History

The Civil Aviation Authority (CAA) announced on January 7, 2005 the first-ever green-field airport would be built in Islamabad at a cost of $300 million. The contract signing ceremony was held at the CAA headquarters at Jinnah International Airport, Karachi. Pervez Akhtar Nawaz, (Director General CAA, Air Marshal) signed an agreement with a renowned international consultant, The Louis Berger Group of USA in association with Pakistani consulting firm ECIL, to undertake project management services. While the first contract for Project Management Services is signed, the CAA is close to receiving bids and proposals from international design consultants and signature architects for design of the new airport. Being a new airport, a significant portion of the land has been earmarked for commercial purposes such as duty-free shops, hotel and convention centre, air malls, business centre, food courts, leisure and recreational facilities. The new airport is envisaged to be a modern landmark structure symbolic to represent twenty-first century Pakistan, as it will be the diplomatic and business gateway to Pakistan through the Capital City of Islamabad. The CAA has announced that the new airport is to be named "Gandhara International Airport" after the ancient Buddhist kingdom.

President Musharraf has laid the foundation stone of the project on April 7; 2007.This Airport is the largest and most modern Airport in Pakistan. Its total area is 3700 acres (15 km²). It will be completed within four years (December 2010). The construction work has started. It will be completed in two Phases. Work on 1st phase has started & will be completed in about one year. The official said that through a letter, the Ministry of Defence has requested the Capital Development Authority (CDA) to include the area where the new airport will be situated in the capital territory and issue a notification to this effect at the earliest possible time.

Brigadier (r) Masood Salam, Project Director of the New Islamabad Airport was gunned down in mysterious circumstances in his site office in Pind Ranjha at Fateh Jang Road, police said. However, this tragic news has not stopped the development of the airport and the new airport is entering its second phase of construction. French company Aéroports de Paris Ingenierie (ADPi) and CPG Corporation (www.cpgcorp.com.sg) of Singapore have been selected for designing the airport infrastructure and terminal building of NIIA. The project was worked out through three different levels namely concept designing, primary and final designing.

The first phase of the project of the new Islamabad International airport was completed in 2008 within 1 year of foundation stone being laid and the project will be completed within 3 years.

Two runways are planned for the New Islamabad International Airport; the Government has additionally required a 400 acre piece of land to build it on. Length of both Runways will be 4000 Meters.

ISLAMABAD, Oct 30: The Civil Aviation Authority (CAA) on Tuesday said it was acquiring another 4,000 kannals of land at the site of the under-construction New Islamabad International Airport (NIIA) to build a second runway.

The original plan had a main and an emergency runway; however, it dawned upon the CAA management at a much later stage that they needed to build another runway to make the airport compatible with international standards.

Briefing media persons about the progress of the project, CAA Director Planning and Development Vikram Soda said that the process of land acquisition had been initiated through the Punjab government.

The cost of land was fixed at about Rs0.56 million per kannals. Owners would be getting additional amount for any construction on their land, he added.

The new airport is being built in Pind Ranja near Fatehjang. Some 3,500 acres of land had already been acquired for the project expected to cost Rs35 billion.

The earlier land acquisition process that continued for about a couple of decades was marred by allegations of corruption and favoritism. It had been alleged that CAA had violated the Land Acquisition Act, 1894, while acquiring some additional chunks of land during the first phase.

The runways being constructed at the airport, Mr. Soda said, would be of Category E — capable of handling even the most modern aircraft like the recently launched A-380.

The CAA official claimed that the site preparation work was on course and 54 per cent of it had been completed since the project took off in April this year. He hoped that the contractors would be able to complete the site preparation ahead of their scheduled completion date of February 2008.

About the progress on design preparations for what is being billed as the most modern and state-of-the-art airport in the region, Mr. Doda said that preliminary design had been prepared, which would be finalized in three months.

CAA has decided to divide the construction contract into two packages.

The contract for the first package comprising airside works would be awarded in January next with a completion time of 24 months. The second package contract, which included construction of terminal building and the ancillary structures, would be awarded in February 2008, which would take 30 months to complete.

Brushing aside concerns about the financial viability of the project, CAA Director-General Farooq Rehmatullah said that the payback period for the new airport project is estimated to be 10- 12 years, which is good according to the industry standards.

RAWALPINDI: Civil Aviation Authority (CAA) has appointed Lois Berger, a well known firm of USA, as Management Consultant for the construction of New Islamabad International Airport (NIIA) while the selection of the Design Consultant will be completed by March this year. 

Sources said on Monday that CAA has acquired about 30,000 Kannals of land for the construction of New Islamabad International Airport at Fateh Jang and payments have been made to almost all the property owners in different phases. 

The sources said that the process of land acquisition for the project began in 1984. This territory falls in district Rawalpindi and Attock. 

"The tenders for construction of roads inside the boundary have been floated in media. The work on boundary wall and watch towers are in final stage," the sources added. 

CAA has completed all the homework and preparations for ground breaking ceremony and the project would be completed in four years.

Ground breaking ceremony of new Islamabad airport likely in April IQBAL MIRZAKARACHI (March 03 2005): The ground-breaking ceremony of the new Islamabad International Airport (NIIA) is most likely to be held in the first week of April, an official source told the Business Recorder here on Wednesday. Preparations are in full swing to focus the mega project as a shining example of the breakthrough the present government has achieved in different fields, cynics criticism to the contrary notwithstanding, to place the country alongside the progressive and enlightened nations of the world.

The NIIA will be developed on a 3,000 acres of land earmarked some 30 kilometers from the existing airport. It will be developed as a state of the art facility at par with the international standards to serve as a major hub for all aviation activities in the region.

The new airport has been designed to handle an annual traffic of 6.5 million passengers and 100,000 metric tones of cargo.

Terminal and cargo handling facilities will be built in two phases initially for an annual passenger traffic of 4.5 million passengers and 50,000 metric tones of cargo and then for 6.5 million passengers and 100,000 metric tones of cargo.

It will have a 4,000 meters (13,000 feet) runway; excluding overruns and adequate areas for undershoot and overshoot. Passenger handling facilities at the time of inauguration will contain a minimum of 55 check in counters (30 in domestic and 25 in international briefing areas), and five baggage claim units (three in the domestic and two in the international arrival lounges).

The passenger terminal will be equipped with seven passenger boarding bridges, providing service from two gates of wide body aircraft on contact stand for domestic and international traffic.

A 4,000-metre long, 45-metre wide concrete runway (ICAO category 4E), having 7.5-metre wide shoulders. Over-runs on each end will be provided. The runway will have the provision for further up gradation to ICAO category 4F in the future.

It will have a full length parallel taxiway, 23-metre wide, with 10.5-metre wide shoulders and adequate connections to the runway and apron and an apron, having an adequate area to accommodate up to 20 aircraft of different sizes.

The building will have fire, crash and rescue facility complying with the ICAO category 9 and air traffic control tower

equipment with all the required communications and aid comprising DVOR, DME, ILS, VHF, ATIS and meteorological equipment etc, remote control of airfield lighting along with all necessary control and monitoring equipment.

New Islamabad airport to be named Gandhara

ISLAMABAD: A planned international airport in Islamabad is likely to be named the Gandhara International Airport, after one of the oldest civilizations in the region, Daily Times has learnt.

“The name for the new Islamabad airport, for which the ground is likely to be broken by the end of this year, has been proposed keeping in view the historical and cultural background of the area where it will be constructed,” sources said. Officials believe the proposed name would help promote a “soft image” of Pakistan abroad, sources added. Privatisation process will not be reversed: PM

* Aziz pledges to implement SC verdict ‘in letter and spirit’* Rejects opposition’s demand for dismissal of Sindh govt

ISLAMABAD: Prime Minister Shaukat Aziz said on Sunday that the government will not reverse the process of privatisation in the country.

In the first top-level official reaction to the recent Supreme Court (SC) judgment which struck down the privatisation of the Pakistan Steel Mills (PSM), Aziz said that the government respected the judgment of the apex court and would implement it “in letter and spirit”. Talking to journalists at Prime Minister’s House, he said that the Supreme Court had also upheld the privatisation process and the Privatisation Ordinance, under which public units were privatized. “We will go ahead with the privatisation process under existing law,” he said.

Asked whether the government would act against certain parties involved in the privatisation of the PSM privatisation, Aziz said that any decision would be taken after examining the detailed judgment of the court. Regarding the March stock market crash, the prime minister said that the government had introduced “major reforms” to the stock market, which was “an integral part of the country’s economy”.

He said that the government had sent the summary of formation of the Council of Common Interest (CCI) to President General Pervez Musharraf for approval. The federal government had nominated four federal ministers as its representatives in the summary, but did not reveal their names. The CCI would be notified once approved by the president, and would be summoned soon after the notification, he said. He rejected the opposition’s demand of the dismissal of the Sindh coalition government and the governor of the province. “The Sindh government is an elected government. It is representative of the people. There is no justification for the opposition’s demand. The MQM is our coalition partner,” he said, adding that the opposition must avoid “politics of negativism”.

He said that any decision regarding the two offices held by President Musharraf would be taken in accordance with the constitution. He said that he did not see any reason to change the existing coalition between the Pakistan Muslim League (PML) and its allies. Referring to energy talks between Pakistan and the United States starting today (Monday), Aziz said that Pakistan would look to other countries for cooperation in case the US did not offer nuclear energy. He said that peaceful use of nuclear energy was Pakistan’s “genuine right”.

He said that Pakistan remained committed to result-oriented dialogue with India. The atmosphere for talks between the two sides was getting better but both countries needed to move forward to dispute resolution mechanisms, he said.

Earlier, in a surprise visit to his constituency in Fateh Jang, the prime minister announced that the design for a new international airport in the area would be approved next month and the construction of the airport would start by the end of the year.

CAA buying more land for Islamabad airport

By Ahmed HassanISLAMABAD Dec 1: The Civil Aviation Authority (CAA) has reached an agreement for buying another 323 kannals of land near Fatehjang for the proposed “New Islamabad International Airport” (NIIA) through a private agent.

However, certain sections have started raising questions about the deal alleging that it violates the Land Acquisition Act. They say that if the deal reached between the CAA and the private agent is executed it may cause a loss of approximately Rs96 million to the government. According to them, the total cost of the land comes to Rs149.42 million at the rate of Rs0.475 million per kannals, as against the prevalent land price of only about Rs150, 000 per kannals in the area.

Due to the high price to be paid under the deal, a lot of other land-owners in the area have filed petitions for ‘additional compensation’ for their land and the CAA may get involved in endless litigation.

The agreement signed by the Regional Director (North) and the agent, RV Enterprises Rawalpindi, on Nov 2 binds the agent to acquire the additional land within four weeks, meaning the deal will mature on Dec 2 and final payments made accordingly. The foundation stone of the airport is scheduled to be laid in the last week of this month.

CAA’s general manager, estate, Mohammad Fida who is reported to have expressed serious reservations over the deal, says that the stage of payment under the agreement has not yet reached and the matter of price is likely to be renegotiated with the agent.

Talking to Dawn by telephone from Karachi, a senior CCA official avoided answering a question about the bypassing of procedures for the purchase of land saying the matter was pending and it was being renegotiated. He stressed that since the whole deal was under reassessment it could not be termed final. The agreement remained on paper till the CAA gave its final approval.

Three major violations of the departmental procedure in the deal are: No confirmation of availability of sufficient fund for the purchase was made; approval of competent authority for appointment of a consultant was not taken; and opinion of legal, finance and planning departments was not obtained.

Sources in the CAA revealed that although the agreement mentioned that additional land was urgently needed, the fact was that the land needed for the airport had already been purchased and fenced on all sides.

The deed with the private agent, the sources said, had been reached without any advertisement in newspapers inviting open bids.

Groundbreaking of new Islamabad airport on 21st

ISLAMABAD: The groundbreaking ceremony for the construction of a new Islamabad airport is scheduled to be held on December 21, but it may be postponed for a few days because of a delay in the completion of design drawings, official sources disclosed.

"The engineers are trying their utmost to complete the design drawings before the groundbreaking ceremony on December 21, but if the drawings are not ready, the ceremony might be held between December 23 and 25," an official told The News on condition of anonymity.

The Civil Aviation Authority and the Ministry of Defence are busy in making preparations for the ceremony, the official said. President Musharraf would lay the foundation stone of the project, while Prime Minister Shaukat Aziz, elected representatives from the area and various federal ministers and senior government officials would be present on the occasion, he added.

The official said that through a letter, the Ministry of Defence has requested the Capital Development Authority (CDA) to include the area where the new airport will be situated in the capital territory and issue a notification to this effect at the earliest.

"Ordinarily, a notification in this regard can be issued only when the Punjab Assembly passes a resolution to surrender the

provincially controlled area in favor of the capital territory administration. Following a provincial assembly resolution, the parliament will have to endorse the step with a majority vote," the official said.

However, he added, till the completion of the parliamentary formalities to comply with the clauses of the Constitution, the president and the Punjab governor might promulgate necessary ordinances for this purpose.

"The construction of the airport will cost more than Rs 65 billion and an American construction company - BECTAL - has been awarded the contract for the same that will be completed in three to four years," the official said. "Additional 2,500 Kannals of land will be acquired for the airport project and the process for the acquisition of the land has been initiated," he added.

In a related development, the CAA has released Rs35 million to a private estate agent as part payment for the land deal. CAA’s spokesman Pervez George confirmed that the first installment had been released and the remaining amount would be paid under an agreed schedule.

The spokesman said the land was urgently needed for a second runway and the deal had been approved by the board of directors.

Meanwhile, the stone-laying ceremony of the new airport, which was expected to be performed jointly by President Pervez Musharraf and Prime Minister Shaukat Aziz on Dec 21-23, has been postponed.

Arrangements for the ceremony had been under way for about a month with the CAA and other departments concerned having set up their camp offices, but the President’s House said the president would not be free on the said dates.

Fatehjang airport project put on back burner: New terminal at Chaklala soon

ISLAMABAD, Jan 18: The new international airport near Fatehjang does not seem to be an immediate priority, as the government has given go-ahead to the construction of an additional terminal at the existing airport in Chaklala to cater to domestic operations.

Formal approval to the project was giving by the Civil Aviation Board in its last meeting, a source told Dawn on Thursday.

The new terminal would be constructed adjacent to the flying club at a cost of about Rs400 million.

“Designs are being prepared for the new terminal,” the source said, adding that work on the project is likely to start in a couple of months.

Once the new terminal is constructed the existing premises would be used for international flights only. The present airport building can no longer cope with the growing passenger load and is virtually bursting at the seams. The recent renovations have also failed to handle the rush.

The plan to construct a new airport at Pind Ranjha near Fatehjang was conceived in the late 1980s to cater for

the increased passenger load. However repeated postponements have brought the existing airport to a situation where it can no longer absorb the rising number of passengers.

Over congestion at the airport is impeding the entire process of passenger handling because of which chaotic scenes have become a norm. Even concourse hall and car parking area are packed to capacity most of the day.

The current annual turnover of passengers at the airport in Chaklala, constructed by modifying a 1948 airforce base hangar, is about 3.5 million.

It is estimated that the number of passengers at the airport is growing by 14 per cent annually compared to national air passenger growth rate of less than four per cent, making it one of the busiest airports in the country.

As many as 75 flights are being handled at the airport daily. In view of this situation, the Civil Aviation Authority had been asked to build an additional terminal at Chaklala and not wait for the new airport project to get underway.

The ground-breaking of the new airport, billed as the first greenfield airport in the country, was last postponed for the umpteenth time on December 21, 2006 without any reason.

Defence Minister Rao Sikandar Iqbal told the Senate on Wednesday that no new date had been fixed for ground-breaking of the $300 million airport project in Fatehjang.

Meanwhile, steps are being taken to improve flight handling, expeditious runway management and reducing runway occupancy time. Additionally, due to capacity limitations of the airport, no new slot is being given to the airlines in the morning.

The New Islamabad International Airport will be the first greenfield airport ever constructed in Pakistan and will be named after the assassinated ex-Prime Minister Benazir Bhutto (decided in June 2008 by current Prime Minister Yusuf Raza Gillani).

The project was announced in January 2005 after a ten-year delay due to political changes in the country and construction began in April 2007, when funding became available.

LAHORE: The Civil Aviation Authority (CAA) said on Wednesday it has already acquired physical control of the entire land purchased for the New Islamabad International Airport project and completed the fencing around it.

“Not even a single inch of the land is under the possession of private parties,” CAA spokesman Pervez George told The News. Asked as to why the land remained under the illegal occupation of the private parties since 1985 despite the CAA having paid the price for 3,250 kannals of land, the CAA spokesman repeated his earlier stance, saying: “We can assure you that the entire land has already been taken over by the CAA.”

Much before acquiring additional land of 345 kannals in Chak Fattu for the construction of the New Islamabad International Airport (NIIA) through a real estate agent at inflated prices, President Musharraf could not fulfil his desire to inaugurate the project in January 2004 as the already acquired land of 3,250 kannals was still not in the physical possession of the CAA despite the fact that it had already paid the entire land price.

This revelation has been made by the chairman of the purchase committee of the CAA Brig (R) Pervez Nawaz Bashir in his statement recorded before the Board of Inquiry (BoI), constituted by the Ministry of Defence to probe the purchase of 345 kannals additional land in August 2006 by the CAA through a real estate agent at inflated prices.

Therefore, Brig Pervez Nawaz says in his statement, the groundbreaking ceremony of the NIIA, which was scheduled for January 2004 on the desire of Musharraf, had to be postponed. The case has already been taken up before the Supreme Court of Pakistan. Similar views were also expressed by the former Secretary Defence Lt Gen (R) Tariq Waseem Ghazi in his written reply before the BoI.

Although Musharraf’s earnest desire to perform the groundbreaking ceremony of the NIIA did materialise two years later in August 2006, it led to a controversy when 345 kannals additional land was purchased through a middleman for the same project. In a subsequent probe conducted by the BoI had concluded that it was actually Musharraf’s desire to perform the groundbreaking ceremony at the earliest that eventually led to a speedy buying of the additional land at a rate which later became controversial.

Downer EDI Limited (Downer EDI) announced today that its Singapore-based business, CPG Corporation (CPG), has been appointed by Pakistan's Civil Aviation Authority to provide full design consultancy services for the new Islamabad International Airport's Passenger Terminal Building.

CPG's concept design for the Passenger Terminal has lead to a full design consultancy, including planning, architectural design and engineering consultancy for the terminal, and is the latest addition to CPG's growing portfolio of prestigious airport developments worldwide. The new airport will be Pakistan's first green field civil aerodrome of world-class standard to be built at an estimated cost of US$400 million. The airport will commence construction in 2008 and is expected to be operational by 2010.

The ground breaking ceremony held on 7 April 2007 was attended by Pakistan's President Pervez Musharraf, Prime Minister Shaukat Aziz, and several other senior ministers. This ceremony marked the commencement of ground levelling work which is the first phase of the development. The second phase includes the construction of the Passenger Terminal Building.

"The completion of this airport will herald a new era of modern aviation facilities in Pakistan, as such, this is an important day in the history of Islamabad," shared Farooq Rahmatullah, Director General of Pakistan Civil Aviation Authority.

The new airport will be fully equipped with state-of-the-art facilities for maximum passenger comfort and convenience. In addition to the Passenger Terminal Building, an airport village is envisaged, comprising commercial facilities and sufficient space to cater to the high ratio of visitors that accompany passengers, as well as possibly a monorail.

The Terminal Building will have a modular design to handle an annual traffic of 6.5 million passengers, keeping in mind the need for extensions to be built in the longer term to accommodate future passenger traffic.

CPG will employ environmentally sustainable strategies such as day lighting and sun shading to reduce the energy usage of the building, as part of a design approach that will ensure a technologically advanced interpretation of this rich cultural heritage including the cradle of the Ghandhara civilisation as well as their long Islamic history.
