Announcing updates to your CUNY
Optional Retirement Program and TDA Plan
The investment option menus of the City University of New York (“CUNY”) Optional Retirement Program (“ORP”) and the Voluntary Tax-Deferred Annuity (“TDA”) Plan will be updated on or about October 8, 2020. This brochure will explain how these changes will affect your ORP and TDA Plan accounts and why they are being made.
We encourage you to read this brochure carefully. At this time no action is required from you, but you may want to consider reviewing your investment choices to make sure they align with your current goals and review your beneficiaries to make sure they are up to date. To review your investment choices and beneficiaries, log in to TIAA.org/cuny.
Why are these changes being made?
CUNY is committed to continually reviewing your retirement plans to ensure they remain a valuable benefit for employees. In connection with this goal, some of the investment options in the retirement plans will be changing. These changes will be effective on or about October 8, 2020. Please review this brochure carefully to find out how your CUNY retirement plan account may be affected and how you can contact TIAA to get more information about the plans and the investment options.

A few new investment choices will be added and a few existing investment choices will be closed. After reviewing the following, you may choose to contact TIAA to get additional information. The CUNY ORP and TDA Plan have investment option menus that provide a mix of investment choices to help you create a portfolio based on your financial goals and preferences.
Annuity Mutual fund
A guaranteed (fixed) annuity pays a minimum guaranteed interest rate based on the claims-paying ability of the issuing company. Its value won’t rise and fall with the stock market, and it can help provide steady monthly income for the rest of your life. Liquidity varies by annuity contract type.
A variable annuity offers potential for growth to help keep pace with rising costs. Its value will rise and fall with the market. While it can provide retirement income guaranteed to last for your lifetime, the actual amount of income will vary.
A mutual fund pools assets from many individuals to invest in stocks, bonds, money market instruments and similar investments.
The value of a mutual fund isn’t guaranteed at any time and can rise or fall with the market.
It provides potential for growth and can help diversify your overall mix of investments.
Lifecycle fund
A lifecycle fund is a diversified investment in a single fund. It’s invested for potential growth in your early years, then gradually transitions to more conservative investments as you approach retirement.
It offers an easy “hands off” approach to investing. As with many investment options, the principal value of a lifecycle fund isn’t guaranteed at any time, including at the target date, and will fluctuate with market changes. (See page 6 for more information.)

Lifecycle funds are professionally managed investments that offer a diversified portfolio in a single fund. This option may be a good choice if you prefer a hands-off approach to investing.
The target date, indicated by the year in the fund’s name, is when you may plan to start making withdrawals, generally at age 65 (see page 6 for more information). As with many investment options, the principal value of a target retirement date fund is not guaranteed at any time, even at the target date, and will fluctuate.
The TIAA-CREF Lifecycle Fund family is actively managed and seeks to outperform general markets and indexes.
The actively managed investment style relies on research, market forecasts and management expertise to select securities to buy and sell, and therefore may have higher operating costs (expense ratio) than the passively managed investment style.
For those comfortable choosing their investments, the updated investment lineup includes a broad range of carefully selected options designed to help you build a diversified investment portfolio. When you diversify your portfolio, or spread your savings across several asset categories, you are less dependent on the performance of a single investment.
CUNY will continue to monitor for performance and fees compared to benchmarks and peers.

6 Your CUNY Retirement Plans
A lifecycle fund is a “fund of funds,” primarily invested in shares of other mutual funds. Its investments are adjusted from more aggressive to more conservative over time as the target retirement date indicated by the year in the fund’s name approaches.
The principal value of a lifecycle fund isn’t guaranteed. The target date in the fund’s name represents an approximate date when investors may plan to begin withdrawing from the fund.
Also, please note that a lifecycle fund is selected for you based on your projected retirement date (assuming a retirement age of 65).

If you aren’t contributing to the TDA Plan yet, now is the time to consider opening an account.
The TDA Plan allows you to make voluntary contributions to your retirement savings. You can make pretax contributions that are taken out of your income before you pay taxes, reducing your current taxable income and the amount of taxes that you pay. And, you pay no taxes on your contributions or any earnings until you receive your accumulations (initiate withdrawals that are either lump sum or periodic distributions) in retirement.
The plan also offers a Roth (after-tax) contribution option in which your contribution is taken out of your paycheck after taxes are paid. Roth contributions do not lower your current taxable income. You can make both pretax and Roth contributions to the plan. Please note that the overall annual 403(b) contribution limit remains the same, and will be coordinated between pretax and Roth 403(b) contributions.
Increase your CUNY TDA Plan contribution amount. You will need to submit a new Salary Reduction Agreement. You have flexibility to decide how much to contribute to your TDA Plan, up to the limits set by the federal tax code. For 2020, the maximum contribution amounts are:
o $19,500 if you are under age 50
o $26,000 if you are age 50+ by December 31
Review your beneficiary designations
Life changes, and so do your wants and needs. Remember to make sure your beneficiary information reflects your current wishes so you control decisions about your money.
It takes just a few minutes online and it is easy to designate, change or confirm your beneficiaries.
o Log in to your account at TIAA.org.
o Under Actions, select Add/edit beneficiaries.
o From there, you can designate beneficiaries and select how much each should receive.

Remember, you can change your beneficiary information again at any time.

Distributions and withdrawals
403(b) plans: Subject to plan terms, employee contributions invested in custodial accounts (mutual funds) and elective deferrals (including designated Roth contributions) may be paid to a participant before the participant has a severance of employment, dies, becomes disabled, experiences a hardship or attains age 59½. Employee contributions invested in annuity contracts may generally be distributed upon severance of employment or upon occurrence of a stated event in the plan.
401(a) plans: Subject to plan terms, employer and employee mandatory contributions may not be paid to a participant before the participant has a severance of employment, dies, becomes disabled, attains age 59½ or experiences a hardship (in-service distribution options were made available as a result of the CARES ACT, in-service distributions have not been allowed in the past and have very strict eligibility rules). Employer and employee mandatory contributions may generally be distributed upon severance of employment or upon occurrence of a stated event specified by the plan.
Investment, insurance and annuity products

Some investment options may have redemption and other fees. See the fund’s prospectus for details.
Lifecycle funds share the risks associated with the types of securities held by each of the underlying funds in which they invest. In addition to the fees and expenses associated with lifecycle funds, there is exposure to the fees and expenses associated with the underlying mutual funds.
Annuity account options are available through annuity contracts issued by TIAA or CREF. These contracts are designed for retirement or other long-term goals and offer a variety of income options, including lifetime income. Payments from the variable annuity accounts are not guaranteed and will rise or fall based on investment performance.
Your guaranteed option is a fixed annuity that pays you interest at competitive crediting rates that are announced in advance. There is no explicit expense ratio because this is a fixed annuity. Liquidity varies by annuity contract type.
Roth retirement plan option
Withdrawals of earnings prior to age 59½ are subject to ordinary income tax, and a 10% early distribution penalty tax may apply.
