Focus of this position will be on Rotating Equipment. Works closely in building the mechanical integrity programs & team. Leads the Inspection, Testing, and Preventive Maintenance (ITPM) program for equipment class (Fixed, Rotating, Electrical/Instrumentation). Working with Planner(s) to coordinate and execute all work associated with compliance with the ITPM program: planning, scheduling, scaffold installation/removal, insulation removal/replacement, inspection contractor(s), inspection records and disposition of recommendations. Leading the equipment-class-applicable Mechanical Integrity Management System standards and procedures and is responsible for their implementation and continuous improvement. Leading development and continuous improvement of specific equipment Reliability Control Plans. Executing programs and policies for driving compliance and continuous improvement of preventive and predictive maintenance programs. Leading reliability improvements throughout the site. Leading the development and execution of outage inspection activity. Direct reports include Reliability and/or Maintenance Engineers. BS Degree in Mechanical Engineering. 8 years of experience as a Reliability or Maintenance Engineer within a Hazardous Chemical Industry. Strong working knowledge of Recognized and Generally Accepted Good Engineering Practices for equipment inspection, testing, and preventive maintenance (e.g. National Board, ASME (American Society of Mechanical Engineers, API (American Petroleum Institute), ASNT (American Society of Non- destructible Testing), NEC (National Electrical Code) preferred. Strong working knowledge of OSHA 1910.119 Mechanical Integrity preferred. Professional Engineering Certification and/or Authorized Inspector Certificate are preferred. Strong working knowledge of PDM (predictive maintenance) technologies and their practical application (e.g. Vibration, Lube Oil Analysis, Infra-red thermography, Ultra-sonic listening, Ultrasonic thickness testing, radiographic testing, eddy-current testing, acoustic emission testing and other non- destructive examination methods) preferred. Strong working knowledge of key Precision Maintenance requirements for mechanical classes of equipment (rotating equipment and/or fixed equipment) preferred. Experience using reliability analytical tools such as RCFA (Root Cause Failure Analysis) and FMEA (Failure Mode Effects Analysis) preferred. Six Sigma Greenbelt certification preferred. Strong written and verbal communication skills preferred. Demonstrated ability to work effectively with individuals at all levels of an organization preferred. Demonstrated ability to use influencing skills to accomplish goals and objectives preferred. Must be capable of managing multiple priorities preferred. Capable of business/analysis tools on the computer (Outlook, Excel, PowerPoint, Word, Visio, SAP-PM preferred. Strong skills with Meridium is a plus. Proven leadership skills as a team player/builder and a driver of value-added results preferred. Ability to work in a functional organization preferred. Provides rotating and fixed equipment mechanical maintenance engineering technical support. Support production unit maintenance efforts and drive improvements in maintenance work processes, procedures, performance, and cost. Work activities include assessing pump, bearing, mechanical seal, & compression equipment performance issues, performing equipment condition assessments, reviewing leak sealing device designs, and providing QA/QC requirements for both stationary and machinery equipment. Required to perform in depth investigations to properly identify and eliminate the root cause of incidents, complete and close findings as required, identify, prioritize and resolve leveraging maintenance/reliability issues related to areas of responsibility and support unit turnarounds. Additional responsibilities include providing technical support for plant expense and capital projects in primary area of responsibility as well across the site as needed. BS Degree in Mechanical Engineering with a minimum of 3 years of work experience in the refining/petrochemical or polymer industry. Must demonstrate a working knowledge of all applicable engineering codes/standards and their application. A thorough knowledge of operating processes, equipment, and materials, as well as critical analytical skills are needed to effectively evaluate equipment performance and problems. Must have general knowledge of project management, reliability engineering and root cause analysis. Experience with both fixed and rotating equipment is preferred. Excellent communication skills with the ability to communicate effectively verbally and in writing with all levels of the organization. Strong interpersonal and leadership skills are critical for the resolution of issues associated with completing day to day activities and are key to the ability to relate complex concepts to a diverse workforce. Job Description

Specify Commissioning & Start Up team resourcing needs. Manage assigned Commissioning & Start Up Supervisors and Technicians,

including contractor resources. Coach practitioners regarding application of the Commissioning process and

associated methodologies. Produce project commissioning & start up deliverables (plans, schedules,

manpower, budget, procedures) in line with corporate standards and methods. Develop and implement Flawless Project Delivery plans, including flaws

identification, assessment and mitigation actions. Specify requirements for commissioning contractor support, including needs for

temporary equipment and specialist services, and provide input to bid evaluations.

Propose project commissioning budget and manage as delegated by project manager.

Contribute to project design and quality assurance activities and deliverables. Provide input to, and support implementation of, project Risk Management, HSE

and Quality Plans. Manage commissioning & start up execution activities and associated Permit to

Work (PtW) requirements. Monitor and report status of commissioning & start up activities and plans,

including commissioning contractor performance. Review/approve commissioning & start up deliverables commensurate with own

Technical Authority (TA) level.

Skills & Experience

Significant oil and gas industry experience including front-line supervisory roles for operations and/or maintenance and/or engineering. Experience in 'sour' operations is desired.

Performed in lead role for Commissioning and Start Up activities in projects through multiple phases (Identify/Assess, Select, Define, Execute) including:

Implementation of commissioning strategy and execution plan; Developing, implementing and managing commissioning plans, procedures and

budgets; Specifying commissioning contractor technical support requirements; Leading multi-disciplinary pre-commissioning and commissioning activities

(process, mechanical, instrument, electrical); Technical and HSE risk identification and mitigation (including Flawless Project

Delivery); Application of a computerised Completions Management System; Experienced in structured technical review or audit. Experienced and effective technical coach / mentor up to and including SG4. Effective communicator, written and verbal, with the ability to communicate

subject area within multi-disciplined project team.
