state elected other seniors to be “mock” state senators and representatives who met for sev-eral days in a legislative session in the state capitol at a time when the official state legislature was not meeting. The senior legislators elected leaders, were assigned to committees, drafted and voted on “bills” of interest to seniors, and presented those bills to real elected officials to consider during the real legislative session. The Senior Lobby model had been developed in the states of Washington and Idaho under the leadership of a former lobbyist for public employees, Norm Schut. Under this model, seniors met around the state during the off-session, studied issues, were trained in legislative advocacy (lobbying), developed issue pa-pers and legislative proposals, and prioritized the issues they agreed to pursue during the next state legislative session. Several senior leaders in Colorado were more interested in the Senior Lobby model, especially because it was “real lobbying” in the “real legislature,” rather than a “mock” legislative session without a mechanism for follow-through during the regular legisla-tive session. Bob Robinson, who was the leading force behind the founding of the Colorado Senior Lobby, had been hired in the late ‘70’s as the “Legislative Liaison” for a statewide senior advocacy organiza-tion (the Colorado Congress of Senior Organizations – CCSO - no longer in existence). In that role, Bob produced a bi-weekly legislative report, and created the first “scorecard” – originally called “Robinson’s Senior Scorecard.” Bob was known and respected throughout the state, as he had been the first director of the State Division of Services for the Aging and the Colorado Com-mission on Aging. Because of issues with his heart, Bob had to resign from that state position in the mid-‘70’s. But his energy and commitment were still strong, and Bob was eager to continue serving seniors through the Legislative Liaison role. With support from CCSO, in the summer of 1979 Bob travelled to the state of Washington to meet with Norm Schut to learn as much as he could on how to create and operate a Senior Lobby.
